In a subsistence agrarian economy of Bangladesh, domestic food production has an important role to play in the quest for food security. The productivity in the agricultural sector is critically important if agricultural production is to increase at a sufficiently rapid rate to meet escalating demands for food. Bangladesh has pursued for decades a strategic goal of self-sufficiency in rice production. The country passed a major milestone in its efforts to achieve food security in the sense of rice grain availability at the national level at the end of the 1990s. Whatever progress been made would be difficult to sustain it due to high vulnerability of climatic shocks and the growing pressure of population on scarce natural resources thus, yet food security has not been achieved. The present study finds that, rice production is secure in Feni district from Chittagong division. Because rice production is greater than the consumption. On the other hand, Chandpur and Cox’s Bazar district shows production insecurity in the very recent years. But Chittagong district has the production insufficiency from the past to present, because the production is insufficient to meet the demand of the vast population in this area. The study reveals that, the production of Aus rice will be increased in the next 5 years in Chittagong district. Aman rice production will be increased in the next 5 years in the districts namely Feni. Again, Boro rice production will be increased in the next 5 years in the districts namely Cox’s bazar and Feni districts. Asian Australas. J. Food Saf. Secur. 2019, 3(2), 77-84

The successes of development within an agricultural sector in a country should be reflected by the ability of food self-sufficiency, at least in the food security. Currently, the food security is not considerably sufficient to represent the identity of an agricultural country. Yet, the government also have difficulties to reach the target of food self-sufficiencies until they finally make some policies to achieve the aim. One of the policies is a food diversification program reflected in the Presidential Regulation of Indonesia No. 22 in 2009 that regulatesfood consumption diversification acceleration policy based on local resources. It is prepared to reduce the problems that appear recently because most of Indonesian use rice as their staple foods. Meanwhile, the rice production is unbalanced if compared with the level of consumer demands. In fact, if it is considered in terms of fulfillment, in addition to rice, there are still a lot of staple foods that can be developed. The aims of this research are: 1) Identifying the characteristics of respondents in Depok city. 2) Analyzing the influences of the cultural, social, personal, and motivation variables to the perception of non-rice food consumption societies in Depok city. 3). Analyzing the influences of the cultural, social, personal, and motivation variables simultaneously to the perception of non-rice food consumption societies in Depok city.

This paper examines the problem of food security in the Republic of Kazakhstan over the past 10 years. Based on statistical data, an assessment was made of the prevalence of malnutrition among the population of the country, including children under 5 years of age. There has been a trend towards for an improvement in the nutrition of the population for a few indicators; however, further optimization of food security indicators is required to achieve the goals of sustainable development (SDGs) of the FAO WHO Agenda for the period up to 2050 in Kazakhstan and in its individual regions. The paper reflects data on demographic changes over the past 10 years and its self-sufficiency in basic foods for 2019. A high degree of self-sufficiency in meat products (117.6%) is revealed in the population of the Republic of Kazakhstan. However, self-sufficiency in dairy products is at an extremely low level (0.1%). Camel breeding has been successfully developing in the country over the past 10 years. However, the number of camels in the country is still at a low level. Camel milk can be considered as a great source of macronutrients, its daily consumption partially facilitates the problem of Food Security in Kazakhstan.

The article focuses on the importance of digitization of agriculture for rising the competitiveness of the domestic agro-industrial complex (AIC). In order to obtain an objective picture of APC nowadays, there have been analyzed the supplies of the staples in the Russian Federation and revealed the problems with producing milk, beef, fruit and vegetables of sheltered ground. It is stated that today Russia is actively implementing import substitution strategies in the sectors of the national economy including the agricultural sector. The main purpose of functioning of the national AIC has been determined as ensuring the parameters of food security for the population of Russia. There are considered the burning issues on achieving food self-sufficiency, the solution of which lies in increasing the competitiveness of the national AIC. The emphasis is placed on the need to transfer agricultural production to the ecological and economic principles of management and the rational distribution of using all types of resources. It has been recommended to assess the soil-climatic and economic potential of the territory in order to identify the priorities of food self-sufficiency for basic types of food in all regions of the country. Formation of the organizational and economic mechanism for creating competitive advantages of AIC helps to develop agricultural production on the innovative basis and to ensure the long-lasting food security at the federal level. The factors increasing AIC competitiveness are: economic soil fertility, usable agricultural areas, optimization of the structure of sown areas, system development of fodder production and animal husbandry, digitization of agriculture, etc. There have been analyzed the problems of insufficient digital prevalence in agriculture; the role of digitalization in achieving the parameters of food security is substantiated. The study results can be used to improve the mechanism of ensuring food security for the population of Russia.

