Situation Understanding for Operational Art in Cyber Operations

This paper presents a theoretically motivated framework and methodology that has been designed for finding out the emergent phenomena and information needs for planning and decision-making. The approach is based on complexity thinking, system modeling, communication and cognition philosophy, social system theories and content analysis research technique. It provides results with the analysis of quite small sets of information. The paper demonstrates the approach with a case study. The study was performed in an international cyber experiment of the Multinational Capability Development Campaign (MCDC) 2013-2014. The case study shows that the proposed approach is plausible for increasing understanding about complex situations. This is needed in operational art for creating such compositions and resources that enable success in military operations.

This study examines the current situation of environmental, social, and governance (ESG) investment in Association of Southeast Asian Nations (ASEAN) countries. Based on a purposive sampling, our sample includes 143 leading firms from 10 ASEAN countries. By intensively reviewing firms’ multiyear annual and sustainability reports, we utilize content analysis to identify the characteristics of ESG firms (firms considering ESG factors in their investment decision-making process). Our result shows that ESG firms, on average, have higher profitability. Moreover, ESG investment helps lower costs and boost revenue and profits. However, ESG investment has only been implicitly and unsystematically implemented in ASEAN firms.

Health information systems (HIS) in India, as in most other developing countries, support public health management but fail to enable healthcare providers to use data for delivering quality services. Such a failure is surprising, given that the population healthcare data that the system collects are aggregated from patient records. An important reason for this failure is that the health information architecture (HIA) of the HIS is designed primarily to serve the information needs of policymakers and program managers. India has recognised the architectural gaps in its HIS and proposes to develop an integrated HIA. An enabling HIA that attempts to balance the autonomy of local systems with the requirements of a centralised monitoring agency could meet the diverse information needs of various stakeholders. Given the lack of in-country knowledge and experience in designing such an HIA, this case study was undertaken to analyse HIS in the Bihar state of India and to understand whether it would enable healthcare providers, program managers and policymakers to use data for decision-making. Based on a literature review and data collected from interviews with key informants, this article proposes a federated HIA, which has the potential to improve HIS efficiency; provide flexibility for local innovation; cater to the diverse information needs of healthcare providers, program managers and policymakers; and encourage data-based decision-making.

Russian military operations since 1991 have displayed a high degree of continuity. Being tailored to specific situations, these operations reveal a nearly constant mix of tactics, evolving with time but remaining fundamentally the same. Russia’s operational use of ambiguity is predominantly aimed at impeding or disrupting an adversary’s decision-making process. Meanwhile, the traditional ‘conventional’ tactics are always present in any operation, resulting in the omnipresent mix, described as the ‘hybrid-warfare’ challenge to the West. The long Russian experience in exercising hybrid warfare represents significant accumulated hybrid operational skills, which give the Russian forces a substantial advantage over the West in terms of operational art. Russia’s post-2014 actions against the West involving its military carry all the features of previous military operations, which suggests that warnings about a unilateral ‘new cold war’ waged by Russia are not hollow.

The purpose of this paper is to outline a methodology for figuring out what types of information shall be shared via strategic level communication to support cyber-security. With this methodology the key development issues required to create relevant strategic messages can be sorted out. The paper follows the system modeling approach and considers the cyber world as a complex adaptive system. First, the paper studies shortly the key concepts of the cyber world and strategic communication. A social system model of a society is applied as an approach for the identifying of emergent phenomena and characteristics of the cyber-security. The social system model is populated with a small set of empirical data about cyber-security exercises. The results of the analysis of the empirical data are examples of the emergent phenomena of cyber-security. They can be considered as one set of the focus areas of the strategic level communication.

As the world moves toward decarbonization, Japan is experiencing a rapid introduction of solar modules. However, the country does not have an adequate social system for managing waste photovoltaic (PV) panels. A waste generation estimate would be needed to do this effectively. Usually, waste generation estimation is performed by assuming that the lifespan distribution is primarily dependent on the mechanical life of the target item. However, considering the continuing improvement in panel quality, consumers consider replacement or disposal before mechanical failure of the product. Therefore, to study consumer intention, we surveyed potential consumer decision making on replacement/disposal via a questionnaire survey and attempted to include the result as part of our waste panel generation estimation, which, to our knowledge, has never previously been carried out. Considering the owners’ decision making, waste panel generation was in advance compared with the case where we only assumed the mechanical failure of panels and housings. This indicated a huge number of potentially reusable panel generations. In addition to mechanical failure, waste panel generation due to owners’ decisions should also be considered for estimating maximum potential waste. Policy makers should prepare the appropriate recycling social system in advance, considering the possible reuse of panels, which fits the current social situation oriented toward a circular economy.

