ABSTRAK Tulisan ini bertujuan untuk mengkaji terjadinya kerusakan lingkungan pantai di negara tropis dan sebagian negara subtropis akibat perilaku manusia. Perilaku manusia yang menyebabkan kerusakan lingkungan adalah memanfaatkan sumberdaya alam pesisir tanpa memperhatikan keberlanjutan sumber daya alam dan daya dukung lingkungannya. Kerusakan lingkungan pantai yang umum terjadi di negara tropis dan sebagian subtropis adalah erosi pantai dan degradasi ekosistem hutan bakau. Kerusakan lingkungan pantai ini akibat alih fungsi lahan menjadi jaringan jalan, permukiman, lahan pertanian/ perkebunan, pertambakan, dan pertambangan pasir. Kerusakan lingkungan pantai mempengaruhi kondisi sosial ekonomi masyarakat setempat seperti hilangnya badan jalan, permukiman, lahan pertanian, dan fasilitas umum akibat abrasi pantai. Upaya penanggulangan kerusakan lingkungan pantai sebagai bagian dari adaptasi manusia mempertahankan kehidupannya berupa pembangunan pemecah gelombang (breakwaters) dan rehabilitasi ekosistem hutan bakau. Upaya penanggulangan bencana tersebut tentunya membutuhkan biaya yang besar dan waktu lama daripada upaya pencegahan. Oleh karena itu, perubahan pola pikir baik pemerintah dan masyarakat dalam memanfaatkan, mengelola dan melestarikan sumber daya alam perlu ditingkatkan melalui perbaikan informasi, ilmu pengetahuan, dan strategi perencanaan yang holistik.Kata kunci: erosi pantai, kerusakan ekosistem hutan bakau, alih fungsi lahan, pemecah gelombang, rehabilitasiABSTRACTThis paper aims to assess the coastal degradation in tropical and subtropical countries in part due to human behavior. Human behavior is causing coastal degradation is to utilize natural resources without regard to the sustainability of coastal natural resources and the carrying capacity of the environment. Degradation of coastal common in most tropical and subtropical countries are coastal erosion and degradation of mangrove ecosystems. This coastal degradation as a result of land conversion into roads, settlements, agricultural/ plantation, aquaculture, and sand mining. Coastal degradation affects the socio-economic conditions of local communities such as loss roads, settlements, land and public facilities as a result of coastal erosion. Efforts to cope to the coastal degradation as part of human adaptation to sustain life in the form of construction of breakwaters and rehabilitation of mangrove ecosystems. The disaster relief certainly require a plenty of cost and time than prevention. Good governance is a ware to create an efficient, effective and accountable government by keeping a balanced interaction well between government, private sector and society role. The implementation of a good governance is aimed to recover the public trust for the government that has been lost for the last several years because of financial, economic and trust crisis further multidimensional crisis. The Misunderstanding concept and unconcerned manner of government in implementing a good governance lately have caused unstability, deviation and injustice for Indonesia society. This paper is a literature study explaining a concept, principles and characteristics of a good governance. Furthermore, it explains the definition, development and utility of an efficient, effective and accountable government in creating a good governance mechanism having a strong impact to the democratic economy and social welfare. It also analyzes the importance of government concern for improving democratic economy suitable with human and natural resources and the culture values of Indonesia.

As políticas públicas ocupam importante papel no âmbito do planejamento estratégico e da gestão pública nos mais diferenciados setores. Sendo assim, este estudo tem como objetivo analisar a política pública de meio ambiente, tendo como foco principal o Plano Diretor da APA da Serrinha do Alambari, no município de Resende/RJ e sua correlação com a política setorial de turismo inscrita no Plano Diretor Municipal. A pesquisa se caracteriza como exploratória e de abordagem qualitativa, com estudo de caso. O resultado aponta para a falta de sinergia entre as políticas ambiental e a de turismo, comprometendo, pois, não só a atividade turística como a preservação do patrimônio natural. Espera-se que os dados e as informações obtidas norteiem o poder público para que sejam desenvolvidas ações efetivas, através das políticas públicas, para compatibilizar a prática do ecoturismo com a preservação e conservação dos recursos naturais, ambas pautadas na ótica do desenvolvimento sustentável. Public politics: Ecotourism X preservation of natural resources ABSTRACT Public politics have important role in the strategic planning and management of public in more differentiated sectors. Thus, this study aims to analyze the public environmental politic, focusing mainly on the Master Plan of the Serrinha Alambari Protect Area in the municipality of Resende (RJ, Brazil) and its correlation with the sectoral politic entered in the tourism Master Plan. The research is characterized as exploratory and qualitative approach with case study. The result points to the lack of synergy between environmental and tourism politics, compromising therefore not only to tourism activity as the preservation of natural heritage. It is expected that the data and information obtained will guide the government to be developed effective actions, through public politics, in order to reconcile the practice of ecotourism with the preservation and conservation of natural resources, both predicated in optics of sustainable development. This paper attempts to identify and explicate sustainability approach through innovative management of natural resources that is able to create balance between conservation and utilization of natural resources. Innovative management of natural resources is related to the act of bringing changes or an introduction to a novelty idea for achieving organisational goal which involves organising people, finances and resources, training, controlling, monitoring, and sanctioning. The study focuses on the mangrove ecosystem, one of the most sensitive natural resources in the country, which has been successfully managed by the government through top down approach. Data was gathered through content analysis and interviews with several key persons from the study area. This paper firstly compares the different management approaches in Matang Mangrove Forest Reserve and Kuala Gula Mangrove, before finally elaborating on the innovative management of the latter.

