Moderation in Government-Run Online Fora

A Dutch Internet dictionary has defined the moderator as “a person who exercises censorship on a mailing list or newsgroup.”1 Censoring the content of online discussion has often been considered as conflicting with the Internet’s libertarian tradition of free speech and unrestrained communication (Tsagarousianou, 1998). However, as the famous PEN-experiment (public electronic network) in Santa Monica (1990-96) showed, the desirability of free speech must be weighed against other legitimate concerns such as the need to facilitate discussion and counteract possible abuses of the medium (Docter & Dutton, 1998). This article analyses government-run online fora in which citizens and social organizations can discuss amongst themselves—or with government officials and elected representatives— issues of public concern. Effective moderation is considered crucial because the perceived anonymity in online fora weakens the norms of constitutive/self censorship that regulate face-to-face behaviour. It is thought that this can lead to “flame wars,” polarized debates and dominant minorities. Thus, while the anonymity of online environments may diminish the psychological thresholds that can limit participation, it may also exacerbate them—inhibiting the social cooperation needed to accomplish complex communicative tasks. Moderators, it is suggested, can mitigate such problems by stimulating and regulating discussions—facilitating purposeful social action (Coleman & Gøtze, 2001; Edwards, 2002, 2004; Wright, 2006a). Initial empirical analyses of online political discussion tended to focus on usenet newsgroups and found that debates were of poor deliberative quality and reinforced rather than changed pre-existing views (Davis, 1999; Hill & Hughes, 1998; Wilhelm, 2000). We must not extrapolate from this that all online political discussion is of poor quality— or, indeed, that all online discussion must be of high deliberative quality. The Internet provides us with a virtual commons upon which diverse interests can set up camp; the relative “free-for-all” provided by usenet can perform a useful socio-political function alongside regulated, government- led discussions. The two are not mutually exclusive. It is important that government-run online forums have clear aims, and are designed, structured, and moderated (or not) to ensure these are achieved (Wright, 2005; Wright & Street, forthcoming). A minimum level of moderation is normally required for legal reasons. Of course, this is balanced by local laws and rules on the right to free speech.

This study, derived from a differential gains model, examines how mobile-based political information seeking is associated with offline and online political participation in interaction with three political discussion features: frequency, size, and heterogeneity. Data from a Web survey of an online panel indicate that the link between mobile information seeking and offline and online political participation is greater for respondents who discuss politics with others face to face and online more frequently and a greater diversity of others face to face and online.

AimsIn March 2020, COVID-19 and its associated restrictions forced a halt to in-person teaching and assessment. To try and mitigate this disruption, the psychiatry undergraduate teaching faculty developed a knowledge based remote curriculum. However, it became clear that our students sorely missed clinical and consultation experience. Prior to the pandemic we had delivered a mock Objective Structured Clinical Examination (OSCE) to those undertaking their psychiatry block. In Somerset Academy, we wanted to deliver a distanced alternative: the remote mock OSCE (ReMO). We hoped to demonstrate this would be a feasible and valuable learning experience.MethodIn keeping with other OSCEs, ReMO had active stations (4) and a rest station. Four simultaneous Skype meetings were set up as clinical stations, each with an examiner and actor. To test the technology, students and facilitators were emailed links to each meeting in advance, and invited to sign in. Students were given individualised timings to rotate between stations. Stations involved history taking, risk assessment, and management discussions of common psychiatric presentations.The students then rotated again, receiving personalised feedback about their performance, enabling immediate reflection and consideration of areas for development. This was followed up with written feedback, using examiner completed mark schemes.ResultAfter ReMO we invited feedback from medical students and facilitators. 7 out of the 8 medical students that participated completed a post-ReMO survey. 100% of students found ReMO “useful”, with 71% (5/7) rating it an “extremely valuable” experience and 29% (2/7) rating it “fairly valuable”. Students felt it was well organised, realistic, and increased their confidence in remote consultations and OSCE practice. 6 out of 8 facilitators completed feedback on ReMO. 100% felt that ReMO was reproducible and 83% (5/6) rated it as “fairly realistic” when compared to the face-to-face standard.ConclusionFirstly, ReMO was feasible. However, it was logistically difficult, requiring extensive organisation to ensure this relatively small group were in the right place at the right time. In future, we would consider alternative platforms such as Zoom, or specific consultation software, such as Attend Anywhere, to reduce the logistics burden and utilise features such as ‘breakout rooms’. We would recommend an allocated co-ordinator to troubleshoot any problems in real time via a group messaging service.In conclusion, ReMO is achievable and a valuable student learning experience. Since the pilot it has become an integral part of our curriculum. We recommend that all undergraduate Psychiatry faculties consider adding it to their programme.

This research examines classroom-based student participation in online discussion groups while preparing for a test, as well as the relation between the type of participation and student achievement. The online discussion groups were set up towards particular tests in a large-scale course, Introduction to Ecology, during the academic years of 2004 (N=99) and 2005 (N=72). They were intended to be a virtual meeting place for students to exchange information related to a question pool, when no face-to-face meetings with the teachers take place. The results indicate that a high percentage of the students who take the test (85%) participate in the discussion groups. Mixed results were found regarding the relations between the participation in the discussion and achievements. Based on the quantitative data and interviews with students we outline recommendations with regard to the effective use of discussion groups for supporting students in their preparation for tests.

