The Emergent Learning Model

This chapter synthesises the earlier work on modelling learning and tries to create a design toolkit for anyone who wants to design for learning. However, the conceptual starting point for this chapter is the desire expressed in the EU Bologna Process to integrate “informal,” “non-formal,” and “formal” learning. The authors believe that the process the EU carried out, which led to the Horizon 2020 funding programme, was mistaken. The critical dimension of this lies in whether one examines these three dimensions of learning by starting with the existing formal structures of education or if one starts with the largely unexamined processes of learning. Education assumes that learning is an automatic by-product, an epiphenomenon, of the education system and so does not need to be defined separately. As has been seen in the chapters based on an ethnographic study of learning in digital environments and on learner-modelling (Chapters 1 and 2), learning has not been sufficiently discussed or described in much academic literature focused on education.

In recent years, increased interest and actions have been taken to better understand, and mitigate, sustainability impacts of mining activities, by both industry and policy. The present work reports on a sustainability hotspots screening performed for the EU Horizon 2020 “Integrated Mineral Technologies for More Sustainable Raw Material Supply” (ITERAMS) project, which foresees a more efficient water recycling, tailings valorization, and minimization of environmental footprint. The focus of this paper is on social and environmental issues in mining. Different methodologies were explored, starting from a qualitative causal loop modelling. Afterwards, an environmental and social LCA screening was performed using well-accepted databases and methods, thus completing results with a literature research. The main findings related to the importance of the supply chain, the vulnerability of local communities, and the toxic emissions from tailings offer a starting point to reflect on the specific social, socio-economic, and environmental context which may influence these issues. A better understanding of the environmental and social pressures associated with mining is not only crucial to orient the sustainability assessment foreseen for the ITERAMS project, but also to contribute in terms of methodology to the challenges tackled by policy and research worldwide towards a more sustainable mining.

The objective of this article is to present the standard of living of households in Poland in comparison with other EU member states. The starting point for analysis was the economic condition of Poland against the background of other EU member states. The next step consisted of assessment of the standard of living of inhabitants of individual EU member states on the basis of financial condition of households and the structure of consumption expenditure. It was found that the differences within the EU in terms of economic development and the standard of living of households still remain substantial.

Abstract The European Commission's State of Health in the EU (SoHEU) initiative aims to provide factual, comparative data and insights into health and health systems in EU countries. The resulting Country Health Profiles, published every two years (current editions: November 2019) are the joint work of the European Observatory on Health Systems and Policies and the OECD, in cooperation with the European Commission. They are designed to support the efforts of Member States in their evidence-based policy making and to contribute to health care systems' strengthening. In addition to short syntheses of population health status, determinants of health and the organisation of the health system, the Country Profiles provide an assessment of the health system, looking at its effectiveness, accessibility and resilience. The idea of resilient health systems has been gaining traction among policy makers. The framework developed for the Country Profiles template sets out three dimensions and associated policy strategies and indicators as building blocks for assessing resilience. The framework adopts a broader definition of resilience, covering the ability to respond to extreme shocks as well as measures to address more predictable and chronic health system strains, such as population ageing or multimorbidity. However, the current framework predates the onset of the novel coronavirus pandemic as well as new work on resilience being done by the SoHEU project partners. This workshop aims to present resilience-enhancing strategies and challenges to a wide audience and to explore how using the evidence from the Country Profiles can contribute to strengthening health systems and improving their performance. A brief introduction on the SoHEU initiative will be followed by the main presentation on the analytical framework on resilience used for the Country Profiles. Along with country examples, we will present the wider results of an audit of the most common health system resilience strategies and challenges emerging from the 30 Country Profiles in 2019. A roundtable discussion will follow, incorporating audience contributions online. The Panel will discuss the results on resilience actions from the 2019 Country Profiles evidence, including: Why is resilience important as a practical objective and how is it related to health system strengthening and performance? How can countries use their resilience-related findings to steer national reform efforts? In addition, panellists will outline how lessons learned from country responses to the Covid-19 pandemic and new work on resilience by the Observatory (resilience policy briefs), OECD (2020 Health at a Glance) and the EC (Expert Group on Health Systems Performance Assessment (HSPA) Report on Resilience) can feed in and improve the resilience framework that will be used in the 2021 Country Profiles. Key messages Knowing what makes health systems resilient can improve their performance and ability to meet the current and future needs of their populations. The State of Health in the EU country profiles generate EU-wide evidence on the common resilience challenges facing countries’ health systems and the strategies being employed to address them.

