Improved Water Services and Malaysian Household’s Willingness to Pay: A Descriptive Analysis

Water tariff increase has been suggested as part of the water services industry reform agenda in Malaysia. This study explores the issue on Malaysian households’ willingness to pay (WTP) for a promised improved domestic water quality and services. Descriptive analysis on data from 262 household’s paid water users, the study found that majority of Malaysian household’s WTP to be at the less than RM5; these consist of those who live in rural and suburban areas (not urban), those within all income categories (except for those earning between RM6001-RM9000), and those with education level less than Master and above degree. The findings indicate the importance of socio-economic factor to be considered by SPAN and water services providers in any plans to increase water tariff.

The purpose of the article is to analyze and determine the willingness of citizens to pay for improving the quality of water services (the income derived from the consumption of water services does not cover the costs of providing such services). The study focuses on Ethiopia’s metropolitan areas (including households in town Mettu), as it is the problem of financial scarcity in Ethiopia that is particularly relevant and access to water services is a key component in calculating the human poverty index for most developing countries. Based on a survey of 79 Mettu town households, it is justified that residents view water not as a public good but as an economic good, as they are prepared to pay for it. The survey concluded that an average of 69% of Mettu households is willing to pay for improved water quality, with household income, water supply satisfaction, and supply price having a strong impact on households’ willingness to pay for improved water services. In particular, the older the locals are and the higher their income level, the more they are willing to pay for improved water quality and security of water supply. At the same time, rising levels of education in Mettu residents reduce their willingness to incur additional financial costs, more educated people view water services as a boon to the authorities. The results of the study proved that while providing local authorities with high-quality water supply services, more than 80% of households are ready and able to pay for services at a price that exceeds the tariff rate for water supply costs. The article stated that increasing the quality of water supply services by increasing the number of tariffs for water use will contribute to the growth of the financial revenues of local authorities, which will ensure the provision of water supply in the required quantity and on a stable basis. Abstract Jaffna Peninsula of Sri Lanka depends on groundwater for drinking water. Supply of clean drinking water has become limited due to overuse of agrochemicals, widespread use of pit latrines, and seawater intrusion. The aim of this study is to estimate the willingness to pay for the attributes of water quality and supply. One hundred and twenty households were randomly selected in the study area. A choice modeling approach was employed. The result indicates that, on average, households' willingness to pay for the improvement of water quality is three times higher than their monthly payment. Households are willing to pay more for reduction in calcium than for reduction in nitrate and improvement of other attributes. The education level of households influences willingness to pay for the improvement of water quality more than the income level of households. There is high potential to finance for the improvement of the water quality from the households. Water supply and drainage board can afford to supply the drinking water at the WHO standard and charge price on a volumetric basis. The findings of this study would be useful for policymakers to set the appropriate price and policy to develop a sustainable project.

Выполнен анализ действующей редакции Методики разработки нормативов допустимых сбросов веществ и микроорганизмов в водные объекты для водопользователей , утвержденной приказом Минприроды России от 17 декабря 2007 г. 333, на предмет непротиворечивости и соответствия нормам водоохранного законодательства. Выявлена неопределенность применения Методики в условиях воздействия на качество воды природных и антропогенных факторов, не зависящих от конкретного водопользователя. Положения Методики противоречат принципам нормирования воздействия на водные объекты на основе наилучших доступных технологий, что было показано на примерах утвержденных технологических показателей содержания загрязняющих веществ в сточных водах различных отраслей промышленности. Анализ системы нормирования допустимых воздействий на водные объекты и географической дифференциации нормативов качества воды в пределах Российской Федерации вместе с системой целевых показателей качества воды также показал несоответствие Методики основным принципам водоохранного законодательства.The analysis of the current edition of the Methods of developing standards for permissible discharges of substances and microorganisms into water bodies for water users , approved by the Order of the Ministry of Natural Resources of Russia dated December 17, 2007 No. 333 for consilience and compliance with the regulations of the water protection legislation, is carried out. Uncertainty of the application of the Methods in the conditions of the impact of natural and anthropogenic factors that are independent of a specific water user on the quality of water has been identified. The provisions of the Methods contradict the principles of regulating the impact on water bodies based on the best available technologies shown on the examples of approved process indicators of the concentrations of various industrial pollutants in wastewater. An analysis of the system of regulating the permissible impact on water bodies and the geographical differentiation of water quality standards within the boundaries of the Russian Federation, together with the system of water quality targets, also showed that the Methods do not comply with the basic principles of the water protection legislation.

