Digital Convergence and Cybersecurity Policy

Digital convergence constitutes the full realization of the Information Age and provides the foundation to link cultural, personal, business, governmental, and economic affairs into a rapidly expanding global digital world called cyberspace. However, this linking of people around the globe is challenging the government to actively work with private industry to ensure its critical infrastructures and associated information is adequately protected. The purpose of this chapter is to explain how digital convergence is affecting the public sector and the need for a cybersecurity policy that includes the active involvement of both the public and private sectors. Digital convergence has made incredible inroads thanks to rapidly developing technologies such as the ubiquitous Internet, seemingly endless bandwidth (including wireless), and rapid advances in computer processing power that are all responsible for the processing, transporting, and storing of digital information throughout cyberspace. Moreover, these technologies have brought about the collision of three colossal industrial segments within the private sector—(a) computing, (b) consumer electronics, and (c) telecommunications providers—and are providing a multitude of compatible services via various digital devices (Figure 1). Without a doubt, the explosion of digital convergence has produced a flourishing multimedia, multidevice, and multitasking environment (Baker & Green, 2004). A significant impact of a converged society is the empowerment of individuals (consumers) and organizations to collaborate and compete on a global scale. Most importantly, however, these highly mobile and perpetually connected consumers are putting information at a greater risk as they have access to this information outside of its traditionally protected network boundaries in an environment where this information is increasingly vital to the nation’s critical infrastructure assets. The government must be able to effectively secure the information flowing throughout cyberspace.

Purpose The purpose of this paper is to highlight the long-term preservation challenges that the Swedish private archives are faced with. In as much as they offer a complement to the public archives and hence offer a nuanced national narrative, they lack both financial and human resources to effectively deal with the digital information management environment. Design/methodology/approach Participatory Action Research (PAR) was used to identify the challenges of long-term preservation together with the six private archives institutions that were involved in the collaboration. The collaboration was financially facilitated by the Södertörn University. PAR is defined as a systematic investigation, with the collaboration of those affected by the issue being studied, for the purposes of education and taking action or effecting social change. What is distinctive of PAR is the active involvement of people whose lives are affected by the phenomenon under study. Findings The private archival institutions face long-term preservation challenges such as lack of a digital repository that would facilitate the capture, organization and management of digital records that are of different formats and in a dispersed environment. There are no stringent legal requirements to facilitate the creation and management of the records in a standardized way and the institutions fear that imposing such requirements might deter their clients from depositing archival materials with them. The institutions will also need to espouse the business-oriented archival descriptions where private organizations are concerned to identify relevant archival materials and to promote participatory archival descriptions that would allow the creators to tag their records with metadata. Digital information requires a proactive approach, that is, planning for the long-term preservation of the information before it is created. Private archives need to invest in education packages that will facilitate their clientele’s understanding of the challenges of digital long-term preservation. Research limitations/implications The findings cannot be generalized to all private archival institutions, as it was only six institutions that participated, but the issues discussed are relevant to most archival institutions. Practical implications A lot of research has been carried out in the area of long-term preservation, but researchers have not paid enough attention to the woes of the private archives. To sustain a nuanced national narrative, the private archives need all the support to be able to live up to their mission of preserving archives of the private sector that are not captured by the public archival institutions. This is important in a pluralistic society such as Sweden. Highlighting the challenges might enable the institutions to work towards finding common challenges. Social implications The private archives are part of Sweden’s national heritage. Their preservation matters to the society as a whole and to enhancing the voices of the underrepresented. Originality/value The literature review revealed that not much research has paid attention to the challenges being faced by the private archives. This paper, therefore, contributes to this knowledge gap.

Water is an essential part of human existence. It is universally utilized for various purposes ranging from drinking to other domestic purposes. The need for access to water has been a significant challenge for governments all over the world. In Nigeria, there is a growing concern about the water shortage in various communities across the country. In a bid to overcome water scarcity, the government providesboreholes in many places. However, the inadequacy of functional public boreholes has led to the proliferation of private boreholes across the country, which the quality is doubtful. The purpose of the present study was to compare the physical and bacteriological compositions of the public and private boreholes in Kogi state, Nigeria. A total of ten water samples were collected from different public and private boreholes in three locations in the state. Standard procedures were followed in analyzing the samples. The analysis revealed the presence of salmonella spp, Escherichia coli, pseudomonas aeruginosa in the private boreholes.

