Analysis of Food Security Policy by Participatory Poverty Assessment (PPA) Effort

This chapter evaluates food security policies and extension policies to the achievement of targets and the results of a development programme such as Food Self Sufficiency village (DMP) used Participatory Poverty Assessments (PPA). The output obtained is information that is an evaluation of how the policy was planned, initiated, and implemented. Participatory Poverty Assessments (PPA) monitoring and evaluation analyse the outcome and impact of the DMP Programme. The output of the PPA process from this chaper is the agricultural policy formulated in terms of practical ways of approaching poverty problems from a local perspective. The success of alternative policy options applied by local government such us Physical, Human Resources, Institution development at the grassroots level should be adopted at the national level. It should represent the best example of a case of successful programme implementation at the grassroots level which can then be used in formulating national policies and strategies.

A participatory approach may improve the outcomes in the form of a new policy model for the future. The study focuses on analyzing the food self-sufficiency village program at household level in Indonesia. The before and after analysis and food and security composite analysis at household level are used as tools. It involved comparing the implication and impact between indicators before and after the implementation of policy. Quantitative data were used to compare major indicators and qualitative data for minor indicators. In general, the impact of the DMP Programme on the villages was positive. The level of poverty in each village has been significantly reduced by 8-40% after the introduction of the programme. Composite food security analysis at household level shows the positive impacts of DMP Programme implementation. This is shown by several indicators, including the rise of 4-7% availability, reduction in poverty by 8-40%, and decrease in people working fewer than 15 hours per week by 10-20%.

The abandonment and cultivation of croplands in the Eurasian Steppe has become the focus of global and regional food security and agricultural policy-making. A large area of cropland in some post-Soviet countries has proven to be abandoned with the disintegration of the Soviet Union; however, it is unclear as to whether Kazakhstan also experienced a similar change as one of the main food providers for the former Soviet Union. In this study, we used the annual land cover dataset (1992–2015) from the European Space Agency, Climate Change Initiative (ESA-CCI) to detect spatio-temporal characteristics of rainfed and irrigated cropland changes in Kazakhstan. The Mann–Kendall test and regime shift analysis showed that rainfed and irrigated cropland at national level had a significant increasing trend with a significant rising up to 1999 and stagnation during 2000–2015, which was further confirmed with analysis at 14 regions. The greatest contributor to rainfed and irrigated croplands was steppes, followed by shrinkage of water bodies since 2005 to a great extent, rapid urbanization process resulted in losses of a part of irrigated oases. The trend surface analysis indicated that reorganized stable pattern characterized by rainfed cropland in north and irrigated cropland in south was driven by the strategy of the gradual agricultural development of oases. The nonexistence of cycle between the abandonment and recultivation proved that newly-gained cropland from steppe may be less degraded and more productive for sustainable land use in Kazakhstan. In conclusion, this study can provide strong evidence for sustainable land use and a basis for food security policy-making in Kazakhstan, and even all of the Central Asian countries in the future.

A comprehensive assessment of national food security should include an analysis of the physical and economic accessibility of food, the level and quality of nutrition of the population, the sustainability and competitiveness of agriculture, factors and trends of self-sufficiency in the main types of agricultural products, raw materials and food and the effectiveness of foreign trade in food. To assess the food security situation at the state level, it is necessary to conduct monitoring, which consists in determining the deviations of the main indicators from the criteria and thresholds established at the national level. The monitoring should determine the format of the national report on the country's food security. The number of indicators that make up its basis, should be optimal and sufficient to reflect the level of food security of the country and compare them with the situation in other countries. At the same time, it is necessary to analyze trends in ensuring food security at the global level in terms of the progress of countries and regions of the world in achieving the goals of sustainable development in agriculture, the elimination of hunger and poverty for the period up to 2030.  Conducting a study of the components of the global food security index, formed at the world level to measure the policy and efficiency of government agencies in the field of food security, is relevant and in demand for positioning the country within the framework of international comparison of countries.

The Global Centre for Disaster Statistics was established at the UN World Conference on Disaster Risk Reduction held in March 2015 in Sendai Japan. It aims to support the monitoring and evaluation of progress in implementing the conference’s outcome agreement, the Sendai Framework for Disaster Risk Reduction, by providing support at country level for capacity building in developing national statistics on disaster damage and by establishing an improved global database of such statistics. The Centre is hosted at Tohoku University under a unique scheme of cooperation with the UN Development Programme and other partner agencies in Japan. In this paper we provide a short review on the current situation of disaster damage statistics in the world and outline the strategy of the Centre to develop better disaster damage databases and to strengthen the governance on DRR in local/national level through country-based support.

