Using Analytical Network Process Decision Methodology to Analyze and Allocate Resources in the U.S. Army Training Support System

Deciding on an appropriate training solution mix at the strategic level of U.S. Army training support system enterprise to support warfighter preparation is a complex matter. One of the most important problems is integrating qualitative and quantitative multiple sources of influential information. There are many goals to accomplish while they are constantly changing. However, the best training solution mix option that both minimizes resource impact and maximizes training throughput must be selected. The objective of this paper is to introduce a decision-making methodology based on the Analytical Network Process (ANP) for the U.S. Army Training Support System (ATSS). The methodology assists in the evaluation of training alternatives to help strategic decision makers to select the best mix of training components and strategies. An application of the proposed methodological framework is performed in real world example. The problem involves deciding the right mix of training solutions for urban operation training among a group of selected options.

Today, online shops are in great demand by the people of Indonesia. Lazada, Shopee, Buka Lapak are a number of online stores that are quite popular in Indonesia. Students of the Ganesha Polytechnic are a small part of Indonesian people who are interested in buying at online stores. There is an increase and discussion among the Polytechnic students of Ganesha, in this case the difference is comparing which shops are the best. This debate is the purpose of this study. SuperDecisions is a decision support system which is an important requirement in the process of selecting the best online store. In the process of selecting a store, researchers also dare to use the Analytical Network Process (ANP) method as a problem modeling for complex results. The results of applying the ANP method to Shopee's decision process are the best online stores according to 3.80 Ganesha Polytechnic students, followed by Buka Lapak weighing 3.73 and Lazada with a weight of 2.47

Transportation costs have an important effect on companies’ competition capability in various sectors. To realize a positive effect, transportation industry should provide some specific performance criteria related with the economical efficiency and service quality. Also an increase in this performance degree depends on the obtaining optimum results of using the logistical resources in a convenient manner by the specialized logistics service providers. In this study, considering the effects of transportation modes on constituting a methodology that is interested in a strategic subject like constructing a transportation network is emphasized. In the process of selecting the most convenient transportation modes, all the required criteria are determined considering the related literature and the opinions of the experts. Then the analytical network process methodology is used to solve this selection problem. The close relationship between the transportation modes that will be used among the points in the network and the points that will be used for short storages and transshipment activities is considered. And the analytical network process is again used to select the most convenient ones among the alternative port locations. After decision making on these two important points, optimizing the freight flow among the supply chain by choosing the right transportation modes at each stage is aimed. To realize that optimization, the aims of decision makers from different levels or from different functional areas are satisfied by using the multilevel programming technique. Finally, the proposed methodology is applied on a transportation project of a logistic service provider, which gives service in a multimodal, multicommodity, multilevel and multiechelon transportation network.

Employee assessment is needed in evaluating performance and granting rewards to employees. PT. Kupu-Kupu Taman Lestari conducts an employee performance appraisal using Microsoft Excel. The growth of employee data and assessment variables resulted in the calculation method that was carried out could not provide employee ranking information quickly. The application of Microsoft Excel in processing employee valuation data has weaknesses in data documentation. The purpose of this study is the company has a website-based decision support system that makes it easy for companies to get employee performance appraisal information. The employee performance data ranking method used is the Analytical Network Process (ANP) and the performance evaluation criteria are prepared based on the Behaviorally Anchor Rating Scale (BARS) approach. BARS is used in determining criteria along with a scale of behavior that represents the performance of each criterion. ANP is used to process data of importance between criteria so that it can produce criteria weights based on a comparison between criteria. The results of this study are website-based decision support systems that can be accessed by company management via a web browser. System testing is built based on testing manual calculations with the system and testing the user's system according to the McCall model. The system calculation test shows that the system has produced the same calculation value as the manual calculation. System user testing shows that the system built meets user needs, displays information according to user input correctly, is safe from unauthorized parties, and the system is easy to use.

