Resource-based city has many characteristics of urban sustainable development, but because of resource's gradual depletion, population explosion and the depravation of natural ecological environment, it is more special in the road of sustainable development. The sustainable development of resource-based city has more urgency, complexity and difficulty, so traditional linear model of economic development has been unable to realize its sustainable development. Building on circular economy characterized by closing material cycle, to achieve the harmony of human and nature, the economic development and environment protection win-win strategy goal is an inevitable trend.

With the fast development of rural tourism, there have been increasing damages and destructions to the ecological environment and tourism resources of country-based scenic spots. As a result, the dilemma between economic development and environment protection restricts the sustainable development of rural tourism. In view of this, this paper analyzes the relationship between environment protection and the sustainable rural tourism development and summarizes how the former will positively influence the latter.

Circular economy is a new theory to realize the win-win of economic development and environment protection in the mid-to late 19th century ,and is a basic way to achieve the sustainable development of economic and social. Circular economy of tourism should be strictly follow the 3R principle of"Reduction, recycle and reuse"of circular economy .For the management of traveling scenic areas, it must carry out the green management effectively , so as to achieve the purpose of low consumption, low emissions and high efficiency.Therefore,we must establish firmly the new concept that to develop circular economy in tourism areas;to full carry on the management of green tourism ;and to strengthen the joint efforts that have traveler to participate in.

The sustainability of urban cities has been the focus of significant academic research in recent years and is emphasized in Goal 11 of the Sustainable Development Goals (SDGs). In this study, we adopted the Drive-Pressure-State-Impact-Response model (DPSIR) to promote a conceptual study of sustainable development index (SDI) to compare the different urban sustainable development status and try to find the factors that affect the urban sustainable development. The framework of indicators we used is mainly based on Goal 11 of the SDGs’ targets and indicators. We chose six cities in the Shaanxi Province of China and studied them from 2008 to 2018. The results show that: (1) the sustainable development of urban cities is greatly influenced by China’s national economic development plans and urban development strategies; (2) the economic growth and management level of authorities can significantly promote urban sustainability; (3) the urban sustainability of the six cities in Shaanxi Province showed a significant imbalance and this imbalance affected the overall development of the region; (4) compared with Guanzhong urban agglomeration, Shannan urban agglomeration is subject to the policy needs of environmental protection in the Qinling mountain area and its economic development is restricted; therefore, its urban sustainability is relatively low. Theoretical contributions are presented to assist in addressing these challenges and to support policies and initiatives that move these cities in China towards achieving SDG 11.

In the current large-scale construction of village planning process, village construction provides better productive, living, ecological conditions for rural areas. However, whether we can balance economic development and sustainable development of environment means whether the benefit of village development can be permanent. This paper clarified how to protect the environment during the process of strengthening village economics and to balance village construction and environment protection so as to achieve the goal of sustainable development. Taking the Beiwu Village planning of Shihe Town Shanhaiguan District Qinhuangdao City as an example, this paper explored the possibility and underlying dynamism of village construction and the sustainable development of environment. Combined with the characters of the natural and economic development of villages and adjusting measures to local conditions, this project optimized the combination of construction and environment as well as rural industries and village landscape, making Beiwu Village into “a paradise for tourists, the homes of farmers, the garden of Shanhaiguan District, the ecological garden of Qinhuangdao city”, which provided a reference for the village construction and the sustainable development of environment.

In recent years, with the rapid development of the domestic economy, the concept of sustainable development has been paid more and more attention. Ecological environment protection is more and more important, and the ecological environment is closely related to economic development. How to measure the relationship between the two is very important. Whether it is to build ecological environment protection or to ensure sustainable development of the economy, we should take the green development concept as a guiding concept, promote ecological economic development, and study the integration of ecological data is of great significance for solving these problems. The research of this thesis studies the multi-source heterogeneous (MSH) ecological big data (BD)adaptive fusion based (FM) based on symmetric encryption. This paper sets up a comparative experiment, multi-sensor (MS) data fusion based (DFM) based on Rough set theory, MSH data fusion based on data information conversion. The method is compared with the symmetric fusion MSH BD adaptive FM proposed in this paper. The results show that the MSH DFM based on Rough set theory has the highest confidence of 0.812; the MSH DFM based on data information conversion has the highest confidence of 0.68; based on symmetric encryption MSH BD The fusion confidence of the adaptive FM is up to 0.965, and the MSH ecological BD adaptive FM based on symmetric encryption is superior.

Introduction. The declaration of the sustainable development goals and the conclusion of the Paris agreement on climate change have radically changed the existing approaches to the use of natural resources, which has led to the formation of principles for the formation of safe and sustainable development of society. The linear model of the economy is exhausting its potential, necessitating the transition to a circular economy. A circular economy based on a systematic approach to the efficient use of end-of-life resources, products and materials is not discarded, but is recycled, repaired or reused through circular value-added chains. The purpose of the article is to scientifically substantiate strategic priorities and means of realization of the road map of inclusive circular economy of Ukraine as one of models of the expanded variant of global circular economy. Results. The connection between the goals of sustainable development and the possibil­ities of forming a circular environment in Ukraine for the period up to 2030, which are guide­lines for the development of projects and regulations to ensure a balanced economic, social and environmental dimensions of sustainable development of Ukraine. Emphasis is placed on solving the issue of consumption in the circular chain in the areas of local collection, creation of food hubs and outsourcing recycling. The role of extended responsibility for the acceptance of returned products and waste remaining after the use of such products of the manufacturer as a necessary element in the formation of the circular policy of Ukraine. The key barriers to the adaptation of the circular economic environment in Ukraine (lack of expert environment; weak legal framework; lack of legislation and lobbying by large companies; ignorance of the problems of waste sorting, circular economy), based on the myths and realities of the secondary raw ma­terials market Ukraine. The Road map of circular economy for introduction in Ukraine is devel­oped, with the allocated steps: definition of potential of the country in this branch; establishing the level of ambition in the coordinated activities of stakeholders and focusing on a common direction; identification of target industries with a focus on their capabilities; sectoral readiness for circular policy; priority and detail of opportunities; quantitative impact; identification of barri­ers; formation of institutional structure.

As the growth of environmental problems, the ecological environment protection is becoming more of a concern of the countries all over the world. At present, the ecological environment sustainable development problems have already become the important content of China's socialist modernization construction. In this paper, we would clarify ecological ethics value orientation and scan the basic characteristics of environmental policy in China from the perspective of ecological ethics. On this basis, from the perspective of ecological ethics, we would put forward to the countermeasures and realization way for the sustainable development of ecological environment of our country.
