Redefining Smart Cities, Urban Energy, and Green Technologies for Sustainable Development

Increasing greenhouse effects and global warming have been threatening the environment. Cities have directed their development strategies towards smart policies aiming to improve the quality of life of their inhabitants through sustainable environment and energy resources. Therefore, it became a very critical strategy to redefine urban energy sources and apply green technologies in all means of city lives for sustainable cities and reaching Sustainable Development Goals. In this chapter, background information for the role of cities in climate change and environmental pollution globally will be explained. Then a theoretical framework for smart cities and their important features focusing on technology innovation, smart governance, energy efficiency, waste management, as well as green buildings, smart grid-smart lighting, and smart mobility will be analyzed. Finally, sustainable development policy suggestions for sustainable plans and programs at the urban level within the current legislative framework will be put forth.

The concept of Sustainable development underlines the long lasting development of an economy by an efficient resource use fulfilling the economic, social and environmental aspects together. The SDGs by the UNDP focus  on 17 goals for all countries to end poverty, protect the planet and ensure that all people enjoy peace and prosperity.The mission of Smart Cities in India is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ Solutions. The focus is on sustainable and inclusive development of the Mega cities, an indispensable outcome of the development process and urbanization implied in it. During the course of economic development over last 70 years in India, many cities have emerged as unsustainable and highly vulnerable to manmade calamities.This paper would elaborate on the details of Smart city project in India in the light of Sustainable development. The Smart cities mission though aims at sustainable development, this path is full of challenges along with some opportunities in disguise. With the continuous advancement of urbanization, the problem of urban domestic wastewater has become increasingly serious. Furthermore, information and communication technologies (ICTs) have flourished, providing smart ideas for the governance of urban problems, including smart urban domestic wastewater (SUDW), to improve efficiency and deliver smart cities. The framework of smart governance is vital for urban planning and development, but existing frameworks lack systematic characteristics. Therefore, this study aimed to systematically analyze the functions that SUDW can achieve from a sustainability perspective and to construct a framework of SUDW. This paper articulated the objectives of SUDW from the perspectives of service providers (mainly wastewater treatment plants, WWTPs), government, and public based on the goals of smart cities and sustainable development. Moreover, seven functions of SUDW were identified based on systematic literature analysis, such as the automation of WWTPs and operation and maintenance of sewer assets. Then, the information needed for the above functions was analyzed to clarify communication between the main stakeholders and functions, which were illustrated by an information chain model. The functions are interrelated and closely related to sustainable development, where information sharing is the foundation and key component. Based on the above analyses, a data-driven framework of SUDW consisting of five layers was proposed. The paper indicated that the core of SUDW is the perception, transmission, storage, analysis, and application of relevant data. The study not only contributes to the body of knowledge relating to smart cities but can also guide the planning of cities to realize SUDW, smart cities, and sustainable development.

Sachs (2015) states that sustainable development is the expert effort to comprehend the world and the method to solve the crowded earth issues by the global population growth that nine times increase than the first industry era. Education is one of fatal element for sustainable development phase especially for the human (society) development. Human development becomes the main core of invesment for economy development because it is prepared for the youngst as the next generation to develop economic improvement individually for their family and also for their community (include for the State’s development interest). Marshall, Hine and East (2017) studied about the education which develop the autonomous motivation to support individu execute the pro-environmental behaviors (PEBs). Penelitian Marshall, Hine and East (2017) menyatakan bahwa pendidikan dapat membentuk dorongan dari dalam setiap individu untuk melakukan perilaku pro lingkungan hidup (pro-environmental behaviours). Cities are becoming digital and are aiming to be sustainable. How they are combining the two is not always apparent from the outside. What we need is a look from inside. In recent years, cities have increasingly called themselves Smart City. This can mean different things, but generally includes a look towards new digital technologies and claim that a Smart City has various advantages for its citizens, roughly in line with the demands of sustainable development. A city can be seen as smart in a narrow sense, technology wise, sustainable or smart and sustainable. Current city rankings, which often evaluate and classify cities in terms of the target dimensions “smart” and “sustainable”, certify that some cities are both. In its most established academic definitions, the Smart City also serves both to improve the quality of life of its citizens and to promote sustainable development. Some cities have obviously managed to combine the two. The question that arises is as follows: What are the underlying processes towards a sustainable Smart City and are cities really using smart tools to make themselves sustainable in the sense of the 2015 United Nations Sustainability Goal 11? This question is to be answered by a method that has not yet been applied in research on cities and smart cities: the innovation biography. Based on evolutionary economics, the innovation biography approaches the process towards a Smart City as an innovation process. It will highlight which actors are involved, how knowledge is shared among them, what form citizen participation processes take and whether the use of digital and smart services within a Smart City leads to a more sustainable city. Such a process-oriented method should show, among other things, to what extent and when sustainability-relevant motives play a role and which actors and citizens are involved in the process at all.

This paper presents the use of multi-criteria decision-making (MCDM) for the evaluation of smart cities. During the development of the method, the importance of the decision-making approach in the linear ordering of cities was presented. The method of using the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) was proposed for the preparation of ranking. The method was verified by the application in the measurement of energy performance in smart cities. The authors conducted a literature review of research papers related to urban energy and MCDM published in the period from 2010 to 2020. The paper uses data from the World Council on City Data (WCCD). The research conducted allowed for the identification of the most popular MCDM techniques in the field of urban energy such as TOPSIS, AHP and DEA. The TOPSIS technique was used to organize and group the analyzed cities. Porto took the top position, whereas Buenos Aries was the last.

Green initiatives have become a phenomenon globally now. This has taken seriously all parties regarding the process of environmental sustainability. Sustainable Development Goals had been used as a guideline towards this agenda. The Malaysian government issued the Green Technology Policy in July 2009 to accelerate the national economy and promote sustainable development. Meanwhile, green technology has been applied to universities in Malaysia to achieve green campus status under the UI Green Metric. Numerous universities in Malaysia have begun to take this issue seriously, including UiTM Perak. Three research objectives had been developed; (1) to determine strategies in promoting green campus in UiTM Perak, (2) to identify challenges in implementing green campus in UiTM Perak and (3) to recommend solutions to overcome the challenges in implementing green campus in UiTM Perak. A qualitative method approach by using a semi-structured interview with the Green Campus Committee had been adopted. The data is analysed using content analysis. The research revealed that despite several green initiatives implemented by UiTM Perak, there are also challenges occurring. Among them are financial, awareness and knowledge. To overcome these challenges, the management of UiTM Perak had outlined several actions to be taken. In conclusion, the green campus initiative can give many benefits towards a sustainable environment in UiTM Perak. Indeed, this agenda needs support by all parties.

This academic work aims to provide an intricate definition of the terms at hand as well as explain the relationship between smart cities and the sustainable development that they present based on a comparative analysis of case studies and experiences in the Mexican context. The endeavour to achieve being an architectural proposal of an innovative solution adapted to current conditions that will be carried out by an academic team, thus incorporating sustainable criteria, universal accessibility and social inclusion. This research work reflects the theoretical aspect, providing an intricate academic reflection and giving background information also establishing the complexity that lies within Latin American metropolis emphasizing in Mexican cities, as to provide insight into the academic dynamics in order to educate professionals on the field from an updated perspective in which they´ll be able to determine and analyse the implementation of smart cities from an architectural standpoint and the impact they would have on the quality of urban life in those Mexican cities.