Pemilihan supplier merupakan salah satu keputusan strategis dalam manajemen rantai pasok yang berpengaruh terhadap peningkatan keunggulan kompetitif suatu perusahaan. Setiap pabrikan perlu memiliki kriteria standar dalam pemilihan supplier sesuai dengan kebutuhan perusahaan. Tujuan dari penelitian ini adalah mengetahui kriteria-kriteria yang paling berpengaruh dan urutan alternatif supplier Rail Pad 158-7 terbaik yang bisa digunakan untuk menjadi bahan pertimbangan oleh PT. Pindad (Persero) dalam memilih supplier di masa yang akan datang. Bobot dan prioritas kriteria yang diuji dengan Metode Analytical Network Process (ANP) juga dimaksudkan untuk memunculkan hubungan timbal balik yang saling berpengaruh antar kriteria. ANP dapat digunakan untuk membantu membuat keputusan untuk memilih supplier dan untuk mengelola kinerja rantai pasokan. Makalah ini menunjukkan kriteria yang mempengaruhi keputusan pemilihan suatu supplier yaitu faktor biaya, delivery, kualitas, dan service sebagai prioritas utama produksi perusahaan. Adapun jika terdapat perbedaan maka perbedaan perspektif dipengaruhi oleh tingkat minat dan tanggung jawab yang berbeda. Perbedaan penilaian ini membentuk dasar pengambilan keputusan dan kebijakan strategis rantai pasokan sesuai dengan kondisi perusahaan. Abstract [Analysis of Supplier Selection Using Analytical Network Process (ANP) Method in Procurement of Rail Pad 158-7 Components (Case Study: PT. Pindad (Persero))] Supplier selection is one of the strategic decisions in supply chain management that affects the improvement of a company's competitive advantage. Each manufacturer needs to have standard criteria in the selection of suppliers according to company needs. The purpose of this paper is to find out the most influential criteria and the best alternative order of Rail Pad 158-7 suppliers that can be used as a material for consideration by PT PINDAD (Persero) in selecting future suppliers. The weight and priority of the criteria tested by the Analytical Network Process (ANP) Method are also intended to bring up mutually influential relationships between criteria. ANP can be used to help make decisions to choose suppliers and to manage supply chain performance. This paper shows the criteria that influence a supplier selection decision, which are cost, delivery, quality, and service as the main priority of the company's production. As for if there are differences, differences in perspective are influenced by different levels of interest and responsibility. This difference in valuation forms the basis of supply chain strategic decision-making and policy according to company conditions.Key words: ANP; Criteria; MCDM; Supplier

Agricultural value added can be increased through with off farm agribusiness, one of wich is horticultural commodities such as zalacca fruit to increase the price of the commodity. There are must be post harvest handling such as processing of zalacca juice by Women Farmer Group (KWT) Mekarsari in Kupangan Village of Wonosobo Regency. Some obstacles experienced by wire Mekarsari doing zalacca juice processing business include the skill of human resources that are have low skill, quality products are not durable and product marketing is still low. The purpose of this research is to establish priorities for the development strategy zalacca juice processing business in Kupangan Village Wonosobo Regency. This research uses Analytical Network Process (ANP) method with use Super Decision software. ANP can accommodate the interrelationship between criteria or between alternatives where there is a linkage in one element (inner dependence) and the interrelationship between different elements (outer dependence). ANP analysis results show there are three alternative business development processing of the zalacca juice of KWT Mekarsari produces aspects of product quality as the top priority and the right strategy to improve the quality of long lasting zalacca juice products. Recommendation strategy to improve product quality is the highest priority strategy, is 0.4764. Nilai tambah pertanian dapat ditingkatkan melalui agribisnis di luar pertanian, salah satunya adalah komoditas hortikultura seperti buah salak untuk meningkatkan harga komoditas tersebut. Harus ada penanganan pasca panen seperti pengolahan jus zalacca oleh Kelompok Tani Wanita (KWT) Mekarsari di Desa Kupangan, Kabupaten Wonosobo. Beberapa kendala yang dialami oleh kawat Mekarsari dalam melakukan bisnis pengolahan jus zakat antara lain keterampilan sumber daya manusia yang memiliki keterampilan rendah, produk berkualitas tidak tahan lama dan pemasaran produk masih rendah. Tujuan dari penelitian ini adalah menetapkan prioritas strategi pengembangan bisnis pengolahan jus zakat di Desa Kupangan Kabupaten Wonosobo. Penelitian ini menggunakan metode Analytical Network Process (ANP) dengan menggunakan perangkat lunak Super Decision. ANP dapat mengakomodasi keterkaitan antara kriteria atau antara alternatif di mana ada keterkaitan dalam satu elemen (ketergantungan dalam) dan keterkaitan antara elemen yang berbeda (ketergantungan luar). Hasil analisis ANP menunjukkan ada tiga alternatif pengembangan bisnis pengolahan jus zalak dari KWT Mekarsari menghasilkan aspek kualitas produk sebagai prioritas utama dan strategi yang tepat untuk meningkatkan kualitas produk jus zalacca yang tahan lama. Strategi rekomendasi untuk meningkatkan kualitas produk adalah strategi prioritas tertinggi, yaitu 0,4764.

