In recent years, with the global climate issue and the contradiction between energy environment and economic development becoming increasingly prominent, Shenzhen International Low-carbon City, as the flagship project of China-EU Strategic Cooperation on Sustainable Urbanization, aims at exploring new ways to realize low-carbon development models, while low-carbon development policy is one of the key factors. This paper firstly introduces the background of the Shenzhen International Low-carbon City Project, then summarizes advanced experience and gives experience reference in low-carbon development policy of the developed regions worldwide, and finally puts forward relevant countermeasures and suggestions.

Under the circumstances of the changing of global climate, low-carbon city has been pursued all over the world. Associated with the overall situation of Nanchang, this paper makes a fully understanding of the features of Nanchang, such as low-carbon idea, low-carbon economic, low-carbon landscape, and so on. Based on constructing new system of low-carbon traffic, new image of low-carbon building, demonstration area of low-carbon development and low-carbon community cooperatively, we propose planning of low-carbon features of Nanchang.

A general consensus has been developed to proactively address climate change and promote green and low-carbon development in the international community. China, as a responsible major developing country, takes green and low-carbon development not only as its due international obligation to tackle global climate change, but also a priority in the implementation of the “Five Key Concepts for Development” ( http://keywords.china.org.cn/2016-03/01/content_37907679.htm ) and the realization of the “Two Centenary Goals” ( http://www.china.org.cn/china/china_key_words/2014-11/18/content_34158771.htm ). In this paper, the author reviews the major progress in tackling climate change worldwide in recent years, explores the nature of climate change based on the experiences of developed countries and China’s choice of development path, and analyzes China’s achievements and future development potential in green and low-carbon development.

Low-carbon city provide both opportunity and challenge for landscape architecture. Urban green space planning and design are the most important way to achieve the landscape adaptive to globe climate change. In this paper, we introduced importance and significance of urban green space in low-carbon landscape, and reviewed many new design solutions, such as construction of green infrastructure, protection of natural vegetation and ecosystems, use of phytoremediation and application of urban productive landscape. Via innovative design solution and ecological principle, landscape architects would create a substantially new aesthetics to ensure the survivance of humanity.

Due to the impact of climate change, the development of low-carbon economy and building a low carbon city has become one of the optimal mode of urban development in the future. This paper first describes the related concepts of low-carbon cities, introduces the status of the development of low carbon cities in Shandong Province, identify the favorable conditions and unfavorable factors of the development of low carbon cities in Shandong Province, and finally put forward countermeasures and suggestions. This article points out that Shandong Province should improve the low - carbon policies and systems, build a legal system, increase low-carbon capital investment, develop the carbon trading markets, adjust industrial structure, promote energy conservation etc, then realize the healthy development of low-carbon city.

Referring the “stress-state-response” (PSR) model, the index system of low-carbon city was constructed. The Immune Evolution Chaos Weed Algorithm was used to optimize the Weber Fechner index formula and the universal Carson index formula. A low-carbon city evaluation method was established and applied to evaluate the low-carbon development level of Beijing, Tianjin, Shanghai, and Chongqing in 2015. The results showed that the evaluation results of the Weber Fechner index formula and the universal Carson index formula for the four cities were basically the same. The low-carbon development level (Weber Fechner Composite Index XI) of the four cities in 2015 was ranked as follows: Beijing (0.590), Shanghai (0.499), Tianjin (0.467), Chongqing (0.461).

This paper summarized out of low-carbon residential industrialization development restriction factors through to organize literature, on this basis, using DEMATEL model to reveal the mutual influence relationship of factors quantitatively. The study result shows that: the failure to form scale economy effect, social participation consciousness is not strong lack of a complete industrial chain of housing industrialization, low-carbon technology innovation motivation and ability of enterprises is insufficient and lack of scientific research input are the key factors restricting the development of low-carbon buildings industrialization. Then putting forward some targeted countermeasures and suggestions based on the analysis result.

The sharp degradation of urban ecological environment resulted from global climate change and rapid urbanization has become an important affecting factor of regional sustainable development. Low carbon city is a considerable countermeasure to solve this problem. Being an important part of low carbon city construction, low carbon urban landscape has attracted increasing interests from city managers and planners. The strategy of the low carbon urban landscape development was discussed from an ecological perspective, and the strategies of low-carbon urban landscape planning and construction were proposed, in order to provide practical reference for planning and construction of low-carbon city and low-carbon urban landscape. These strategies included selecting plant varieties, improving plant community structure, optimizing spatial structure of green space, constructing low maintenance green space, and synthesis utilization of water resources etc.
