A Collaborative Model of Information Technology Strategic Plan for the Government Sector

Information Technology (IT) is strategic for organization management (Stair & Reynolds, 2005), although, many companies lack IT governance and planning, skilled people, defined and institutionalized methods and procedures, internal controls and indicators, and structures for agreement service levels and information security, legality, and economy. In this scenario, a minimum organization and control in the use of resources is needed to boost technical and administrative efficiency, with a focus on IT governance. An Information Technology Strategic Plan (ITSP) aims at discovering the resources and IT in an organization, to direct the technological and information architecture to its strategic objectives. The Brazilian Government issued a Normative Instruction (NI04) for public organizations to develop IT Strategic Plans so that they can purchase products and services. In order to help organizations develop, control and manage their ITSPs, a model was created that defines a set of auxiliary steps in the construction of the ITSP. Throughout this article we present an ITSP development and management model, its evaluation, and our conclusions.

Over the past decade, biometrics technology has evolved from a technology used primarily in forensics and a narrow scientific and technological field to an indispensable technology in public and private sectors expanding into areas calling for advanced security. Biometric technologies provide high levels of security and reliability to address requirements related to identification and verification of personal identities. In light of the ever increasing requirements for robust identity management, biometrics industry is evolving to play a central role in shaping the future economy. This article provides a comprehensive overview of biometrics technologies, its functions, areas of application, related international standards, and recent advances in the field. The second part of the article looks at the application of biometrics in the government sector worldwide, and the emerging pivotal role of biometrics in consolidating the foundations of the digital economies and sheds light on the experiences of the United Arab Emirates in deploying different advanced biometrics technologies in a wide range of applications. It also outlines the government plans to develop an identity management infrastructure to address multiple strategic objectives, some of which are related to revolutionizing public services and supporting the development of the digital economy.

This chapter investigates how the combination of savings and investments affects economic development and sustainability. This discussion aims to help to understand the role of savings as a support to growth, and how biasing individual decisions on consumption and debt via monetary policies can be a source of economic growth un-sustainability. Information technology helps to optimise the use of resources, but it even makes dangerous policies easier to implement. Section 1 shows theoretical insights into the contribution of savings to growth, and the concept of sustainability; section 2 focuses on the theories that better deal with the sustainability concern and investigates the role of information technology in monetary policy; section 3 shows the growing, positive contribution of e-money to growth and sustainability, and it suggests a new role for the government as advisor within an information-enhanced economy where information technology can play a prominent role; section 4 concludes.

AbstractImplementation of Information Technology (IT) governance which is expected to enable the optimization of IT resources in order to achieve the organiztion’s vision and mission. BPMPTSP Bone Bolango as one of the government organization has used IT for the process in permission services. In this research the first step is identify the objectives and processes from BPMPTSP. The second step is map the result from first step into COBIT 5 framework. The result from the mapping process is “Optimisation of IT Assets, Resources and Capabilities” in COBIT 5 which becomes the object of research. AbstrakImplementasi tata kelola Teknologi Informasi (TI) diharapkan menjadi suatu cara yang dapat dilakukan oleh organisasi dengan cara mengoptimalkan sumber daya TI untuk mencapai visi dan misi organisasi tersebut. Badan Penanaman Modal dan Pelayanan Terpadu Satu Pintu (BPMPTSP) Bone Bolango sebagai salah satu organisasi pemerintah, telah memanfaatkan TI dalam proses pelayanan perizinannya. Dalam penelitian ini dilakukan identifikasi terhadap tujuan dan proses TI di BPMPTSP Bone Bolango, kemudian dipetakan dengan kerangka tata kelola TI COBIT 5. Hasil dari pemetaan tersebut adalah proses TI “Optimalisasi Aset TI, Sumber Daya dan Kapabilitas” sebagai objek penelitian.

En la toma de decisiones de Tecnologías de Información (TI), es fundamental el apoyo de los diferentes tipos de marcos para el gobierno y gestión de TI de la misma empresa. Existen dos principales principios de gobierno que pueden aportar significativamente al buen desenvolvimiento de una empresa: conformidad y rendimiento. Es por esto, que el presente artículo presenta un estudio exploratorio de los soportes técnicos establecidos en los departamentos de tecnología de la información de la ciudad de Santa Rosa, provincia de El Oro en el año 2015-2016, en el cual se pretende verificar la aplicación de gobierno de las TI en las empresas seleccionadas. Los resultados que se obtuvieron evidencian claramente la escaza incorporación de gobierno de TI dentro de las empresas evaluadas, por lo que se recomienda su incorporación inmediata como una medida para garantizar servicios de calidad a sus clientes. AbstractIn the decision making of Information Technology (IT), the support of different types of frameworks for the government and IT management of the same company is fundamental. There are two main principles of government that can contribute significantly to the good performance development of a company: compliance and performance. That is why this article presents an exploratory study of the technical supports established in the information technology departments of the city of Santa Rosa, province of El Oro in the year 2015-2016, in which it is tried to verify the application of IT Governance in selected companies. The results obtained clearly evidenced the scarce incorporation of IT governance within the evaluated companies, therefore it is recommended its immediate incorporation as a measure to guarantee quality services to its clients.

In recent years, IT governance has made it possible for organizations to meet and realize their IT business value, and mitigate the risk associated with IT to fulfill different strategic objectives. However, the challenges for effectively governing an organization’s Information Technology (IT) remain a major concern for the Board and executive management in many organizations today. A number of researchers have attempted to develop holistic IT governance frameworks but there is still much room for improvement in fusing IT governance into one process. More considerable work is needed to further the understanding of IT governance, and to develop a successful holistic instrument of IT governance. The aim of this paper is to provide an understanding of IT/ Business decision-making based on IT governance perspective and offers more precise insights into how the decision of IT and IT governance correlate to investment. Most organizations are currently searching for methods and practices for the solution of decision-making, optimization of IT processes with a key of IT governance component. We proposed an instrument of ITG decision-making called ‘Effective ITG landscape’. It can help managers to have a good understanding of IT governance and provides guidance for IT governance implementing.

IT governance is the responsibility of the board of directors and executive management in the organization. This, is an integrated part of organizational governance and contains leadership and organizational structures and processes that ensure that IT organizations contain and support IT organizational strategies and objectives implemented through applications or systems in the organization will provide added value to everyone who uses IT such as staff, managerial and directors, therefore IT is very much needed by organizations because it can provide added value to the organization. Application of IT as a supporting instrument in the administrative process as well as providing useful information for all circles, so that it is in accordance with the goals previously set. This is to ensure the use of information technology that can truly support the expected IT goals while also taking into account the efficient use of resources and risk management as the basis for IT governance.
