Transport Practices in Metropolitan District Development

In the last few decades, metropolitan districts have played an increasingly importance role in process of urbanization. To support this trend, transport, as a fundamental and strategic industry sector, should promote the development of metropolitan districts. This paper studies transport practices in metropolitan district development from varied dimensions: transport concept, transport infrastructure, administrative organization, and transport service. Corresponding to these dimensions, the representative transport practices that are closely related to metropolitan districts are investigated, which include the concept of smart growth, the intense and complex transport corridor, the interregional plan organization, and the intermodal passenger transport. Finally, conclusions are drawn and further suggestions are suggested.

Tourism is in a close connection with the transport operations and as such develop thanks to various forms of transport. A large role in the effects on the growth potential of international tourism play the individual countries, whose task is to promote the development of air transport, and hence boosting the national economy and many of its areas. The article presents the evaluation of the air transport infrastructure in Slovakia, which is a prerequisite for the development of tourism. It contains theoretical backroad of air transport service and analyses of the role of Slovak airports in tourism development. The article deals with the assumption that the transport accessibility of a country with a regular air service is the basis for international transport. The aim of the article is to evaluate the role of Slovak airports in terms of passenger transport and tourism development. Its emphasizes the development of air transport in Slovakia, analyses airports performances and investments in the air transport infrastructure. Secondary sources were used and processed by selected mathematical and statistical methods of descriptive statistics.

Effective planning and optimization of rail transport operations depends on effective and reliable forecasting of demand. The results of transport performance forecasts usually differ from measured values because the mathematical models used are inadequate. In response to this applicative need, we report the results of a study whose goal was to develop, on the basis of historical data, an effective mathematical model of rail passenger transport performance that would allow to make reliable forecasts of future demand for this service. Several models dedicated to this type of empirical data were proposed and selection criteria were established. The models used in the study are: the seasonal naive model, the Exponential Smoothing (ETS) model, the exponential smoothing state space model with Box–Cox transformation, ARMA errors, trigonometric trend and seasonal components (TBATS) model, and the AutoRegressive Integrated Moving Average (ARIMA) model. The proposed time series identification and forecasting methods are dedicated to the processing of time series data with trend and seasonality. Then, the best model was identified and its accuracy and effectiveness were assessed. It was noticed that investigated time series is characterized by strong seasonality and an upward trend. This information is important for planning a development strategy for rail passenger transport, because it shows that additional investments and engagement in the development of both transport infrastructure and superstructure are required to meet the existing demand. Finally, a forecast of transport performance in sequential periods of time was presented. Such forecast may significantly improve the system of scheduling train journeys and determining the level of demand for rolling stock depending on the season and the annual rise in passenger numbers, increasing the effectiveness of management of rail transport.

The survey, which consisted of counting, polling and recording, has provided data on the existing volume of passenger flows in public bus stations/terminals within the Primorsko-goranska (Littoral-Mountainous) County (hereinafter: the PG County), the density rate of passengers on bus lines that operate on County connections and on bus lines connecting the PG County with other counties in Croatia. In addition to the quantitative parameters, the qualitative data were analyzed that had been obtained by polling passengers at the Rijeka bus terminal, whereupon detailed opinions of direct users of the service were elaborated with the aim of obtaining a picture of the current situation of the public bus transport in the PG County. The data collected were used in evaluating the quality of the passenger transport service provided and in determining measures to be taken in order to bring both the actual quality of transport and the satisfaction of passengers to a higher level.

Peculiarities of transport services for the transportation of passengers, which must be taken into account when creating logistics models for organizing and managing passenger flows, are considered. Need of cost reduction of time of passengers for transport service is proved. The conclusion is drawn on need of the effective transport system creation, for the purpose of observance of intervals of the movement of buses on routes. The possibility of use of architectural approximations classes for the solution of transport logistics problems is analysed. The methods used for solving transport problems where the most widespread is modeling and algorithmization of the determined task formulation strategy with use of a classical algorithm of mathematical programming are considered. The prospects of a meta-heuristic method use is a genetic algorithm for the solution of tasks of the control of city passenger transport adapted to objective conditions are proved. The main features of genetic algorithms consisting in an opportunity by optimization to use criterion function and to consider the necessary number of restrictions are defined. The structure of a chromosome which represents the coded option of the movement of the bus in real time depending on a road situation is received.

