Between Academic Self-Governance and State Control

This chapter presents the model of university governance at the University of Ljubljana. Basic information on the university and its history is given at the beginning. The chapter continues with the description of the university governing bodies and procedures, and with the national system of higher education governance which significantly shapes the institutional governance. The presentation is based on the University of Ljubljana and national documents, and on the author's introspection being rector of the university in the period 2013–2017. Referring to some recent scientific publications, the chapter concludes with the discussion on the governing dilemmas and responses to the existing University of Ljubljana governance model which may be described as an amalgam where the primary tension exists between academic self-governance and the state-centered elements. This tension could be expressed as a permanent struggle for greater autonomy within the university and for control of the university by the state and other external stakeholders.

This analysis focuses on changes in higher education governance in Poland and Romania in the post-communist era. The author applies a theoretical framework based on institutional isomorphism and historical institutionalism and maps the policy trajectories of both systems on the basis of three governance ideal-types. The public higher education systems of both countries initially took a markedly different reform path after 1989. Polish higher education by and large returned to its historical model of ‘academic self-rule’ and has resisted pressures for stronger marketization, even during the Bologna Process, while Romania has been characterized by an early and strong isomorphic orientation towards higher education models primarily of Anglo-American inspiration. The main argument of the paper is that – after a period of marked divergence – both systems are visibly ‘re-converging’ towards a new hybrid governance model. The new governance model aims to (re-)embed the research mission of universities to foster homegrown research and innovations. These new hybrid constellations enable both countries to simultaneously deal with global pressures for change and liberate themselves from economic dependence on the West, while not throwing historical institutions entirely overboard.

The subject of this research is the examination of peculiarities organization of the work of the state exam board with regards to remote defense of graduate thesis at the university, and possible ways to overcome the emerging difficulties. The article utilizes and analyzes the data of scientific publications and generalized practical experience of the authors participating in the state exam board and its organization. The analysis involved 48 Master’s Degree graduates and 61 Bachelor’s Degree graduates of the Department of Biotechnical Systems of Saint Petersburg Electrotechnical University. The cloud-based platform was used for holding remote online video conferences and Zoom meetings in the extended version. The novelty of this study lies in comprehensive examination of such aspects as preparation of the state exam board, information materials, general procedure for remote thesis defense, peculiarities of issuing grades, need for demarcation of responsibilities between the members of boar, changes in in the work of the members of state exam board, its chairman and secretary. Special attention is given to the methods for preventing violations in technical support of remote thesis defense and measures for ensuring their security. The conclusion is made that the proper organization can help to successfully overcome the difficulties emerge thereof.

The year 2018 marked the 10th anniversary of the global economic crisis of 2008. In Europe, austerity has been a constant ever since the crisis. This article critically engages with recent institutional and ideological developments in the small Baltic state of Estonia. The article investigates the structural reforms and prevailing ideology in Estonian universities under conditions of the post-2008 economic crisis austerity regime. How has austerity impacted academia and what have been the responses to it? How has the university been approached in the context of post-crisis socio-economic challenges? Structural reforms and business ethos coupled with decreased public funding have been part and parcel of the European higher education landscape, from Greece to the British Isles. Expanding the research done on this subject, I explore these issues in the Estonian context with a particular focus on the political economy and institutional governance. I seek to show how Estonia’s consolidation politics in the field of higher education governance has led to a decline of the university as a public (sector) institution and limited the opportunities to undertake independent, critical research. I conclude with recent attempts to contest austerity in universities at a time of a conservative turn in Estonian politics.

Recently, the trend of university autonomy is seen as a solution to promote the development of universities, improve the quality of education and contribute to the training of high–quality human resources for the country. So how should university autonomy be recognized, evaluated, and development-oriented? Is university autonomy aimed at promoting corporate governance towards corporate governance as a solution to today’s problems? This article aims to assess the current state of university governance in Vietnam and the world. Studies related to the university governance model, which is in the direction of corporate governance – are also analyzed and discussed. This article proposes a model to help standardize modern governance activities according to corporate governance, limit unnecessary overlap between unrelated departments in university activities, thereby promoting the development of universities in the future.

