Principles, Benefits, and Barriers to Community-Based Tourism

Though CBT is an attractive model for the attainment of both community development and environmental conservation, its implementation is fraught with challenges. This chapter examines the principles, forms, barriers, and challenges to CBT. The chapter further proposes a model for the achievement of sustainable CBT and draws implications from the barriers and benefits for the management of CBT. The chapter begins with an explanation of the community concept which is defined in the context of community-based tourism. It continues with a review of some models of community participation. The chapter further assesses the rationale for community participation and examines the forms of CBT. Though community participation remains a good model for tourism development at the community level, there are several limitations that make the benefits unachievable, especially in developing countries. The chapter ends by proposing a model of sustainable CBT by drawing implications for the management of CBT projects.

The Setu Babakan tourism area has been designated as a Betawi cultural tourism area by the Provincial Government of DKI Jakarta in 2000. Setu Babakan has three tourism objects culture, nature and agro. It has been established as a cultural heritage for more than 15 years, but the level of tourist visits still low. This research will analyze factors of Community-Based Cultural Tourism Development in the Setu Babakan tourism area, both tourism object factors and community participation include several dimensions, (1) objects, (2) access, (3) facilities, (4) participation, (5) support, (6) benefits, (7) revenue. The study was conducted by distributing 81 questionnaires to surrounding community in the area. The results of the MDS analysis in dimensions of the attractions are in the good category of 80.57. Dimensions of access, infrastructure, community support for tourism development, public attitudes towards tourists are in the good categories of 84.64, 80.39, 81.87, and 75.62. Dimension of community participation and benefits perceived by the community is in the unfavorable category of 44.69% and 46.29. Community involvement needs to be increased so it can increase tourist visits. The sustainability of Setu Babakan as a cultural tourism area is maintained because the existence of it can really be felt by the local community.

Ecotourism is the useful method of community engagement. All factors related to ecotourism support community livelihoods towards sustainability. The study was conducted with the view to know the possibility of community development through ecotourism in the mangrove areas of Bangladesh. The community participation in ecotourism was assessed significantly with the perception and common interest on natural heritage and environmental conservation and sustainability of the enterprise. The community can contribute and engage themselves by preparing and supplying local foods including organic production and wild foods (aquatic) that enhance the degree of ecotourism through community development. It was elicited that women can work in the prospective enterprise by adding new dimension of handicrafts business using local inputs and forest-based available raw materials. The host communities are the central notion of ecotourism for sustainable development in the study area.

Ekowisata adalah perjalanan ke kawasan alam yang relatif masih asli dan tidak tercemar dengan minat khusus untuk mempelajari, mengagumi, dan menikmati pemandangan, tumbuhan, satwa liar dan budaya. Penelitian ini bertujuan untuk mengidentifikasi potensi-potensi ekowisata yang ada di Desa Sinar Hading, menganalisis ekowisata dengan menerapkan CBT (Community Based Tourism), dan mengidentifikasi usaha dan partisipasi masyarakat dalam pembangunan pariwisata dengan menerapkan CBT. Penelitian ini dilaksanakan di Desa Sinar Hading Kecamatan Lewolema Kabupaten Flores Timur pada bulan Maret 2019. Data-data dikumpulkan melalui wawancara terstruktur. Pertanyaan-pertanyaan diajukan berdasarkan dimensi-dimensi pada CBT yakni dimensi ekonomi, dimensi sosial, dimensi budaya dan dimensi lingkungan. Subyek penelitian ditentukan dengan menggunakan teknik penentuan secara sengaja. Dalam teknik pengambilan data tersebut, beberapa stakeholder dipilih berdasarkan pengaruh dan kepentingan dalam pariwisata di Pantai Kawaliwu yang terletak di Desa Sinar Hading. Pengolahan data dilakukan secara deskriptif. Data yang terangkum dihitung di dalam persentase dan dibahas. Disimpulkan bahwa potensi-potensi ekowisata di Desa Sinar Hading terdiri atas potensi alam, manusia, sosial, dan budaya yang semuanya memberikan dampak nyata bagi pariwisata; dimensi-dimensi ekonomi, sosial, budaya, dan lingkungan saling berkaitan dan memengaruhi secara individual maupun secara kolektif; dan usaha-usaha masyarakat masih berskala kecil dan bersifat sambilan dan belum merupakan usaha pokok meskipun berpotensi memajukan pariwisata apabila dikelola secara profesional. Eco-tourism is a trip to natural areas that are relatively pristine and not polluted with special interest to learn, admire, and enjoy the scenery, plants, wildlife and culture. This research aims to identify eco-tourism potencies in Sinar Hading Village, to analyze eco-tourism by applying Community Based Tourism (CBT), and to identify efforts and community participation in eco-tourism development by applying CBT. The research was conducted in Sinar Hading Village, Sub Regency of Lewolema, East Flores Regency, in March 2019. Data were collected by using structured interview. Questions are posted based on dymensions of CBT such as economy dymension, social dymension, culture dymension and environment dymension. The research units were determined by using purpossive sampling. In this data collecting, several stakeholders were chosen based on their influence and their interest on tourism in Kawaliwu Beach which is located in Sinar Hading Village. Data were analyzed by using descriptive analysis, composed in percentage and then discussed. It is concluded that eco-tourism potencies in Sinar Hading Village are nature, men, social, and culture which give significant impact on tourism; social, economy, culture and environment dymensions are interconnected and influence both individually and collectively; and community business characters are small scale and part time and have not become main job although they are potencial to enhance tourism if it is managed professionally.

