The new theoretical approach of the processes of creating knowledge based society and the knowledge economy, as well as sustainable development processes is described in the article. The main idea is that the creation and development processes of the knowledge‐based society and knowledge economy may be attributed to the category of global transformation and sustainable development processes, therefore, all general phenomena and characteristics of global transformations and sustainable development in general, are absolutely typical for the creation and development of the knowledge based society and knowledge economy. The processes of the creating of knowledge based society and knowledge economy and modernization are analyzed in the general context of the processes of sustainable development. The main principles of creating the knowledge based society and knowledge economy and modernization are described. Creating and modernization of the knowledge based society and knowledge economy are very complicated processes, oriented to the formation of the new quality of society and qualitatively new lifestyle, these processes may be described as “twice” as complicated, because they win distinction by orientations to the pursuit of new quality in two aspects: the knowledge based society and knowledge economy, compared to “traditional” society and economy, are in all cases described as qualitatively new, creating and development of the knowledge based society and knowledge economy takes place under the conditions of the global changes, which means that qualitative changes take place in all global space, the essence of those changes is the creation and spread of the knowledge‐based society and knowledge economy. A special attention is given to the conclusion that in the environment of the knowledge based society creation and generating knowledge economy and development, the provisions for sustainable development should be attained. The processes of creating knowledge based society and knowledge economy and further development should be analyzed and assessed in the context of processes of globalization and internationalization, as well as processes of global transformations. The “Power” concept intended for the scientific cognition of sustainable development and knowledge based society and knowledge economy creation processes phenomena is analyzed. Santrauka Straipsnyje išdėstomas naujas teorinis požiūris į darnios plėtros ir į žiniomis grindžiamos visuomenės bei žinių ekonomikos kūrimo procesus. Pagrindine ideja, išreiškianti šio teorinio požiūrio esmė, yra ta, kad darnios plėtros bei žiniomis grindžiamos visuomenės ir žinių ekonomikos kūrimo procesai suvoktini ir nagrinėtini kaip sudarantys bendra visuma. Žiniomis grindžiamos visuomenės ir žinių ekonomikos kūrimas traktuojamas kaip pagrindinė prielaida realiai įgyvendinti darnios plėtros nuostatas, o darni plėtra vertinama kaip išskirtinis žiniomis grindžiamos visuomenės ir žinių ekonomikos kūrimo procesams būdingas požymis. Šiuolaikinėmis globalizacijos bei socialinės, ekonominės raidos ir mokslo bei technologijų pažangos internacionalizavimo salygomis išryškėja daug naujų aplinkybių ir reiškinių, kurių poveikis ir vaidmuo mažai atsispindi daugelyje tradiciniu požiūrių, skirtų tiek darniai plėtrai, tiek žiniomis grindžiamos visuomenės ir žinių ekonomikos kūrimo procesams. Padaryta išvada, kad tradiciniai darnios plėtros bei jos problemų, žiniomis grindžiamos visuomenės ir žinių ekonomikos kūrimo logikos bei tendencijų suvokimai vis labiau neatitinka šiuolaikiniu poreikių ir iššūkių ir reikalingi esminių papildymų bei patikslinimų. Šiuolaikiniai požiūriai į darnią plėtrą bei į žiniomis grindžiamos visuomenės ir žinių ekonomikos kūrimą turėtų kur kas geriau perteikti šiuo metu pasaulyje vykstančių naujo tipo transformacijų procesų vaidmenį ir įtaką, visų pirmą tų transformacijų, kurios išreiškia žiniomis grindžiamos visuomenės vertybių ir idealų pasklidima globaliu mastu. Būtent tokios visuomenės kūrimasis ir šios visuomenės vertybių ir idealų pasklidimas globalizacijos aplinkoje sukelia naujų transformacijų šiuolaikinėje visuomenėje bei jos gyvenime, sudaro prielaidas suvokti būtinybę naujai reaguoti į darnios plėtros poreikius bei spręsti naujas problemas. Straipsnyje detaliai apibūdinta vadinamoji galios koncepcija, kuria remiantis siūloma kompleksiškai nagrinėti darnios plėtros bei žiniomis grindžiamos visuomenės ir žinių ekonomikos kūrimo procesus, spręsti daugeli tokių procesų valdymo klausimu. Galios koncepcijos taikymas leidžia modeliuoti stambiose sistemose vykstančius socialines, ekonomines, politines raidos, mokslo ir technologijų pažangos reiškinius bei procesus, identifikuoti ir vertinti atitinkamų procesų suderinamumą, vienų procesų poveikius kitiems procesams, identifikuoti įvairias disproporcijas, išryškejančias netolygiu pokyčių sąlygomis. Visa tai leidžia diagnozuoti pasireiškusias ar galinčias pasireikšti darnios plėtros žiniomis grindžiamos visuomenės ir žinių ekonomikos kūrimo problemas ir numatyti priemones, skirtas šioms problemoms spręsti. Straipsnyje atskleisti darnios plėtros bei žiniomis grindžiamos visuomenės ir žinių ekonomikos kūrimo procesų kaip visumos principai, kompleksiškai išnagrinėti darnios plėtros bei žiniomis grindžiamos visuomenės ir žinių ekonomikos kūrimo dėsningumai. Prioritetinis dėmesys skiriamas integracijos ir sintezės kaip jungimosi procesų logikai atskleisti. Išdestytas teorinis požiūris gali būti gana plačiai taikomas nagrinejant įvairius darnios plėtros bei žiniomis grindžiamos visuomenės ir žinių ekonomikos kūrimo reiškinius.

