According to the World Health Organization, Healthcare Technology (HT) is defined as the application of techniques and knowledge in the way of devices, medicaments, vaccines, procedures, and systems in order to develop solutions for healthcare problems and enhance the quality of life. Clinical Engineering has emerged as an interdisciplinary profession in the areas of medical equipment and technology management. With the correct support of Information and Communication Technologies (ICTs), these and others questions may be resolved through the ubiquitous environments and services that allow the acquisition, processing, diagnostic, transmission, and information-sharing in real time. Ubiquitous healthcare is a new paradigm that allows developing models and tools that improve the processes through monitoring, evaluation, prediction, and decision-making of the medical equipment condition. This chapter presents an ubiquitous management methodology for predictive maintenance with support of ICT and predictive analysis techniques that enhance decision-making in medical equipment.

The pandemic declared by the World Health Organization due to the SARS-CoV-2 virus (COVID-19) awakened us to a reality that most of us were previously unaware of—isolation, confinement and the massive use of information and communication technologies, as well as increased knowledge of the difficulties and limitations of their use. This article focuses on the rapid implementation of low-cost technologies, which allow us to answer a fundamental question: how can near real-time monitoring and follow-up of the elderly and their health conditions, as well as their homes, especially for those living in isolated and remote areas, be provided within their care and protect them from risky events? The system proposed here as a proof of concept uses low-cost devices for communication and data processing, supported by Long-Range (LoRa) technology and connection to The Things Network, incorporating various sensors, both personal and in the residence, allowing family members, neighbors and authorized entities, including security forces, to have access to the health condition of system users and the habitability of their homes, as well as their urgent needs, thus evidencing that it is possible, using low-cost systems, to implement sensor networks for monitoring the elderly using the LoRa gateway and other support infrastructures.

BackgroundThe health sector has always relied on technologies. According to World Health Organization, they form the backbone of the services to prevent, diagnose, and treat illness and disease. It is increasingly viewed as the most promising tool for improving the overall quality, safety and efficiency of the health delivery system.Aim of the studyThis was to assess the current situation of information and communication technologies (ICTs) in primary healthcare in the terms of describing and classifying the existing work, identify gaps and exploring the personal experiences and the challenges of ICTs application in the primary healthcare.Subjects and methodsA mixed research method in the form of sequential explanatory design was applied. In the quantitative phase a cross-sectional study was conducted among 172 family physicians using a predesigned questionnaire. Followed by qualitative data collection among 35 participants through focused group discussions.ResultsNearly half of the physicians have ICTs in their work and they were trained on it. None of them developed a community-based research using ICTs technology. Training on ICTs showed a statistically significant difference regarding the availability and the type of ICTs present in the workplace (P<0.05). Focused group discussion revealed that the majority of the participants believe that there is poor commitment of policymaker toward ICTs utilization in the primary care. Nearly 97% thinks that there is insufficient budget allocated for ICTs utilization in the workplace. Almost 88% of the participants demanded more incentives for ICTs users than non-user at the workplace.ConclusionsICTs resources are underutilized by health information professionals. Lack of funds, risk of instability of the electric supply and lack of incentives for ICTs users were the most common barriers to ICTs implementation thus a steady steps toward budget allocation and continuous training is needed.

This work aims to present the emerging challenge of Information and Communication Technologies (ICT) for career development in vocational guidance and career counseling. Based on the new paradigm for the 21st century, Life Designing Counseling, the use of ICT is suggested as favoring flexible and dynamic career construction processes. Various instruments for career counseling online are presented, the theme of accessibility is discussed in terms of cost/effectiveness of career service to prevent the risk of unintentional social injustice and to favor a greater correspondence between career services and the needs of individuals. This work permits an in depth study of the complexity of ICT, with the aims of understanding its opportunities and limits, offering new perspectives in research and intervention.

Effective decision-making in a virtual environment is becoming increasingly important as more and more organizations introduce virtual teams into their global businesses. Critical thinking is a reflective practice that has been suggested to enhance the quality of group decision-making in organizations (Natale & Ricci, 2006). However, little is known about the value of critical thinking in a virtual team environment and the ways in which it can be promoted. This chapter provides a conceptual model of informed decision-making based on critical thinking. It further outlines how critical thinking can be promoted in virtual teams through an active shift towards a dialogic learning culture, constituted by collaborative communication behaviors, authentic leadership, and the use of social Information and Communication Technologies (ICTs).

