Learning the Code

The concept of "digital literacy" has been much discussed and variously misunderstood in our society. Owing to digital communication technologies, it is often confused with other literacies and skills necessary for utilizing and evaluating digital information. As information and communication is increasingly produced, accessed, and controlled in digital formats there is significant need to clarify among "information literacies" what "digital literacy" means and demands. In order to accomplish this the author reviews what is meant by literacies in human society; examines the nature of the digital as a language; describes genuine digital literacy; and elucidates the sociopolitical importance of the growing digital illiteracy in global citizenry and how this might be addressed.

RESUMO: Pesquisar a inserção das tecnologias digitais da informação e comunicação nos contextos formativos envolve problematizar as percepções, apropriações e significações de professores e alunos sobre a questão. Este texto buscou identificar as produções científicas brasileiras (teses e dissertações) a respeito do letramento digital na formação de professores, realizadas entre os anos de 2010 a 2018. Utilizamos a revisão sistemática como procedimento metodológico, com o auxílio do software Parsifal. Pontuamos as seguintes equações para verificar nos trabalhos: quais objetivos de pesquisa essas produções revelam? Que perspectivas de letramento digital e quais procedimentos e instrumentos metodológicos os pesquisadores adotaram? Quais resultados dos processos de letramento digital trabalhados na formação de professores foram revelados? Como resultados, validamos 37 trabalhos, que apontam as configurações das propostas de formação com usos das tecnologias digitais que procuram responder às novas dinâmicas sociais para as quais os alunos-professores precisam estar aptos. De acordo com as pesquisas encontradas, os cursos de formação inicial ou continuada têm inserido as tecnologias digitais em suas práticas, mas as possibilidades de usos ainda são muitas. PALAVRAS-CHAVE: letramento digital; formação de professores; revisão sistemática.   ABSTRACT: Researching the insertion of digital information and communication technologies in the formative contexts involves problematizing teachers and students’ perceptions, appropriations and meanings about the issue. This text sought to identify the Brazilian scientific productions (theses and dissertations) regarding digital literacy in teacher education, between the years 2010 to 2018. We used the systematic review as a methodological procedure, with the help of the Parsifal software. We scored the following equations to verify the work: which research objectives do these productions reveal? What perspectives of digital literacy and what procedures and methodological instruments did the researchers adopt? What results of the digital literacy processes worked on in the training of teachers were revealed? As results, we validated 37 works, which point out the settings of training proposals with uses of digital technologies that seek to respond to the new social dynamics that student-teachers need to be able to. According to the research works found, the initial or continued training courses have lent themselves to insert the digital technologies, but the possibilities of uses are still many. Today the human being assumes a nomadic position in a ubiquitous society. It inhabits at the same time hyperspaces, characterized by the fluidity of communication mediated by emerging technologies of fast connection to the wireless networks, which contribute to interaction between people from both town and the small and little known village, even in the condition of displacement and ubiquity. The communicational ecologies in fluid spaces in hypermobility are a relevant aspect for the pedagogical use of Digital Information and Communication Technologies (DICT) in Distance Education (DE) since pedagogical actors, although geographically dispersed, can interact with each other. This study focuses mainly on the mapping and description of the pedagogical use of DICTs by the specialized tutors of the courses taught at EaD at the Pedagogical University of Mozambique - Delegation of Niassa (UPNI). For the empirical research, a survey was consciously and voluntarily answered by 30 tutors, 13 of which were from the AMA-Administration and Management Education, 11 from the BE-Basic Education course and 6 from the ET-English Teaching course. Among the participants in the survey half (50%) have between 31 to 40 years old. The results indicate high levels of satisfaction in terms of overcoming digital primary division rates and digital divide characterized by the possession by the subjects of the main computing devices and telecommunications with Internet access, access whose frequency ranges from weekly to daily. Considerable digital literacy was also observed in the use of digital technologies connected to the web through the exploration of software and web services by the participants, indicators evaluated as relevant for the pedagogical use of DICT in courses offered in the modality of Distance Education and more correlated to the cyberculture's time.