Theoretical problems and priorities of the scientific research on creating knowledge-based society and knowledge economy are described and analyzed in the article.A new concept of knowledge-based society and knowledge economy creation and development processes is described. The main idea is that knowledge-based society and knowledge economy creation and development processes may be attributed to the category of global transformation processes, therefore, all general phenomena and characteristics of global transformations are absolutely typical of the creation and development of knowledge-based society and knowledge economy.The processes of creating knowledge-based society and knowledge economy are analyzed in the general context of global transformations processes.The main principles of creating knowledge-based society and knowledge economy, as well as the main phenomena of knowledge-based society and knowledge economy creation processes are described.Creating and modernizing knowledge-based society and knowledge economy are very complicated processes oriented to the formation of a new quality of society and a qualitatively new lifestyle. These processes may be described as especially complicated, because they pursuie a new quality in two aspects:• knowledge-based society and knowledge economy, compared to “traditional” society and economy, are in all cases described as qualitatively new;• creation and development of knowledge-based society and knowledge economy take place under conditions of global changes, which means that qualitative changes take place in all global space, the essence of those changes being creation and spread of knowledge-based society and knowledge economy.The universal principle of the “new quality creation” is characterized. This principle shows that new quality always forms itself or is formed on the ground of conjugation when elements of different origin, which have never before belonged to the same system, merge into a common interaction system, and that the conjugation processes may be of two types–those of integration and synthesis. The general and some specific phenomena of creating knowledge-based society and knowledge economy are characterized.

One of the most relevant issues causing concern of the world community is the ensurance of sustainable development. The problem was raised in the second half of the 20th century and has not been solved up to the present yet. The main idea of the article is to consider the spatial factor of sustainable development. The author shows that there is a high level of territories’ socio-economic differentiation in the Russian Federation. The problem of increasing polarization both between the center and periphery, and between the town and countryside has become particularly urgent. Rural areas are significantly lagging behind in terms of the population’s level and quality of life, and the rates of socio-economic development. The trends of rural extinction are intensifying and, as a result, there emerge the sparsity of economic space, and the decrease in stability of the national settlement system and development of countries as a whole. The increase of socio-economic problems in rural areas requires strengthening of the state regulation concerning the territories’ spatial development

In today’s turbulent world influenced by globalization, knowledge is becoming a key factor in the market. Every economy, if it wants to be successful and competitive, must pay more attention to knowledge and its creation, transfer, and preservation. In this respect, it is a key element in ensuring a country’s sustainable position in a competitive environment. Based on this, we set out the main idea of the article as follows: increased emphasis on the factors of a knowledge-based economy affects the growth of the country’s competitiveness, which contributes to its better sustainability. To verify the idea, we used a multi-criteria evaluation of countries by the TOPSIS method and a subsequent regression model. We examined developments in the EU countries over a period of 11 years in selected indicators typical for the knowledge economies, in the area of competitiveness. Finally, we examined the sustainability of EU countries. Based on the findings of these methods, we identified the leading country—Sweden—in the field of knowledge economy, competitiveness, and sustainability.

