Measures for the Village Construction and Sustainable Development of Environment: Take the Planning of Beiwu Village Shanhaiguan District as an Example

In the current large-scale construction of village planning process, village construction provides better productive, living, ecological conditions for rural areas. However, whether we can balance economic development and sustainable development of environment means whether the benefit of village development can be permanent. This paper clarified how to protect the environment during the process of strengthening village economics and to balance village construction and environment protection so as to achieve the goal of sustainable development. Taking the Beiwu Village planning of Shihe Town Shanhaiguan District Qinhuangdao City as an example, this paper explored the possibility and underlying dynamism of village construction and the sustainable development of environment. Combined with the characters of the natural and economic development of villages and adjusting measures to local conditions, this project optimized the combination of construction and environment as well as rural industries and village landscape, making Beiwu Village into “a paradise for tourists, the homes of farmers, the garden of Shanhaiguan District, the ecological garden of Qinhuangdao city”, which provided a reference for the village construction and the sustainable development of environment.

After the reform and opening up, the speed of changes in China's rural areas is extremely rare in the history of China and even the world. The rapid development of China's economy leads this process of change. During this period, the speed of China's development caused great changes in ethnic identity, physical space, and cultural structure of traditional villages. On the whole, these changes were made passively along with the economic development of the entire country's large-scale system. Such passive village changes are mainly positive, but there are also negative aspects. Excessive reliance on exogenous economic forces can easily lead to lower uniqueness of the village’s culture, which is unconducive to the sustainable development of the village. Therefore, traditional Chinese villages should be developed based on the differences between urban and rural areas and the uniqueness of specific villages. This can not only meet the economic development needs of the village, but also achieve cultural diversity inheritance of traditional Chinese villages, thereby avoiding the continuous destruction and damage of the unique culture of specific villages in economic development.

To summarize the problems and needs of the current rural life, identify the pathway that suits the sustainable development of rural areas, and propose the design concept and method that meet the current rural ecological design requirements. Use the organized research approaches. This chapter makes a case study of Nanma Village, provides the theoretical and design practice reference for the rural sustainable development in China, and establishes the knowledge and methodology system that meets the requirements of rural sustainable development. This chapter proposes the design concept and method in line with the current requirements of rural ecological design, suggests that the current village design should be adapted to “local conditions,” and indicates that the harmonious development between human and environment will be a new possible direction for the rural sustainable development and design in future.

The transport infrastructure can be defined as a factor that guarantees the growth and economic development of the region, due to the functions of traversing space in terms of the movement of people and the exchange of goods. The effects of the impact of transport infrastructure on the economy of the region largely depend on how the society uses the services offered by infrastructure facilities and devices. The study examines the impact of transport infrastructure on the sustainable socio-economic development of the Wałcz Lake District. To conduct the analysis, a questionnaire addressed to entrepreneurs from this region was used. In the second part of the research, the indicators of sustainable development at the regional level were applied: the level of transport infrastructure and the level of socio-economic development of the studied area. The study is an attempt to fill the cognitive gap for areas outside the country’s main transport corridors. The existing differentiation in both the development of infrastructure and the economic attractiveness of urban and rural areas was shown. Factors influencing the effectiveness of implementing the concept of sustainable rural development were indicated.

Rural Revitalization cannot be carried out simply through industrialization that has been done by the traditional development. It needs the simultaneous development of primary, secondary and tertiary industries because the traditional development mode of rural tourism, which allows farmers to move away from villages and occupy good natural resources, has not been accepted.  In the process of rural revitalization development, the village collective should play a major role in formulating standardized processes and methods, focusing on optimizing resources, excavating the unique culture of the countryside, and encouraging the villagers to participate actively.   As an important link between villagers, tourists and the natural environment, rural leisure can promote villagers' return, retain tourists, and finally promote rural revitalization with the concept of ecological civilization, so as to realize the sustainable development of rural areas.

