The purpose of this research was to evaluate the policy of the nine-year learning compulsory of basic education from the objectives context. The research method used evaluation research approach through descriptive qualitative method. The data collection methods used interviews, observations, and documents. The data analysis technique used three stages, namely data reduction, data presentation, discussion, and drawing conclusions. The findings conclude that the objective of the nine-year compulsory education is in accordance with the government rule from the central and local governments. The methods used by the Serang government in achieving the goal of the nine-year compulsory education are the use of both natural and human resources, the participation of all parties in a comprehensive manner to carry out educational activities, and an interactive system of coordination between all parties. The implication of this research is seen in the implementation of education and management of education policies in the city of Serang.

This article presents data from the research entitled "Sense and meanings on public daycare teacher training in the city of Juiz de Fora/ MG", which was developed by the Research Group on Languages, Childhood, Culture and Human Development (GP LICEDH)from the Faculty of Education(FACED)at the Federal University of Juiz de Fora / MG -UFJF. The referred investigation aimed at building the profile of the teachers who work in 26 municipal daycare centers, seeking to understand what are the necessary teaching knowledge and tasks to work with babies and children in the 0-3 age group. The first stage of the research, which we will discuss here, used a quantitative approach, that allowed the construction of a Likert-type psychometric response scale questionnaire, which was answered by 248 teachers. In a second stage, a qualitative research approach was used, making it possible to understand thesense and meanings forged among the participants. The data produced in the research demonstrate a lack of identification of the professionals who work in daycare centers with teaching in Early Childhood Education. The lack of investment from the city management in views of guaranteeing a specific career, with decent wages and with time destined for the development of these professionals, were also impactful issues revealed by the investigation. The study points to the need of an organic articulation between the Education policies in our country, and it is paramount for the municipal public power to, indeed, acknowledge daycare as the first stage of Basic Education.

Problems that often arise in the implementation of the Revenue Budget and Regional Expenditure is a waste of budget use done and not on target which should be felt by the community general. This study aims to determine the financial performance of the City Government The terrain is measured using the Value for Money method which consists of economical, efficiency, and effectiveness, and to find out whether financial performance calculated using the Value for Money method in accordance with the Ministry of Home Affairs No. 600,900-327 of 1996. This research was conducted at the Financial Management Agency and Regional Assets of Medan City. This research approach is in the form of an approach descriptive research that is conducted by collecting and presenting data received from the Medan City Government in the form of data on the amount of the Budget Regional Government Revenue and Expenditures Medan City Government thus provides the writerss to analyze and compare with existing theory. The data analysis technique used is descriptive analysis technique qualitative. The results showed that, the performance of Local Government Medan City regency during 2014-2018 has not been economical because it has an average economic ratio of 79% and included in the category of less economical. In terms of efficiency it is less efficient because it has an average efficiency ratio 99.71%. And in terms of effectiveness, the average effectiveness ratio is 82.49% which is in the quite effective category. The economic ratio of the Medan City Government has decreased, the ratio of regional spending efficiency has increased, the ratio the effectiveness of regional income has decreased, and the performance of the City Government The terrain measured using Value for Money has decreased. This happens due to the lack of maximum regional income, as evidenced by regional income that is not able to reach the target, and increased spending Regional Government of Medan City. Then it can be said that the Value for Money Ratio the Medan City Government has not met the standards based on the Minister of Home Affairs. No. 600,900-327 of 1996. Factors causing Value for Money have not been fulfilled standard because of the amount of realization of regional expenditure incurred, and also local governments are not able to achieve the revenue targets that have been determined by the Regional Government

