In recent times, our environment and the way we produce and consume cultural goods and services are changing radically due to the strong influence of globalization, faster communication channels, global connectivity and the implementation of new information and communication technologies. In the conditions of convergence of economic, social, cultural and technological changes, the importance of strengthening creative potentials and capacities to achieve economic and other gains is very much recognized, so new development strategies are needed in this area. In such circumstances, the concept of "creative and cultural economy" is popularized worldwide as the interface between culture, economics and technology. Our world is increasingly dominated by images, sounds, symbols and ideas that create new jobs, wealth and new culture. Because of this, economic development can no longer be considered unilaterally, only through the accumulation of economic capital, but as a three-dimensional space whose dimensions are the size, structure, and the change in the relationship between economic and creative resources. In this paper, the author deals with theoretical and applied aspects of the creative economy development. The obtained results indicate a significant economic potential that the creative economy brings within the European Union, primarily in terms of employment and contribution of enterprises within the creative sector. The research aims to interpret data, describe facts, processes, and objects and empirically confirm their connections and relationships using a descriptive method and a compilation method.

In the article an attempt was made to present the assumptions of Polish legislative solutions concerning e-health in the context of one of the basic principles of European philosophical and legal thought – the principle of subsidiarity. The principle of subsidiarity, the essence of which is to leave it to the political communities to carry out tasks for which they can take responsibility, has been incorporated into the legislation of nation states and the European Union, determiningthe identity of European civilisation. Article 5 of the Treaty on European Union and the Treaty on the Functioning of the European Union and the preamble to the Constitution of the Republic of Poland are an example of the translation of the subsidiarity principle into legal norms. Attention has been paid to the possibility of decentralising and delegating competences to lower levels of public authority in the field of health, using or amending the e-health legislation accordingly. Appropriate division of tasks and competences in the area of health care, taking into account the subsidiarity principle, can be observed at both national and EU level. European Union law recognises the autonomy of the Member States to define national health regulations. On the basis of selected national and EU regulations, a definition of e-health has been proposed, understood as a set of provisions within the health care system regulating the collection, processing of data and provision of health care services in order to identify and optimise the satisfaction of individual and collective health needs as well as to pursue an effective health policy by public authorities. The basic assumptions of key national and EU legal acts are also indicated. On the basis of the solutions adopted in the Act on Health Care Services Financed from Public Funds, the formal possibility of delegating and effective performance of tasks has been demonstrated in the field of health protection by local government units. New information and communication technologies provide the basis for a more complete implementation of the subsidiarity principle in health protection, as they enable the necessary knowledge on the collective and individual health needs at European, national and any other expected level – regional, population, age to be gathered and transferred. They are a tool, previously unavailable, for the precise identification of the needs of separated communities. On the other hand, new technologies can be a tool for communities to meet these needs to the extent that they are able to provide organisational and financial security. The combination of new information and communication technologies with the application of a systematic concept of tasks implementation based on the principle of subsidiarity will allow for a change in the model of health care in Poland.

With the fast development of the new information and communication technologies and their current involvement in the business world, no country as less developed as it can be, can’t ignore them. Developed and emerging countries have understood it and have very early exploited the opportunities offered by these information and communication technologies. One of their most compelling opportunities is the emergence of electronic commerce. However, the e-commerce is not limited to the purchase and sale of goods and services through the Internet, but it requires a strategic regulation for its proper functioning; because its development passes through its proper functioning. In the majority of the less developed countries, e-commerce is still at its embryonic stage where the large part of online transactions happens in social networks like Facebook and Whatsapp. Senegal is one of those countries, therefore the objective of this research to find a solution on how to organize the Senegalese e-commerce market by proposing the most effective third-party e-commerce platform that can be suitable to its market. There are different types of e-commerce but the most known, used and that have proved their effectiveness are the B2B e-commerce, B2C e-commerce, and C2C e-commerce. According to the Statistics Portal, Statista, the B2B e-commerce worldwide gross merchandise volume was 7,300 billion USD in 2016 and the B2C e-commerce worldwide sales reached 1,859 billion USD the same year. As for the C2C e-commerce, eMarketer estimated its worldwide sales at 1,915 billion USD in 2016. Therefore, they are the third-party e-commerce platforms used as the alternatives and from which the best for the Senegalese e-commerce market is evaluated in the research through the use of the analytical hierarchy process (AHP). The results have shown the B2B third-party e-commerce platform to be the most effective for the Senegalese market; without overlap of alternatives within uncertainties as of the result of the sensitivity analysis.

