E-Government in Saudi Arabia

Saudi Arabia is in the process of transitioning to e-government. Many of the Saudi government agencies have their own web sites; however, most are ineffective. Based on the findings of this study, the Saudis should consider several reforms, chief among which include the following: Increasing the awareness of its e-government program among its employees and the public at-large; making Internet access more available across the full spectrum of society; equipping public facilities for Internet usage; developing a legal framework for secure e-transactions; adopting a flexible approach to technological change and the IT environment more generally; providing IT training to government employees; partnering with the private sector to establish electronic fund transfers; and, finally, fostering 2-way communication between government agencies and between the government and the public.

Administrative contracts are conducted to meet government agencies' requirements in terms of procurement, which is done by tendering. The government infrastructure demand and day-to-day other needs are contracted with vendors, who render their services by applying the announced tender. Hence, the legal framework related to tendering is very important, which protects the legal rights of tender authority and vendors. This present research aims to explore the tendering law in Saudi Arabia and Egypt, having a close legal framework regarding tendering. Egypt is carrying the tender law of 1998, which is updated in 2018 recently. Moreover, tendering in Saudi Arabia depends on the Government Tenders and Procurement Law (GTPL) of 2019, which is updated from the previous version of GTPL 2006.  The research explores the basic structure of the procurement system and tendering in both systems, including the discussions on procurement agency, tendering methods, basic tendering regulations, public-private partnership, transparency issue, and tendering with foreigners' bidders. Also, the recent improvements in both tendering systems are discussed. The research traces many similarities and differences in both tendering systems and suggests taking help from each other's experiences.

Information technology is one of the things that has an important role in the era of globalization. Technological developments rapidly growth from year to year then its own facilities so as to provide convenience for its users. Information technology directly affects the lives of individuals and social especially at government agencies. Langsa General Hospital is one of the government agencies that has grown in the field of public health services, which is one of the public facilities are very important in the life of the community. It must be in balance with good services and facilities provided by the hospital. One of the facilities needed Area of Langsa General Hospital which is a container for the community can channel feedback in the form of a complaint with the objective as a means of communication between the hospital and the community which acts as a users of the service, with the existence of the container, the hospital can increase quality or improve any service provided to the community hospital.

E-Government emerges from web sites that offer static information, documents and forms for employees and citizens, enquiries, and process automations to many types of stakeholders. Increasingly, different layers of government services are being consolidated into a knowledge portal, providing on time and online services. Such knowledge portals not only provide a platform for integrating applications and information from all government sources, but also provide platforms for knowledge sharing and learning to the public with the objective to improve the efficiency and the quality of E-Government processes and services. However, due to the heterogeneity of applications and information across different levels of government agencies, a significant amount of work is needed to re-configure such applications and services into a new platform. However, semantics are often deficient, which results in problems establishing effective knowledge sharing and learning in E-Government. This paper confers how knowledge intensive portals can be used for enhancing sharing and learning in E-Government. The authors discuss innovative information on how the Semantic Web and Web 2.0 technologies can be applied in providing interoperability to leverage knowledge sharing and learning activities.

The insertion of an e-government in the public administration infrastructure of Singapore has spawned a bureaucratic renaissance with wide-ranging ramifications in various facets of society. A single entry portal on the Web links citizens to all the government agencies as well as opens a gateway to a plethora of services needed by citizens and businesses. The process of democratic governance has been significantly strengthened with the entrenching of the e-government. This chapter elaborates on some of the important implementation policies and best practices of the Singapore experience with e-government.

Abstract Religious activity is a very sensitive area of government regulation in Kazakhstan. After some post-soviet years of liberalization, the government has decided to return to soviet-style relations with a large amount of attention on the control and supervision of religious areas. The Law ‘On Religious Activity and Religious Associations’ adopted in 2011 was the result of such a decision. This article analyses the legal framework for religious activity, the model of relations between state and religious associations in modern Kazakhstan, the public attitude towards regulation in the religious field, the legal and social consequences of the adoption of current law, as well as the problems of its implementation and the government’s administration of religious activity in Kazakhstan. The author reaches the conclusion that more liberal legislation and law-enforcement practice is unlikely without changes in the political system, the public attitude towards religion and views on secularity.