AbstrakDalam menjaga eksistensi perguruan tinggi di era teknologi informasi dan digitalisasi, diperlukan sistem tata kelola perguruan tinggi yang berkualitas agar mampu beradaptasi terhadap dinamika perubahan. Jenis penelitian dalam artikel ini yaitu penelitian kualitatif melalui penelusuran terhadap sejumlah literatul sebagai sumber primer. Hasil kajian menunjukan bahwa sistem tata kelola perguruan tinggi juga harus memperhatikan prinsip Good University Governance (GUG) dalam mengurangi resiko kesalahan dalam pengelolaannya. Dengan ruang lingkup GUG yang meliputi unsur perencanaan, pelaksanaan, pengendalian, dan peningkatan kualitas secara terus menerus dilakukan berdasarkan monitoring dan evaluasi. Perwujudan tata kelola perguruan tinggi yang diharapkan harus dilakukan secara bertahap, terencana, dan terprogram dengan kerangka waktu yang jelas mulai dari tata kelola penjaminan mutu, tata kelola aspek fungsional termasuk tata kelola keuangan, dan tata kelola informasi dan digitalisasi. The type of research in this article is qualitative research through tracing a number of literatures as primary sources. The results of the study show that the higher education governance system must also pay attention to the Good University Governance (GUG) principle in reducing the risk of errors in its management. With the scope of GUG which includes elements of planning, implementation, control, and continuous quality improvement based on monitoring and evaluation. The realization of higher education governance is expected to be carried out gradually, planned, and programmed with a clear time frame starting from quality assurance governance, functional aspect governance including financial governance, and information governance and digitization. Thus, learning from the practice of class university colleges can be done by obtaining successful tips so that higher education governance will be of higher quality and produce qualified graduates who are ready to compete.Keywords: Governance; College; Information Technology; Digitization.

The aim: comparative analysis of the results of a questionnaire survey of pharmaceutical and medical professionals and consumers, conducted by the authors during 2019-2021 to identify opinions on which there are coincidences and differences, as well as an assessment of the problem of drug counterfeiting in Ukraine to develop approaches to prevent their spread. Materials and methods. The study used scientific publications, as well as the results of a survey of specialists of the State Service of Ukraine for Medicines and Drug Control (State Medical Service) and its territorial bodies, pharmaceutical and medical professionals of health care institutions and consumers on the fight against drug falsification. The research was conducted using the methods of questionnaires, systematization and generalization. Results. According to the results of a comprehensive questionnaire during 2019-2021, it was found that the share of CM in the Ukrainian pharmaceutical market is estimated at 5 % by a majority of respondents on average 58.5 %, including 59.7 % of experts of the State Medical Service, 42.3 % of pharmacy specialists, 11.4 % by doctors and 73.5 % by consumers. Respondents' answers about the signs of drug falsification differ significantly, so most experts believe that this is a change in the usual signs (taste, smell, color), while pharmacy specialists - labelling in a foreign language, doctors - no therapeutic effect, for consumers it is a change in packaging design (labels) and a significantly lower price. The main sales channels of CM for experts and pharmacy specialists are e-commerce (68.7 % and 75.7 %, respectively), while the majority of consumers could not determine. Many experts and pharmacy specialists pointed to the need to introduce special security features of packaging in the form of 2d barcodes as the main method for protection and detection of CM (79.1 % and 39.6 %, respectively). Most of the surveyed pharmacy workers and consumers believe that the risk of purchasing counterfeit drugs is higher in the pharmacies of individual entrepreneurs or small pharmacy chains.The main problem that hinders the effective fight against drug counterfeiting was the imperfect legislation (68.7 %). Regarding effective tools in the fight against counterfeit drugs, experts called a significant strengthening of the powers of the regulatory body - following the example of the FDA (70.1 %). Conclusions. It is established that the most important priorities of the state policy for combating CM in Ukraine are the improvement of the system of state control and quality assurance of medicines, in particular 2d coding, as well as the need to strengthen the responsibility for drug falsification. The results of research on the problem of drug falsification indicate the feasibility of introducing a systematic survey for a wider range of respondents - professionals and consumers