ABSTRAK Pertumbuhan ekonomi dipengaruhi oleh berbagai faktor, diantaranya adalah  pengeluaran pemerintah (government expenditure). Besar kecilnya pengeluaran pemerintah sangat tergantung pada pendapatan yang diterima oleh pemerintah itu sendiri dalam kurun waktu tertentu. Di era otonomi daerah maka sumber pendapatan daerah terdiri atas PAD, DBH, DAU, dan DAK. Semakin besar pendapatan yang diterima oleh pemerintah daerah akan semakin baik sebab mempengaruhi secara positif pembiayaan pembangunan ekonomi di daerah, dalam arti bahwa belanja pemerintah untuk pembangunan ekonomi juga akan semakin besar sehingga pada akhirnya pertumbuhan ekonomi akan mengalami peningkatan.Tujuan dari penelitian ini untuk menganalisis Pendapatan Asli Daerah (PAD), Dana Bagi Hasil (DBH), Dana Alokasi Umum (DAU), Dana Alokasi Khusus (DAK) berpengaruh atau tidak terhadap pertumbuhan ekonomi di Kota Manado. Teknik analisis yang digunakan adalah analisis regresi berganda. Hasil penelitian bahwa secara parsial hanya Pendapatan Asli Daerah (PAD) bertanda positif dan berpengaruh signifikan terhadap pertumbuhan ekonomi di Kota Manado. Sedangkan Dana Bagi Hasil (DBH), Dana Alokasi Umum (DAU) dan Dana Alokasi Khusus (DAK) bertanda negatif dan tidak berpengaruh signifikan terhadap pertumbuhan ekonomi. Selanjutnya secara bersama-sama Pendapatan Asli Daerah (PAD), Dana Bagi Hasil (DBH), Dana Alokasi Umum (DAU) dan Dana Alokasi Khusus (DAK) terhadap pertumbuhan ekonomi di Kota Manado bertanda positif dan berpengaruh signifikan. Dan untuk pengaruh secara simultan Pendapatan Asli Daerah (PAD), Dana Bagi Hasil (DBH), Dana Alokasi Umum (DAU) dan Dana Alokasi Khusus (DAK) secara bersama sama berpengaruh positif dan signifikan terhadap Perekonomian Kota Manado. Kata Kunci : Pendapatan Asli Daerah, Dana Bagi Hasil, Dana Alokasi Umum, Dana Alokasi Khusus, dan Pertumbuhan Ekonomi ABSTRACT                Economic growth is influenced by various factors, including government expenditure. The size of government expenditure depends on the income received by the government itself in a certain period of time. In the era of regional autonomy, the source of regional income consists of PAD, DBH, DAU, and DAK. The greater the income received by local governments will be better because it positively influences the financing of economic development in the region, in the sense that government spending on economic development will also be greater so that ultimately economic growth will increase.                     The purpose of this study is to analyze Local Own Revenue (PAD), Revenue Sharing Funds (DBH), General Allocation Funds (DAU), Special Allocation Funds (DAK) influence or not for economic growth in Manado City. The analysis technique used is multiple regression analysis. The results of the study that partially only Local Own Income (PAD) is positive and has a significant effect on economic growth in the city of Manado. Whereas Revenue Sharing Funds (DBH), General Allocation Funds (DAU) and Special Allocation Funds (DAK) are negative and do not have a significant effect on economic growth. Furthermore, together with Local Own Revenue (PAD), Revenue Sharing Funds (DBH), General Allocation Funds (DAU) and Special Allocation Funds (DAK) for economic growth in Manado City, they are positive and have a significant effect. And for the simultaneous influence of Local Own Revenue (PAD), Revenue Sharing Funds (DBH), General Allocation Funds (DAU) and Special Allocation Funds (DAK) together have a positive and significant effect on the Economy of Manado City. Keywords: Local Revenue, Revenue Sharing, General Allocation Funds, Special Allocation Funds, and Economic Growth

Abstract: The lack of provision of learning tools and facilities both from parents and from the government is a serious problem in the implementation of education. The implementation of regional autonomy by the laws and regulations is very important in the distribution of education funds to succeed in the 12-year compulsory education policy. One government that has contributed to the attention of the Human Resources (HR) of the community is the City Government (Pemko) Sabang. Sabang City Government provides educational funding assistance in the Jak geutanyo saving campaign (Let's Save) according to the needs of the community. This paper aims to describe the equitable distribution of Sabang municipal funds for the success of the 12-year compulsory education policy. This research uses a descriptive qualitative approach. The research subjects were the Sabang City government, the community, and Sabang City students. The object of the study is the policy of the Pemko Sabang in the distribution of education funds. Data collection techniques used were observation, interviews, documentation, and literature study. The data analysis technique used is descriptive analysis technique. The results of the study found that the distribution of education funds for the Sabang City Government obtained from the City Revenue and Expenditure Budget (APBK) had been met compared to other regions. The financial assistance is given in one school year. To get these funds, students must meet the general criteria, namely; domiciled in the city of Sabang, and have been educated at least 11 months in one of these schools. The success of this program can be seen in the level of satisfaction of the community who expect such assistance because it is very helpful in all educational needs, also in equal distribution of education (12-year compulsory education policy), and can create prosperity for the people of Sabang City.