RESUMO:Neste estudo, abordamos algumas proposições a respeito da formação inicial e continuada de professores de língua portuguesa no que tange ao uso das tecnologias digitais de comunicação como estratégia para reelaboração e reconfiguração de suas práticas pedagógicas. As transformações tecnológicas e digitais que vêm ocorrendo na sociedade e que, consequentemente, atingem o interior das salas de aula têm interferido em nossas práticas pedagógicas e nas relações entre o ensinar e o aprender, exigindo de nós, professores, uma busca constante por formação. Diante disso, este texto tem por objetivo refletir sobre a temática das tecnologias digitais de informação e comunicação no processo de formação docente e sobre a concepção de letramento digital no processo mediador do ensino e da aprendizagem para os professores de língua portuguesa. Para tanto, apresentamos uma pesquisa de abordagem qualitativa, a partir de uma reflexão bibliográfica, tomando como aporte teórico os estudos de Castells e Cardoso (2005), de Coscarelli (2016), a respeito das tecnologias digitais, bem como das pesquisas de Soares (2012) e Xavier (2005) sobre letramento digital. Os estudos apontam para o aprimoramento na formação inicial e continuada dos professores, no caso, os de língua portuguesa, de modo a oferecer e a vivenciar situações de letramento digitalmente dentro e fora das salas de aula. PALAVRAS-CHAVE: letramento digital; Tecnologias Digitais de Informação e Comunicação; formação de professores de língua portuguesa; formação docente.   ABSTRACT:In this study we present some proposals regarding the initial and continuous training of Portuguese teachers in the use of digital communication technologies as a strategy for re-elaboration and reconfiguration of their pedagogical practices. The technological and digital transformations that have been occurring in society and which consequently affect the interior of the classrooms have interfered in our pedagogical practices and in the relationships between teaching and learning, requiring of us, teachers, a constant search for formation. The purpose of this text is to reflect on the subject of digital information and communication technologies in the teacher formation process and about the design of digital literacy as a resource in the mediation of teaching and learning for teachers of Portuguese language. For that, we present a qualitative research, based on a bibliographical reflection, taking as theoretical contribution the studies of Castells and Cardoso (2005), by Coscarelli (2016), regarding digital technologies, as well as Soares’s researches (2012) and Xavier (2005) on digital literacy. The studies point to the improvement in the initial and continuing training of teachers, in the case of Portuguese-speaking teachers, in order to offer and experience literacy situations digitally inside and outside classrooms. The objective of this study is to identify the current state of, and the prospects for, information and communication technologies (ICT) dissemination in rural areas in Ukraine in juxtaposition with other post-transition countries. The spread of ICT is discussed within the frame of economic, infrastructural, and social factors affecting rural areas in Ukraine since the post-communist transition period. Information and communication technologies may support the socio-economic development of peripheral areas in many ways—including rural ones. Dissemination of ICT contributes to the emergence of sources of income, equalizes education opportunities, and increases the attractiveness of rural areas. However, the rural—urban divide in the countries of Central and Eastern Europe and other former USSR countries is still remarkable and, as a type of structural inequality, should be better recognized. The source material is based on secondary data, which consists of selected literature on the subject of rural development in Central and Eastern European Countries, strategic documents, available reports and studies of international institutions, research from agencies, state documents and statistics, and research conducted by international and domestic NGOs. In reference to the paper’s objective, the method of content analysis was employed. Dissemination of ICT in rural areas in Ukraine is influenced by two groups of factors. The infrastructural divide concerning Internet access between rural and urban populations in Ukraine has been diminishing, but the issue of structural exclusion due to place of residence has still not been solved. As far as the social aspects of ICT dissemination in rural areas in Ukraine are concerned, the level of digital literacy among rural dwellers is significantly lower in comparison to urban residents. Rural areas are more exposed to the consequences of various aspects of digital exclusion.

