The article describes the change in the reflection of the horizontal sign examined in the scientific work taking into account the factors of road maintenance and traffic intensity. Methods applied in accordance with the standards in force in the European Union. In order to carry out the study in a smooth way, the scientific work analyzes the horizontal amount of road marking materials, types of markings, the change of reflection in the main traffic conditions. The current legal regulation of Lithuania and other European countries, the USA is also reviewed. “The research work also develops the topic of the effectiveness of the methodology of maintenance and renewal of horizontal road markings abroad and in the Republic of Lithuania.” Recommendations are provided on how to improve the quality of horizontal road marking maintenance. Analyzes of national legislation on horizontal vehicle signs, recommendations on how to improve them to ensure the quality of the production of larger horizontal signs, or the best traffic conditions for all road users. Evaluating the reflectivity of selected streets in dry and wet conditions, making suggestions on how to improve the horizontal reflections of road markings and, at the same time, traffic safety.

The article deals with the analysis of tools used for competence development diagnostics in the European Union states (Federal Republic of Germany, Austria, Switzerland), the USA and Ukraine. The common approaches to the development and implementation of diagnostic tools in the process of music teachers training are determined: the competence-oriented educational standards and a complex of key competencies served as the basis for the diagnostic tools development; the development of diagnostic tools is carried out by Ministries, institutes and pedagogical and psychological laboratories; it is asserted that to provide education of high quality both psychological and pedagogical diagnostics are to be carried out. The author’s interpretation of terms used to define Musical Arts teachers’ general professional and specialized professional competencies and diagnostic tools providing for determining future specialists’ quality of education is offered.

For the purpose of a more detailed analysis of the features of administrative regulation of fiscal policy, it is necessary to consider examples of fiscal regulation of business processes in individual foreign countries, as well as features of fiscal policy in the EU. For several decades in a row, the G7 countries – Great Britain, Italy, Germany, Canada, the USA, France, and Japan - determine world economic policy. Despite the periodic global economic crises, they are among the first to overcome their consequences and maintain a leading position in the global business environment. This happens due to a balanced fiscal regulation policy. Among their common features is that part of the GDP that they accumulate through leverage of fiscal regulation has a steady tendency for growth. Thus, over the past 40 years in France, this share has grown by 10.1%, and in Canada - by 10.9%. The paper shows that the theoretical basis of modern fiscal regulation in these countries is neo-conservatism, the basis of which is the importance of direct impact on production through targeted and large-scale tax cuts. The authors show that fiscal regulation in this case provides incentives for conservation and investment. Another important element is the reduction of government spending, mainly due to the implementation of targeted government programs. However, despite several common features, each country has certain features in the administrative and legal regulation of fiscal policy. The relevance of the study is determined by the fact that it is necessary to investigate these features in more detail through the lens the historical development of the administrative and legal regulation of fiscal policy in foreign countries.

The main objectives of the research were such: to define the concept of cold chain as an object of legal regulation; to find out the content and features of the EU legislation on the safety and quality of meat and meat products during cold chain and its use in Ukraine; to characterize the legal bases of the current legislation of Ukraine on ensuring the safety and quality of meat and meat products during cold chain, to formulate proposals and recommendations aimed at improving the national legislation of Ukraine by approximating it to the EU legislation, which sets requirements for the safety and quality of meat and meat products throughout cold chain. To achieve the abovementioned objectives, the following methods were used: comparative legal, analytical, systemic, dialectical, generalizing, specific-search, structural-functional, semantic, methods of deduction and induction, etc. The content and features of the legal regulation of the safety and quality of meat and meat products in the current legislation of the European Union and Ukraine have been clarified. For the first time, the definition of the term 'cold chain' has been proposed by reference to it in author's editorial, which should influence its clearer scientific and practical understanding. It is determined that the temperature regimes of cold processing, storage and transportation of meat and meat products in Ukraine are regulated by a large number of legal acts, in particular: national standards of Ukraine (DSTU), technical regulations, technological instructions, rules of transportation, etc. It is found that national legal acts do not provide a systematic understanding of the particularities of cold chain legal regulation in the meat processing industry in order to ensure the safety and quality of meat and meat products. As a result of departmental inconsistency, the existing storage temperature parameters for the same product type in different legal acts differ from each other, which does not allow to determine the actual storage periods at different stages of the cold chain. In addition, current legal acts in Ukraine do not provide for constant monitoring of the temperature of cold-processed meat and meat products throughout all cold chain units and the hygienic condition of refrigerators throughout the shelf life. As a result, the cold chain is very difficult to be controlled and requires a large number of factors to be taken into account in order to bring safe and high-quality meat and meat products to the end consumer. According to the results of the research, proposals and recommendations are formulated to improve the national legislation of Ukraine governing the cold chain in the meat processing industry.