PurposeThe purpose of this study was to investigate the preference of health-warning message labeling in an eating-away-from-home context. The authors assessed individuals’ preference valuation of such messaging from a dual – consumer and citizen – perspective and with associated expected risk reduction (RR) level.Design/methodology/approachIn an online stated choice experiment on Amazon’s Mechanical Turk (N = 658), participants were asked to provide willingness to pay (WTP) preferences for health-warning messages and based on the expected RR from health-warning messages. Two types of multiple price list questions were used for consumer and citizen contexts. Interval regression and descriptive analysis methods were applied to analyze the data.FindingsThe study found that individuals placed a higher value (higher WTP) on health-warning message labeling when acting as citizens rather than as consumers. An RR expectation of 50 per cent was most effective in increasing participants’ WTP. Individuals who ate out frequently were more concerned about healthier food messages, and the influence of gender and age on WTP was conditional on individuals’ roles as consumers versus citizens.Originality/valueThis study extends the theory of consumer-citizen duality to the context of health-related information labeling, thus opening the discussion to extending such labeling from traditionally risky behavior such as alcohol and tobacco to also including food choice behavior. The authors also highlight implications on policy and industry practices to promote healthy food choices through such messages.

Carsharing as a service has been growing rapidly worldwide. Its expansion has drawn wide attention in the research community with regard to the underlying driving factors and user characteristics. Despite these extensive investigations, there are still limited studies focusing on the examination of users using carsharing as a commuting mode. The answers to questions such as what kind of people would like to use carsharing for commuting and why they frequently use carsharing to commute are not clear. To enrich our understanding of these problems, this paper aims to investigate carsharing commuters in a mega city. Specifically, it intends to integrate the actual user order data with survey data from 1,920 participants to uncover the characteristics of carsharing commuters. Data from the Evcard carsharing systems in Shanghai were explicitly analyzed. Through descriptive analysis and logistic regression models, the characteristics and critical factors that affect the choice of carsharing as a commuting mode were captured. The results show that: 1. carsharing commuters mostly live or work in suburban areas in which public transport accessibility is limited; 2. carsharing commuters are more likely to be highly educated, in a higher income bracket, and older than other carsharing members; 3. high-frequency carsharing commuters own a reduced number of private cars; and 4. those high-frequency carsharing commuters with higher income are less sensitive to the carsharing costs caused by congestion. The findings in the study offer some insights into carsharing commuters and provide some supportive information for considering policies in developing carsharing systems in urban areas.

We examine the impact of poor water quality on avoidance behavior by estimating the change in bottled water purchases in response to drinking water violations. Using data from a national grocery chain matched with water quality violations, we find an increase in bottled water sales of 22 percent from violations due to microorganisms and 17 percent from violations due to elements and chemicals. Back-of-the envelope calculations yield costs of avoidance behavior at roughly $60 million for all nationwide violations in 2005, which likely reflects a significant understatement of the total willingness to pay to eliminate violations.

Access to safe, sufficient and affordable water in rural Africa will not increase unless sustainable financing strategies are developed which ensure the sustainability of existing water services. There is a strong need for international donors and national governments to confront the true costs associated with sustained service provision in order to develop practicable long-term financing mechanisms. This paper presents a systematic approach that can be applied to determine the overall cost of service delivery based on respective cost estimates for operation and maintenance, institutional support, and rehabilitation and expansion. This can then be used to develop a tariff hierarchy which clearly indicates the cost to water users of different levels of cost recovery, and which can be used as a planning tool for implementing agencies. Community financing mechanisms to ensure sustained payment of tariffs must be matched to specific communities and their economic characteristics; a blanket approach is unlikely to function effectively. Innovative strategies are also needed to ensure that the rural poor are adequately served, for which a realistic, targeted and transparent approach to subsidy is required.
