There are many concepts in the transport and logistics business: transport, logistics, transportation, forwarding, etc. There are also a number of different study programs and disciplines such as: transport economics, transport logistics, logistics management, etc. All of these titles are often related to the content of the plan, planning, organization, management and control of the movement of human, material, informational and financial flows. However, in practice, they are often correlated and misused. Therefore, it is an important task to properly define these concepts. This article, based on various scientific literature, deals with the concept of transport logistics in various disciplines and fields of research. The results of this analysis made it possible to identify that there is no unified logistic term. Therefore, a qualitative study was also used. The purpose of this study is to identify the concept of transport/logistics companies in the Baltic States as the concept is treated in business. The results of the research have shown that the concept of transport logistics is also understood differently. Therefore, the purpose of this article is to formulate the definition of transport logistics on the basis of the results of the scientific literature analysis and qualitative research.

Introduction. The issue of legal research of organizational and economic powers is constantly in the focus of researchers in the field of both economic and administrative law. There are different views on the emergence of organizational and economic powers. Some scholars believe that such powers arise exclusively in the process of managing economic activity, others - both in the process of management and in the process of regulating economic activity. In particular, the issues of organization and control of economic activity are added to such discussions. Accordingly, as a result of which processes the organizational and economic powers arise today are not so clearly defined at the legislative or doctrinal levels. Topicality. Given this uncertainty regarding the processes during which organizational and economic powers arise, many questions and problems arise during their implementation. In particular, this problem is manifested in the separation of organizational and economic and power powers, especially when the subject is simultaneously endowed with the functions of power and organizational and economic nature in the process of managing economic activity. Accordingly, the analysis of the concepts of organization, management, regulation and control of economic activity in the context of the theory of economic and administrative law and the theoretical and legal perspective needs its justification and systematic scientific disclosure. Summary of the main results of the research. The definition of these concepts at the legislative and doctrinal levels has been worked out. The concept of organization of economic activity is studied, which is proposed to be considered broadly (as an independent direction of activity aimed at rational combination in time and space of all elements of economic system of appropriate level: national (sectoral), local (regional), at the level of economic entities); and narrow meanings (as a management function that is implemented in the process of unification (distribution) of subjects, objects, means and is designed to create a new or reorganize or liquidate the existing system). It is established that economic management is an independent type of activity that is implemented in relation to social relations that arise, change and cease in connection with the implementation or realization of the intention to conduct economic activity on the basis of property relations on the basis of property, control relations. -subordination and delegated powers in order to effectively implement it. It is proposed to consider state regulation of economic activity at the macro and micro levels. It is investigated that control is one of the management function. Conclusions. It is substantiated that organizational and economic powers arise in the process of business management and or regulation of economic activity (at the micro level). It is proposed to include in the Commercial Code of Ukraine the following definition of organizational and economic relations: “organizational and economic relations in this Code mean the relations between business entities and subjects of organizational and economic powers in the process of economic management and / or economic regulation. activities (at the micro level)".

The purpose of the article is to typologize terminological definitions of security, to find out the general, to identify the originality of their interpretations depending on the subject of legal regulation. The methodological basis of the study is the methods that made it possible to obtain valid conclusions, in particular, the method of comparison, through which it became possible to correlate different interpretations of the term "security"; method of hermeneutics, which allowed to elaborate texts of normative legal acts of Ukraine, method of typologization, which made it possible to create typologization groups of variants of understanding of the term "security". Scientific novelty. The article analyzes the understanding of the term "security" in various regulatory acts in force in Ukraine. Typological groups were understood to understand the term "security". Conclusions. The analysis of the legal material makes it possible to confirm that the issues of security are within the scope of both legislative regulation and various specialized by-laws. However, today there is no single conception on how to interpret security terminology. This is due both to the wide range of social relations that are the subject of legal regulation and to the relativity of the notion of security itself and the lack of coherence of views on its definition in legal acts and in the scientific literature. The multiplicity of definitions is explained by combinations of material and procedural understanding, static - dynamic, and conditioned by the peculiarities of a particular branch of legal regulation, limited ability to use methods of one or another branch, the inter-branch nature of some variations of security, etc. Separation, common and different in the definition of "security" can be used to further standardize, in fact, the regulatory legal understanding of security to more effectively implement the legal regulation of the security direction.

Administrative administration is the activity of recording for everything that happens in the organization to be used as information for leaders. While the definition of administration is all processing activities that start from collecting (receiving), recording, processing, duplicating, minimizing and storing all the information of correspondence needed by the organization. Administration is as an activity to determine everything that happens in the organization, to be used as material for information by the leadership, which includes all activities ranging from manufacturing, managing, structuring to all the preparation of information needed by the organization.

