With the development of economy, the progress of the times, the city continued to expand the scale of construction, building energy consumption is more and more serious, and the green energy-saving buildings are paid more and more attention in society. Building energy efficiency can fundamentally promote the savings and the rational use of energy and resources, Building energy efficiency is the needs to guarantee the sustainable development of national economy. With problems in building energy efficiency as the point of penetration, this paper analyses the present situations of building energy consumption and the major energy-saving issues in China. On the basis, in order to promote the green building of sustainable development, from thinking, evaluation system, design and other aspects some suggestions and measures are proposed .

With the sustainable development strategy of our country attracting more and more attention, green projects are also designed to all kinds of industries, including construction. In the case of housing construction, the HVAC system is, to some extent, the most energy-intensive projects in the construction process. In order to meet the country’s sustainable development strategy to meet the practical require- ments of sustainable development, the need to green energy-saving environmental protection technology applied to the HVAC system, and the continuous development and popularization, from the country through the success of energy saving and envi- ronmental protection tech- nology to reduce the HVAC system of the energy con- sumption, which makes the building energy consumption to a minimum. HVAC works in the entire construction project have a pivotal role, so HVAC project green energy-saving design in the green building development indispensable. This paper explains the concept of green energy saving design of HVAC project and illustrates the key of green energy  saving  technology in HVAC design under construction industry. The paper analyzes the HVAC design of Guangzhou Library as an example.

Accurate prediction of the energy consumption of government-owned buildings in the design phase is vital for government agencies, as it enables formulation of the early phases of development of such buildings with a view to reducing their environmental impact. The aim of this study was to identify the variables that are associated with energy consumption in government-owned buildings and to propose a predictive model based on those variables. The proposed approach selects relevant variables using the RReliefF variable selection algorithm. The support vector machine (SVM) method is used to develop a model of energy consumption based on the identified variables. The proposed approach was analyzed and validated on data for 175 government-owned buildings derived from the 2003 Commercial Building Energy Consumption Survey (CBECS) database. The experimental results revealed that the proposed model is able to predict the energy consumption of government-owned buildings in the design phase with a reasonable level of accuracy. The proposed model could be beneficial in guiding government agencies in developing early strategies and proactively reducing the environmental impact of a building, thereby achieving a high degree of sustainability of buildings constructed for government agencies.

The development of modern building planning has become inseparable from the concept of green energy saving, which has gradually become an important method for energy-saving design of building planning and has become the research direction of planners. Based on this, the status quo of research on green building at home and abroad was investigated and the principle of energy saving for green building planning was put forward; then the building shape coefficient, eco-strategy design of green building energy, building energy-saving layout and other aspects were analyzed in detail; finally, the Amsterdam large CBD complex Valley green building was analyzed. The results show that the building has fully considered the energy-saving design in the process of planning and design, which not only ensures the commercial demand, but also reflects the residential use and finally achieves the goal of green energy saving.

This research is based on Taiwan’s first zero-carbon green building-Magic School of Green Technology in National Cheng Kung University. Actual energy consumption will be measured to explore benefits of energy-saving. The design origin for this building encompasses 13 green energy-saving techniques. United States Department of Energy dynamic building energy analytical software, eQUEST, is used to execute the strictest energy consumption analytical assessment. It is forecasted to reach an energy-saving efficiency of 65% with energy use intensity (EUI) of 43 kWh/m².yr for the whole building, far below that of 169 kWh/m².yr found in Taiwan low/mid-rise office buildings. This building has begun operation in 2011, through actual readings from Building Energy Management System (BEMS) during January to June, first-half-year accumulated EUI of 19.3 kWh/m².yr against eQUEST analytical assessment of 22.5 kWh/m².yr for the same period. Actual energy consumption analysis for air conditioning, lighting, socket outlet, and power equipment, respectively recorded 41.7%, 11%, 22.3%, and 25% in June. Demonstrating that eQUEST analytical assessed value is very consistent with building’s actual energy consumption readings. The energy consumption standard in the experimental research behind the Magic School of Green Technology stands at world class.