Vocational schools that have been licensed from BNSP to LSP P1 (first party professional certification institute) are schools that have been able to carry out their own competency certification exams for their students and later a competency assessor who will test and declare the eligibility of the students, competency assessors are productive teachers who have participated in and been given training by the government, in that training the schools choose from the number of productive teachers from each department to become competency assessor trainees in accordance with predetermined criteria so a decision support system is needed so there is no gap in the selection of productive teacher assessor training participants, a vocational school that has become a P1 LSP must have a competency assessor and is a requirement to be a P1 LSP. one of the solutions to the problem is the right one by using the Decision Support System (SPK). Decision Support System (DSS) can help the school in making the decision to choose the productive teacher of the appropriate assessor training and improve the efficiency of the decision. The Extended Promethee II (EXPROM II) is a development of the Promethee II method based on the ideal and anti-ideal solution. Promethee II itself is a method of making decisions on the function of preferences with problems through an outranking approach (ranking) or is a multicriteria analysis, comparing one alternative to another and calculating the alternative gap in pairs so as to produce an output that is alternative ranking based on the highest value.Keywords: Competitive Assessor LSP P1, SPK, The Extended Promethee II

In June 2008, the U.S. Supreme Court ruled that the Second Amendment to the U.S. Constitution guarantees an individual the right to keep and bear arms. Two years later, this decision was also made applicable to state and local governments. Today, seven U.S. states have provisions allowing the carrying of concealed weapons on their public senior high school campuses. This article, introduced by a brief comment on the Second Amendment’s legal and academic history, traces several recent developments of legal change. It discusses relevant arguments and attitudes towards guns on campus, and explores issues of future concern for public colleges and universities within the realm of firearms and campus safety.

This paper presents an analysis and critique of the U.S. government's current emphasis on human rights; and (a) its limited focus on only some civil and political components of the original U.N. Declaration of Human Rights, and (b) its disregard for economic and social rights such as the rights to work, fair wages, health, education, and social security. The paper discusses the reasons for that limited focus and argues that, contrary to what is widely presented in the media and academe: (1) civil and political rights are highly restricted in the U.S.; (2) those rights are further restricted in the U.S. when analyzed in their social and economic dimensions; (3) civil and political rights are not independent of but rather intrinsically related to and dependent on the existence of socioeconomic rights; (4) the definition of the nature and extension of human rights in their civil, political, social, and economic dimensions is not universal, but rather depends on the pattern of economic and political power relations particular to each society; and (5) the pattern of power relations in the U.S. society and the western system of power, based on the right to individual property and its concomitant class structure and relations, is incompatible with the full realization of human rights in their economic, social, political, and civil dimensions. This paper further indicates that U.S. financial and corporate capital, through its overwhelming influence over the organs of political power in the U.S. and over international bodies and agencies, is primarily responsible for the denial of the human rights of the U.S. population and many populations throughout the world as well.
