The World Wide Web and Law Enforcement

The World Wide Web has exhibited the most explosive growth of any technology ever invented. Two events occurring in the 1992-93 period provided the foundation. First was the decision by Congress to open the Internet to commercial exploitation. The second was the adaptation of hypertext concepts to the Internet, which led to the Web. Fueled by commercial exploitation, the Web grew in just 6 years, to over 40 million linked computers. Time to such maturity for older communication technologies was measured in decades. The growth has “left in the dust” the development of commercial, civil, and criminal law needed to secure the social benefits of Web technology. Similarly, “Law Enforcement” has been unable to adapt to the Web over such a short period. While Congress struggles with a new “contract law” for Web commercial transactions, national awareness is growing about undesirable consequences of Web technology. Fraud, pornography, and violence, are exposing the threat potential of the Web. It is clear that “Law Enforcement” must plan for and take action to meet these potential threats. Methods and procedures for countering threats require that law enforcement officials understand the mechanisms of the Web along all links from user to resource. These officials must also advise legislative bodies on their enforcement needs during “catch-up” with the Web.

The Internet and the World Wide Web are demonstrating the growing influence of information and communication technologies in various aspects of the economy. Regardless of the barriers of time and distance, newly introduced information highways are linking the world countries together, their societies and cultures contributing effectively to globalization. One of the growing trends in societal development and growth is investment in people. Therefore, the learning process is a priority issue that information and communication technologies are serving trying to upgrade and leverage human resources to become more competitive as we approach the 21st century with all its challenges and opportunities. This chapter covers an initiative that was launched in Egypt in 1997 that targets the investment of Egypt’s young generation, the kids of the present and the leaders of the future. This initiative is part of a national plan that aims at leveraging the capacities of Egypt’s human resources. The focus of the chapter will be the learning process, the Internet and the presence of the first Egyptian Web site for children on the Internet “Little Horus.” With the introduction of the Internet since 1993 in Egypt, today there are around 250,000 Internet subscribers, among which are a growing community of schools, teachers and children. As the Internet grows in magnitude and capacity, perceived to reach over one million subscribers in the coming five years with an estimated 20 percent under the age of 16, the Internet and the World Wide Web could play an active role in the education process in Egypt. The chapter, therefore, will demonstrate the “Little Horus” initiative, the steps that were achieved so far, the plan for the future and the building blocks that represented the critical success factors for the realization of this initiative with relatively modest resources.

Since 2004 the term “Web 2.0” has generated a revolution on the World Wide Web and it has developed new ideas, services, application to improve and facilitate communications through the web. Technologies associated with the second-generation of the World Wide Web enable virtually anyone to share their data, documents, observations, and opinions on the Internet. The serious applications of Web 2.0 are sparse and this paper assesses its use in the context of applications, reflections, and collaborative spatial decision-making based on Web generations and in a particular Web 2.0.

The Internet, which is an information super high way, has practically compressed the world into a cyber colony through various networks and other Internets. The development of the Internet and the emergence of the World Wide Web (WWW) as common vehicle for communication and instantaneous access to search engines and databases. Search Engine is designed to facilitate search for information on the WWW. Search Engines are essentially the tools that help in finding required information on the web quickly in an organized manner. The Internet is one of the newest and most powerful media that enables the transmission of digital information and communication across the world, although there is still a digital divide between and within countries for its availability, access, and use. To a certain extent, the level and rate of Web diffusion reflects its nature as a complex structure subject to positive network externalities and to an exponential number of potential interactions among individuals using the Internet. In addition, the Web is a network that evolves dynamically over time, and hence it is important to define its nature, its main characteristics, and its potential.

The ubiquitous nature of the World Wide Web (commonly known as the Web) is dramatically revolutionizing the manner in which organizations and individuals alike acquire and distribute information. Recent reports from the International Data Group indicate that the number of people on the Internet will reach 320 million by the year 2002 (Needle, 1999). The World Wide Web arrived just as connections to the Internet were broadening from academe to the public generally. The Web was designed to support user-performed publishing and access to documents in both textual and graphical forms. That capability was quickly supplemented by means to discover content. The web browser was the ‘killer app’ associated with the explosion of the Internet into the wider world during the mid- 1990s. The technology was developed in 1990 by an Englishman, supported by a Belgian, working in Switzerland, but with the locus soon migrating to Illinois and then to Massachusetts in 1994. Australians were not significant contributors to the original technology, but were among the pioneers in its application. This paper traces the story of the Web in Australia from its beginnings in 1992, up to 1995, identifying key players and what they did, set within the broader context, and reflecting the insights of the theories of innovation and innovation diffusion.

And in the beginning, there was e-mail! At least, that may be the perception of the millions of people who use electronic mail (“e-mail”) every day. In fact, the pervasiveness of the Internet in general, and the World Wide Web and e-mail in particular, has made it difficult for many people to remember the world before these technologies changed the face of communications forever. But it was only a decade ago that e-mail was a novelty outside of academic and scientific settings, the Web was not yet viable as a commercial mechanism, and the promise and exuberance surrounding the developing technologies masked the dangers of the road that would lie ahead.
