ANÁLISE DA EVOLUÇÃO TEMPORAL E DA DINÂMICA SEDIMENTAR DA DUNA DO PÔR DO SOL, JERICOACOARA, CEARÁ – BRASIL

No presente trabalho voltamos nossa atenção para as dunas móveis que são interfaces litorâneas, áreas continuamente modeladas pelas ações dos ventos e das ondas, importantes reservatórios de sedimentos que atuam na manutenção do fluxo sedimentar da faixa praial. Partindo deste universo, concentramos nossos estudos na Praia de Jericoacoara, município de Jijoca de Jericoacoara-CE, tendo como objetivo analisar a dinâmica morfossedimentar da Duna do Pôr do Sol na Praia de Jericoacoara, a partir da análise temporal de imagens de satélites; realização de perfis de praia,  cálculo do grau de declividade da face de avalanche da duna, da área e do volume sedimentar da duna; e da observação da evolução dos tipos de uso e de ocupação. Os resultados desta pesquisa possibilitaram a elaboração de diagnósticos e prognósticos evolutivos para a área estudada, fornecendo dados e informações que podem vir a subsidiar os gestores públicos na gestão adequada da zona costeira e na compreensão dos riscos ambientais.Palavras-chave: Dinâmica Costeira; Duna; Jericoacoara/CE. ABSTRACTIn the present work we turn our attention to the mobile dunes that are coastal interfaces and represent areas continuously modeled by the action of the winds and the waves, important reservoirs of sediments for  the maintenance of the sedimentary flow of the praial band. Starting from this universe, we concentrated our studies in the Beach of Jericoacoara, municipality of Jijoca of Jericoacoara-CE, aiming to analyze the morphosedimentary dynamics of the Dune of the Sunset on the Beach of Jericoacoara, based on the temporal analysis of satellite images; the realization of beach profiles, the calculation of the degree of slope of the slip face, the area and the sedimentary volume of the dune; and the observation of the evolution of types of use and occupation. The results of this research enabled the elaboration of diagnoses and evolutionary prognoses for the studied area, providing data and information that can subsidize the public managers in the adequate management of the coastal zone and in the understanding of the environmental risks.Keywords: Coastal Dynamics; Dune; Jericoacoara / CE. RESUMENEn el presente trabajo dirigimos nuestra atención a las dunas móviles que son interfaces costeras, áreas continuamente modeladas por las acciones de vientos y olas, importantes depósitos de sedimentos que actúan para mantener el flujo sedimentario de la playa. The paper describes application of the terrestrial laser scanner for investigation of coastal dynamics of the Svetlogorskaya Bay, Baltic Sea. Methods of investigation and results of surveys repeated over the two consecutive years for quantification of coastal erosion and slope processes within the coastal zone are presented.

Purpose – The purpose of this paper is to add to the analytic toolkit of public sector practitioners by outlining a framework called Public Value Process Mapping (PVPM). This approach is designed to be more comprehensive than extant frameworks in either the private or public sectors, encapsulating multiple dimensions of productive processes. Design/methodology/approach – This paper explores the public administration and management literature to identify the major frameworks for visualising complex systems or processes, and a series of dimensions against which they can be compared. It then puts forward a more comprehensive framework – PVPM – and demonstrates its possible use with the example of Indigenous child nutrition in remote Australia. The benefits and limitations of the technique are then considered. Findings – First, extant process mapping frameworks each have some but not all of the features necessary to encompass certain dimensions of generic or public sector processes, such as: service-dominant logic; external as well internal providers; public and private value; and state coercive power. Second, PVPM can encompass the various dimensions more comprehensively, enabling visualisation of both the big picture and the fine detail of public value-creating processes. Third, PVPM has benefits – such as helping unearth opportunities or culprits affecting processes – as well as limitations – such as demonstrating causation and delineating the boundaries of maps. Practical implications – PVPM has a number of uses for policy analysts and public managers: it keeps the focus on outcomes; it can unearth a variety of processes and actors, some of them not immediately obvious; it can help to identify key processes and actors; it can help to identify the “real” culprits behind negative outcomes; and it highlights situations where multiple causes are at work. Originality/value – This approach, which draws on a number of precursors but constitutes a novel technique in the public sector context, enables the identification and to some extent the comprehension of a broader range of causal factors and actors. This heightens the possibility of imagining innovative solutions to difficult public policy issues, and alternative ways of delivering public services.