This paper explores the paradoxes inherent within the intentions of Nepal’s public education policies and their actual implementation in local communities. It looks specifically at Nepal’s Constitutional Right to equitable quality education for socio-economically disadvantaged children. It highlights paradoxes in four major areas: 1) free and compulsory education, 2) equity and inclusion, 3) localizing education policies, and 4) the use of language in education, in the federal context of Nepal. To analyse school education policies and documents, we used participatory methods to generate data under the interpretive paradigm. More specifically, we held FGDs and interviews with women, Dalits, people with disability, indigenous groups, local governments, parents, teachers and students. The results show a number of significant paradoxes between the educational policies and the lived experiences of those in the local communities. The education policies deviate from the spirit of the Constitution and implementation is unsuccessful in delivering equitable education for all. A policy on paper does not guarantee equitable quality education and there are a number of questions that the government needs to consider to achieve the equity agenda.

Every child has a right to an education. In the United States, the issue is not necessarily about access to a school but access to a quality education. With strict compulsory education laws, more than 50 million students enrolled in primary and secondary schools, and billions of dollars spent annually on public and private education, American children surely have access to buildings and classrooms. However, because of a complex and competitive system of shared policymaking among national, state, and local governments, not all schools are created equal nor are equal education opportunities available for the poor, minorities, and underprivileged. One manifestation of this inequity is the lack of qualified teachers in many urban and rural schools to teach certain subjects such as science, mathematics, and technology. The purpose of this article is to describe a partnership model between two major institutions (The American Museum of Natural History and The City University of New York) and the program designed to improve the way teachers are trained and children are taught and introduced to the world of science. These two institutions have partnered on various projects over the years to expand educational opportunity especially in the teaching of science. One of the more successful projects is Seminars on Science (SoS), an online teacher education and professional development program, that connects teachers across the United States and around the world to cutting-edge research and provides them with powerful classroom resources. This article provides the institutional perspectives, the challenges and the strategies that fostered this partnership.

Therefore, society needs of a comfortable and livable city is getting higher, which is known as the concept of livable city. One of the key principles of the concept of livable city is the availability of public space as a place to socialize and interact. Surakarta, within 5 (five) years, being actively promote provision of public green space, as one of the public space, as evidenced by the increase of public green space area 23,16% in 2016. In a study titled Indonesia Most Livable City Index, Surakarta has a livable city index reached 69,38% above the national average. The problem in this research is how the level of conformity of the public space in Surakarta with the concept of livable city? This study aims to determine the level of conformity of the public space in Surakarta with the concept of livable city, which covers several aspects, including: availability, coverage, accessibility, comfort, amenity, and supporting activity. The method in this study using deductive research approach and scoring analysis technique. Based on the analysis, it can be seen that the level of conformity of the public space in Surakarta with the concept of livable city included into the category of medium-level conformity. This study aims to find the economic development strategies of converts in the city of Padang. The research approach was conducted using a descriptive qualitative method by collecting data through interviews, documentation and focus group discussions. The research explains that the economic problems of converts to cities in the city are caused by the severance of family relations, lack of ability, lack of converts, lack of assistance and lack of community awareness. The strategy in the economic development of converts in the city of Padang is happy with four processes. First, the making of converts as a means of gathering converts and becomes problem solving for all converts in the city of Padang. Second, capacity building is carried out by conducting trainings that provide theability of converts so that converts have the opportunity to make a business. Third, the provision of financial assistance aims to enable the ability of entrepreneurs who have been trained to be implemented in the form of business through financial assistance from both the government and the private sector. Fourth, supervision and assistance to the business carried out by converts in order to survive and be developed so that they can help other converts. To see the effects of the concept of this strategy it is necessary to implement all of these strategies so that they can be assessed and evaluated in an effort to improve the economy of converts.