The information society represents the most fundamental change in our life, with huge opportunities for all people. Program eEurope has been very successful in extending Internet connectivity and has helped to obtain the adoption of the current legal framework for electronic communications and for e-commerce. The eEurope initiative should also become part of the enlargement process of the European Union. Slovakia and other candidate countries take part in realization of the program eEurope+ to support activities in using new information and communication technologies (ICT). eEurope 2005 carries the ambitious objective of achieving “Information Society for All”. This means not only overcoming geographical and social differences, but also ensuring an inclusive digital society that provides opportunities for all.

Сформовано ви-сновки про те, що виникнення нових інформаційно-комунікаційних технологій дало підстави говоритипро нову телекомунікаційну революцію. This article deals with the implementation of e-government in Ukraine's integration into the European Union and the issue of his creation of space which is of particular relevance. The paper analyzes legal acts relating to electronic documentation, digital signature, e-governance. Reduced foreign experience in implementing e-government and public access to information networks of power and capabilities of the population in decision-making to local communities. Formed conclusions that the emergence of new information and communication technologies has given reason to talk about the new telecommunications revolution.

Health tourism is booming all over the world, and thermal spa tourism in Spain is a type of tourism aimed at integrating with nature, achieving sustainable development. In general, its facilities are located in areas specially protected by environmental legislation. This tourism sector attracts an increasingly wide market segment that has become more demanding and better informed and that more frequently uses the Internet to gather information. Tourists’ shopping and consumption habits are increasingly influenced by new information and communication technologies (ICTs), making these a topic of interest among academics and professionals. Website development has been shown to be an area of innovation for spa facilities, but evidence has also been found that this sector has experienced difficulty in adopting ICTs. This research sought to analyse spa websites’ usability by conducting an exploratory investigation of different websites’ contents. The results reveal that the use of new web technologies by spas is underdeveloped, although these facilities have achieved good positions in Internet search engines due to the synergistic effect of the official tourism websites. That is why most of them tell their story, detail their nature and the protection of their spaces. In this way, spas turn their websites into communication channels that convey to tourists their commitment to the environment and sustainable development.

Purpose – The purpose of this paper is to propose a methodology for the engineering of E-maintenance platforms that is based on a value-driven approach. Design/methodology/approach – The methodology assumes that a value-driven engineering approach would help foster technological innovation for maintenance management. Indeed, value-driven engineering could be easily adopted at the business level, with subsequent positive effects on the industrial applications of new information and communication technologies solutions. Findings – The methodology combines a value-driven approach with the engineering in the maintenance scope. The methodology is tested in a manufacturing case to prove its potential to support the engineering of E-maintenance solutions. In particular, the case study concerns the investment in E-maintenance solutions developed in the framework of a Supervisory Control and Data Acquisition system originally implemented for production purposes. Originality/value – Based on literature research, the paper presents a methodology that is implemented considering three different approaches (business theories, value-driven engineering and maintenance management). The combination of these approaches is novel and overcomes the traditional view of maintenance as an issue evaluated from a cost-benefit perspective.

Vietnam is one of the top information and communication technologies (ICT) exporters globally, and the ICT products constitute nearly one-fifth of Vietnam’s total exports to the European Union (EU). This study empirically investigates the determinants of Vietnam’s ICT exports to the EU by applying the gravity model for trade with panel data from 2000 to 2019. Besides the traditional variables of the gravity model, we added gross capital formation, patent application and exchange rates as explanatory variables. The results show that among factors affecting Vietnam’s ICT export to the EU, market size, patent applications, and exchange rate are the most significant determinants. The article also suggests some policy implications for the development of ICT exports between the two parties. JEL Codes: F14, C2