Saudi Arabia is in the process of transitioning to e-government. Many of the Saudi government agencies have their own web sites; however, most are ineffective. Based on the findings of this study, the Saudis should consider several reforms, chief among which include the following: Increasing the awareness of its e-government program among its employees and the public at-large; making Internet access more available across the full spectrum of society; equipping public facilities for Internet usage; developing a legal framework for secure e-transactions; adopting a flexible approach to technological change and the IT environment more generally; providing IT training to government employees; partnering with the private sector to establish electronic fund transfers; and, finally, fostering 2-way communication between government agencies and between the government and the public.

This study entitled analysis of functions and applications of siaran mobile (reporting and assignment application system) as a communication facility of South Tangerang City towards smart city. The purpose of this study was to analyze the functions and benefits of the SIARAN Mobile application as a facility of public communication in supporting South Tangerang City towards smart city. Supporting concepts and theories in this research were communication, public relations government, and smart city. This research method was to use a descriptive qualitative approach. The findings showed that the SIARAN Mobile application was a South Tangerang City reporting media based on the mobile application that was officially launched by the government since March 9th, 2017. The function of this application was to become a reporting application for technical problems such as waste problems, damaged public facilities, actions which was detrimental to the community. The benefit of this application was to make it easier for the public to report various problems in the South Tangerang area, and make it easier for the government in handling various problems that were complained of by the community.

AbstractRoad construction projects for public use, usually involve many locations of land owned by communities with ownership rights. The construction of public facilities made by the government prior to construction must carry out the stages of land acquisition as contained in Law No. 2 of 2012 concerning land acquisition for development in the public interest. The research method used is normative research by using the statutory approach and concept analysis approach. The results showed that the city government provided compensation for the location of land that would be affected by the construction of public facilities. The mechanism of land acquisition or land acquisition in the city is carried out by providing compensation to the value of the land price that will be released in an appropriate and fair manner based on article 9 paragraph (2) of Law Number 2 of 2012. Land issues so far are very relevant to be studied together and considered in depth in relation to policies in the field of land because at the level of policy implementation that has been shown so far has neglected the structural aspects of land tenure, which in turn caused various disputes. Keywords: Compensation, Land Acquisition, Property Rights, Public Interest.AbstrakProyek pembuatan jalan untuk kepentingan umum, biasanya melibatkan banyak lokasi tanah yang dimiliki oleh masyarakat yang berstatus hak milik.  Pembuatan sarana umum yang dibuat oleh pemerintah tersebut sebelum dibangun harus melakukan tahapan pembebasan lahan sebagaimana yang termuat dalam Undang-Undang Nomor 2 tahun 2012 tentang pengadaan tanah bagi pembangunan untuk kepentingan umum. Metode penelitian yang digunakan adalah penelitian normatif dengan melakukan pendekatan peraturan perundang-undangan (Statute Approach) dan pendekatan analisis konsep (Conceptual Approach). Hasil penelitian menunjukkan bahwa pemerintah kota memberikan ganti kerugian atas lokasi tanah yang akan terkena pembuatan sarana umum tersebut.  Mekanisme pembebasan tanah atau pengadaan tanah di kota dilakukan dengan memberikan ganti kerugian terhadap nilai harga tanah yang akan dibebaskan secara sesuai dan adil berdasarkan pasal 9 ayat (2) Undang-Undang Nomor 2 Tahun 2012. Persoalan tanah selama ini sangat relevan dan dipertimbangkan secara mendalam dalam kaitannya dengan kebijakan dibidang pertanahan karena ditingkat implementasi kebijakan yang diperlihatkan selama ini telah mengabaikan aspek struktural penguasaan tanah yang pada akhirnya menimbulkan berbagai macam sengketa.Kata Kunci : Ganti Kerugian, Hak Milik, Kepentingan Umum, Pembebasan Tanah.