Secara nasional, Indonesia telah mengantisipasi epidemi HIV/AIDS, tetapi jumlah kasus HIV/AIDS di Provinsi Bali dari tahun ke tahun memperlihatkan peningkatan yang semakin mengkhawatirkan. Penelitian ini bertujuan untuk mengetahui perkembangan jumlah kasus dan kebijakan penanggulangan HIV/AIDS di Denpasar. Penelitian ini menggunakan metode kualitatif yang dilakukan di Denpasar pada tanggal 11-17 September 2011. Sampel penelitian ini menggunakan informan terpilih yaitu kepala bappeda, pejabat Dinas Kesehatan Kabupaten Denpasar, direktur rumah sakit, puskesmas, ketua komisi penanggulangan AIDS di kabupaten/kota dan pemerhati HIV/AIDS termasuk ODHA. Penelitian menemukan jumlah kasus HIV/AIDS di Kota Denpasar yang tertinggi dan penularan terbesarnya melalui hubungan seks. Namun, dukungan pemerintah daerah dalam upaya pencegahan dan penanggulangan HIV/AIDS terlihat belum maksimal. Padahal kebijakan penanggulangan HIV/AIDS sangat ditentukan oleh cara pandang pemerintah terhadap penyakit HIV/AIDS. Untuk itu, perlu peningkatan pemahaman tentang HIV/AIDS serta pencegahan dan penanganan semua pihak terkait sehingga penanggulangan HIV/AIDS dapat lebih efektif, efisien, dan tepat sasaran.Nationally, Indonesia anticipated HIV/AIDS epidemic, but the number of cases of HIV/AIDS in Bali province from year to year showed an increase in the increasingly alarming. This study aimed to determine the number of cases and the development of policies on HIV / AIDS in Denpasar. This research was conducted using qualitative methods in Denpasar on 11-17 September 2011. The study sample was selected using the informant is head of planning, Denpasar District health officers, the director of the hospital, health center, chairman of the commission on AIDS in the district/city and observer of HIV / AIDS, including people living with HIV. The study found the number of cases of HIV / AIDS in the city of Denpasar is the highest and greatest transmission through sexual intercourse. However, the support of local governments in efforts to prevent and control HIV/AIDS looks not maximized. In fact the policy of HIV/AIDS is largely determined by the government perspective on HIV / AIDS. To that end, should be an increased understanding of HIV/AIDS as well as prevention and treatment of all parties concerned. So that HIV/ AIDS can be more effective, efficient, and targeted.

Abstract: The regional government is at the forefront of sustainable development. Through policies issued by local governments can help improve the quality of education at the Madrasah level. The study aims to describe 1) a comparison of education policies by the Nganjuk Regional Government. 2) The authority of education policy providers by the Nganjuk regional government. 3) positive and negative impacts of the comparison of government policies on the implementation of Madrasah education. This research uses qualitative research with a descriptive-analytic approach. Data collection techniques are done using observation, interviews, and documents. Data analysis of the results of the study was carried out by data reduction, data presentation, and concluding (data verification). The results of the study show that (1) Problems and comparisons of educational policies namely regarding the qualifications of the establishment of schools and madrasas, and differences in the admission schedule for new students that are still not aligned between the Education Office and the Nganjuk Ministry of Religion Office due to the centralization and decentralization of the government system. (2) The authority exercised by the Education Office and the Regional People's Representative Assembly Commission 4 does not affect Madrasas (3) The positive impact is that madrasas can choose students who are superior and can meet the ceiling set by the government. The negative impact is that madrasas are said to be a factor in merging schools and the lack of local government attention to madrasas.Keywords: School, Madrasa, Educational Policy, Local Government Abstrak: Pemerintah daerah menjadi ujung tombak dalam pembangunan yang berkelanjutan. Penelitian ini bertujuan untuk mendeskripsikan tentang1) perbandingan kebijakan pendidikan oleh Pemerintah Daerah NganjukDalam Penyelenggaraan Pendidikan Madrasah. 2) Kewenangan penyelenggara kebijakan pendidikanMadrasah oleh pemerintah daerah Nganjuk.3) dampak positif dan negatif dari perbandingan kebijakan pemerintah terhadap penyelenggaraan pendidikan Madrasah. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif-analitik. Teknik pengumpulan data dilakukan dengan menggunakan observasi, wawancara serta dokumen. Analisis data hasil penelitian dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan (verifikasi data). Hasil penelitian menunjukkan bahwa (1) Permasalahan dan perbandingan kebijakan pendidikan yaitu mengenai kualifikasi jarak pendirian sekolah dan madrasah, dan perbedaan jadwal penerimaan siswa baru yang masih belum selaras antara Dinas Pendidikan dan Kantor Kementerian Agama Nganjuk dikarenakan sentralisasi dan desentralisasi sistem pemerintahan. (2) Kewenagan yang dilakukan Dinas Pendidikan dan DPRD Komisi 4 tdak berpengaruh kepada Madrasah (3) Dampak positif yaitu madrasah mampu memilih siswa yang unggul dan bisa memenuhi pagu yang telah ditentukan oleh pemerintah. Dampak negatinya adalah madrasah dikatakan sebagai faktor penggabungan sekolah dan masih kurangnya perhatian pemerintah daerah terhadap madrasah.Kata kunci: Sekolah, Madrasah, Kebijakan Pendidikan, Pemerintah Daerah
