The scale and scope of information on the Internet has been extended enormously over the past decade. The growth of more and more intelligent Web-based services and applications has resulted in an enormous growth of potentially useful data of both commercial and non-commercial interest. While this rise has brought a great amount of positive impact on global economic, social, and political development, it also implies an enormous flood of information into an increasingly complex information space. This is to be found on a vast variety of topics originating from a vast variety of sources, which range from private Web sites containing different kinds of information, to business-to-business B2B platforms. In most cases, these data are of an unsorted and unstructured kind, making efficient and target-oriented information retrieval very hard, if not nearly impossible. Coping with the challenge of a lack of transparency can be remedied by intelligent software agents, also referred to as softbots, which guide users through finding, sorting, and filtering this accruing data on the Internet like commonly used search engines.

Despite the explosive growth of electronic commerce, many individuals are still reluc-tant to conduct business transactions on the Internet. Individuals may mistrust sending private information over the Internet or they may have concerns about the existence, performance, standing, and integrity of online businesses. In direct response to these concerns, the American Institute of Certified Public Accountants (AICPA) has developed an electronic commerce assurance service called WebTrust which is intended to improve the consumer's confidence in the process and the quality of information disclosed on vendor web sites. The purpose of this study is to shed light on the effectiveness of WebTrust by examining the influence of WebTrust on consumers' perceptions of a web site's trustworthiness. The question is investigated through a computer experiment. The results of this study are very encouraging for electronic commerce assurance services in general, and the WebTrust service in particular. Evidence is found that the presence of WebTrust on a web site has a positive impact on the perceived trustworthiness of the website. The results also show that knowledge of WebTrust plays a significant moderating role in the relationship between perceived trustworthiness and the presence of WebTrust. When subjects have prior knowledge of WebTrust they perceive a web site with WebTrust to be more trustworthy than a web site without whereas, the presence of WebTrust has no impact when subjects are uneducated about the WebTrust assurances. Also, when WebTrust is present, subjects with knowledge of WebTrust are more confident in the web site than those without knowledge of WebTrust. When WebTrust is not present, knowledge subjects are more unsure of a web site without WebTrust than those without knowledge.

Cynicism toward government is largely a function of trust and social capital (Berman 1997; Putnam 2000). The relationship between government and its citizens has been strained. First, some citizens cynically feel as though government officials abuse their powers in the interest of self-aggrandizement; second, citizens often feel disconnected from government; third, government service delivery is frequently portrayed as inadequate. Administrative strategies to reverse these perceptions typically emphasize the benefits of government and improved service delivery. Some go further, offering individuals a means of influencing public policy and government decision-making, as opposed to traditional structures and cultures of policymaking that minimize citizen input. The Internet is a potentially powerful means for citizen consultation, and may help cultivate a governmental landscape in which information is more accessible, people feel more connected to government, and citizens are better able to participate in political and decision-making processes. This article examines the Internet as a consultative medium, whereby emphasis is placed on government efforts to use Web-based applications as a means of promoting meaningful citizen participation.

The exponential development of Information Technologies revolutionized healthcare. A significant aspect of this revolution is the access to health information in the Internet. The Internet World Stats estimates that 56.8% of the world population used the Internet in March 2019, an increase of 1,066% from 2000. According to The Pew Research Center survey of 2012 81% of Americans used the internet and 72% of them searched for health information. Even though there is a lack in more recent data on the percentage of online health information seekers, it is clear that this trend is on the rise. This chapter focuses on the characteristics of the search for online health information by patients and providers, investigates features related to the quality of health web sites, and discusses the impact of these searches on healthcare.

The Internet has taken globalization of the marketplace from hyperbole to present-day reality. In this marketplace, information technology can be used to create and sustain market share. One such technology is the extranet. Extranets are increasingly being used to add value through business-to-business information sharing and transaction handling in a secure environment. Yet there is limited research into perceptions of service quality in Web-based Internet environments such as extranets. In this chapter we relate the literature on services and service quality to the developing literature on extranets. Five dimensions of service quality from the physical world are applied to the virtual world of commerce. It is concluded that dimensions of quality in human-to-human interactions may also apply to human-to-computer interactions, but that the factors which contribute to each dimension may differ.