In Ramadan, kiai in various pondok pesantren (Indonesian Islamic Boarding Schools) conduct lecturing activities known as "Ngaji Pasanan". This tradition has been going on for a long time ago till today. However, since 2017 up to now, it has been seen to be held by taking advantage of digital information technology through live streaming via Facebook, YouTube or other media platforms. In 2020, online “Ngaji Pasanan” has become a trend nationwide. This study aims to reveal the context of the online “Ngaji Pasanan phenomenon, which is carried out by the ulama' in pondok pesantren, by taking two samples, namely K.H. Mustofa Bisri and K.H. Said Aqil Siradj. Data collection and analysis used a netnographic approach. This study found that: First, Ngaji Pasanan of the two traditional Ulama' who used digital media were actually conducted offline, but were mediated by the internet and broadcast online. Second, through the online “Ngaji Pasanan”, the two traditional Ulama' not only convey the teachings in the kitab kuning but also contextualize them into socio-religious issues within the digital world, beside they also produce religious discourses and actual nationalities that are being debated by the public, whether in the online or offline context. Third, the presence of traditional Ulama' in the digital space, on the other hand, has been used by netizens to support their opinions by framing their positions on controversial religious and political issues. Fourth, the presence of traditional ulama' in the digital space is more driven by their insistence on addressing the flow of religious and national discourse in the digital space compared to their affirmation of the use of digital technology to carry out the academic tradition of pondok pesantren in Ramadan, namely "Ngaji Pasanan".

Corruption in the public and private sector has become a major problem to the government. Corruption is a serious problem that has become a topic of debate lately, especially in the mass media. Several negative effects will arise as a result of this corruption problem. The main objective of this paper is to analyse the prevailing corruption in land administration. Thus, the trend of corruption in land administration is deeply rooted and it could jeopardize public confidence in the institution of land office. This paper aims to identify the factors of the problem of corruption, recommendations and solutions to curb these crimes from occurring and to identify whether Malaysian Anti-Corruption Commission (MACC Act 2009) is able to provide solutions to the problems of the crime. The library research and content analysis method are being used in this study. The finding of this research shows that there are several factors of corruption have been identified occurring in the land administration. The MACC Act 2009 appears to have a lot of loopholes in the effort to curb the problem of corruption. This study will highlight some of the proposed recommendations according to Islamic perspective to ensure the interests and rights of all parties involved.   Keywords: corruption, land administration, Malaysian Anti-Corruption Commission Act 2009, recommendations and solutions according to Islamic law.   Rasuah dalam sektor awam dan swasta telah menjadi satu masalah utama bagi kerajaan. Rasuah merupakan gejala serius yang sering menjadi topik perbincangan sejak akhir-akhir ini terutamanya dalam media massa. Di samping itu juga, pelbagai kesan negatif yang akan timbul akibat daripada masalah rasuah ini. Objektif utama penulisan ini di buat adalah untuk melihat gejala rasuah yang berlaku dalam pentadbiran tanah. Justeru itu, trend jenayah rasuah dalam pentadbiran tanah yang semakin meningkat amatlah membimbangkan kerana ia boleh menggugat kepercayaan orang ramai terhadap institusi pejabat tanah. Kertas kerja ini bertujuan untuk mengenal pasti punca masalah rasuah, beberapa cadangan penambahbaikan dan jalan penyelesaian bagi mengekang jenayah ini dari terus berlaku. Perbincangan ini turut mengupas Akta Suruhanjaya Pencegahan Rasuah Malaysia 2009 (ASPRM 2009) adakah mampu memberi penyelesaian kepada permasalahan jenayah ini. Kajian kepustakaan dan kaedah analisis kandungan digunakan dalam kajian ini. Hasil kajian mendapati terdapat beberapa punca masalah rasuah yang telah dikenal pasti berlaku dalam pentadbiran tanah dan ASPRM 2009 turut dilihat masih longgar dalam usaha untuk mengekang masalah rasuah ini. Penulisan ini akan mengutarakan beberapa cadangan penambahbaikan menurut perspektif Islam dalam menjamin kepentingan dan hak-hak semua pihak yang terlibat.   Kata kunci: rasuah, pentadbiran tanah, Akta Suruhanjaya Pencegahan Rasuah Malaysia 2009, cadangan dan penyelesaian menurut undang-undang Islam.

