The term biometrics is derived from the Greek words: bio (life) and metrics (to measure). “Biometric technologies” are defined as automated methods of verifying or recognizing the identity of a living person based on a physiological or behavioral characteristic. Several techniques and features were used over time to recognize human beings several years before the birth of Christ. Today, this research field has become very employed in many applications such as security applications, multimedia applications and banking applications. Also, many methods have been developed to strengthen the biometric accuracy and reduce the imposture errors by using several features such as face, speech, iris, finger vein, etc. From a security purpose and economic point of view, biometrics has brought a great benefit and has become an important tool for governments and institutions. However, citizens are expressing their thorough worry, which is due to the freedom limitations and loss of privacy. This paper briefly presents some new technologies that have recently been proposed in biometrics with their levels of reliability, and discusses the different social and ethic problems that may result from the abusive use of these technologies.

Public relations and social media are basically based on communication. Changing the order of communication along with the development of new technologies affected all fields of work as well as the field of public relations with the implementation of new practices and tools. Social media applications, which are included in public relations studies, have entered the research field of academic studies on this occasion. In this manner, the subject of this study has been carried out in Turkey and named "public relations" with the concept of "new media" or "social media" concept constitutes the graduate theses. The aim of this research in public relations axis graduate of surveys conducted in Turkey in social media and taking in conjunction with new media concepts to what extent to put forth that takes place in the general population and post is to establish a general map of this thesis. The bibliometric analysis method was used in this study. From this point of view, the year of the thesis, the title and thesis advisor, university and department, the research method, the data collection method of this research, the number of pages and keywords categories were created and the data of the theses were recorded. In the first stage of the analysis, 41 theses containing the words public relations and social media were reached, and 13 theses containing the words public relations and new media in the second stage. It was determined that 54 theses obtained as a result of these scans were carried out between the years 2006-2020. It has been determined that there are 11% of 577 graduate theses, which are in the general universe between these years and have the concept of public relations in their names. As a result of the analysis made, it was determined that the graduate theses with the words social media or new media in their names together with the words of public relations are highly postgraduate thesis. It has been revealed that these theses were published by 31% of Marmara University and 67% were studied in the Public Relations and Publicity Department. In addition, it was determined that the content analysis method was preferred as the data collection technique in these theses with a rate of 63%. In addition, 214 keywords were reached in theses, and it was recorded that ring relationships came in the top rank with 53 frequencies and 25% of these keywords.

The energy system of Ukraine, as well as the world power industry now in a phase of change related to the deterioration of the environment, a large number of new technologies and a change in global geopolitics. Thus, there is a need for quick decision-making when introducing new products, technologies and methods. The article proposes a modern approach to solving key strategic issues at the enterprise. A comparative analysis of existing classical methods of making management decisions is made and a number of advantages of the author's method are revealed. In this article, with the help of the proposed method, the feasibility of introducing a discrete heating system in the village is determined. In order to achieve this goal, the structure of the heat sources used in the settlement is determined, an analysis of the users of heating and comparison of the prices for heat energy is obtained using natural gas, pellets and a discrete heating system. The next step is to compare all sources of heat energy by the three main weighting criteria that most accurately reflect their quality. The preliminary expression of each criterion in a numerical dimensionless expression allows us to obtain a decision to make an optimal decision by graph-analytical method. This allows us to determine the main factors influencing the object of research and the decision making decision to three equally weighted coefficients: energy, ecology, economics. The obtained indicators are the faces of a triangular diagram, which forms the general plane within which all investigated objects or processes are located. The next step is to determine the field of satisfactory results, which has a flexible system of construction, which accurately shows the limits, taking into account the conditions of a specific task and goals. The triangular diagram has a visually accessible structure, so it is easy to understand to untrained people. As can be seen from the rating, the use of mobile heat supply with mobile battery is the most advantageous. Sources of heat supply on wood used as fuel, the most attractive from an economic point of view, however, lose to other sources of heat from the ecological and energy point of view.

The article deals with the rationalization of the production of shaped inserts for casting rotors. The theoretical part describes the characteristics of shaped inserts for rotor casting, die casting technology, analysis of the existing technology of production of shaped inserts. The main part of the article is focused on the proposed technological process of production, comparison of existing and proposed process. The article concludes with a technical and economic benefit of the proposed solution and evaluation of the work. Rationalization of production has its justification in the development of the company and thus improve competitiveness in the market. These interventions in production offer the possibility of using new technologies that are beneficial both from an economic point of view and to improve working conditions. The article focuses on the description of the existing technology, its evaluation and subsequent processing of a new technological process.

