In order to solve the problem of differential settlement, seepage flow and stability between the new and old dam boundary in capacity increasing of the plain reservoirs, the comparative analysis on the stability of the dam slope with different methods on dealing with the new and old dam boundary was performed by numerical simulation with FLAC3D. The result shows that combining the new and old dam by using geogrid indicates superiority for reducing differential settlement, improving the dam stability and safety, etc. In the meantime, on the basis of actual site investigation and theoretical analysis, combined with the requirements of design, construction and management in capacity increasing of the plain reservoirs, the key construction technology was put forward and widely applied foreground, which can improve the quality of the construction, reduce engineering disease and provide references for capacity increasing engineering of in plain reservoirs.

For analyzing and evaluating the deformation features of channel goaf foundation and its effect on superstructure, according to the foundation reinforcement engineering of Ji-Liang Channel Check Gate, the comparative analysis on the differential settlement between the unfavorable foundation and natural foundation was performed by numerical simulation with FLAC3D. The computer results showed that the present foundation had obvious effect on the stability and security of the superstructure, so the engineering treatment are needed. Based on technical-economic comprehensive analysis among three treatment methods for strengthening the channel golf foundation with different kinds of filling, the reasonable method is put forward in this paper. By comparing mechanical characteristic of flashboard in channel goaf before and after strengthening, we confirmed the foundation stability of channel goaf and the security of the ground building which can satisfy the long term usage requirements.

Self-excited vibrations significantly reduce the milling productivity, deteriorate the quality of machined surface and tool life. One of the ways to avoid these vibrations is to modify the cutting parameters based on the stability analysis results. A method of numerical simulation of self-excited vibrations in the time domain can be used for this purpose. A comparison of numerical simulation results with those from experiments conducted using a milling machine is presented. The results confirm the correctness of applied modeling.

Indirect taxes play an important role in the Russian tax system, one of which is VAT. Value added tax is one of the most complex taxes in the Russian tax system. The article is devoted to the study of changes in budget income from the increased VAT rate. A comparative analysis of changes in budget income from an increased VAT rate is carried out. The list of basic and special indicators of changes in budget income from the increased VAT rate has been clarified. Particular attention is paid to the facts that have a significant impact on changes in budget income with an increased VAT rate. VAT is capable of ensuring the stability of the entire Russian system of public finance in the long term, not to mention the fact that stability is especially important in a crisis. Therefore, any steps to change the tax, especially in the direction of increasing, should be carefully calculated from all possible points of view, and not only from the side of additional income to the budget. In this regard, the objectives of this study are to determine the significance of factors affecting the quality of VAT administration, to identify the main constraints that reduce the efficiency of VAT collection in the OECD countries and Russia, and to develop recommendations for improving the quality of VAT administration in Russia.

Otitis media is one of the most common infectious diseases of the middle ear in preschool age, but its relationship with vestibular dysfunction remains controversial. The aim of the study was to carry out a comparative analysis of stabilometric indicators of preschool children with suppurative and non-suppurative otitis media. Materials and methods: 22 children with suppurative otitis media and 22 children with non-suppurative otitis media at the age from 4 to 7 years were examined by the method of static stabilometry on the device “MPFI Stabilograph 1” (LLC "ASTER IT", Kharkov, Ukraine). We took into account the indices of variation and distribution of the center of pressure, spectral and correlation indices of the stabilogram, as well as integral indices of stability (length, velocity and angle of postural oscillations) and the quality of the balance function in two sensory states (open and closed eyes), which were calculated in the software providing StabiliS. Results. In children with non-suppurative otitis media, the coordinates of the center-of-pressure corresponded (7.04 [2.16–10.09]; -1.14 [-28.90–9.11]), and with suppurative otitis media – (7.04 [3.30–16.16]; -13.72 [(-25.17)–(-10.30)]) with closed eyes. The averaged figure of the projection of the center-of-pressure in the test with eyes closed is actually represented by a circle in both groups, but with open eyes it is represented by an ellipse, which, in case of non-suppurative otitis media, is stretched along the sagittal axis, and in case of suppurative otitis media, along the frontal axis. In both sensory states, children with non-suppurative otitis media were characterized by large (p≤0.05) values of KurtosisX, Length and lower (p≤0.05) values of CC0X, Pup2Sigma compared with non-purulent otitis media. Conclusions: In preschool age, suppurative otitis media more significantly disrupts the balance function compared with non-suppurative otitis media, which was manifested by a significant decrease in the stability of the main stance and the predictability of oscillatory movements compared with non-suppurative otitis media

Xinchang tailings dam is used as an object and the software named Slide is utilized to operate numerical simulation, and then the three conditions (normal operating mode, flood conditions, the special conditions) of tailings dam are analyzed to determine the stability. The conclusions are as follows: tailings dam have been built to 80m height, both to meet regulatory requirements, so the dam is stable; but if continue to increase the height to 85m, tailings dam stability coefficient reduced to special conditions 1.032, less than the standard value 1.05, does not meet the national regulatory requirements, the maximum limit of a height of about 80m.

As a new material, the warm mix asphalt retardant asphalt mixture has its particularity in material design, construction proportion, mixture preparation and on-site paving. This paper summarized the construction process and site construction quality inspection requirement of the warm mix asphalt retardant asphalt mixture through tracking research on-site based on the real engineering. It was shown that the road environment quality of using warm mix retardant asphalt was significantly better than normal hot mix asphalt, asphalt smoke, benzene soluble and Benzopyrene decreased 91.47%, 97.05% and 80.11% respectively. Warm mix asphalt retardant asphalt mixture had a low mixing and compaction temperature. When used in the tunnel pavement, it could not only greatly reduce harmful gas emissions in the process of construction, improve construction environment in tunnel, improve the air transparency in tunnel, be convenient for construction quality management, but also can improve the fire resilience of the tunnel pavement after be put into operation. It had broad application prospect in the tunnel pavement.

The criteria of the coordinate measurements quality at pilot-experimental production based on contemporary methods of quality management system and traditional methods of the measurements quality in Metrology are considered. As an additional criterion for quality of measurements, their duration is proposed. Analyzing the problem of assessing the quality of measurements, the authors pay particular attention to the role of technological heredity in the analysis of the sources of uncertainty of coordinate measurements, including not only the process of manufacturing the part, but all stages of the development of design and technological documentation. Along with such criteria as the degree of confidence in the results of measurements; the accuracy, convergence, reproducibility and speed of the results must take into account the correctness of technical specification, and such characteristics of the shape of the geometric elements to be controlled, such as flatness, roundness, cylindrical. It is noted that one of the main methods to reduce the uncertainty of coordinate measurements is to reduce the uncertainty in the initial data and measurement conditions, as well as to increase the stability of the tasks due to the reasonable choice of the basic geometric elements (measuring bases) of the part. A prerequisite for obtaining reliable quality indicators is a quantitative assessment of the conditions and organization of the measurement process. To plan and normalize the time of measurements, the authors propose to use analytical formulas, on the basis of which it is possible to perform quantitative analysis and optimization of quality indicators, including the speed of measurements.
