Conceptualizing a Contextual Measurement for Digital Divide/s

Measurements for the digital divide/s have often engaged in simplified, single factor measurements that present partial and static conceptualization and, therefore, measurements of the digital divide/s. The following chapter encourages policy makers to choose appropriate tools and programs to measure digital divide/s according to three dimensions: (1) the purpose of the tool; (2) levels of observation; and (3) methods of approaching the data. Then it describes an integrated contextual iterative (ICI) approach suggested by the authors as an effective way to assess digital divide/s including perspectives of different stakeholders. The approach is illustrated with examples from a research project studying public access venues in 25 countries around the world.

Purpose – This paper aims to explore the influence of wealth, transparency and democracy on the number of universities per million people ranked among the top 300 and 500. The highly ranked universities in the world tend to be concentrated in a few countries. Design/methodology/approach – ANOVA was used to test the differences between the two groups in terms of three key national variables that are likely to affect higher education. These variables are gross domestic product per capita (GDPPC), transparency and democracy. Cluster analysis was used to find out if there were any groupings of countries based on the number of top-ranked universities and the above three variables. Correlation analysis was also used to confirm the relationship between the key variables and the number of universities among the top 500 and 300 universities per million people. Finally, partial correlations and linear regression were used to identify the most important factor(s) affecting the number of universities among the top 500 and 300 universities per million people. Findings – ANOVA revealed that countries with top-ranked universities had higher GDPPC, transparency and democracy levels than countries with no top-ranked universities. Cluster analysis resulted in two groups of countries: one group of countries with a higher number of ranked universities, higher democracy level, higher transparency and higher GDPPC. The other group had lower values for each of the above variables. Pearson correlations confirmed that the number of top universities per million people is related to the three national variables. Partial correlation and regression revealed that transparency is the only significant factor that directly determines the number of universities among the top 500 in the world. On the other hand, both transparency and GDPPC are significant in determining the number of universities ranked in the top 300 per million people. This means that universities ranked among the top 500 are generally found in countries with higher transparency levels, while top 300 universities are generally found in countries that have both higher transparency levels and higher GDPPC. Research limitations/implications – This paper paves the way for further research on transparency and ethics in higher education. The impact of wealth, transparency and democracy can also be measured in other industries, and particularly those linked to learning and innovation. Practical implications – This paper draws the attention to the fact that top universities are found in richer, more democratic and more transparent countries. It, however, indicates that the single factor associated with the number of universities ranked among the top 500 is transparency. Policy makers should therefore focus on increasing transparency to increase the likelihood of having top-ranked universities. Having universities ranked among the 300 is also linked to having higher GDPPC. This indicates that transparency can drive all other factors associated with having universities ranked among the first 500 in the world, but further improvement of university ranking to first 300 universities also requires greater financial strength. This is understandable given the expense associated with attracting first-class faculty members and having world-class research programs. Originality/value – This is the first paper that researched the differences between countries having top-ranked universities and countries having no top-ranked universities. It also identified transparency as the single factor affecting the number of top 500 ranked universities per million people. It is also the first paper to have distinguished between having universities ranked among the top 300 in the world and universities ranked among the top 500. It showed that factors expected to be play a key role in determining higher education success such as democracy index and GDPPC were not significant in determining the number of top 500 universities per million people. This paper, however, showed that the number of top 300 universities per million per country depends not only on transparency but also on GDPPC. This paper provides a good understanding of barriers to university excellence in many countries. These barriers may also be pertinent to other institutions where learning is highly significant.