This article considers the problem of the formation of the research culture of future specialists. Particular attention is paid to the principles of organization of research work at a university. In modern conditions of the development of science and technology, changes in the style of thinking, priority sources of perception of information of future specialists, it is necessary to develop new, effective methods of training, the result of which will be the formation of an effective specialist that is in demand by a potential employer. Thus, the process of forming the research culture of future specialists in accordance with the culturological approach is the main system-forming factor in the formation of personality, and the joint scientific work of the student and teacher should become an effective tool. The research culture of future specialists is a system-forming basic component of a personality culture, an intermediate link between a person and his purposeful activity. It is an integrative, dynamic quality of personality, characterized by a value attitude to research, an unsaturated need for search activity, a combination of methodological, philosophical, general subjective, reflective knowledge and research skills, and a high potential for research abilities.

AbstractImportant achievements such as the discovery of penicillin increased life expectancy in the 19th century. At the beginning of the 20th century, the influence of technical equipment and biomedical research led to a further leap in life expectancy. The use of computer devices with sophisticated software also improved the quality of life. This is linked to the fact that all these achievements have now led to the emergence of one of the largest import and export markets in the USA, alongside the european union (EU), which is an association of European states. In order to guarantee a uniform quality of this abundance of different products and therapies, there are worldwide corresponding regulations, to which all manufacturers must adhere. The entry into force of these regulations, with the associated approval and testing obligations for each individual medical device, ensures that a consistently high quality of products is used on patients. Of course, high quality as well as high functionality and safety levels of medical products are a must. However, the implementation of these regulations is realized differently in the various markets, as there is no global harmonization. This work focuses on approval procedures for medical devices in Europe (EU) and the USA and compares significant differences in the approval procedures, which are shown as a graphical comparison. An example is an approval of medical devices by the U.S. Food and Drug Administration (FDA), which is an US government agency. In Europe (EU) there is a manufacturer’s declaration of conformity for the approval.

Parameters such as tolerance, scale and agility utilized in data sampling for using in Precision Agriculture required an expressive number of researches and development of techniques and instruments for automation. It is highlighted the employment of methodologies in remote sensing used in coupled to a Geographic Information System (GIS), adapted or developed for agricultural use. Aiming this, the application of Agricultural Mobile Robots is a strong tendency, mainly in the European Union, the USA and Japan. In Brazil, researches are necessary for the development of robotics platforms, serving as a basis for semi-autonomous and autonomous navigation systems. The aim of this work is to describe the project of an experimental platform for data acquisition in field for the study of the spatial variability and development of agricultural robotics technologies to operate in agricultural environments. The proposal is based on a systematization of scientific work to choose the design parameters utilized for the construction of the model. The article considers the problems of legal regulation of crowdfunding in Russia, as well as in the USA and the European Union. The concepts of crowdfunding and related terms (platform, network) are disclosed, the advantages and risks of such investment platforms to raise funds to finance projects, including using artificial intelligence technologies, are shown. Particular attention is paid to the consideration of existing legislative norms regarding the regulation of modern investment mechanisms, especially crowdfunding. Based on the results of the study, conclusions and recommendations on the development of legal support for platform financial solutions are formulated.

The European Union directions pay a specific focus on traffic safety. Safety of railway transport traffic is among priority fields which has a direct effect on the quality of life of the population. It is most convenient to consider the number of breaks and accidents per year as the indicator of traffic safety. Reasons of traffic accidents can be very different. Most accidents occur due to poor technical condition of rolling‐stock and infrastructure, the human factor and the deficient organization of traffic. Stock Company “Lithuanian railways” can not assure safe traffic yet. The number of traffic incidents decreased in a few preserves only. Considering that, it is necessary to prepare a strategy for traffic safety and the program for its implementation. In 2002 specialists started preparing a study for safe traffic. The study is important for the preparation and implementation of the mentioned program. First results obtained from the research have already approved the importance of the influence of infrastructure, rolling‐stock and a human factor on traffic safety. The research carried out indicates positive changes in the situation of traffic safety of Lithuanian railways.

In the European Union, no specific requirements for the physicochemical parameters of dietary supplements have been established, contrary to the United States of America. This research aimed to assess the selected physical parameters of 31 commercially available beetroot-based dietary supplements in the form of tablets and capsules following the United States Pharmacopoeia (USP) guidelines and the Food and Drug Administration (FDA) recommendations. There was also estimated zinc and iron content by atomic absorption spectroscopy with flame detection. Results showed that nine products did not meet the USP requirements. Seven supplements needed more than 30 min to disintegrate. Two products in the form of tablets did not pass the friability test because of cracking. The hardness values varied significantly between manufacturers, demonstrating values from 59.1 to 455.8 N. The iron-enriched supplements differed significantly in iron content compared with the manufacturers’ declaration (84.91–140.69%). Inappropriate quality of dietary supplements, which may constitute a potential risk to consumers, can be related to the lack of specific regulations in Europe; hence, similar to the USA requirements should be considered in the European Union. The work emphasizes the need to better control the quality of dietary supplements before they are introduced to the European market.
