From Digital Divides to Digital Inequalities

Concerns about inequalities deriving from the penetration of new information and communication technologies (ICTs) have only recently become a widely debated issue in industrial societies. Until the 1980s the diffusion of ICT was mainly considered a matter of technological innovation regarding selected fields and limited territorial areas (such as the military and academic centers in the U.S.). Gradually, scholars started to point to the rise of an information society based on the production of information as the crucial resource to manage coordination and control of increasingly interconnected organizational systems (Masuda, 1981; Beniger, 1986; Toffler, 1990). The expression offered an alternative to the otherwise negative definitions used by scholars since the 1970s to identify changes occurring in Western democratic societies (‘post-capitalism’, ‘post-industrialism’, ‘post-materialism’, etc.) (Touraine, 1969; Bell, 1973). The debate over the information society, enthusiastically greeted by some authors (Negroponte, 1995) and critically observed by others (Castells, 1996, 2001; May, 2002; Mattelart, 2003), witnessed since the mid-1990s widespread success in public and political debates (Thomas, 1996). In front of the fast and capillary diffusion of ICTs virtually to all sectors of private and public life, most Western countries’ governments and international organizations have inserted within their policy agendas a reference to the unavoidability, if not desirability, of a radical shift to the new information age. The rhetoric accompanying those discourses often presents the expansion of the ICT sector?and especially the Internet?as offering citizens returns at both the individual and collective level, in the form of greater access to goods and services, increased levels of social and civic participation, and wider economic and working opportunities for all. Presented as a crucial means to participate in the new global information society, ICTs become recognized as a resource that should be fairly distributed among citizens, albeit on the basis of different arguments (ranging from social equity to economic efficiency or global development concerns), often leading to opposite conclusions on the scope for redistributive interventions (Strover, 2003; Selwyn, 2007).

The rapid development in the world of information and communication technologies makes it possible to say that now they are one of the most common ways of teaching. These technologies influence the formation of methods and methods of pedagogical activity, open up new opportunities for communication and obtaining information. Informatization and computerization of education acts as a component of the general trend of global processes of world development, as an initial information and communication basis for the harmonious development of the individual and social systemic information. Preparing a student for an active and fruitful life in a modern digital information society is one of the main tasks of the modern stage of modernization of the education system.

The European Space of Higher Education (ESHE) is a new conceptual formulation of the organization of teaching at the university, largely involving the development of new training models based on the individual student’s work. In this context, the University of Granada has approved two plans of Educational Excellence to promote a culture of quality and stimulate excellence in teaching. The Area of Environmental Technology in the Department of Civil Engineering has developed an innovative project entitled Application of new Information and Communication Technologies (ICT) to the Area of Environmental Technology teaching to create a new communication channel consisting of a Web site that benefits teacher and student (“Environmental Studies Centre”: http://cem.ugr.es). Through this interactive page, teachers can conduct supervised teaching, and students will have the tools necessary for guiding their learning process, according to their capacities and possibilities. However, the material is designed to serve as a complement to the traditional method of attended teaching.

The article is devoted to methodological problems of personnel management: the problem of ethical values in the management of an organization, the problem of the relationship between ethics and economics, the problem of synthesizing positive and normative approaches within the framework of economics, the problem of balancing the basic values of the work ethic of an ethnos and socio-economic institutional factors of modern society. A classifi cation of ethical dilemmas in the organization is proposed: dilemmas at the individual level (professional ethics of the personnel manager), at the organizational level (ethics of the organization) and at the social level (economic ethics). The article shows the new ethical problems to which the spread of new information and communication technologies leads. The authors conclude that the humanistic economic theory of a civilized society has been developing.

The article analyzes the issues of improving the use of information and communication technologies in the prevention of offenses on the basis of studying the norms of national legislation, the opinions of domestic and foreign scientists. It is noted that today, cardinal changes in the information sphere at the global level are carried out through the rapid development and dissemination of new information and communication technologies. An increasing influence on the economy, politics, international relations and culture is exerted by the development and improvement of global networks, which open up endless possibilities of direct communication between people in real time. All these advances in the information field create the preconditions for moving towards a completely new type of society - the information society and information space. On the basis of the study, scientifically grounded proposals and recommendations were formulated aimed at improving this area.