Coastal ecosystems on small islands have a large enough pressure to be inversely proportional to a large island due to various resource capabilities and limited supporting factors. Mangrove is one of the ecosystems on the coast of a small island that is susceptible to disturbance because it is close to human activities. This study aimed to determine the mangrove ecosystem management strategy on the coast of the Siak Regency. The research was conducted from July to August 2020 using survey and interview methods. Data analysis used the Analytical Hierarchy Process to determine the mangrove management strategy. The results showed that community involvement is a priority for managing sustainable mangrove ecosystems with the assistance of the Government and NGOs. Management priority factors, namely ecology, while still paying attention to economic, social, institutional, and technological concerns.

Indonesia's natural resources in the form of very wide waters pose a threat to the crime of illegal fishing. The prevention of these crimes is carried out by giving the investigator authority to sink / burn ships with foreign flags directly without a court decision having permanent legal force as regulated in Law 45/2009. This research is a normative legal research. The results of this writing explain that the sinking / burning of foreign-flagged ships by investigators is contrary to Article 28D Paragraph (1) of the 1945 Constitution which is hierarchically higher than Law 45/2009 and SPP regulated in the Criminal Procedure Code so that it does not provide justice and legal certainty because it has seized the rights of the suspect / defendant. The sinking / burning of the ship is the authority of the Public Prosecutor to carry out the execution after a court decision has permanent legal force which stipulates that evidence in the form of a ship is seized for destruction and is not under the authority of the investigator. The government and the DPR RI should revise Law 45/2009 to revoke the authority of investigators who can directly sink / burn ships and to the Prosecutor to coordinate and involve investigators to become witnesses in the execution. Kekayaan alam Indonesia berupa perairan yang sangat luas menimbulkan ancaman terjadinya tindak pidana illegal fishing. Penanggulangan kejahatan tersebut dilakukan dengan memberikan kewenangan kepada penyidik untuk melakukan penenggelaman/pembakaran kapal yang berbendera asing yang secara langsung tanpa putusan pengadilan yang berkekuatan hukum tetap sebagaimana diatur dalam UU 45/2009. Penelitian ini merupakan penelitian hukum normatif. Hasil penulisan ini menjelaskan bahwa Penenggelaman/pembakaran kapal berbendera asing oleh Penyidik bertentangan dengan Pasal 28D Ayat (1) UUDNRI 1945 yang secara hirarki lebih tinggi dari UU 45/2009 dan SPP yang diatur dalam KUHAP sehingga tidak memberikan keadilan dan kepastian hukum oleh karena telah merampas hak tersangka/terdakwa. Penenggelaman/pembakaran kapal merupakan kewenangan Jaksa Penuntut Umum untuk melakukan eksekusi setelah adanya putusan pengadilan yang berkekuatan hukum tetap yang menetapkan barang bukti berupa kapal untuk dirampas untuk dimusnahkan dan bukan merupakan kewenangan penyidik. Pemerintah dengan DPR RI agar melakukan revisi UU 45/2009 untuk mencabut kewenangan penyidik yang secara langsung dapat melakukan penenggelaman/pembakaran kapal dan kepada Jaksa agar melakukan kordinasi dan melibatkan penyidik untuk menjadi saksi dalam pelaksanaan eksekusi.

Based on Chinese ecological policy, we have been studying mangrove ecosystems in southern China, especially from the perspective of pollutants deposition in mangrove wetlands, physiological ecology of mangrove species on the impact of heavy metal pollution and seeking ecosystem restoration. For these, we explored in three aspects: 1) pollutants distribution and ecological risk in main distribution of mangrove, China, 2) eco-statistics and microbial analyses of mangrove ecosystems (including shellfish) in representative locations where mangrove plants are well developed, especially in Shenzhen, a rapid developing economic city in Guangdong Province, 3) ecophysiological experiments on a representative species of mangrove for evaluating combination effects of major nutrient elements and heavy metal pollution on growth and physiological responses of the seedlings. Based on the results, we proposed how to rehabilitate mangrove ecosystem in China under rapidly changing environmental conditions, with a view to our future survival and to provide nature-based solution as well as the public with more ecosystem services.

The purpose of writing this article is to give an overview of watershed damage that has occurred, which also led to the occurrence of natural disasters. Watershed damage that occurs due to the interaction between human and natural resources show that the interaction is negative in the end will result in damage and natural disasters. This paper is a literature review on the analysis of the facts that occurred on the field of natural resource conditions watersheds, as well as in the analysis of the theories associated with pegelolaan DAS. Based on the problems and phenomena of watershed degradation that has occurred in recent years, it is necessary efforts and strategies for watershed management that are useful for the realization of the sustainability of the watershed for the present and future. Cooperation between the public and the government in watershed management is the key factor required. The government must be able to move the various stakeholders in the management of natural resources, including natural resources watersheds, through policies, strategies, and programs to both short term and long term.Keywords: dynamics, human, watershed resources.
