Which Local Governments Provide Suitable Promotion of Entrepreneurship?

The main objective of this final degree project is to analyze the information that the city councils of the 50 capitals of Spanish provinces offer to entrepreneurs through their institutional pages, using the content analysis technique. The results obtained corroborate the existence of an implication, although still modest, of the municipalities of the Spanish provincial capitals in relation to the promotion of entrepreneurship and business ecosystems. These results should help the municipalities to reflect on the important work they perform, and in the future these studies will serve to reflect the deficiencies observed in order to improve the information offered.

This study aimed to investigate the consequences of the (in)existence of emergency reserve for small non-essential service business in the city of Paranaguá, PR./Brazil. The survey was submitted to the managers of companies with more than 03 (three) years in the market, taking into account 02 (two) categories of analysis: emergency financial reserve and impacts of the Covid 19 pandemic. For data analysis, Bardin content analysis technique was used. The study revealed that during the pandemic period, companies had to adapt their way of working because of the crisis. In addition, the importance of using controls and financial indicators to better manage the business and the use of the emergency financial reserve as a survival strategy was highlighted.

In an age when escalating fuel prices, global warming and world resource depletion are of great concern, sustainable transport practices promise to define a new way of mobility into the future. With its comparatively minimal negative environmental impacts, non reliance on fuels and positive health effects, the simple bicycle offers significant benefits to humankind. These benefits are evident worldwide where bicycles are successfully endorsed through improved infrastructure, supporting policies, public education and management. In Australia, the national, state and local governments are introducing measures to improve and support green transport. This is necessary as current bicycle infrastructure is not always sufficient and the longstanding conflict with motorized transport still exists. The aim for the future is to implement sustainable hard and soft bicycle infrastructure globally; the challenges of such a task can be illustrated by the city of Brisbane, Australia.

Purpose The purpose of this paper is to explore a citizen-centered tool for public accountability, the popular report (PR). Elaborating on previous studies and on content analysis of a sample of municipalities in the USA, this paper aims to identify the qualitative characteristics and content elements that PR should have to serve as a legitimation tool. Design/methodology/approach The study adopts a mixed methodology. After the analysis of previous studies on PR and best practices in US municipalities, a list of content elements and qualitative characteristics of PR is compared with results emerging from the content analysis of PR published by of a sample of municipalities in the USA. Findings The analysis reveals that the PR should embed information about the government’s sources of revenues and taxes, expenditures, cost of government services, liveability and governance of the city. Research limitations/implications The paper offers new knowledge on reporting centered on citizens, framing the analysis in the legitimacy theory. Even though the research relates only to the US context, the results may assist standard setters in preparing guidelines for local governments to communicate financial data to citizens and stimulate further research in other contexts. Practical implications The results may encourage local governments to prepare a PR suitable to discharge accountability and gain legitimation. Originality/value This study is the first to discuss the PR within a theoretical framework, in this case, legitimacy theory. Moreover, a further novelty lays in the analysis carried out on the PRs published by US municipalities in order to derive qualitative characteristics and content elements with which the PR should comply.

This study aims to analyze the institutional capacity building of the Lore Lindu National Park, determine the objective mechanisms and constraints for the development of the Lore Lindu National Park, and design alternative designs for the LLNP institution. The research data were obtained by conducting interviews, observation, and focus group discussions using the Structural Interpretation Modeling analysis technique used to formulate institutional alternatives in the future. The results of the institutional analysis show that the key element in the Lore Lindu National Park management program is the Lore Lindu National Park Hall, which is a sub-driving element at the first level in the hierarchical structure and requires support from stakeholders and local government, especially traditional leaders and community leaders. The main obstacle to LLNP management, which is a key element, is the massive illegal clearing of land in LLNP, weak monitoring and control of illegal activities in LLNP, and lack of coordination and integration of natural resource management among stakeholders related to LLNP management. The results of the Interpretative Structural Modeling (ISM) analysis are expected between stakeholders, ministerial agencies, and local governments to guarantee partnerships for the sustainability of the Lore Lindu National Park not only for now but also for the future. The purpose of this research was to evaluate the policy of the nine-year learning compulsory of basic education from the objectives context. The research method used evaluation research approach through descriptive qualitative method. The data collection methods used interviews, observations, and documents. The data analysis technique used three stages, namely data reduction, data presentation, discussion, and drawing conclusions. The findings conclude that the objective of the nine-year compulsory education is in accordance with the government rule from the central and local governments. The methods used by the Serang government in achieving the goal of the nine-year compulsory education are the use of both natural and human resources, the participation of all parties in a comprehensive manner to carry out educational activities, and an interactive system of coordination between all parties. The implication of this research is seen in the implementation of education and management of education policies in the city of Serang.

This study aims to determine the extent to which people can participate in efforts to preserve cultural heritage in the city of Palopo. Community participation is measured based on their cognition attachment to cultural heritage buildings in Palopo City. Cognition can be seen from how people can recall how the characteristics of cultural heritage buildings in Palopo City (place memory). Data were collected by interview technique and analyzed by the content analysis technique. The analysis results show that the form of place memory of the Palopo City community towards cultural heritage buildings can be categorized into the location of the building, the function of the building, the physical characteristics of the building. The attachment of the Palopo City community towards cultural heritage buildings is evidenced by the efforts to preserve. Therefore, it is hoped that the results of this study can be one of the considerations for the preservation of cultural heritage buildings in Palopo City.