Content analysis of 28 library and information science journals of the leading European countries has been conducted in the context of the current research. The thematic focus of these journals has been the priority of the research. Several thematic groups of library and information science journals have been identified. They include the journals that cover the following topics related to: 1) digital information; 2) development of information and communication technologies and their application in library practice; 3) library and information with the key topic of library and information management; 4) various types of communication. The conclusion has been made that scholarly interdisciplinary communication is expanding in the context of information society development. The analysis provides means for taking into account the trends in the leading European countries that help to evaluate and compare the performance of Ukrainian libraries and increase the level of professional knowledge and communication of library and information science professionals.

This research makes empirical tests of a Bourdieu concept for sociology of science: the social hierarchy of objects. Looking at the specific field of Education, the research sought to measure the position of Digital Information and Communication Technologies (DICT) within this hierarchy. To this end, we collected metadata of thesis defended in postgraduate programs in Education in Brazil with grade five and higher between 1996 and 2016. The data indicated the production by HEI and geographically. Also the keywords were analyzed in a Network and indicators of centrality and density were used to map the hierarchy of objects and, consequently, the distribution of scientific capital among them in the field. Empirical tests have shown that DICT and distance education, as necessarily mediated by a technology, have relevance within the field as a concentration of symbolic capital. The analysis showed that the Hierarchy formed by the technologies segment was denser than the total network and that there was a considerable weight for the distance education modality. Regarding the hierarchy of objects in the DE subfield, a certain autonomy was observed in relation to the complete field, since its objects turned to subjects more important to the modality related to the student. Finally, statements from other DE studies were compared with the research data that showed some quantitative divergences, but qualitative convergences emphasizing the same observed trends and corroborating the analyzes of this research.ResumoEsta investigação faz testes empíricos de um conceito de Bourdieu para a sociologia da ciência: a Hierarquia Social dos Objetos. Olhando para o campo específico da Educação, a investigação procurou mensurar a posição das Tecnologias Digitais de Informação e Comunicação (TDIC) dentro desta hierarquia. Para tanto, foram coletados metadados de teses defendidas em Programas de pós-graduação em Educação no Brasil com nota cinco e superior entre os anos de 1996 e 2016. Os dados indicaram a produção por IES e geograficamente bem como as palavras-chave foram analisadas em rede e indicadores de centralidade e densidade foram utilizados para mapear a hierarquia dos objetos e, por consequência, a distribuição de capital científico entre eles no campo. Os testes empíricos mostraram que as TDIC e também a EaD, por ter necessariamente mediação por uma tecnologia, têm relevância dentro do campo enquanto concentração de capital simbólico. As análises mostraram que a Hierarquia formada pelo recorte de Tecnologias chegava a ser mais densa que a rede total e que havia um peso considerável para a modalidade a distância. Sobre a hierarquia de objetos no subcampo EaD, observou-se uma certa autonomia em relação ao campo completo, pois seus objetos se voltavam a assuntos mais caros à modalidade relacionados ao aluno. The rapid development in the world of information and communication technologies makes it possible to say that now they are one of the most common ways of teaching. These technologies influence the formation of methods and methods of pedagogical activity, open up new opportunities for communication and obtaining information. Informatization and computerization of education acts as a component of the general trend of global processes of world development, as an initial information and communication basis for the harmonious development of the individual and social systemic information. Preparing a student for an active and fruitful life in a modern digital information society is one of the main tasks of the modern stage of modernization of the education system.

The article deals with a number of cultural and historical forms of implementation of the principle of coevolution of technologies and the semantic organization of society. Using Plato's cosmogony as an example, the use of numerical symbolism as a matrix of the divine creation of the world and the human soul is analyzed. The article analyzes the difference between technologies introduced by ancient Greek philosophers and the philosophy of Taoism in China, based on: 1) on the cultivation of natural processes, and 2) on giving the material substrate any arbitrary shapes. The role of this difference in the endowment of ethical characteristics and power functions of key mythological characters is shown. Using the example of the mythological symbolization of metallurgy and blacksmithing, the features of the archaic perception of complex technological processes are analyzed. On the example of the architectural design of the "Panopticon" by I. Bentham, one of the first social technologies and its role in the transformation of the concept of power and the ways of its implementation is considered. Various forms of realization of the idea of the panopticon with the help of digital information and communication technologies are analyzed.