Optimization of process steam requirement in order to maximize sugar recovery and export power along with manpower optimization is a must for sugar factories to survive under difficult conditions and to earn additional revenues. The process steam demand of greenfield and revamped plants has been reduced to levels of 32–38% from originally more than 50% steam on cane in the case of the brownfield plants. In addition, significant improvement in the power requirement of the plants has been achieved. Bagasse drying offers a good potential to improve the power export. Different available concepts are compared with a focus on bagasse steam drying and low temperature bagasse drying. In order to set up an optimized highly efficient plant or to optimize an existing plant to achieve competitive benchmarks, good process design and the right equipment selection are very important. Experience has been gained with multiple stage or double effect crystallization in the beet sugar industry offering further steam optimization potential. Vapour recompression is also an option to substitute live steam by electrical power. This even provides options to reduce the steam demand from the power plant for the sugar process down to zero. Key aspects concerning the process design and equipment selection are described.

Abstract Student protests have developed on campuses throughout the country in response to controversial speakers. Overwhelmingly, these protests have been framed as conflicts over the right to free speech and the importance of free inquiry on college campuses. This essay reframes conflicts like these as moral disagreements over the role of individuals and institutions in producing and disseminating knowledge that supports or undermines justice within a pluralistic, democratic society. Using the specific case of Charles Murray’s visit to Middlebury College in spring 2017 and drawing insight from social moral epistemology, the essay aims to clarify the moral concerns at stake in clashes over controversial speakers and to identify possibilities to advance the moral aims of institutions of higher education in response to such events.

In  this article, we tried to perform the drawing of forest maps, together with  the calculations involved, automatically by means of relatively simple aids.      The computer unit used is an office computer Olivetti P203. As an example  the growing stock (in m3/ha) was mapped out. The proper inventory in the field is done  according to the classical method by means of a previously fixed network of  squares (70,7 m x 70,7 m), which corresponds to two plots a ha.     The quantity which is measured and mapped out (in this case the growing  stock) is in a similar form not very useful in mapping. Therefore a division  in classes (Ku) numbered from 0 to 9, is set up. An appropriate program  calculates for a certain number of points within this elementary square, to which  class they have to be assigned, whereas the typewriter prints the  corresponding code number on the right place.     Fig. 1 and the formulas (1), (2) and (3) represent the principle o[ the  calculations while fig. 2A and B reproduce the results printed by the  typewriter for a elementary square of respective 1” X 1” and 2” X 2”. The  whole of similar network of squares eventually results in a basical document,  on which the existing forest map with an adapted scale is laid (see appendix  3) and the class limits are drawn.     If desirable, the scale may be adapted when the forest map under discussion  is definitely reproduced.

When repairing and replacing electrical wiring in enterprises, the main difficulty is the lack or poor quality of documentation, plans for conductors laying. Distinguishing wires (cables) and their cores by the color of the shells or using tags attached to the ends is difficult if the shells have the same color and there are no tags. Devices and technical solutions used to identify wires and cables do not allow recognizing conductors without breaking the electrical circuit, removing insulation, and de-energizing the network. Searching for the right conductor is a time-consuming operation. (Research purpose) The research purpose is developing a new microcontroller device for identifying wires using an acoustic signal. (Materials and methods) Literature sources has been searched for devices for conductors identifying. (Results and discussion) The article proposes a method that involves feeding an acoustic signal to a wire at one point and capturing it at another, in order to recognize the desired wire. The article presents results of comparison of the developed microcontroller device for identifying conductors using an acoustic signal with known devices and methods for conductors recognizing. (Conclusions) The article reveals the shortcomings of existing methods and means of identifying wires and cables. Authors performed a theoretical calculation of the sound pressure in the conductor at a given distance. The article presents the calculation of speed of acoustic waves in conductors with different types of insulation. Authors designed a microcontroller device for identifying conductors using an acoustic signal and tested it. It was determined that the device increases the safety of work, reduces the cost of operating internal wiring and identification time; eliminates the violation of wire insulation, the need to disable electrical receivers. The convergence of theoretical calculations and experimental data was shown.

This chapter explores the seminal topic of Universal Health Coverage (UHC), an objective within the Sustainable Development goals. It reviews the theory and definitions that shape the current conversation on UHC. The movement from selective primary health care to UHC demonstrates a global commitment to the progressive realization of the right to health. However, access to UHC is limited by barriers to care, inadequate provision of care, and poor-quality services. To deliver UHC, it is critical to align inputs in the health system with the burden of disease. Quality of care must also be improved. Steady, sufficient financing is needed to achieve the laudable goal of UHC.This chapter highlights some important steps taken by countries to expand access to quality health care. Finally, the chapter investigates the theory and practice behind a morbidity-based approach to strengthening health systems and achieving UHC.

The fight over an exchange had a very different dynamic in New Mexico because there were no loud voices on the right calling for the state to reject control. Republican Governor Susanna Martinez supported retaining control, but strongly preferred a governance model that allowed insurers to serve on the board of directors and limited the degree of oversight by the board on the types of plans that could be sold on the exchange. Governor Martinez vetoed legislation in 2011 that would have set up a different model of an exchange. Institutional quirks meant the legislature did not have the opportunity to weigh in again for two years, until 2013. By this point it was too late and the state had to rely on the federal website despite passing legislation to run its own exchange.
