Characteristics Development of Agriculture and Agricultural Policy Southeast European Countries

In general the agricultural policy South East European countries are characterized by high volatility, which is expressed in terms of applied instruments and measures as well as in regard to the products to which it relates. In the first phase of price and trade liberalization, most countries have abolished or significantly reduced non-tariff barriers to the import and export of a wide range of products. Also, most countries have reduced or abolished production subsidies and left import tariffs as the main instrument to protect producers. This chapter emphasizes that the further development of CAP in many ways depended on negotiations with the countries of Southeast Europe. Some of these countries are already in the EU and some candidate countries which are at different levels of negotiation with the EU. Southeast European countries are basically agricultural country with low productivity and low prices of agricultural products to be completely restructured. These countries can be reintegrated into CAP only respect the rules and with the help of EU member states.

Agriculture posed considerable tensions for the processes of enlargement of the European Union, because of its continuing importance both in the economies of the applicant countries of Central and Eastern European countries which have joined EU on the 1st may 2004., and in the EU budget and acquits communautaire. The preparation of agriculture in the candidate countries to join the EU was rendered more complex by the fact that the Community's Common Agricultural Policy was a moving target. The aim of this paper is to show the bases elements of the Common Agricultural Policy, but also to provide a survey of recent developments relating to agriculture in the EU and new member states of the EU before their accession to EU and their preparation to access on the enlarged market, in order to indicate the main challenges and difficulties posed by enlargement. It seems likely that agricultural policy in the enlarged EU will attach increased priority to objectives such as rural development and the environment. However, these new priorities may be expensive to realize, and may impose a growing burden on the national budgets of EU member states.

The paper deals with the particular stages of development of the EU Common Agricultural Policy (CAP) in the last forty years. The process and impacts of CAP reforms are analyzed for the particular production industries of agriculture. The paper also presents a detailed description of Agenda 2000 and mid-term review of the Common Agricultural Policy in 2002 that brought about many proposals for the future working of CAP after accession of Central and Eastern European countries.

The Common Agricultural Policy (CAP) is of the character of a highly protective policy of the EU Member States. It includes a number of measures distorting the market directly and influences the farmers’ incomes depending on their production. There have been two reforms of the CAP so far and the third one is prepared with intention to come into force from 2006; it is called Mid-Term Review (MTR). This reform is concentrated on keeping and increasing consumers’ credibility and shifting to more competitive agriculture more orientated on market needs. The main Reform proposals include horizontal issues, i.e. Decoupling, Modulation/Degressivity, Cross-compliance, Farm Advisory System, IASC, Rural Development, and market issues concern dairy, cereals, rye, durum wheat, dried fodder, potato starch, seeds, nuts, rice, set-aside, carbon credit, beef. Besides the above mentioned goals, it is necessary to ensure conditions for rural development together with demands on environmental protection and improvement, so-called second pillar of the CAP. The attempt of cross-sectional summary and analysis of the MTR impacts for the EU was made in the article based on results of six studies performed by universities and DG AGRI in Brussels.

The task of the national sustainable development strategy is to provide a long term conception for the economy and society, so that this might function and develop in harmony with the environment. Creating the conditions for sustainable agricultural production requires the elaboration and implementation of long-term programs spanning generations. The objective is to find a compromise between the conceptions appearing in the long-term and the short-term programs.In Hungary, several principles, conceptions and proposals have been suggested regarding sustainable agriculture. In the present study, I intend to systematize the above mentioned principles and conceptions, and compare them to the conceptions regarding agriculture in the national strategies of the EU member states. Furthermore, I examine to what extent the agricultural policy of the European Union supports the conceptions regarding agriculture in the strategies. This topic deserves special attention, as the Hungarian national sustainable development strategy is being prepared and is supposed to be finished by the end of 2005.

The European Union dynamically exercises various forms and methods of the Soft Power in its foreign policy. The article reviews its main principles and characteristics as well as conceptual basics. As an example, the article considers the European cultural diplomacy in the Republic of Kazakhstan as a method of soft power. The authors pay an attention specific actions of the European cultural diplomacy in Kazakhstan as well as the mechanisms of its implementation. Apart from that, cultural soft power of two European countries – France and Germany – are considered as separate actions of the EU member states in the sphere of culture. Finally, it assesses importance of Kazakhstan for the EU and effectiveness of such policy in this country.

During the current political atmosphere in Europe with rising nationalism and the fact that for the first time in the EUs history a country plans to leave the union, Montenegro and Serbia still face lots of challenges before they will be able to become EU member states. Until then it is likely that they will continue to look for fast and, at least on the first look, uncomplicated and unproblematic financing methods. The low bureaucratic hurdles and the fast implementation of Chinese-backed infrastructure projects will continue to be a lucrative alternative to the funds provided by the EU. That these advantageous parameters are also caused by the bypassing of EU regulations, as well as national laws on tendering, procurement, safety or labor laws are partially circumvented. The 16+1 format could be a good way to coordinate these investment flows across European borders. But it also poses challenges to the cohesion of the EU as a whole through the growing influence of China through its financing activities and a wide range of other soft power activities in the East and Southeast European countries involved in the format.

The T&E Program moves forward despite constant international interference and difficult relations between the Muslims and the Croats. The EU embargo on Bosnia prevents East European countries from selling equipment to the Federation. However, the Dutch agree to the sale of nonlethal trucks. The Secretaries of State and Defense demand the removal of the Bosnian Muslim Deputy Minister of Defense Cengic from his position. In a compromise, both the Muslim and Croat ministers in Bosnia are fired, clearing the way for the unloading of American military equipment destined for delivery to the Federation. Gradually, T&E makes progress, but serious problems remain between the Federation partners.

The article is devoted to immigration problems in the European countries and to their solving options within the European Union. The Mediterranian EU member states keep calling for help insisting that they are unable to cope with the migration stream on their own. The EU countries' solidarity regarding the distribution of material and moral expenditures on the immigrants reception is problematized on meetings at different levels and calls especially sharp debates, particularly in connection with an entry of the Treaty of Lisbon into force and establishment of the new Stockholm Program for the Area of Freedom, Security and Justice by the Council of Europe.

The aim of the paper is the comparative analysis of the structure of the general secondary education system in Ukraine and the education systems of thirty eight countries participating in the EU Erasmus+ Programme (27 EU Member States, as well as Albania, Bosnia and Herzegovina, Iceland, Liechtenstein, Norway, Northern Macedonia, Serbia, Turkey, Montenegro, Switzerland, United Kingdom).The authors have analysed the duration of education and the structure of an academic year in Ukraine and in other European countries and made conclusions on the compatibility of the instruction time and holidays length in the Ukrainian general secondary education institutions with those in the foreign ones. Basing on the analysis of the main development trends in the European education area countries the authors have formulated proposals to improve the instruction organisation in the Ukrainian schools in compliance with the transformations currently taking place in general secondary education in Ukraine.