ABSTRAK Tulisan ini bertujuan untuk mengkaji terjadinya kerusakan lingkungan pantai di negara tropis dan sebagian negara subtropis akibat perilaku manusia. Perilaku manusia yang menyebabkan kerusakan lingkungan adalah memanfaatkan sumberdaya alam pesisir tanpa memperhatikan keberlanjutan sumber daya alam dan daya dukung lingkungannya. Kerusakan lingkungan pantai yang umum terjadi di negara tropis dan sebagian subtropis adalah erosi pantai dan degradasi ekosistem hutan bakau. Kerusakan lingkungan pantai ini akibat alih fungsi lahan menjadi jaringan jalan, permukiman, lahan pertanian/ perkebunan, pertambakan, dan pertambangan pasir. Kerusakan lingkungan pantai mempengaruhi kondisi sosial ekonomi masyarakat setempat seperti hilangnya badan jalan, permukiman, lahan pertanian, dan fasilitas umum akibat abrasi pantai. Upaya penanggulangan kerusakan lingkungan pantai sebagai bagian dari adaptasi manusia mempertahankan kehidupannya berupa pembangunan pemecah gelombang (breakwaters) dan rehabilitasi ekosistem hutan bakau. Upaya penanggulangan bencana tersebut tentunya membutuhkan biaya yang besar dan waktu lama daripada upaya pencegahan. Oleh karena itu, perubahan pola pikir baik pemerintah dan masyarakat dalam memanfaatkan, mengelola dan melestarikan sumber daya alam perlu ditingkatkan melalui perbaikan informasi, ilmu pengetahuan, dan strategi perencanaan yang holistik.Kata kunci: erosi pantai, kerusakan ekosistem hutan bakau, alih fungsi lahan, pemecah gelombang, rehabilitasiABSTRACTThis paper aims to assess the coastal degradation in tropical and subtropical countries in part due to human behavior. Human behavior is causing coastal degradation is to utilize natural resources without regard to the sustainability of coastal natural resources and the carrying capacity of the environment. Degradation of coastal common in most tropical and subtropical countries are coastal erosion and degradation of mangrove ecosystems. This coastal degradation as a result of land conversion into roads, settlements, agricultural/ plantation, aquaculture, and sand mining. Coastal degradation affects the socio-economic conditions of local communities such as loss roads, settlements, land and public facilities as a result of coastal erosion. Efforts to cope to the coastal degradation as part of human adaptation to sustain life in the form of construction of breakwaters and rehabilitation of mangrove ecosystems. The disaster relief certainly require a plenty of cost and time than prevention. This study entitled analysis of functions and applications of siaran mobile (reporting and assignment application system) as a communication facility of South Tangerang City towards smart city. The purpose of this study was to analyze the functions and benefits of the SIARAN Mobile application as a facility of public communication in supporting South Tangerang City towards smart city. Supporting concepts and theories in this research were communication, public relations government, and smart city. This research method was to use a descriptive qualitative approach. The findings showed that the SIARAN Mobile application was a South Tangerang City reporting media based on the mobile application that was officially launched by the government since March 9th, 2017. The function of this application was to become a reporting application for technical problems such as waste problems, damaged public facilities, actions which was detrimental to the community. The benefit of this application was to make it easier for the public to report various problems in the South Tangerang area, and make it easier for the government in handling various problems that were complained of by the community.

Responding to disasters and crises is a crucial role for the government to ensure the public safety of society. Responding lies in the counter of crimes of civil or disorders, providing the urgent medical care to injured or sick people, and providing relief of natural and manmade disasters. Despite ongoing attempts to improve emergency response systems in Jeddah, Saudi Arabia, it still suffers from vulnerability.  With the current development of the technology and internet of things (IoT), it became necessary to apply these techniques for improving emergency response systems in Jeddah. In this paper, we present Jeddah Smart Emergency Response System (JSERS) as a solution to improve the emergency response system in Jeddah using smart city technologiesز First, we discussed the problems related to the response to accidents and disasters and their history in the Kingdom of Saudi Arabia, especially Jeddah. Consequently, we described the proposed solution, followed by the architecture of the system. Following by the opportunities and the challenges of system implementation are discussed. Finally, a list of suggestions that supports this system implementation and deployment is reported.

    The public private partnership (PPP) in the Kingdom of Saudi Arabia has been subject to many challenges, including that the system of competition and government procurement issued in 2007 is an old and traditional system that did not provide for contracting methods that include negotiation between the administrative authority and the contractor. The Kingdom is undergoing a major change that may extend to a regulatory framework that enhances the chances of successful PPPs projects away from the conventional procurement model. PPPs are one of the main components of the National Transition Program Which aims to increase the participation of the private sector in GDP by 2030. The current interest in these contracts is mainly driven by the decline in government revenues due to the decline in oil prices. The main advantages of the PPPs agreements are that they ensure the maintenance of high levels of service without The government carries huge expenses as the Kingdom is the most active MENA country in the area of ​​PPPs. The study concluded that there is a need for the Saudi regulatory framework to be developed in order to achieve greater growth in PPPs, as well as the need to overcome administrative, regulatory and operational obstacles in order to create a more successful real PPPs. The study aimed at finding out the importance of partnership contracts and how to formulate them, to know the experience and benefit of Saudi Arabia in these contracts, and to know the advantages and benefits resulting from the partnerships and the obstacles facing them.