Purpose. The paper is aimed at studying the morphodynamic features of the Bakalskaya Spit evolution being influenced by the sea wind waves and swell, namely assessment of inter-annual variations in the alluvial (erosion) areas of the Bakalskaya Spit coastline, analysis of inter-annual variability of the wind wave parameters, determination of the surface wave characteristics (or a combination of a few ones) responsible for the processes of the bottom material erosion or accumulation in the coastal zone. Methods and Results. Based on the analysis of satellite images for 1984–2016, the areas of the bottom material accumulation or erosion of the Bakalskaya Spit coastline were determined. Application of the spectral wave model permitted to obtain time series of the main parameters of wind waves and swell (significant wave heights and propagation directions) in the Bakalskaya Spit coastal zone with the 1 hr time resolution for the period from 1984 to 2016. The characteristics of surface waves responsible for the coastline deformation were revealed using the discriminant analysis. Conclusions. Analysis of satellite images of the spit made it possible to distinguish three periods in the history of the Bakalskaya Spit evolution: 1985–1997, 1998–2007 and 2007–2016. The first period was characterized by relative stability. The strongest erosion took place in 1998; after that the alluvial and erosion cases alternated for 10 years weakly tending to general erosion that constituted the second period. The third one that began in 2007 can be defined as the period of spit degradation accompanied by the irreversible loss of beach material. The basic parameters conditioning hydrodynamics of the Bakalskaya Spit water area are: total duration of storms; average and maximum values of significant heights of wind waves and swell. Statistical characteristics of the wind waves’ parameters are of a fairly strong inter-annual variability. According to the average and maximum indices, the wind waves directed close to the normal to the coastline (WSW and WNW) are the most developed. The applied discriminant analysis permitted to draw a statistically reliable conclusion that the direction of the final (average annual) wave impact on the coastal zone, conditioning the processes of sand accumulation or erosion was set by the waves directed to NNW, at that the swell contribution was dominant. The impact degree is conditioned by strong storms with the directions close to the normal to the coastline, namely, the WSW ones

Women’s underrepresentation in middle and upper management is a well-documented feature of the public sector that threatens performance and legitimacy. Yet, we know far less about the factors most likely to reduce these gender inequalities. In this article, we focus on two well-understood drivers of career advancement in public administration: leadership training and intersectoral mobility. In theory, training in leadership and experience across government levels and policy areas should help both women and men to climb management ranks. We use logistic regression to test this proposition using a representative sample of 1,819 Danish public managers. We find that leadership training disproportionately benefits women, and this helps to level the playing field. However, our analyses show that differences in intersectoral mobility do not explain the gender gap in public sector management.

Abstract The motivated employee represents the essential condition of any organization’s success. Public and private sector managers should constantly work toward coordinating and increasing employee motivation in order to ensure the timely and effective implementation of the plans set by the organization. Accordingly, proper assessment of processes and prompt determination of individuals’ driving motives are needed. Studies have shown that public service employees from all around the world face challenges, such as: incompatibility of knowledge, experience and position, as well as hard and lightweight work. Consequently, public managers should be aware of modern human resource management methods that can be used in effective and efficient ways to increase employee work quality. The main purpose of the paper is to determine the current situation of the public sector in Georgia. In addition, the research seeks to identify and examine the factors that influence employee demotivation and to determine under what conditions motivation can be a worthwhile investment in a public organizations. Methodologically, the work is based on analysis of the available literature and the results of the research statistically processed based on the survey example of 449 respondents from different Georgian ministries selected by a random simple.