The processes of creating knowledge-based society and knowledge economy in the context of global changes are described. A variety of global changes and the main processes of creating knowledge-based society and knowledge economy in the context of globalization are identified. The processes of creating knowledge-based society and knowledge economy are defined as the processes belonging to the category of global transformation processes; it means that the complex interaction between the general processes of global transformations and the processes of creating knowledge-based society and knowledge economy are a very important factor of positive changes in social life in the context of globalization. A complex analysis and the multidimensional evaluation of the processes of global transformations and of creating knowledge-based society and knowledge economy as a promising theoretical approach in research of social changes in the context of globalization is carried out. The main ideas of the complex analysis and of the evaluation of the factors of interaction between the general processes of global transformations and the processes of creating knowledge-based society and knowledge economy are analyzed.

One of the major problems faced by the Algerian economy is sustainability. This is because the economy is essentially hydrocarbon-based. Since 2001, Algeria has adopted a new strategy to strengthen and diversify the economic sector in order to reduce poverty and ensure sustainable development. This study aims to highlight the impact of these reforms on the development and the level of well-being. For this purpose, we carried out an econometric study over the period (2001-2013) in order to ascertain the impact of the creation of SMEs on the improvement of the quality of life which is measured in this test by the HDI. We found that the strategy adopted by the Algerian state for the creation and promotion of SMEs in Algeria has a positive impact on the state of development of the country and the level of well-being of the population.

Basing on the strategic approaches, the article investigates the role of innovative entrepreneurship in forming the knowledge economy. The importance of intensifying the development of the knowledge economy in the context of global changes and modern challenges has been substantiated. The need for the formation and development of the country’s knowledge economy, taking into account the deepening development of innovative entrepreneurship, is considered. The expediency of accelerating the commercialization of the results and discoveries of scientific research works is noted. Strategic directions of mutual activities of universities, research institutions, investment funds, industrial enterprises and other subjects of innovative entrepreneurship are given. The necessity of ensuring the effective and efficient application of the results, developments and innovations is substantiated. The progressive world experience in ensuring the development of the national innovation system and the formation of an innovationoriented economy of the country is considered. An objective approach is considered the creation and commissioning of modern technological parks, industrial parks and high-tech parks for an intensive transition to innovative development of the economy and deepening the basic principles of the knowledge economy. The essence and effectiveness of innovative entrepreneurship is revealed, which covers intellectual resources, more productive inventions and discoveries. The importance of developing the market for research services and thereby ensuring the dynamism of the market for science, technology and innovation was noted. The processes and approaches to the development of important elements of the knowledge economy and to strengthening the role of innovative entrepreneurship in this direction are analyzed. The multiplicative effect of targeted measures and the use of state support mechanisms for deepening the development of innovative entrepreneurship in Azerbaijan were assessed. The need to improve and develop organizational and economic factors, the institutional framework for accelerating the creation of an innovation system and multifunctional innovation zones in the country is considered. The role of digitalization and the use of elements of information and communication technologies for strengthening the processes of creating a knowledge economy is shown. Recommendations and proposals were prepared on the strategic role of innovative entrepreneurship in the formation of the knowledge economy in Azerbaijan.

Abstract In the last decade, international organizations have expressed their concern about the capacity of classical economical indicators to encompass the whole story of the developing processes, especially in their relationship with the environment. A comprehensive environmental metrics has been adopted (states and organizations reports indicators like greenhouse gas emissions, ozone concentrations, surface of contaminated land, number of threatened species, etc.) and operates in parallel with the traditional industrial indicators. But it seems not enough since this complementary metrics does not illustrate the entire complexity of development processes, in the 21st Century. Recent EU documents stress the importance of sustainable development, of the importance of industrial symbiosis as a tool to better manage material, energy and human resources and evaluate the possibility of generating and reporting new, synthetic, composite indicators that could include both the information in the classical economical indicators but also the environmental impact and the quality of life. The paper is a contribution in this respect and, starting from the results of the implementation of the Industrial Symbiosis paradigm in the case of a power plant, it presents how the EU recommendations about a more sophisticated metrics of ecoefficiency works, for the first time at the level of a Romanian enterprise. An original, new metrics is generated, that takes into account whether and how the technological and economical processes are accompanied by a favourable trend for the environment, A new, composite index for ecoefficiency and sustainability is presented in its structure and dynamic evolution, enabling local managers not only to assess their sustainable development trend, but also to identify where should their action be directed in the short term to correct unfavourable trends. The study was a part of the PAZEWAIA Project financed by Innovation Norway.

