E-Governance in the Developing World

E-Governance is a powerful tool for bringing change to the government process in the developing world. Mainly, e-governance operates at the cross roads between information and communication Technology (ICT) and Government Processes (GP). In order for successful implementation and maximize the impact, e-governance must be embedded and supported in the existing government processes by both politically and technically in the country. Bangladesh, as one of the countries of developing world, has been implementing various projects of installation and adaptation of e-governance with a view to ensuring the transparency and accountability of government processes since more than a decade ago. This article attempts to provide an overview on the existing state and impacts of e-governance in Bangladesh and revealed that Bangladesh has made remarkable progress over the years in the way of e-governance. However, more concentrations are needed in the country to expedite the successful implementation of initiatives for ensuring e-services.

Since Inpres No.3 of 2003 about policies and strategies for e-Government development, the Government institution was required to be able to take advantage of the progress of Information and Communication Technology (ICT) in order to improve the efficiency, effectiveness, transparency and accountability of government. The process of transformation towards e-Government was an effort to develop electronic-based government so as to optimize the utilization of ICT in general. Unfortunately, the e-Government developed merely indicate compliance with this policy, because without the quality. Various surveys had shown that Indonesia was still far behind in terms of adoption of e-Government (UNDESA, 2012). This plus the fact that most of the e-Government projects in developing countries, including Indonesia, where the failure rate of failure to achieve up to 85% while the success rate was only 15% (Heeks, 2003). However, there is no doubt there are some areas that successfully implement e-government initiatives. In this study, the authors aimed want to explore what factors determine the success of the implementation of e-Government. The study is descriptive in which the method used is a literature study related to success factors of e-Government implementation. From the results of the validation test based on expert opinion, obtained 15 success factors that must be accommodated to ensure the successful implementation of e-Government. Inter-rater reliability had also been tested with Cohen's Kappa and the approach showed satisfactory results (

This paper studies whether and how information and communication technology (ICT) changes self-construal and cultural values in a developing country. Ethiopian children were given laptops in the context of an ICT for development scheme. We compared children who used laptops (n = 69) with a control group without laptops (n = 76) and a second control group of children whose laptop had broken down (n = 24). Results confirmed that after 1 year of laptop usage, the children’s self-concept had become more independent and children endorsed individualist values more strongly. Interestingly, the impact of laptop usage on cultural values was mediated by self-construal (moderated mediation). Importantly, modernization did not “crowd out” traditional culture: ICT usage was not associated with a reduction in traditional expressions (interdependent self-construal, collectivist values). Theoretical and practical implications are discussed.

This paper has explored the role of information and communication technology ICT in academia and as well as the strategies used in propagating the available services in an academic library this is because tailor made information it is highly required so as to avoid wasting the precious time of academicians and this can be only achieving with the help of information and communication technology software, therefore, descriptive method was adopted in the methodology of this study.

<p>Market performance is important to the company's development. This study examines the determinant factors of market performance through information and communication technology (ICT). The probability and simple random sampling methods were used to determine the sample. Furthermore, the research instrument was the questionnaire distributed personally to the respondents. The results show that the market performance of used car showroom MSMEs in the Malang was determined both directly and indirectly by information quality, eReadiness, use of ICTs, and market orientation, which is more dominant. The use of ICTs and market orientation fully and partially mediates the information quality and eReadiness on market performance, respectively.</p>

Pemanfaatan Teknologi Informasi dan Komunikasi (TIK) bagi petani dalam mengakses kredit masih rendah. Hal ini ditunjukkan oleh rendahnya aksesibilitas petani terhadap program-program kredit. Informasi-informasi yang berkenaan program pembiayaan/kredit dari pemerintah belum diperoleh petani secara merata. Bahkan, seringkali informasi tersebut tidak diperoleh sama sekali. Di samping itu, petani masih beranggapan bahwa program-program kredit yang ditawarkan oleh lembaga formal memiliki prosedur yang panjang, sulit dan berbelit-belit. Oleh karena itu, seringkali petani pada akhirnya memilih untuk memperoleh modal dari kredit yang ditawarkan oleh lembaga nonformal, meskipun dengan bunga yang tinggi. Teknologi Informasi dan Komunikasi (TIK) dapat menjadi solusi untuk meningkatkan akses petani terhadap program pembiayaan/kredit dari pemerintah. Hal ini juga perlu diupayakan oleh pemerintah sebagai peningkatan pelayanan publik bagi petani (e-Government). Dengan memanfaatkan Teknologi Informasi dan Komunikasi (TIK), diharapkan dapat membuka akses petani terhadap berbagai informasi terkait program kredit dari pemerintah serta dapat pula membantu petani untuk memperpendek prosedur yang harus dilalui dalam memperoleh kredit. Selama ini pemanfaatan Teknologi Informasi dan Komunikasi (TIK) pada sektor pertanian, sebagian besar masih terfokus pada informasi seputar teknologi budidaya dan pemasaran hasil pertanian. Sehingga diperlukan perhatian khusus dari pemerintah untuk memberikan layanan dan informasi terkait kredit bagi petani.   Utilization of Information and communication Technology (ICT) for farmers in accessing credit is still low. This is addressed by the low accessibility of farmers to funding / credit programs from the government that has not been obtained evenly. In fact, often the information is not obtained at all. Besides that, farmers still think that credit programs offered by formal institutions have a long, difficult, and complicated procedure. Therefore, often farmers ultimately choose to obtain capital and credit offered by non-formal institutions, even with high interest rates. Information and communication technology (ICT) can be a solution to improve farmers' access to government financing or credit programs. It also needs to be pursued by the government as an increase in public services for farmers (e-government). By utilizing information and communication technology (ICT), farmers are expected to be able to open access to various information related to credit programs from the government and can also help farmers to shorten the procedures that must be passed in obtaining credit. During this time the use of information and communication technology (ICT) in the agricultural sector is still largely focused on information about cultivation technology and marketing of agricultural products so that special attention is needed from the Government to provide services and information related to credit for farmers.

Globalization is the increasing interaction of peoples, states or countries through the growth of the global trade, international flow of capital, ideas and culture. The paper discusses how privatization of public corporations and invention of information and communication technology (ICT) lead to the retrenchment and casualization of public servant. The aim of this study is to examines the impact of globalization on the public servant in Nigeria. The methodology involves the use of secondary data, through a systematic literature review which entails the document analysis of related matters. The findings reveal that globalization infringes on the right of a public servant by making them vulnerable without job security. The paper concludes that government must stop unfair labor practice such as retrenchment and casualization of workers, and improve good working conditions to make public servant more productive.