It is important to distinguish between two kinds of transparency. The government can be transparent about its “inputs”: about who, within government, said what to whom, and when, and why. The government can also be transparent about its “outputs”: its regulations and its policies, its findings about air and water quality, or its analysis of the costs and benefits of drone strikes. The argument for output transparency is often very strong, because members of the public can receive information that can help them in their daily lives and because output transparency can improve the performance of both public and private institutions. The argument for input transparency is different and often weaker, because the benefits of disclosure can be low and the costs can be high. It is challenging to make general pronouncements about input transparency and the appropriate evaluation of leaks and leakers without making a contestable judgment about whether a particular government is well-functioning and capable of self-correction.

The chapter will be a case study from an Ordoliberal perspective of the conception, implementation and policy output of the newly created Private Council of Competitiveness (PCC) in Guatemala, a country wracked by mistrust of the public sector by the private sector. The PCC was founded as a private sector initiative, in conjunction with academia, to work with the government to spawn new efforts aimed at augmenting Guatemala's national competitiveness, by fomenting innovation, entrepreneurship and closer ties between academia and the public and private sectors. The chapter utilizes first hand interviews with the members of the PCC and key public sector players, academics, and other top representatives from the private sector to show how working together built the trust necessary to make the PCC a successful working body with the potential to produce important initiatives in matters of competitiveness, innovation and entrepreneurship.

The quest for producing vehicles friendlier to the environment is often impeded by the fact that a producer private good objective, such as maximum profit, competes with the public good objective of minimizing impact on the environment. Contrary to commercial claims, there may be no defined decision maker in the vehicle production and consumption process who takes ownership of the public good objective, except perhaps the government. One way ecofriendly products could become more successful in the marketplace is if public and private good objectives become more aligned to each other. This paper introduces three metrics for comparing Pareto curves in bi-objective problems in terms of relative level of objective competition. The paper also presents a quantitative way of studying an individual firm’s trade-off between profit and fuel consumption for automotive products, currently undergoing an historic evolution in their design. We show how changes in technology, preferences, competition, and regulatory scenarios lead to Pareto frontier changes, possibly eliminating it altogether.

The Netherlands is a small country of about 15 million inhabitants. With 400 inhabitants per square kilometer, it is one of the most densely populated areas of the world (19). Here, government is not seen as negative, but as a tool to solve societal problems. Ordinarily, the public and private sectors work cooperatively together, but the government will step in when needed. (19, 20).

More is and will be expected of public service employees. Human resource developers, trainers and educators can do much to help the public service move more assuredly into meeting the changing demands of the public in what is becoming an information oriented society. One of the ways in which the government of Ontario, Canada has determined it can better serve its public, was in the restructuring of the human resources management of the Public Service. A letter from the Premier of the province to the 80,000-member civil service, outlining some of the objectives of the government, and a summary of the March 1986 Report “Managing Human Resources in the Ontario Public Service” are cited. The call was for more clearly communicated goals and policy priorities, training and workplace enhancement, and regular feedback on employee performance. The author's personal view is that the time is ripe, in both the public and private sectors, for the traditional role of staff developer to likewise be strengthened through an enhanced form of personal professional development, professionalization, and the promotion of a new image of the profession by their professional associations. A key link in the process is found in the credentialling question. A model and a personal appeal to “trainers” is put forward to address this question.

The capacity of the British Government to pursue and achieve economic purposes under liberal managed capitalism without the consent, cooperation, or passive acquiescence of organized producer groups is inherently limited. The ineluctable fact is that the British Government is dependent on the holders of economic power for achieving economic purposes. For this reason, national policy makers enter into partnership arrangements and contractual relationships with vital corporatist forces. Deliberate, premeditated, collaborative action is needed to ensure correlation between the government's intentions and achievements. Concertation, which represents a partnership between the public and private sectors as well as cooperative give-and-take in reaching agreements on economic objectives, enables the government to govern.