Therefore, the issue of the racio­nalisation of their decisions is very important. The need to reveal the grounds of the decisions of law­makers calls for investigating their information be­haviour, i.e. their behaviour in the process of infor­mation seeking, its optimization and application in the process of decision-making. The lack of research of information behaviour (from the point of view of lawmakers rather than of information providers), both in Lithuania and abroad, makes this paper inno­vative. In the plethora of research of information be­haviour, investigations of the effect on information behaviour of parliamentarians in decision-making process are scarce. In Lithuania, no comprehensive research of the effect of information behaviour of MPs on their decisions has been conducted, with the exception of several publications about the provision of information to MPs. The subject of the research is the lack of reliable information about the infor­ mation needs of individual members of the Seimas and their information seeking strategies and the ap­plication of information in decision-making process. Information provision in the Seimas is organized on the basis of the traditional universal and comprehen­sive information provision method. More attention is given to information handling, edification of the quality of products without going into the issue of the sufficient use of prepared information and its impact on decision-making and the quality of deci­sions. It is difficult to evaluate the effectiveness of information services, to ensure the optimal informa­tion provision and to plan changes on the basis of assumed (therefore, not necessarily existing) model of information behaviour of the Seimas members. Understanding the factors that influence the process of decision-making and revealing the information provision problems from the perspective of lawmak­ers rather than of a provider of information creates prerequisites for a better and more qualified infor­mation provision. The lack of empirical research on information behaviour of the Seimas members determines the investigative nature of the present research. Attempts were made to collect as much as possible information on information needs, its seek­ing and use of the MPs and to reveal the factors hav­ing the greatest impact on the information seeking behaviour of the MPs. The object of research was to reveal the information behaviour of the Seimas members in the process of decision-making in their parliamentary activities. The research is focused on three major elements of information behaviour: in­formation needs, information seeking, and informa­tion use. The aim of the research was to investigate the information behaviour of MPs, to reveal its main characteristics and to determine the variables that in­fluence such behaviour. To achieve the aim of the re­search, the methods of scientific literature analysis, personal interviews, and qualitative content analysis were used. Nine respondents were interviewed dur­ing partially structural interviews which lasted 25 to 45 minutes. Transcribed texts were analyzed using the method of content analysis. The results of the research revealed the following: years of service in the Parliament and information environment have the greatest effect on the selection of information seeking strategy of MPs; the dominating informa­tion needs are those associated with lawmaking; therefore, the use of information is most intensive in this field; information seeking is realized via inter­mediaries; the main problem associated with infor­mation seeking is the lack of time; other problems are associated with information management, the lack of computer skills, and work organization. The respondents positively assessed the information en­vironment of the Seimas, but certain critical remarks were expressed regarding information resources, in­formation expedition, the quality of information ser­vices, the competencies of the staff. They suggested certain solutions to the problems.

Current supply chain methods are having difficulties in resolving problems arising from the lack of trust in supply chains. The root reason lies in two challenges brought to the traditional mechanism: self-interests of supply chain members and information asymmetry in production processes. Blockchain is a promising technology to address these problems. The key objective of this paper is to present qualitative analysis for blockchain in supply chain as the decision-making framework to implement this new technology. The analysis method used Val IT business case framework, validated by the expert judgements. The further study needs to be elaborated by either the existing organization that use blockchain or assessment by the organization that will use blockchain to improve their supply chain management.

The territorial image is formed both purposefully by the subjects of image-making, and spontaneously-based on the influence of information content published in various media. The purpose of the research is to analyze the image of the Republic of Mordovia in the information space of the Volga Federal district. The image of the territory formed by external target audiences by means of news materials is studied using the method of case study and content analysis of publications: “Volga news”, “Federal Press” news of the PFD, “Pravda PFD”. The authors conclude that modern reality is perceived through the prism of the information field created by mass media. The media creates images filled with certain data, facts, colored by emotions, on the basis of which representations, opinions, judgments, and assessments are subsequently formed. The media play a significant role in shaping the territorial image, especially for external target audiences who are not familiar with the region and do not have their own assessment knowledge and experience. Most of the information content about the Republic in the studied media is related to the main thematic blocks: politics, economy, social sphere, culture (art, sports). Moreover, if in the publications “Volga news” and “Pravda PFD” mention of the region prevails in the economic block, then in the publications “Federal Press” and “Nezavisimaya Gazeta” - in the political one. The Volga news publication significantly dominates the rest in terms of the number of publications about Mordovia. The content of publications is mostly positive and neutral related to the issues of economic development of the territory and the preparation and holding of the world football championship. Pravda PFD mentions the Republic in the context of news from neighboring territories, most of the publications date back to 2018, but here the context is related to the Republic's positions among the regions of the PFD in various ratings. The publication “Federal-Press” forms a generally reflective image of the territory, focusing on the negative aspects of regional life. “Nezavisimaya Gazeta”, giving priority to political news, maintains a neutral and reflective context of publications, paying attention to the key problems of the territory. Thus, the desired image of the region is counter-dictated to the image broadcast by the media through various information channels, so it is necessary to constantly monitor the information space and timely correction of the broadcast materials.