Growing prosperity in the South is accompanied by human diets that will claim more natural resources per capita. This reality, combined with growing populations, may raise the global demand for food crops two– to four–fold within two generations. Considering the large volume of natural resources and potential crop yields, it seems that this demand can be met smoothly. However, this is a fallacy for the following reasons. (i) Geographic regions differ widely in their potential food security: policy choices for agricultural use of natural resources are limited in Asia. For example, to ensure national self–sufficiency and food security, most of the suitable land (China) and nearly all of the surface water (India) are needed. Degradation restricts options further. (ii) The attainable level of agricultural production depends also on socio–economic conditions. Extensive poverty keeps the attainable food production too low to achieve food security, even when the yield gap is wide, as in Africa. (iii) Bio–energy, non–food crops and nature ‘compete’ with food crops for natural resources. Global and regional food security are attainable, but only with major efforts. Strategies to achieve alternative aims will be discussed.

A common concern in the inclusive development discourses across India has been the lack of civil society and community level activities in the spheres of governance and participation in public spaces amongst the deprived and excluded communities. To address this issue, the author has first computed the ‘district development index’ for all districts of India, as well as ‘diversity’ (of the components of development) indices according to socio-religious community (SRC) groups, especially created from the raw data drawn from Government of India sources. Using these indices, a methodology is developed that supports a ȁresearch-cum-action’ programme that enables better implementation of a number of components of the government’s poverty alleviation initiatives and allows their monitoring and evaluation. The budgetary allocation flows down from the national level to the states and then to the districts; and the districts are the grassroots level budgetary depositories. Through them, funds are carried forward to urban municipalities, village panchayats and to the doorsteps of the communities living in them. Policy engagements of trained civil society and community groups have high potential to be heard, so as to address the issues of social, economic and educational entitlements. This article reports experiences from recent field visits and interactions with selected civil society and community organisations from the states of Rajasthan, Haryana, Assam, West Bengal and Karnataka.

The study analyses a food self-sufficiency village programme (DMP programme) at household level in the Central Java province of Indonesia. The data of the DMP programme was collected through unstructured and semi-structured questionnaires and focus-group discussions. The survey was conducted in four villages, each consisting of 100 samples based on a purposive and clustered sampling technique. The study compares the implication between indicators before and after the policy. It was found that the impact of the DMP programme on the villages was positive. The level of poverty in each village has been significantly reduced by 8-40% after the introduction of the programme. The composite food security analysis at the household level shows the positive impacts of the programme.

In a subsistence agrarian economy of Bangladesh, domestic food production has an important role to play in the quest for food security. The productivity in the agricultural sector is critically important if agricultural production is to increase at a sufficiently rapid rate to meet escalating demands for food. Bangladesh has pursued for decades a strategic goal of self-sufficiency in rice production. The country passed a major milestone in its efforts to achieve food security in the sense of rice grain availability at the national level at the end of the 1990s. Whatever progress been made would be difficult to sustain it due to high vulnerability of climatic shocks and the growing pressure of population on scarce natural resources thus, yet food security has not been achieved. The present study finds that, rice production is secure in Feni district from Chittagong division. Because rice production is greater than the consumption. On the other hand, Chandpur and Cox’s Bazar district shows production insecurity in the very recent years. But Chittagong district has the production insufficiency from the past to present, because the production is insufficient to meet the demand of the vast population in this area. The study reveals that, the production of Aus rice will be increased in the next 5 years in Chittagong district. Aman rice production will be increased in the next 5 years in the districts namely Feni. AbstractRussia’s food policy has been defined by the quest for food security for more than a decade, which in the Russian context includes import protectionism, self-sufficiency, and import substitution, marked by the adoption of Food Security Doctrines in 2010 and 2020. This chapter first investigates the impact of food security policy on domestic production. Food security policy has combined with an increase in state support for domestic production, leading to notable increases in output and self-sufficiency for selected commodities. The chapter also examines the impact of food security on agri-food exports, which have become a priority since 2018. Although Russia has become a leading exporter of wheat, the influence of food security is seen by the introduction of export quotas on grain starting in 2020. Despite protectionism, Russia has not withdrawn from the international food market but rather is an active and significant player as both food importer and exporter.