Problems that often arise in the implementation of the Revenue Budget and Regional Expenditure is a waste of budget use done and not on target which should be felt by the community general. This study aims to determine the financial performance of the City Government The terrain is measured using the Value for Money method which consists of economical, efficiency, and effectiveness, and to find out whether financial performance calculated using the Value for Money method in accordance with the Ministry of Home Affairs No. 600,900-327 of 1996. This research was conducted at the Financial Management Agency and Regional Assets of Medan City. This research approach is in the form of an approach descriptive research that is conducted by collecting and presenting data received from the Medan City Government in the form of data on the amount of the Budget Regional Government Revenue and Expenditures Medan City Government thus provides the writerss to analyze and compare with existing theory. The data analysis technique used is descriptive analysis technique qualitative. The results showed that, the performance of Local Government Medan City regency during 2014-2018 has not been economical because it has an average economic ratio of 79% and included in the category of less economical. In terms of efficiency it is less efficient because it has an average efficiency ratio 99.71%. And in terms of effectiveness, the average effectiveness ratio is 82.49% which is in the quite effective category. The economic ratio of the Medan City Government has decreased, the ratio of regional spending efficiency has increased, the ratio the effectiveness of regional income has decreased, and the performance of the City Government The terrain measured using Value for Money has decreased. This happens due to the lack of maximum regional income, as evidenced by regional income that is not able to reach the target, and increased spending Regional Government of Medan City. Then it can be said that the Value for Money Ratio the Medan City Government has not met the standards based on the Minister of Home Affairs. No. 600,900-327 of 1996. Factors causing Value for Money have not been fulfilled standard because of the amount of realization of regional expenditure incurred, and also local governments are not able to achieve the revenue targets that have been determined by the Regional Government

O desligamento de colaboradores pode gerar um alto custo com variáveis que poderiam ser evitadas, como: gasto com admissões e demissões, processo seletivo, contratação, treinamento e pagamento de encargos (BORGES E RAMOS, 2007). Além disso, a empresa pode sofrer por falta de mão-de-obra, não alcançar as metas de produção e gerar excesso de serviço para os demais funcionários. A partir dessa conjuntura se reconhece a importância de reter talentos para ser mais competitivo e evitar prejuízos. Em face ao exposto, se questiona: Qual a percepção dos colaboradores sobre as causas que os levaram à demissão voluntária na cidade de Sobral - Ceará? Para a resolução desta questão, tem-se como objetivo geral: analisar a percepção dos colaboradores sobre as causas que implicam na demissão voluntária em Sobral-Ceará. A pesquisa possui natureza descritiva, de abordagem qualitativa. Para coleta de dados, realizou-se entrevista aberta semiestruturada. Participaram da entrevista quatro ex-colaboradores de empresas sobralenses, denominados: E1 (ex-supervisor de manutenção), E2 (ex-analista de RH), E3 (ex-assistente de RH) e E4 (ex-analista de RH). Para o tratamento usou-se a técnica de análise de conteúdo, considerando as categorias: Recrutamento e Seleção, Treinamento e Desenvolvimento, Gestão Inapropriada de Recursos Humanos, Clima Organizacional e Concorrência. O estudo mostrou-se importante para entender os motivos que refletem no desligamento voluntário, como também, em quais pontos as empresas sobralenses devem rever seu desempenho. ROTATIVITY: COLLABORATORS 'PERCEPTION OF THE CAUSES OF VOLUNTARY RESIGNATION ABSTRACT The dismissal of employees can generate a high cost with variables that could be avoided, such as: expenses with admissions and dismissals, selection process, contracting, training and payment of charges (BORGES AND RAMOS, 2007). In addition, the company may suffer from lack of labor, fail to meet production targets and generate excess service for other employees. From this juncture it is recognized the importance of retaining talent to be more competitive and avoid losses. In view of the above, it is questioned: What is the perception of employees about the causes that led them to voluntary dismissal in the city of Sobral - Ceará? To solve this question, the general objective is to analyze the employees' perception of the causes that imply voluntary dismissal in Sobral-Ceará. The research is descriptive in nature, with a qualitative approach. For data collection, a semi-structured open interview was conducted. Four ex-employees from Sobral companies, E1 (former maintenance supervisor), E2 (former HR analyst), E3 (former HR assistant) and E4 (former HR analyst) participated in the interview. For the treatment, the content analysis technique was used, considering the categories: Recruitment and Selection, Training and Development, Inappropriate Management of Human Resources, Organizational Climate and Competition. The study was important to understand the reasons that reflect on voluntary disengagement, but also, at what points should Sobral companies review their performance.

The aim of this study is to reveal the opinions of teachers and students about the distance education applications carried out in the COVID-19 pandemic, which was identified in Wuhan, China in December 2019 and has spread around the globe in no time. The population of the research consists of 16 teachers and 20 students. The data were analyzed by content analysis technique and divided into themes, sub-themes and codes. It was concluded that students and teachers have positive and negative opinions about distance education activities. The fact that education can be carried out in a planned and scheduled manner even under extraordinary conditions is frequently expressed in positive opinions. Issues such as restricted interaction, infrastructure problems and lack of equipment are among the remarkable negative opinions regarding distance education activities. In addition, opinions have been put forward that distance education will be used more effectively in the future along with necessary improvement and in-service training.