The current trends in the globalization of tourist service market are becoming decisive in the management of the competitive superiority of the passenger transport infrastructure in resort municipalities. The resort infrastructure in municipalities is an open, socially active, difficult-to-forecast service-resource system that experiences seasonal impulse loads of regional, interregional and global scale. Passenger transport is stated to be a strategic element of the resort infrastructure, which provides necessary accessibility of resort facilities by means of transport processes and supplementary services, timeliness, efficiency and safety of the local people and tourists, and also significantly influences the formation of a positive image of the passenger transportation business and resort municipal formation as a whole. Imperfection of functioning of passenger transport is in the fact that passenger transport business in resort municipalities is represented by various types of passenger transport and classical technologies of transportation processes, formed for mass use, which do not fully provide high efficiency and quality of passenger service, especially during the high season. It has been proposed to use flexible transportation technologies as a new segment of the transport business covering a wider range of consumer demand with a personal-mass service. Flexible resort and transport services in municipalities have been described terminologically and functionally. A set of marketing and logistics principles defining the basis of the management system for flexible resort and transport services was developed. A set of marketing and logistics principles have been created to ensure the effectiveness of the management system of flexible resort and transport services. A mathematical model for assessing the service-resource efficiency of the management system for flexible resort and transport services has been proposed.

In the context of current problems of sustainable development of the modern city, the issues of present and future of coastal areas occupy a key place. In large cities there is a shortage of the natural component of the coastal zone environment, while the priority is given to transport infrastructure, which leads to environmental degradation and deprives the coastal strip recreational use. For many coastal territories the main problems remain: expansion of transport infrastructure; intensive process of urbanization and building up of coastal territories; loss of natural components and landscape identity of coastal strips and water areas. In Moscow, these problems are complemented by the monotony and typical character of the architectural design of coastal areas. Integrated development of the environment of coastal zones can be realized by various methods, created on the principles of a balanced infrastructure. <p><strong>O APLICATIVO UBER: UM ESTUDO DE CASO BASEADO NOS PRINCÍPIOS E FUNDAMENTOS DA ORDEM ECONÔMICA NA CONSTITUIÇÃO FEDERAL DE 88 </strong></p><p><strong>Resumo:</strong> Os princípios da ordem econômica são positivados na atual Constituição da República Federativa do Brasil com o escopo de conferir segurança jurídica na economia brasileira. Considerando que o Estado delimita em sua Lei Fundamental quando e como pode interferir no mercado, bem como esclarece quais princípios norteiam sua política econômica, o presente estudo propõe-se a tecer uma preocupada análise acerca da proibição equivocada do serviço de transporte de passageiros na modalidade privada no Brasil. Uma prestadora desses serviços, a Uber do Brasil Tecnologia LTDA, tem sido alvo de questionamentos da legalidade de suas atividades. O presente trabalho problematizará a questão das novas tecnologias no direito, mormente quando a prestação do serviço ou o exercício da atividade afrontam a legislação atual, um direito administrativo engessado e a doutrina clássica em desafinação com o tempo presente. O objetivo deste artigo é demonstrar que o transporte individual de passageiros em sua modalidade privada está em consonância com o atual ordenamento econômico da Constituição, a Política Nacional de Mobilidade Urbana, e o posicionamento do Ministério Público Federal, resguardando, assim, a autonomia do particular no exercício legal de sua profissão e contribuição com a economia do país.</p><p><strong>Palavras-chaves:</strong> Ordem econômica constitucional; princípios econômicos; transporte privado; Uber; mobilidade; novas tecnologias; atividade econômica; serviço público.</p><p><strong>THE UBER APPLICATION: A CASE STUDY BASED ON THE PRINCIPLES AND FOUNDATION OF ECONOMIC ORDER IN THE FEDERAL CONSTITUTION OF 88</strong></p><p><strong>Abstract:</strong> The principles of economic order are implemented in the current Constitution of the Federative Republic of Brazil with the aim of providing legal certainty to the Brazilian economy. Whereas the State delimits under its Basic Law when and how to intervene in the market, and clarifies what principles should guide its economic policy, the purpose of this monograph is to offer a concerned analysis on the mistaken prohibition imposed on private passenger transport service in Brazil. A supplier of such services, Uber do Brasil Tecnologia LTDA, has been undergoing some questioning regarding the legality of their activities. This paper will question the matter of new technologies under the Law, particularly when the service performance or the exercise of the activity is against current legislation, a plastered administrative law, and the classical doctrine in disagreement with present time. This controversy will be addressed in an exclusive chapter and will be present throughout this study.
