This chapter focuses on the current and future state of traditional and alternative digital credentials (ADCs) and discusses their importance for economies, societies, and individuals. It provides an overview of the unprecedented technology disruption within tertiary education and its impact on evaluating skills and competencies. Further, it discusses ADCs in greater detail (e.g., similarities, differences, challenges, and potential opportunities), and finally, it concludes the discussion by highlighting ADCs' prospects in the higher education sector.

The aim of the paper is the presentation of main directions and programmes enhancing international mobility of students in Europe and outside Europe and some results of this programmes in the case of Poland. The paper examines also the main decisions of the European Commission related to the reform of the Higher Education Sector in the EU as one of the most important factors stimulating mobility in the tertiary education schools.

The European Union (EC-JRC, 2010), has stressed that higher education must change and adapt to economic and social needs, that institutional change is essential to educational innovation, and that information and communication technologies (ICT) must form part of the teaching and learning process. The second international challenge is to encourage international cooperation between institutions in order to share knowledge across borders and facilitate collaboration (Morin, 2009) and post-cosmopolitan citizenship (Dobson and Bell, 2006). The dramatic decrease of the number of students in Latvia in the last 10 years by 64% and disproportionally high number of HE institutions, makes Latvia’s Government, the Ministry of Education and Science and higher education institutions to look for new ways to structure and optimize the processes in the higher education sector. The main research question of this paper is: the general development trends of the main drivers for attracting more students into the tertiary education sector in Latvia by means of online education and internationalization. The relevance of the research: the authors review the intersections of the distance learning and internationalization as the optimal solutions for the critical situation in the Latvian higher education sector with lack of students.

AbstractIntroduction: South Africa is a member state of the “BRICS” bloc (BRICS2017.org, 2017) and the G20 group of the 20 nations/economic blocs, which between them account for the majority of the world’s trade and economic activity. It faces many developmental challenges which are mirrored in its higher education sector. In this article, the authors seek to provide an overview of the challenges that South African higher education faces in the achievement of the developmental goals of the country. The focus of this paper is a case study in WASH (water, sanitation and hygiene) to improve context-specific responses that trains pharmacists on knowledge and skills.Methods: The study was performed as a combination of calculations and a literature review to obtain the background or current status of the higher education sector and developmental planning in South Africa. For this, data were extracted from the Statistics South Africa reports, relevant professional articles on South African higher education sector and results of postgraduate research. Workshop results which were obtained as a collaboration between a public and a private higher education institution and results of postgraduate research were used as the paradigm for transformation and decolonisation of the curriculum for a professional degree in South Africa.Results and discussion: Challenges exist in the South African tertiary education sector and the graduation rate currently stands at 65.1% of the target set by the National Development Plan. Around 58.1% of all students do not complete their university/post-secondary education, which could provide a partial explanation for the skills shortage in South Africa. Decolonisation and transformation of the tertiary education curriculum are major topics in the discourse on higher education in South Africa. The authors propose that one way to achieve this would be inclusion of research results and group activities in the area of water, sanitation and hygiene as a topic for possible and partial transformation of the Bachelor of Pharmacy curriculum.Conclusions: The current article summarises some of topics and challenges that drive the current discourse, developmental and curriculum debate in higher education in South Africa. Student access and through put at tertiary institutions need to be improved and the curriculum needs to be transformed.

Attrition remains an ongoing issue in enabling programs and the broader higher education sector. For more than 31 years, CQUniversity (Central Queensland University) Australia’s Skills for Tertiary Education Preparatory Studies (STEPS) program has prepared students for university, many of whom are from one or more Australian Government target equity groups. A 2012 CQUniversity institutional review of STEPS resulted in significantly improved retention, yet attrition rates in STEPS are still of concern. Qualitative research conducted in 2016-17 with 23 students who withdrew from STEPS between 2013 and 2015, and 10 Access Coordinators located across those CQUniversity campuses offering STEPS, have provided valuable insights into reasons for continued attrition. Based on suggestions from students and Access Coordinators, recommendations to address attrition have resulted, the intention being to increase student success and satisfaction, and improve retention in STEPS.