A great part of the rhetoric accompanying the rapid diffusion of information and communication technologies (ICTs) in Western societies in recent decades has put the spotlight on their potential for generating economic growth and development in the socio-political arena. Yet mechanisms that generate disparities among citizens do not go away with the advent of electronic citizenship, as asymmetric access to economic and political resources limit access to new technologies. This contribution will be divided in three sections. In the first part, the concept of “digital divide” will be analysed by considering its first formulation in the US political debate during the Nineties, as well as the more recent efforts to consider the multidimensional nature of such category. In the second section significant quantitative measure of digital disparities between countries will be provided. Finally, it will show how developing countries adopting proprietary softwares are becoming dependent on the power of providers of ICT goods and services, which are mainly concentrated in the United States.

The purpose of the article is to investigate the influence of information culture on the formation of a superhero image of the XXI century. The research methodology includes such methods as analysis, synthesis, and systems approach, which makes it possible to trace and determine the vector of influence of information culture and digital processes taking place in connection with the informatization of society, on the transformation of the image of a superhero. The scientific novelty lies in the fact that virtual and augmented reality in the popularization of Ukrainian superheroes acts as a phenomenon that is considered not only as a result of interaction with people but also as an artifact of the new information era; the peculiarities of becoming a national hero as the basis of self-identification of modern Ukrainian society in the context of the specifics of information and communication technologies, are analyzed. Conclusions. Information culture is considered as a sphere of culture associated with the functioning of information in society and the formation of information qualities of a person. However, the phenomenon of the influence of information culture on the formation of the hero's image through the basis of society's self-identification in the modern dimension still remains unexplored. On a personal level, a person is surrounded by images, contradictory and disproportionate, and begins to simply consume the symbols and images of newly created superheroes. The structure of information culture includes a worldview component that provides motivation for information training of the individual; knowledge of the information environment, the laws of its operation, the ability to navigate in information flows. The information level of modern man is determined by his information culture, and the information culture of the individual, as a culture in general, reflects the active creative activity of man, and, accordingly, the development of man himself as a subject of this activity.

The article discusses modern forms and methods of bibliographic activity in libraries. The role of modern information and communication technologies is explained. The information society places new demands on all social and communication institutions, including the activation of the formation of electronic document space, libraries and bibliographies. It is noted that the information society, the activation of the formation of electronic document space, puts new demands on all social and communication institutions, including libraries and bibliographies. New information technologies allow to significantly expand, deepen and diversify all forms of information and bibliographic services, which makes them faster, more efficient and more convenient. At the same time, it is explained that with the application of digital technologies, the category of information and bibliographic services is becoming a daily information service used by any reader of any library. Electronic catalogs are becoming powerful information systems to support the work of libraries and perform large-scale tasks.

In recent times, our environment and the way we produce and consume cultural goods and services are changing radically due to the strong influence of globalization, faster communication channels, global connectivity and the implementation of new information and communication technologies. In the conditions of convergence of economic, social, cultural and technological changes, the importance of strengthening creative potentials and capacities to achieve economic and other gains is very much recognized, so new development strategies are needed in this area. In such circumstances, the concept of "creative and cultural economy" is popularized worldwide as the interface between culture, economics and technology. Our world is increasingly dominated by images, sounds, symbols and ideas that create new jobs, wealth and new culture. Because of this, economic development can no longer be considered unilaterally, only through the accumulation of economic capital, but as a three-dimensional space whose dimensions are the size, structure, and the change in the relationship between economic and creative resources. In this paper, the author deals with theoretical and applied aspects of the creative economy development. The obtained results indicate a significant economic potential that the creative economy brings within the European Union, primarily in terms of employment and contribution of enterprises within the creative sector. The research aims to interpret data, describe facts, processes, and objects and empirically confirm their connections and relationships using a descriptive method and a compilation method.

This chapter surveys issues and priorities being raised internationally by governments, civil society and the private sector in conceptualizing a global information society. Examinations of social, ethical and policy implications of information and communication technologies are often limited in scope, by region, constituency, issue, or other social dimensions. It is critically important, given growing global interdependencies in terms of labor, trade, communications resources and other factors, that social informatics and community informatics research begin to include more international perspectives and analyses. Efforts initiated within the United Nations sphere and other international bodies in recent years are offering unique opportunities to develop such perspectives. This chapter examines the body of issues being raised through these processes. This chapter seeks to show the diversity of perspectives that exist globally on these issues. Global perspectives on social, ethical and policy implications of information systems introduce the consideration of both the common and the diverse needs of the world’s many cultures, regions and nations. Information and communication technologies are seen in this context as both enabling solutions to the world’s many social problems and as potential sources of threats to labor, environment, culture, and other facets of society.