While effective vaccines against the SARS-COV-2 virus have been developed and countries around the world have invested heavily to secure vaccine rollout, a fundamental challenge remains. How do policy-makers around the world ensure high vaccine uptake? What is lacking is a comprehensive assessment that captures a total spectrum of features related to the development of a vaccine, the vaccine's characteristics as well as the implementation of the vaccination program. To provide such an assessment, we designed a conjoint experiment embedded in large-scale surveys based on a random sample from the central database of Danish social security numbers (N = 3,099), providing a sample that is representative for the adult Danish population. In the conjoint experiment, we vary features relating to three dimensions: 1) the stage of vaccine development, 2) the specific characteristics of the vaccine, and 3) the implementation of the vaccination strategy. We show that the features relating to characteristics of the specific vaccine have the strongest impact on vaccine acceptance. The features relating to vaccine development were the second most powerful, while the features relating to the implementation of the vaccination strategy were the least.

For a long time, a common opinion among policy-makers was that the digital divide problem would be solved when a country’s Internet connection rate reaches saturation. However, scholars of the second-level digital divide have concluded that the divides in Internet skills and type of use continue to expand even after physical access is universal. This study—based on an online survey among a representative sample of the Dutch population—indicates that the first-level digital divide remains a problem in one of the richest and most technologically advanced countries in the world. By extending basic physical access combined with material access, the study finds that a diversity in access to devices and peripherals, device-related opportunities, and the ongoing expenses required to maintain the hardware, software, and subscriptions affect existing inequalities related to Internet skills, uses, and outcomes.

SHG is a movement which came to being in the early 1969. Prof. Muhammed Younus, a great economist of Bangladesh took initiative in setting up Self Help Groups and these SHGs were gradually spread all over the world. Jamaica, known in the world for her rich deposits of bauxite ore, is a small Caribbean country with an area of 10991 square kilometers and a population of just over two million individuals. This beautifu11and, which was described by Columbus as "The fairest isle that eyes have beheld" has developed a remarkably diversified manufacturing sector starting from a modest industrial base. Jamaica's manufacturing industry enjoyed a respectable growth rate of about 6 percent per annum during the good old days of the euphoric '50s and '60s. However, those bright sunny days ''when to live was bliss" were followed by the chilling winter of much subdued progress. The rise and fall of growth have aroused considerable interest among economists and policy• makers. The book under review probes the causes of this behaviour by analysing key characteristics of Jamaican manufacturing sector and tracing its path of evolution.

The world in its politico-economic aspects is run by policy-makers who have an academic background in law or public administration or other related social disciplines including economics. Only rarely would a majority of the policy-makers be trained in economics. In the making of economic policy, the basic choices before the policy-makers are political and they transcend the narrow concerns of economists regarding optimal use of resources. These considerations in no way downgrade the relevance of economic analysis in economic policy-making and for the training of policy-maker in economics. Policy-makers need economic council to understand fully the implications of alternative policy options. In this book, Wolfson attempts to educate policy-makers in the areas of public finance and development strategy. The analysis avoids technicalities and is kept to a simple level to make it understandable to civil servants, law-makers and members of the executive branch whom Wolfson refers to as policy-makers. Simplicity of analysis is not the only distinguishing mark of this book. Most other books on public finance are usually addressed to traditional public finance issues relating to both the revenue and expenditure sides of the budget and neglect an overall mix of issues dealing with the interaction of fiscal policy with economic development. Wolfson in this book explicitly deals with these issues.

This chapter is the first of this book to deal specifically with the metaphysics of time. This chapter defends the pure manifold theory of time. On this view, time is just another dimension of extent like the three dimensions of space, the past, present, and future are equally real, and the world is at bottom tenseless. What is true is eternally true. For example, it is now true that there will be a sea fight tomorrow or that there will not be a sea fight tomorrow. It is argued that the pure manifold theory does not entail fatalism and that contingent statements about the future do not imply that only the past and present exist.

This article explains some moral dimensions of a transnational feminist research project designed to provide a better standard or metric for measuring poverty across the world. The author is an investigator on this project. Poverty metrics incorporate moral judgments about what is necessary for a decent life, so justifying metrics requires moral argumentation. The article clarifies the moral aspects of poverty valuation, indicates some moral flaws in existing global poverty metrics, and outlines some conditions for a better global metric. It then explains the methodology used in our project, providing its moral rationale and discussing some remaining moral concerns.