"The United Arab Emirates (UAE) is rapidly growing as an international hub for higher education, with a wide array of international branch campuses, as well as national public and private institutions. While a majority of this growth in international students and institutions is concentrated in the emirates of Dubai and Abu Dhabi, the tertiary education sector of Ras Al Khaimah has also expanded through a combination of public investment and educational zoning policies designed to attract foreign providers who are offering affordable higher education opportunities to the UAE’s expatriate residents. The increase in commercialized international providers, however, introduces a range of regulatory issues, including the need for quality assurance, data reporting, accountability, and sustainability. In the absence of robust monitoring and regulation of institutions operating within economic free zones,1 students must navigate a commercial higher education market without access to impartial information. As a result, students are vulnerable to misinformation and misleading claims by institutions and may unwittingly pursue low-quality degrees that may not meet the needs of potential employers. Drawing on survey data from students studying in the educational free zones of Ras Al Khaimah, this policy paper provides insight into who these students are, why they choose to study there, and what factors influence their decisions. It finds that students attending international institutions in Ras Al Khaimah make choices based on educational cost, convenience, and location over institutional quality and reputation and that a large majority of these students are Ras Al Khaimah residents who have few educational alternatives. It argues that Ras Al Khaimah’s higher education sector is being populated by a number of low-cost commercial institutions, which may not aid the emirate or its students in their development. The paper makes several policy recommendations concerning data collection and dissemination in order to increase institutional transparency and accountability."

Internationalization of higher education has become a strategic agenda of the development in Malaysia. In the age of globalization, the higher education sector experiences rapid growth with the increasing number of international students choosing Malaysia as a destination in pursuing their tertiary education. One of the crucial roles for Malaysian Higher Education Institutions (HEIs) is to successfully transform Malaysia to be the international hub for higher education. Globalization has changed the landscape of development in the higher education sector. Exploring the expectations, demands and preferences of international students is crucial in crafting the most suitable approach to enhance the internationalization strategy. As a multi-ethnic society with a majority Muslim population, Malaysian HEIs have the advantage to attract more international students through providing a ‘Muslim-friendly' Halal ecosystem. A dearth in HEIs internationalization literature discussing on Halal food ecosystem indicates the urgency to discover the potential of Halal ecosystem in accelerating the HEIs internationalization strategy. Hence, this paper seeks to explore the experiences of international students on Halal food ecosystem in Malaysia. A qualitative methodology using phenomenology approach was used to gather the research data from informants studied in public universities in Klang Valley area. The preliminary findings indicated that the Halal food ecosystem has a positive contribution to the HEIs internationalization strategy.

China's recent upsurge in graduate unemployment has specific causes relating to economic development, education policy-making, and reforms in the economy as well as in higher education. With a focus on graduate unemployment, this study looks at the historical and socio-economic conditions for China's move to raise the level of participation in higher education, the rationale behind the 1999 decision to accelerate the pace of expansion in the tertiary education sector, and the impact of this rapid expansion on society, and on graduate employment in particular. Martin Trow's theory is adopted as a theoretical framework within which the dilemmas and challenges of China's mass higher education movement are analysed. Through examining the relationship between the development of higher education and economic growth, this report questions whether China's higher education sector should have expanded and continue to expand on such a large scale.

This study assessed the influence of the COVID-19 pandemic in motivating digital transformation in the education sector in Zimbabwe. The study tracked the rate at which the Fourth Industrial Revolution (4IR) tools were used by various institutions during the COVID-19 lockdown. Data were obtained from secondary sources. The findings are that, in Zimbabwe, during the lockdown, a variety of 4IR tools were unleashed from primary education to higher and tertiary education where educational activities switched to remote (online) learning. These observations reflect that Zimbabwe generally has some elements of excellence to drive the education sector into the 4IR, which has the potential to increase access. Access to education, particularly at a higher education level, has always been a challenge due to a limited number of spaces available. The pandemic has presented an opportunity to assess successes and failures of deployed technologies, costs associated with them, and scaling these technologies to improve access.

The article considers current problems of Russia´s science. Special attention is paid to external factors that negatively influence its effectiveness including considerable lag in public management sector. The issues of opposing higher education sector to the Russian Academy of Sciences (RAS) are also discussed. A number of indicators of the Russian science and its academic sector effectiveness are presented. The expediency of comparing scientific results with R&D expenditures is shown. The problems connected with using bibliometric methods are discussed. Special attention is paid to the necessity of preserving and further developing Russian science including RAS.
