The E-Government Challenge for Public Administration

As public sector agencies use the e-government model to improve delivery of their services, it is important that this model become integrated into education of future leaders of the public service. A fully scaled implementation of e-government requires more than simple automation of the existing processes. It can affect significantly the overall organizational structure of public agencies, their missions and goals, and the way they interact with customers and with each other. Because of its profound impact on the functions and even structure of government, implementing e-government involves significant challenges, including resistance to change and the problem of lack of information technology skills among public managers. To address these challenges, public affairs programs must include into their curricula courses that would prepare cadre qualified for the era of e-government. Survey results are presented outlining efforts of graduate public affairs programs to meeting demands related to the e-government model. Major components of the model are outlined and the extent to which these components are covered in graduate courses in leading public affairs programs is assessed.

This research provides information about the health care cost containment efforts of local governments and agencies across the United States, particularly in large American cities. Survey results indicate that while the public sector lags behind the private sector, public agencies are beginning to match the cost containment efforts of private employers. While initiation of these efforts represents considerable recent progress, their tangible benefits are not yet apparent.

Through practicing curiosity by asking questions in the hopes of seeking answers, public administrators may practice empathy, build knowledge about how the world works, and in doing so, dispel ignorance in public agencies. By valuing curiosity, or dispelling ignorance about how the world works, public administrators may help create bureaucracies that are effective, democratic, and trustworthy. Thus, curiosity is a concept that can help public administrators improve the delivery of public services and better serve their communities. However, public affairs curriculum rarely addresses the topic. This article discusses the importance of curiosity in public administration, examines how public affairs programs can teach the concept, and concludes with advice on incorporating the exercises teaching curiosity in the public administration classroom.

The UK has been in a housing crisis for many years and it has missed its house building targets by over 1.3 million houses since 2004. Something needs to change to achieve government target. Prefabricated homes could be a solution to this issue since they could bring overall construction duration down, keep the costs lower and provide higher quality homes as they are produced in a controlled factory environment rather than on site and open to other elements. However, many controlling factors such as higher initial investment, incomplete industry supply chain and public perception have had a major impact on their limited usage up to this point. The aim of this paper is to examine the public perception regarding the prefabricated housing in the UK using a mixed research methodology with the questionnaire survey. There has been limited research in this area and the majority of research has focused on the technology involved and the sustainability impact of prefabricated housing. The survey results reveal that the UK public can struggle to accept a prefabricated house due to the lack of information regarding prefabricated housing. A common belief is that the UK government needs to support this type of housing with a financing package to encourage them to buy the prefabrication houses and builders need to inject more houses in market.

The present study is an attempt to identify the determinants of innovation in public agencies, i.e., the degree to which they adopt and emphasize programs that depart from traditional concerns. Innovation is suggested to be the function of an interaction among the motivation to innovate, the strength of obstacles against innovation, and the availability of resources for overcoming such obstacles.The significance of the research can be viewed in terms of Hyneman's observation nearly twenty years ago that bureaucratic agencies “… may fail to take the initiative and supply the leadership that is required of them in view of their relation to particular sectors of public affairs. …” His concern was the responsiveness of the public sector not only to expressed wants but to public wants that may go unexpressed, or be only weakly expressed, and whose utility is much more easily recognized by the informed bureaucratic official than by the ordinary citizen.While the results and conclusions to be reported appear to be largely valid for organizations in general, the empirical focus will be local departments of public health which, as a class, have had a rather dramatic succession of opportunities to respond to new public problems over the past twenty-five years. A brief introductory paragraph will orient the reader to the applied setting.

The commercialization of meclia in China has cultivated a new journalism business model characterized with scandalization, sensationalization, exaggeration, oversimplification, highly opinionated news stories, one-sidedly reporting, fabrication and hate reporting, which have clone more harm than good to the public affairs. Today the Chinese journalists are more prey to the manipu/ation of the emotions of the audiences than being a faithful messenger for the public. Une/er such a media environment, in case of news events, particularly, during crisis, it is not the media being scared by the government. but the media itself is scaring the government into silence. The Chinese news media have grown so negative and so cynica/ that it has produced growing popular clistrust of the government and the government officials. Entering a freer but fearful commercially mediated society, the Chinese government is totally tmprepared in engaging the Chinese press effectively and has lost its ability for setting public agenda and shaping public opinions.

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

No presente trabalho voltamos nossa atenção para as dunas móveis que são interfaces litorâneas, áreas continuamente modeladas pelas ações dos ventos e das ondas, importantes reservatórios de sedimentos que atuam na manutenção do fluxo sedimentar da faixa praial. Partindo deste universo, concentramos nossos estudos na Praia de Jericoacoara, município de Jijoca de Jericoacoara-CE, tendo como objetivo analisar a dinâmica morfossedimentar da Duna do Pôr do Sol na Praia de Jericoacoara, a partir da análise temporal de imagens de satélites; realização de perfis de praia,  cálculo do grau de declividade da face de avalanche da duna, da área e do volume sedimentar da duna; e da observação da evolução dos tipos de uso e de ocupação. Os resultados desta pesquisa possibilitaram a elaboração de diagnósticos e prognósticos evolutivos para a área estudada, fornecendo dados e informações que podem vir a subsidiar os gestores públicos na gestão adequada da zona costeira e na compreensão dos riscos ambientais.Palavras-chave: Dinâmica Costeira; Duna; Jericoacoara/CE. ABSTRACTIn the present work we turn our attention to the mobile dunes that are coastal interfaces and represent areas continuously modeled by the action of the winds and the waves, important reservoirs of sediments for  the maintenance of the sedimentary flow of the praial band. Starting from this universe, we concentrated our studies in the Beach of Jericoacoara, municipality of Jijoca of Jericoacoara-CE, aiming to analyze the morphosedimentary dynamics of the Dune of the Sunset on the Beach of Jericoacoara, based on the temporal analysis of satellite images; the realization of beach profiles, the calculation of the degree of slope of the slip face, the area and the sedimentary volume of the dune; and the observation of the evolution of types of use and occupation.