Malaysia’s stance on food security is largely translated in terms of achieving self-sufficiency in rice production at about 65-70% of the local consumption. Since Malaysia does not have the comparative advantage in rice production, it implements a wide range of market interventions to achieve the intended level of rice production. The policy instruments include among others: guaranteed minimum price for paddy, price control, price and input subsidies and import monopoly. These interventionist instruments may not be sustainable in the long-term as they incur a high budgetary burden to the government, misallocation of resources and liberalization demand from WTO. The industry faces challenges in terms of land competition for urbanization and industrial uses and declining soil fertility due to heavy use of chemical fertilizer. This paper examines the influence of the fertilizer and the cash subsidies, as well as land conversion and fertility on the level of self-sufficiency in rice. A system dynamics model is applied to analyse the causal and feedback relationships of these variables in the paddy production system framework. The study shows that Malaysia may not be able to sustain the targeted self-sufficiency level without adequate R&D to address the production constraints particularly below-optimum productivity and the threats of climate change. The consumption of rice on the other hand continues to rise due to the increase in population.   Keywords: Paddy and rice, Malaysia, system dynamics, policy analysis.

Agriculture and commercial economy of the Northern zone developed together with the development of the territory, is a way of life of the peoples rooted here. It was based on centuries-old agricultural traditions taking into account the extreme harsh natural conditions and agricultural features. The agro-industrial farm is designed to provide the population with biologically complete local food products, perform a social function. The purpose of the article is the sustainable development of agricultural production, providing an increase in the level of food self-sufficiency of the population of the northern territories on the example of the Komi Republic. The subject of the study is the process of managing the sustainable development of the agricultural sector. The research methods used were systematic, comparative analysis, analogies, statistical, generalization of accumulated experience. The hypothesis of the study. The development of local agricultural production will increase food self-sufficiency, which will lead to savings in investments in transport, reduce product losses and improve its quality. Presentation of the main material. The possibilities and limitations of the development of northern agriculture are revealed. The trends in the development of the agricultural sector in the 1960s-1980s and in the conditions of market transformations are considered. The reasons for the decline in agricultural production, the reduction of the coefficient of food self-sufficiency are established. Priorities for the development of agriculture have been determined. Practical significance. Conclusions and recommendations can be taken into account by the Ministry of Agriculture and Consumer Market of the Komi Republic and other government bodies when determining the directions for improving state policy on the development of the agricultural sector. Conclusions of the study. Sustainable development of agriculture and increasing food self-sufficiency will require strengthening innovative modernization, the formation of a multi-layered agrarian economy, improving the economic mechanism, priority development of rural infrastructure, improving the level and quality of life of peasants.

The priority of the Nawacita Program in the agricultural sector is to increase superior production, especially rice. In achieving these objectives, it is necessary to ensure the availability of national rice. The availability of national rice is fulfilled from 3 aspects, namely local rice production, government rice reserves and rice imports. Most of the previous research, the availability of rice only accounted for local rice production and rice imports. In this study, the government’s rice reserves are counted as one of the main indicators. Because local rice production used to meet people’s needs is always reduced in volume to meet the government’s rice reserves. In achieving rice self-sufficiency, this study also observed how the ability of local rice production to be the only one to supply the availability of national rice, without bringing in from outside parties. Research using the LS method with the Minitab 15.1 program shows the results that partially the availability of national rice is positively influenced by indicators, namely local rice production, rice imports, and the government’s rice reserves. Forecasting the ability of self-sufficiency in rice by relying on local production in supplying the availability of national rice in the future, shows a positive trend meaning the value of the trend of forecasting increases with increasing time. The factors that influence the achievement of rice self-sufficiency are partially determined by rice supply, rice productivity, the gap in rice prices to grain prices, and the use of balanced fertilizers. But it is not influenced by the level of rice consumption in the community. The result of this study indicates that the availability of national rice is still very dependent on local and foreign rice products. However, to achieve rice self-sufficiency in the future, where all needs are met from local products is not impossible, so that dependence on imported rice can be reduced. A comprehensive assessment of national food security should include an analysis of the physical and economic accessibility of food, the level and quality of nutrition of the population, the sustainability and competitiveness of agriculture, factors and trends of self-sufficiency in the main types of agricultural products, raw materials and food and the effectiveness of foreign trade in food. To assess the food security situation at the state level, it is necessary to conduct monitoring, which consists in determining the deviations of the main indicators from the criteria and thresholds established at the national level. The monitoring should determine the format of the national report on the country's food security. The number of indicators that make up its basis, should be optimal and sufficient to reflect the level of food security of the country and compare them with the situation in other countries. At the same time, it is necessary to analyze trends in ensuring food security at the global level in terms of the progress of countries and regions of the world in achieving the goals of sustainable development in agriculture, the elimination of hunger and poverty for the period up to 2030.  Conducting a study of the components of the global food security index, formed at the world level to measure the policy and efficiency of government agencies in the field of food security, is relevant and in demand for positioning the country within the framework of international comparison of countries.