The Internet Revolution in the Sciences and Humanities takes a new look at C.P. Snow's distinction between the two cultures, a distinction that provides the driving force for a book that contends that the Internet revolution has sown the seeds for transformative changes in both the sciences and the humanities. It is because of this common situation that the humanities can learn from the sciences, as well as the sciences from the humanities, in matters central to both: generating, evaluating, and communicating knowledge on the Internet. In a succession of chapters, the authors deal with the state of the art in web-based journal articles and books, web sites, peer review, and post-publication review. In the final chapter, they address the obstacles the academy and scientific organizations face in taking full advantage of the Internet: outmoded tenure and promotion procedures, the cost of open access, and restrictive patent and copyright law. They also argue that overcoming these obstacles does not require revolutionary institutional change. In their view, change must be incremental, making use of the powers and prerogatives scientific and academic organizations already have.

The power of the World Wide Web, it is commonly believed, lies in the vast information it makes available; "Content is king," the mantra runs. This image creates the conception of the Internet as most of us envision it: a vast, horizontal labyrinth of pages which connect almost arbitrarily to each other, creating a system believed to be "democratic" in which anyone can publish Web pages. I am proposing a new, vertical and hierarchical conception of the Web, observing the fact that almost everyone searching for information on the Web has to go through filter Web sites of some sort, such as search engines, to find it. The Albert Einstein Online Web site provides a paradigm for this re-conceptualization of the Web, based on a distinction between the wealth of information and that which organizes it and frames the viewers' conceptions of the information. This emphasis on organization implies that we need a new metaphor for the Internet; the hierarchical "Tree" would be more appropriate organizationally than a chaotic "Web." This metaphor needs to be changed because the current one implies an anarchic and random nature to the Web, and this implication may turn off potential Netizens, who can be scared off by such overwhelming anarchy and the difficulty of finding information.

Understanding the web user browsing behaviour in order to adapt a web site to the needs of a particular user represents a key issue for many commercial companies that do their business over the Internet. This paper presents the implementation of a Knowledge Base (KB) for building web-based computerized recommender systems. The Knowledge Base consists of a Pattern Repository that contains patterns extracted from web logs and web pages, by applying various web mining tools, and a Rule Repository containing rules that describe the use of discovered patterns for building navigation or web site modification recommendations. The paper also focuses on testing the effectiveness of the proposed online and offline recommendations. An ample real-world experiment is carried out on a web site of a bank.

Business-to-business (B2B) transactions supported by the World Wide Web (Web) have become a major portion of e-commerce transactions. Despite growth, knowledge of the degree of Web site support capabilities in the B2B transaction process is limited. This paper longitudinally compares how Web sites supported the B2B transaction process in New Zealand and Taiwan between 2001 and 2007. The results indicate that, on average, New Zealand Web sites scored higher than those in Taiwan in both years. Yet, the rate of improvement of Taiwanese Web site scores is significant. Specifically, the support capability of several Web functions, including privacy, company information, financial information and product catalog has improved over the study period. The authors found that the sampled Web sites in New Zealand and Taiwan provide different support capabilities to the activities in the B2B transaction process. Taiwanese Web sites are more concerned with providing after-sale services via the Internet whereas New Zealand Web sites are more concerned with sharing information. These two countries’ Web sites share a similar focus on supporting B2B transactions, which provides strong support for users to conduct product promotion and information provision related activities over the Web. Based on these findings, this study suggests several implications for associated academics and practitioners.

The introduction of smart card technology offers an alternative for user authentication and storage medium for data that require both high security as well as location transparency. With a considerably large storage that can be protected from unauthorized access and tampering, and the ability to compute custom software routines including cryptographic algorithms, smart card represents a trusted medium for self-identification and secured information storage that we can carry around with us (Effing and Rankl, 1996). On the other hand, intelligent software agents represent a new software methodology that starts to gain wide acceptance. While they are possibly the best candidates as an end user’s personal assistant in the computer world, they usually are not designed with high security and location transparency in mind. This has greatly limited their ability to function as ‘personal representatives’ in the world of the Internet. The proposed smart card agent environment is an effort to bridge these two technologies to produce a viable solution for personalized Internet-based services and solutions. Introduction of software agent technology into traditional smart card applications will bring in new intelligence to make it smarter. The level of security and location transparency in the smart card technology will greatly enhance the usability of agents in the Internet world. With the combination of these two technologies, many Internet-based applications can provide a personalized services with minimum user interactions. This will promote the utilization of Internet-based services and solutions.