For the effective development of Ukraine in the conditions of global changes (political, economic, social, educational) the priority should be transition to a new economy – knowledge economy. The basis of knowledge economy will be the professional development of specialists in innovative business structures through lifelong learning, in particular formation of their transversal competencies. These qualitatively new specialists will be able to ensure the transition of companies to innovative forms of organization of production activities. The purpose of the article is to reveal the importance of transversal competencies formation among specialists of innovative business structures in lifelong learning to ensure competitiveness of Ukrainian companies at the international level. Methodology. To achieve the goal, general scientific and special research methods were used: comparative analysis and generalization – to study the international experience of innovative business structures; synthesis of theoretical and empirical data – to characterize Ukrainian companies according to the innovation index; structural-functional and system analysis – to study the features of knowledge economy and form hard, soft and business skills. Results. In formation of business structures, Ukraine still uses traditional criteria, while in the world there are innovative approaches – companies "gazelles", clusters, etc. Characteristic features and problems of gazelle companies functioning are analyzed, in particular concerning the personnel component. It is proposed to consider successful enterprises as centers of new economic zones, around which related enterprises, promotion infrastructure, clusters should be purposefully built. It is determined that national economic competitiveness is associated with knowledge and innovation driven capital. Two approaches to the management of business structures are analyzed. The first is based on implementation of subject-subject relationships, development of innovative transversal competencies in order to expand managers' “breadth of management skills" through LLL-education. The second is the experience of innovative enterprises, where management is transformed into information management with its inherent impersonal post / non / management. Formation of the phenomenon of transversal competencies on the basis of LLL-education is analyzed. This is ensured by changes in hard skills, acquisition of new soft skills and integrated business skills, which contributes to the creation of a new generation of professionals. It is determined that business skills are integrated from soft skills, which accumulate intellectual property knowledge, investment and financial literacy, sales skills, presentations and business negotiations, event management, project management, people, their work and time, etc. Emphasis is placed on the importance of forming knowledge economy based on the intellectual potential of society, in which the main levers are the processes of accumulation and use of information and its transformation into knowledge, which depends on the economic progress of the country. It is determined that on the basis of formation of scientific and educational clusters, introduction of crowd technologies, crowdsourcing in education during life the professional development of experts of innovative business structures will be provided. Practical importance. The results of the research can be used in the creation of training programs, retraining, reskilling and changing types of work in the modern production space, which include provisions of knowledge economy for professional development of innovative business structures through lifelong learning. The basic postulates of research can be useful for managers whose companies implement innovative approaches to management, the latest technologies in production activities and promote mobility in retraining in accordance with sociel needs. Correlation/ originality. Conclusions reached will help economists, politologists, social scientists and LLL learning educators to understand the importance of innovative concepts in development business structures and formation transverse competencies based on hard, soft and business skills.

This paper will discuss HRDs future in BRICS countries, focusing on an 11-point agenda specially designed for them. These nations are building a consortium to tackle HRD issues and enhance their quality of life by addressing issues such as health, safety, inadequate income, widespread hunger, gender inequality, environmental degradation, virulent diseases, and lack of technological expertise. They intend to promote BRICS and build global partnerships for long-term development and sustainability. This paper will also discuss BRICS strategic HRD practices that are rapidly achieving their objectives. The BRICS have been investing in knowledge-based projects for many years as they believe that growth requires a knowledge economy. This paper will focus on the BRICS nurturing of intellectual capital and evaluates the trend in BRICS HRD practices as they follow their knowledge-based 11-point agenda.