Paddy fields emit considerable amounts of methane (CH4), which is a potent greenhouse gas (GHG) and, thereby, causes significant environmental impacts, even as they generate wealth and jobs directly in the agricultural sector, and indirectly in the food-processing sector. Application of biochar in rice production systems will not just help to truncate their carbon footprints, but also add to the bottom-line. In this work, the authors have reviewed the literature on climate change, human health, and economic impacts of using organic residues to make biochar for the addition to croplands especially to rice paddy fields. Biochar-bioenergy systems range in scale from small household cook-stoves to large industrial pyrolysis plants. Biochar can be purveyed in different forms—raw, mineral-enriched, or blended with compost. The review of published environmental life cycle assessment (E-LCA) studies showed biochar has the potential to mitigate the carbon footprint of farming systems through a range of mechanisms. The most important factors are the stabilization of the carbon in the biochar and the generation of recoverable energy from pyrolysis gases produced as co-products with biochar as well as decreased fertiliser requirement and enhanced crop productivity. The quantitative review of E-LCA studies concluded that the carbon footprint of rice produced in biochar-treated soil was estimated to range from −1.43 to 2.79 kg CO2-eq per kg rice grain, implying a significant reduction relative to rice produced without a biochar soil amendment. The suppression of soil-methane emission due to the biochar addition is the dominant process with a negative contribution of 40–70% in the climate change mitigation of rice production. The review of the life cycle cost studies on biochar use as an additive in farmlands demonstrated that biochar application can be an economically-feasible approach in some conditions. Strategies like the subsidization of the initial biochar capital cost and assignment of a non-trivial price for carbon abatement in future pricing mechanisms will enhance the economic benefits for the rice farmers.

This article assesses performance of the agricultural sector in Vietnam, Indonesia, and the Philippines (VIP countries) during the period 1980–2011, future prospects up to 2040 and food security in these countries and in the ASEAN region. Analysis of the past performance and likely future scenarios was carried out with the aid of the Centennial Group’s Global Growth Model after introducing several modifications to address the needs of the agricultural sector. Our modeling efforts were divided into two parts. The first part comprised a macro-economic analysis of future scenarios at the global level and for VIP countries. The second part included analysis at the country level of future total factor productivity (TFP), agricultural production and changes in national food consumption habits. As a countercheck use was also made of IFPRI’s updated IMPACT Model, and in the case of the Philippines, the AMPLE model.

Food security in India is unfavourably affected by several biotic and socio-political situations. The current position may get worse in the future if timely and suitable actions are not executed and planned. The discipline of human population and land for cultivation, climate change, government policies of public distribution and marketing of food grains and lack of a participatory approach all are committing to check down the availability of foods. Also, crop fecundity seems to be very much unsustainable. The situation has to be remedied by all possible means and citizens must be assured of food security. This review summarises several strategies for crop production and food distribution through the public distribution system. Finally, results indicate that India has achieved self-sufficiency in grains; it is still lagging at the back in the production of oilseeds and pulses. It is also commented that there has been a meaningful increase in the reproduction of rice, wheat, cereals, fruits, vegetables, and other products. Among the specific charges made to lift the agricultural sector from its present slowdown and stagnation, we comprise decorated increased public investment and a severe review of subsidies provided to farmers. To improve the infrastructure, credit facilities, inputs, land and water management, effective marketing and price policies, the diversification of agriculture, strengthening the improvement strategies for tackling climate change, and the strict regulation of land use and diversion of land for non-agricultural activities.