The impact of implementation of cohesion policy on the sustainable development of EU countries is of great interest and presents a number of actual challenges. This research aims to evaluate the impact and the effects of the cohesion policy among the Member States using hierarchical clustering analysis in order to identify how the selected variables affect the sustainable development adopted models. The variables used in the analysis were selected on the basis of official data provided by the European Commission, SDG Index and Dashboards Reports and the EU Cohesion Monitor. The results of the research have led to the grouping of the 28 Member States in a number of six clusters, identifying performers but also those countries that have a high potential for sustainable development or which require increased attention to be sustained in recovering existing gaps. The results of the study can be a starting point for policy makers and other stakeholders involved in their efforts to support sustainable development through effective and effective policies.

This paper scrutinizes existing policy efforts to address energy poverty at the governance scale of the European Union (EU) and its constituent Member States. Our main starting point is the recent expansion of energy poverty policies at the EU level, fuelled by the regulatory provisions of the Clean Energy for all Europeans Package, as well as the establishment of an EU Energy Poverty Observatory. Aided by a systematic and customized methodology, we survey the extensive scientific body of work that has recently been published on the topic, as well as the multiple strategies and measures to address energy poverty that have been formulated across the EU. This includes the principal mitigation approaches adopted by key European and national institutions. We develop a framework to judge the distributional and procedural justice provisions within the recently adopted National Energy and Climate Plans, as an indicator of the power, ability and resolve of relevant institutions to combat the causes and consequences of energy injustice. We also provide a research and policy agenda for future action, highlighting a series of scientific and decision-making challenges in the European and global context.

Abstract The European Union’s deep-sea fisheries regulations (Regulation (EU) No. 2016/2336) established obligations to manage deep-sea fisheries and to protect vulnerable marine ecosystems (VMEs). The European Commission is scheduled to complete a review of the regulations in 2021, providing an opportunity for new scientific information to be incorporated into the implementation of the regulations. Here, we summarise research outputs from the EU-funded Horizon 2020 ATLAS Project and explain their relevance to the regulation of deep-sea fisheries in EU waters. ATLAS research has increased our understanding of the distribution of VMEs and their importance in terms of ecosystem functioning. ATLAS research has also highlighted the utility of molecular techniques to understand fish population structure and the potential for habitat suitability models to help incorporate climate change into decision-making. Building on these scientific advances, we provide recommendations to help increase the effectiveness of management measures to conserve deep-sea fish stocks and protect VMEs.

AbstractLandscapes can be understood as socialecological systems under constant change. In Europe various territorial dynamics pose persistent challenges to maintaining diverse landscapes both as European heritage and in their capacity to provide vital functions and services. Concurrently, under the competence of cohesion policy, the EU is attempting to improve policy making by better policy coordination and respecting regional specifics. This paper explores the question how a policy dedicated to landscape can help to handle territorial change and support territorial cohesion. It presents results and performances of the ESPON applied research study LP3LP: (1) a common landscape policy for the Three Countries Park, across the Dutch, German and Belgium borders, including a spatial landscape vision, a governance proposal of adaptive landscape management, and thematic strategies dealing with green infrastructure, cultural heritage, complementary biomass and quality production; (2) recommendations at the EU level. In discussing the significance of a landscape approach for EU policy,three dimensions of landscape are linked withimportant aspects of territorial cohesion: ‘landscape as asset’ addressing natural-cultural territorial capital as an indigenous base forsmart, sustainable, and inclusivedevelopment;‘landscape as place’ stressing the relevance of landscape for place-based policies; and ‘landscape as common ground’ highlighting its potential for horizontal, vertical, and territorial integration.

AbstractThis article explores issues of energy supply security from the perspective of the EU–Russian energy relationship and of competing foreign energy policy paradigms. Using approaches developed by Peter Rutland within the context of Russia's energy policy towards the CIS and the three pillars of EU energy policy as a starting point, the article concludes that the overall EU–Russian energy relationship can be best explained through a framework of mutual interest and dependency: that is, the EU is becoming increasingly, but not totally, dependent on Russian energy, particularly gas; and Russia is becoming increasingly, but not totally, dependent on European markets. Nevertheless, other paradigms continue to yield useful insights in relation to individual components of the EU–Russian energy relationship.

The partnership agreement between the European Union and the Member States for the implementation of the European Structural and Investment Funds for the period 2014 to 2020 is in its final phase. This study analyzes the multiplier impact on regional investment of the European funds made available to the northern region of Portugal - NUTS III, until September 2018 and intends to answer the following questions: What is the amount invested in the regional economy for each euro of support allocated by the EU through the H2020 program, and what is the percentage distribution of community support versus investment per area of intervention?
