The notion of empowerment broadly refers to the ability of actors to fulfil their missions. However, assessing Information and Communication Technology (ICT) specific contributions to this remains an exigent task in the context of grassroots organizations. The objective of this chapter is to analyse the differences in levels of empowerment between ICT adopters and non-adopters Grassroots Environmental Organizations (GEOs) in Perth, Western Australia. The chapter draws on organizational empowerment theory and proposes an evaluation framework to assess ICT-mediated empowerment for sustainable development. Utilizing a survey of GEOs and interviews with leaders, the chapter unravels the contributions of ICTs in enabling these grassroots actors. The chapter ends with the discussion on the need for overcoming digital divide and recommends strategic support for GEOs that are either not able to or not willing to keep up with the emerging trend of ICTs.

The 21st Century has observed an increase transformation based on economy and social patterns. The challenging of education is now prepared for the future, not for the present. The changing environment of learning is related to competencies and skills rather than in particular subjects and theories. How to teach what is not present yet? Why education must be profoundly related to both Information and Communication Technology and human ethnic? This paper is dedicated to highlight some of these points, bringing some reflections regarding these topics about the relationship between Africa and Latin America, especially Brazil.

Abstract: This research aims to uncover the benefits of the introduction of information and communication technology in education. The researcher analyzes documents from formal and non-formal institutions in facilitating the use of information and communication technology to meet the needs of today's students. In order to maximize the benefits of having ICT in education, universities have to have more interactions with the world community through communication with pople in the community and their leaders. Abstract: There is no doubt that the integration of ICT in the provision of library services can bring great benefits to the entire community and the nation. ICTs, which continue to be a support tool for the provision of up-to-date and timely information and library services, are also essential for sustainable development .This paper is an attempt to examine the critical role that information and communication technology (ICT). How it plays important role in the management and delivery of library services in sustainable development. Despite the wide range of opportunities offered by the advent of ICT, it has been observed that the application of ICT to library services appears inadequate, probably due to several challenges. Using the simple literature search methodology, the paper sought to review the related literature on ICT resources and ICT-based services in libraries, the benefits of ICT and the role of libraries in sustainable development. The document also identified the challenges of using ICT in libraries. Among other things, it was recommended to improve the capacity and level of adoption of ICT by libraries. The objectives of this study are to: estimate African countries’ Government Openness Index (AGOI) to see the updated progress of open government in those countries, examine which areas African countries should further improve for sustainable development, and compare the performance of the Open Government Partnership (OGP) member countries to that of non-OGP countries in forming AGOI. This study developed the AGOI with 32 selected countries and four factors (ACC (accountability), TRA (transparency), CPF (citizen participation and freedom) and ICT (information and communication technology)) for the period of 2006–2019. The results show that African countries have continuously increased the values of AGOI for the period. ACC has barely changed, but TRA has increased slightly. Both CPF and ICT have increased at higher growth rates during the period. The OGP group reached much better scores than their non-OGP counterparts, with positive differences in AGOI, ICT, CPF, and TRA, except ACC. The results of this study suggest that the constantly increasing CPF and ICT levels in countries that have similar conditions as African countries should be further improved to function well enough to build accountability and transparency. It is also recommended that countries join the OGP in order to move towards improving government openness and creating sustainable development.