Abstract. The main part of the Cluster Spatio-Temporal Analysis of Field Fluctuations (STAFF) experiment consists of triaxial search coils allowing the measurements of the three magnetic components of the waves from 0.1 Hz up to 4 kHz. Two sets of data are produced, one by a module to filter and transmit the corresponding waveform up to either 10 or 180 Hz (STAFF-SC), and the second by the onboard Spectrum Analyser (STAFF-SA) to compute the elements of the spectral matrix for five components of the waves, 3 × B and 2 × E (from the EFW experiment), in the frequency range 8 Hz to 4 kHz. In order to understand the way the output signals of the search coils are calibrated, the transfer functions of the different parts of the instrument are described as well as the way to transform telemetry data into physical units across various coordinate systems from the spinning sensors to a fixed and known frame. The instrument sensitivity is discussed. Cross-calibration inside STAFF (SC and SA) is presented. Results of cross-calibration between the STAFF search coils and the Cluster Fluxgate Magnetometer (FGM) data are discussed. It is shown that these cross-calibrations lead to an agreement between both data sets at low frequency within a 2% error. By means of statistics done over 10 yr, it is shown that the functionalities and characteristics of both instruments have not changed during this period.

We present evidence that emergency managers exhibit some of the same decision biases, sensitivity to framing, and heuristics found in studies of the general public, even when making decisions in their area of expertise. Our national survey of county-level emergency managers finds that managers appear more risk averse when the outcomes of actions are framed as gains than when equivalent outcomes are framed as losses, a finding that is consistent with prospect theory. We also find evidence that the perceived actions of emergency managers in neighboring jurisdictions affect the choices a manager makes. In addition, our managers show evidence of attribution bias, outcome bias, and difficulties processing numerical information, particularly probabilities compared to frequencies. Each of these departures from perfect rationality points to potential shortfalls in public managers’ decision making. We suggest opportunities to improve decision making through reframing problems, providing training in structured decision-making processes, and employing different choice architectures to nudge behavior in a beneficial direction.

Abstract Given the close division of power in D.C., how might health reformers pursue their bolder aims? In particular, how might they pursue the robust public option that is a centerpiece of Joe Biden’s reform proposal? This ambitious plan, which would allow all Americans to enroll in subsidized public health insurance, is not in the cards right now. However, I argue for conceiving of it as an inspiring vision that can structure immediate initiatives designed to make its achievement more feasible. First, I explain just how far-reaching the mainstream vision of the public option now is. Second, I describe a self-reinforcing path to that endpoint that involves what I call “building power through policy”—using the openings that are likely to exist in the near term to reshape the political landscape for the long term. This path has three key steps: (1) pursuing immediate improvements in the ACA that are tangible and traceable yet do not work against the eventual creation of a public option; (2) building the necessary policy foundations for a public option, while encouraging progressive states to experiment with state public plan models; and (3) seeding and strengthening movements to press for more fundamental reform.

Background: In 2019, when the World Health Organization (WHO) declared COVID-19 (Coronavirus 2019) a pandemic, many of the public managers faced tough situations in their cities due to the simultaneous loss of lives and jobs. In this regard, this study aims to propose a concise model that considers variables like the number of deaths, lethality of the virus, number of jobs and taxes collected by city halls, among others. Our study considers these issues in providing a relevant response and consistent answer to deliberations on the way forward. Method: Mathematical modeling was used to analyze the interaction between the agents involved and computer simulation was chosen to collect results. Results: - Changing the lockdown level (fixed and variable), the results of number of death per week, total number of unemployed, cost of companies and so on are shown. - The results show that for the input data considered, the 0% lockdown (LD) policy is more effective for the economy and tax collection and also succeeds in repressing the effects on the number of deaths. Because of it, the comparison between with pandemic and without pandemic is provided (in percentage). Conclusion: This study shows that implementing the lockdown did not bring expected benefits, because instead of reducing the number of deaths due to the COVID-19, individuals tend to die more from other causes.

As public sector agencies use the e-government model to improve delivery of their services, it is important that this model become integrated into education of future leaders of the public service. A fully scaled implementation of e-government requires more than simple automation of the existing processes. It can affect significantly the overall organizational structure of public agencies, their missions and goals, and the way they interact with customers and with each other. Because of its profound impact on the functions and even structure of government, implementing e-government involves significant challenges, including resistance to change and the problem of lack of information technology skills among public managers. To address these challenges, public affairs programs must include into their curricula courses that would prepare cadre qualified for the era of e-government. Survey results are presented outlining efforts of graduate public affairs programs to meeting demands related to the e-government model. Major components of the model are outlined and the extent to which these components are covered in graduate courses in leading public affairs programs is assessed.