ABSTRACT Objective: The present article aims to discuss the risks inherent the new technologies, especially nanotechnology, to the environment and, consequently, to human beings. From this point of view, it presents the evidence of risks pointed out by scholars as well as the discussions already performed at an international level considering their necessary and emerging regulation. Methodology: This article uses the methodology of literature survey and a systemicconstructivist framework to approach the risks, in the light of Niklas Luhmann’s concept of society of risk to discuss why nanotechnological risks should be taken into account. Results: The investigation has as conclusion that, despite the clear evidence of risks, so far there has been no regulation aiming at the development of this technology with investments in safety for the purpose of controlling environmental and human risks. Important issues must be taken into account in the national internal development of a “nanolaw”. Contributions: As a contribution, this paper discusses some of the main events already held at an international level focusing on the regulation of nanotechnology for its safe development with regard to the environment and human beings. At these events reports were issued supporting the need to share information and also to enter into an international agreement on safety measures designed to face nanotechnologial risks by implementing risk management. Keywords: Nanotechnology; risks; human rights; regulation. RESUMO Objetivo: O presente artigo tem como objetivo discutir os riscos inerentes às novas tecnologias, principalmente a nanotecnologia, ao meio ambiente e, consequentemente, ao ser humano. Sob esse ponto de vista, apresenta evidências de riscos apontados pelos acadêmicos, bem como as discussões já realizadas em âmbito internacional, considerando sua regulamentação necessária e emergente. Metodologia: Este artigo utiliza a metodologia de pesquisa bibliográfica e uma estrutura sistêmico-construtivista para abordar os riscos, à luz do conceito de sociedade de risco de Niklas Luhmann para discutir por que os riscos nanotecnológicos devem ser levados em consideração. Resultados: A investigação tem como conclusão que, apesar da clara evidência de riscos, até o momento não há regulamentação voltada ao desenvolvimento dessa tecnologia com investimentos em segurança para fins de controle de riscos ambientais e humanos. Questões importantes devem ser levadas em consideração no desenvolvimento interno nacional de uma “nanolaw”. Contribuição: Como contribuição, este artigo discute alguns dos principais eventos já realizados em âmbito internacional, com foco na regulamentação da nanotecnologia para seu desenvolvimento seguro em relação ao meio ambiente e aos seres humanos. Nesses eventos, foram emitidos relatórios de apoio à necessidade de compartilhar informações e também de um acordo internacional sobre medidas de segurança projetadas para enfrentar riscos nanotecnológicos através da implementação do gerenciamento de riscos. Poverty is one of the goals of the concept of sustainable development. Sustainable Development itself has many indicators such as economic, social, cultural, environment, etc. But in this study, the authors take only a few factors from an economic point of view. Economic growth, open unemployment rate, regional imbalance rate and human development index are some factors that are considered to describe poverty level in East Java Province. This research uses Fixed Effect (FEM) model panel data regression in 38 regencies/cities in East Java Province in 2011-2015. The results of this study indicate that the variables of economic growth and open unemployment variables have no significant effect in describing the level of poverty in East Java. While the variable level of regionalimbalance and variable of HDI have the significant effect on poverty in East Java. Therefore, to achieve sustainable development goals (SDGs), the reduction of poverty in various regions requires a balance of social and economic, not only through the increase of high economic growth but must be accompanied with equitable distribution of income distribution so that the level of regional inequality is smaller and by improving the quality of resources human beings through Human Development Index (HDI) in each region.

Pollution derived from transportation systems is a worldwide, timelier issue than ever. The abatement actions of harmful substances in the air are on the agenda and they are necessary today to safeguard our welfare and that of the planet. Environmental pollution in large cities is approximately 20% due to the transportation system. In addition, private traffic contributes greatly to city pollution. Further, “vehicle operating life” is most often exceeded and vehicle emissions do not comply with European antipollution standards. It becomes mandatory to find a solution that respects the environment and, realize an appropriate transportation service to the customers. New technologies related to hybrid–electric engines are making great strides in reducing emissions, and the funds allocated by public authorities should be addressed. In addition, the use (implementation) of new technologies is also convenient from an economic point of view. In fact, by implementing the use of hybrid vehicles, fuel consumption can be reduced. The different hybrid configurations presented refer to such a series architecture, developed by the researchers and Research and Development groups. Regarding energy flows, different strategy logic or vehicle management units have been illustrated. Various configurations and vehicles were studied by simulating different driving cycles, both European approval and homologation and customer ones (typically municipal and university). The simulations have provided guidance on the optimal proposed configuration and information on the component to be used.

The Region of Arica and Parinacota is characterized as an agricultural region located in Atacama Desert at the extreme north of Chile. Its agriculture has allow developing the economy of pre- and post-Hispanic communities, which have been settled since colonial times at different locations in the region. This article is focused on how Aymara communities of Lluta Valley and Precordillera of Arica and Parinacota Region have been included as part of Chilean population, particularly, from social and economic point of view. Furthermore, a characterization of agronomic aspects of the main towns of this zone, and commercialization of agricultural and livestock is included. It must be considered that the evolution of this region would have an important impact in the safeguard on endemic flora and fauna so that it is imperative to protect the genetic heritage of local species and to promote new technologies which allow the production of commercial products from Arica and Parinacota Region.

This paper summarizes the discussion on anthropological approaches to the study of the interface of human body and technologies. Employing the concept of ‘hypocognition’ suggested by Robert Levy, the author describes the search for the conceptual tools necessary to create interdisciplinary dialogue in this new research field. In addition to a brief overview of this search and the resulting discussion, the paper argues with the traditional approach to the human body and technologies as separate phenomena. As new technologies interact with the human body in new and intricate ways, and influence human beings, societies, and cultures across the world, their study must become part and parcel of anthropology, which has so far focused on tradition and paid less attention to innovations.