Community-based ecotourism is a rural development through a tourism sector that not only sell natural resources but also contributes to environmental conservation and the active participation of communities as managers. The religious ecotourism of Kampung Batusuhunan is tourism that prioritizes the conservation of the environment by combining religious culture and the community's participation. The objective of this reseach is to analyze the relationship of community participation with the sustainability of ecology, socio-cultural and economic used quantitative research methods supported by qualitative data. The results of the research showed there is a strong and significant relationship between community participation with socio-cultural sustainability, while community participation with ecology and economic sustainability shows a moderate and significant correlation. Keywords : community’s empowerment, co-management, ecotourism, sustainability ABSTRAKEkowisata berbasis masyarakat merupakan pengembangan pedesaan melalui sektor pariwisata yang tidak hanya menjual sumberdaya wisata yang masih alami, namun juga berkontribusi terhadap upaya konservasi lingkungan serta peningkatan partisipasi aktif masyarakat sebagai pengelola. Ekowisata religi Kampung Batusuhunan merupakan pariwisata yang mengedepankan konservasi lingkungan dengan memadukan kebudayaan agama serta partisipasi masyarakat. Penelitian ini bertujuan untuk menganalisis hubungan partisipasi masyarakat dengan keberlanjutan ekologi, sosial-budaya dan ekonomi masyarakat dengan menggunakan metode penelitian kuantitatif yang didukung dengan data kualitatif. Hasil penelitian menunjukkan terdapat hubungan yang kuat dan signifikan antara partisipasi masyarakat dengan keberlanjutan sosial-budaya, sedangkan partisipasi masyarakat dengan keberlanjutan ekologi dan keberlanjutan ekonomi menunjukkan hubungan yang cukup dan signifikan.Kata Kunci : ekowisata, keberlanjutan, pengelolaan, pemberdayaan masyarakat

Community-engaged planning education and community-based planning are often uphill battles. This article uses the case of a Mexican village to illustrate a pedagogical model that trains students as participatory planners by immersing them in a community-based planning project, an approach we call transformative learning and community development. We join larger debates on education and participation—arguing that students can and should learn about participatory planning by doing it; that while community participation sometimes reproduces unequal power relations, it can also be structured to challenge them; and that successful planning and teaching require a dialectic between expertise and broad participation.

Purpose: This research aims to reveal the role of community in tourism development and formulate community-based tourism in historical tourism areas of Kresek Monument in Kresek Village, Wungu District, Madiun Regency, East Java. Research methods: This research is carried out with a qualitative explorative method. Data was collected through in-depth interviews, observations, Focus Group Discussions, and the study of documentation. Data validity was obtained through source triangulation. Data analysis with interactive analysis model. Results and discussions: The result shows that the people succeeded to transform historical trauma into tourism potential through various recreational and educational activities, but the absence of synergy of policies among the stakeholders becomes a hindrance in developing the historical tourism area. Through a series of Focus Group Discussions, the model of Community-Based Tourism (CBT) was formulated for the empowerment of people in developing tourism in the historical tourism areas in Kresek Village. The community is actively involved in the selection, planning, and evaluation the tourism development. These models can be implemented in rural tourism development. The result of implementation models can contribute to the improvement of the economy and standards of living in the local community, the sustainability of tourism, and environmental conservation. Conclusion: The result of the implementation model can contribute to the improvement of economic standards of living in the local community, the sustainability of tourism, and environmental conservation.

This article proposes guidelines and themes related to the advancement of spontaneous community participation for community-based tourism (CBT). Community-based tourism has its own difficulties and challenges, however it can still be a valuable strategy to advance community development through tourism. Globally, CBT has been embraced as a tourism development approach in various geographical contexts. In South Africa the Government has published specific Operational guidelines for community-based tourism and reflects on community participation in tourism over the last decades. This paper does not intend to idealise CBT or deny the possible use of external assistance. However, it proposes a facilitative approach, as the base of spontaneous participation to positively favour community spontaneous participation in CBT. This article proposes a community participation model, based on the extrapolation of themes on spontaneous participation. The proposed model is flexible and adjustable to various contexts aimed for global relevance. This is a conceptual paper based on secondary data and was compiled from existing literature and online sources.