When the political camp centred on the Law and Justice party (PiS) came to power in 2015, it led to a change in priorities in Polish foreign policy. The Three Seas Initiative (TSI), understood as closer cooperation between eastern states of the European Union in the area between the Baltic, Adriatic, and Black seas, has become a new instrument of foreign policy. The initiative demonstrates the growing importance of Central and Eastern Europe in the global game of great powers. The region has become a subject of rivalry, not only between the United States and Russia but also China. Therefore, the main objective of this article is to try to describe the importance of the region to Germany and how Germany’s stance on the TSI has evolved. The article consists of three parts, an introduction to the issues, the genesis of the TSI, and the definition of goals set by the states participating in this initiative, as well as analysis of the German stance towards the initiative since its development in 2015. The theories of geopolitics and neorealism are used as the theoretical basis for the analysis.

With the attainment of secondary treatment by virtually all municipal discharges in the United States, control of water pollution from combined sewer overflows (CSOs) has assumed a high priority. Accordingly, a national strategy was issued in 1989 which, in 1993, was expanded into a national policy on CSO control. The national policy establishes as an objective the attainment of receiving water quality standards, rather than a design storm/treatment technology based approach. A significant percentage of the CSOs in the U.S. are located along the Ohio River. The states along the Ohio have decided to coordinate their CSO control efforts through the Ohio River Valley Water Sanitation Commission (ORSANCO). With the Commission assigned the responsibility of developing a monitoring approach which would allow the definition of CSO impacts on the Ohio, research by the Commission found that very little information existed on the monitoring and assessment of large rivers for the determination of CSO impacts. It was therefore necessary to develop a strategy for coordinated efforts by the states, the CSO dischargers, and ORSANCO to identify and apply appropriate monitoring approaches. A workshop was held in June 1993 to receive input from a variety of experts. Taking into account this input, a strategy has been developed which sets forth certain approaches and concepts to be considered in assessing CSO impacts. In addition, the strategy calls for frequent sharing of findings in order that the data collection efforts by the several agencies can be mutually supportive and lead to technically sound answers regarding CSO impacts and control needs.

In this paper, Linear Quadratic (LQ) optimal control concepts are applied for the active control of vibrations in helicopters. The study is based on an identified dynamic model of the rotor. The vibration effect is captured by suitably augmenting the state vector of the rotor model. Then, Kalman filtering concepts can be used to obtain a real-time estimate of the vibration, which is then fed back to form a suitable compensation signal. This design rationale is derived here starting from a rigorous problem position in an optimal control context. Among other things, this calls for a suitable definition of the performance index, of nonstandard type. The application of these ideas to a test helicopter, by means of computer simulations, shows good performances both in terms of disturbance rejection effectiveness and control effort limitation. The performance of the obtained controller is compared with the one achievable by the so called Higher Harmonic Control (HHC) approach, well known within the helicopter community.

AbstractA flight test campaign for system identification is a costly and time-consuming task. Models derived from wind tunnel experiments and CFD calculations must be validated and/or updated with flight data to match the real aircraft stability and control characteristics. Classical maneuvers for system identification are mostly one-surface-at-a-time inputs and need to be performed several times at each flight condition. Various methods for defining very rich multi-axis maneuvers, for instance based on multisine/sum of sines signals, already exist. A new design method based on the wavelet transform allowing the definition of multi-axis inputs in the time-frequency domain has been developed. The compact representation chosen allows the user to define fairly complex maneuvers with very few parameters. This method is demonstrated using simulated flight test data from a high-quality Airbus A320 dynamic model. System identification is then performed with this data, and the results show that aerodynamic parameters can still be accurately estimated from these fairly simple multi-axis maneuvers.

PurposeTo provide for the use of airlines and other civil aviation organizations a practical definition of operational efficiency and to show how it can be determined.Design/methodology/approachA brief account of air transport economics is used to demonstrate how bom load factors and aircraft utilization need to be considered in assessing operational efficiency. Then other efficiencies are treated briefly before an example is given of how the better of two fictitious aircraft can be chosen for a particular route. A second example involving the calculation of the operational efficiency achieved by an imaginary airline is also given to show that the typical value is lower than might be expected, particularly in view of the relatively high load factors involved.FindingsProvides performance values and economic figures which are typical of current airline operations.Practical implicationsUse of the proposed definition will allow the consistent assessment of the economic performance of airlines.Originality/valueAt present there is no definition of operational efficiency in general use although it is greatly needed by airlines. The definition proposed in this paper is practical and easy to use.