The current socio-economic situation in rural areas is characterized by a number of problems that hinder sustainable development. The low quality of life, the existing level and quality of life in the village, the lack of social infrastructure, the environmental situation, limited opportunities for work in the village, low incomes of the population compared to the city had a significant impact on the process of migration and deterioration of the quality of the labor force, depopulation of the rural population. In this context, the solution to the problem of rural settlement development is very relevant. The regional leadership chooses the direction of rural development without taking into account the current socio-economic situation at the municipal level and the peculiarities of rural settlement development, which reduces the effectiveness of territorial administration. The level of rural development was assessed on the example of the Orel region. The current socio-economic situation in rural areas is characterized by many problems that hinder its transition to sustainable development. The problem of depopulation of the population in rural areas is revealed. At the same time, the destruction of social and engineering infrastructure is observed, the area of cultivated land is reduced, and differences in the level of socio-economic development of the periphery, semi-periphery and suburban areas are increasing. The analysis of the differences in the socio-economic development of the municipalities of the Orel region indicates an increase in intraregional differentiation during the period under review and the absence of an effective intraregional policy aimed at reducing the existing socio-economic asymmetry within the subject of the Federation. Proposals for its solution have been developed, which should be implemented in the context of continuous monitoring of the state and development.

The intensive economic development within EU member countries leading to a significant environment pollution invoked in 70’s a strong need to introduce uniform legal regulations of a common pro-ecological policy, therefore, during the Conference in Paris in 1972, the European Commission was obliged to work out particular programs for the environment protection, realization of which was intended to be done in subsequent time intervals. Incorporation of the first two programs led to formulating principle rules of EU ecological policy that up till now are general determinant of environmental protection in Europe. As a result of the following two programs, a complex system of legal and financial protective instruments along with the system for environment screening was worked out. That time, also two important ecological rules were formulated: durability of natural capital, and ensuring the appropriate environment conditions for further generations, these rules are considered as a basis for sustainable development accepted as one of the main targets of EU ecological policy, the continuation of activities for sustainable development can be also found in subsequent programs (including the VI Program planned for realization by 2010) focused on the search for such legal and institutional solutions that would guarantee the equilibrium between the economic development of particular EU members and the improvement of environment status. Here performed analysis of programs for the environment protection allows for presenting not only the following stages of the ecological law formation in European Union but also underlining their role in shaping and realization of the sustainable development concept.

Rural tourism in Europe is a very important segment of the European tourism market, which is confirmed by numerous indicators. Rural areas are not just a food production base or underdeveloped areas, but for years they represent destinations of intense interest of tourists. The paper analyzes the tourist events of the developed European destinations, pointing out that a numerous trips resulting from satisfaction are precisely related to a particular event. Tourism is attached to a great importance, but also the expectations of tourists are growing, as well as their desire for specific experiences. As a positive example is Austria in function of the sustainable development of rural areas. Some parts of this country promote healthy food, rest and relaxation in healthy and preserved nature. Also, rural tourism in Spain is an important sector in the economic development of the country, with the more known events of the Bulls Race (Spanish: encierro), the Holy Sunday (Spanish: Semana Santa), Tomatina (Spanish: la Tomatina). Given that rural tourism has the potential to diversify the offer, various products have been developed that provide an adequate supply of France throughout the year such as summer festivals, crops, winter sports, cultural heritage and the like.

Resource-based city has many characteristics of urban sustainable development, but because of resource's gradual depletion, population explosion and the depravation of natural ecological environment, it is more special in the road of sustainable development. The sustainable development of resource-based city has more urgency, complexity and difficulty, so traditional linear model of economic development has been unable to realize its sustainable development. Building on circular economy characterized by closing material cycle, to achieve the harmony of human and nature, the economic development and environment protection win-win strategy goal is an inevitable trend.

The economic growth of agricultural production is one of the main problems of modern economic development of Ukraine, in which investment processes play an important role. Therefore, the research is to reveal the importance of investment for the development of agriculture and rural areas of Ukraine and to develop recommendations to enhance investments in the Ukrainian rural areas. The data base of the State Statistics Service of Ukraine on economic development of Ukraine, investment activity of agriculture in Ukraine and attraction of foreign direct investments into the economy of Ukraine for 2014-2018 served as the information base for empirical and statistical research. It is found according to the results of the study that the level of provision of agriculture with investment resources is not sufficient. The reason is a number of negative factors: imperfect legislative framework, corruption, economic instability of the country, military conflict in the east of the country, insufficient financing of agriculture, low level of credit to the sector, etc. Using a systematic and integrated method, a model for the formation of investment support for sustainable rural development has been developed. We believe that in order to activate the sustainable development of rural territories, the use of the model will help to streamline and allocate financial and investment resources and improve rural investment activities. Conceptual approaches to the possible introduction of the agricultural land market in Ukraine are substantiated.