Strategic planning is a decisive process toward sustainable development for any organization. Mozambique has developed many tools toward good governance, among which Poverty Alleviation Strategy Paper (PARPA) is an umbrella. PARPA includes different key decisive segments of society, particularly the Information and Communication Technologies (ICTs) as the pool for development. This chapter investigates to what extent e-Governance, particularly the development of strategies based on ICTs, can contribute to minimize the impact of floods at local governments by addressing best practice and decision-making process. The authors address backcasting methodology as an approach to consider in a participatory strategic planning for long-term decision-making processes. They use Chókwe District as a showcase where e-governance has an impact in mitigating and preventing the impact of floods.

Developing the Information and Communication Technologies (ICT) strategy that supports the overall organization's business strategy is critical for generating business value. Recognizing the inadequacy of traditional quantitative cost-benefits analysis for evaluating and managing ICT investments, researchers suggest multi-criteria analysis, integrating quantitative and qualitative modeling. This chapter introduces the Balance Scorecard (BS) decision analysis framework and combines it with Real Options (ROs) analysis, in a qualitative and quantitative perspective, for modeling the business flexibility as well as for evaluating and controlling the ICT investments strategy. The multi-criteria ROs modeling applies to all perspectives of the BS framework providing a holistic decision-making model for ICT business.

Governments have turned to the use of information and communication technologies with the aim of improving service delivery, encouraging citizens in the decision making process, and enhancing accountability, transparency, and effectiveness. Effective inclusive participation of citizens in the government of their country requires access to information through modern technologies. Access to information is vital for transparency, accountability, participation, and the rule of law – all hallmarks of democratic governance. This chapter looks at the role of librarians and records managers in promoting e-government. Their traditional role of collecting, organizing, preserving, and disseminating information places them in a very significant position in e-governance implementation. However, in an electronic environment, they face a number of challenges which include economic, technological, and information literacy. The role played by these professionals, and the challenges each meet are discussed. Some recommendations are provided to enhance the role of these professionals in e-government implementation.

Administration of justice is adding information and communication technologies in its internal operations and its relations both with judicial operators and citizens in Spain. The chapter describes the Spanish institutional framework characterized by the plurality of actors with competences in the administration of justice and the lack of mechanisms of coordination among them. Then, it sets out the different applications of ICTs within administration of justice, classified into four categories: treatment of information, management of judicial files, relations between judicial operators, and decision making. The analysis of such applications focuses on Spanish administration of justice. The chapter finally shows the impact of Spanish institutional framework of justice in the development of e-justice.

Brought to life by contemporary changes of our world, e-health offers enormous possibilities. In the World Health Organization’s World Health Assembly resolution on e-health, WHO has defined e-health as the cost-effective and secure use of information and communication technologies in support of health and health-related fields, including healthcare services, health surveillance, health literature, and health education (WHO, 2005). It is impossible to have a detailed view of its potential as e-health affects the entire health sector and is a viable tool to provide routine, as well as specialized, health services. It is able to improve both the access to, and the standard of, health care. The aim of the chapter is to focus on how e-health can help in closing one gap - optimizing patient care. The examples included and references provided are ready to be introduced in practice immediately. Special attention is dedicated to cost effectiveness of e-health applications.

The chapter explores the utility of neuroeconomics in decision making and behavior. Scientific knowledge will be advanced in the need for the application of neuroeconomics focused on one of the services of the information and communication technologies (ICT) of companies, that is, e-commerce of exponential artisanal SMEs of women entrepreneurs, by developing a proposal for a business model to increase the possibility of growth of their companies at the level national and international level. The methodology used was deductive, exploratory, descriptive, correlational, and documentary. Neuroeconomics have the potential to explain the phenomena that are considered as a deviation from the prediction or behavioral bias of decision-making models in economic theory. The study up to this point is quantitative using primary and secondary sources for research.
