The management and control of the construction project’ cost is throughout the course of construction projects. The owner should exercise economic supervision and control over whole process from decision-making, designing, inviting bits, constructing to completing. Based on the status, this article has carried on detailed analysis of the whole process management and control of the construction projects’ cost, and put forward improving the levels of cost management and control by the information technology.

[The final form of this paper was published in the journal Issues in Informing Science and Information Technology.] Considering that big data is a reality for an increasing number of organizations in many areas, its management represents a set of challenges involving big data modeling, storage and retrieval, analysis and visualization. However, technological resources, people and processes are crucial dimensions to facilitate the management of big data in any organization, allowing information and knowledge from a large volume of data to support decision-making. Big data management must be supported by technology, people and processes; hence, this article discusses these three dimensions: the technologies for storage, analysis and visualization of big data; the human aspects of big data; and, in addition, the process management involved in a technological and business approach for big data management.

This study deals with the problem of outsourcing management, presenting a structure to support decision-making on effective information-technology outsourcing and highlighting the advantages and disadvantages that must be addressed. Since the study involves multiple variables, partially defined and conflicting objectives, and the will of decision-makers to broaden their understanding of the impact of decisions, the study used the multicriteria decision aid constructivist method to lead data collection and analysis. The chief results presented are: (i) a structured appraisal arranged by 8 strategic objectives and 107 performance indicators; (ii) the strengths and weaknesses of the status quo; and (iii) a process diagram for generating improvements. To ensure presentation of scientific and practical recognition in accordance with the constructivist path, the epistemological view adopted meets the scientific and practical requirements to ensure validity, legitimacy, and effectiveness of a model to support a decision-making process in a practical environment.

Based on value management, with management features of municipal power supply enterprises’ other expenses, whole process management will be combined with enterprises’ realities to build management system for other expenses, strengthen control of other management expenses in the event, track key projects and form a closed-loop dynamic cost management, which will make up for lack of the feedback of traditional cost management mode on other management expenses.

Through the research on the dynamic monitoring and early warning model of power grid infrastructure project funds, the problems existing in the fund settlement and payment management of power grid project in the process of project implementation are accurately revealed, and the project fund payment risk is prevented.

The paper addresses the issues related to the specificities of the estimation of efficiency of investment and construction projects (further ICP) at various stages of their life cycle. The structure of the ICP was analyzed; the necessity of detailed decomposition of the life cycle in order to improve the efficiency of block-process management was justified. The sequence of key organizational events in the implementation of the ICP is presented. The comparative analysis of methods for determining the discount rate was carried out. The methodology of the integrated approach to the organization of analysis of investment and construction projects is offered, which is characterized by close connection with the concept of the investment project’s life cycle. It promotes fuller compliance with the goals and objectives of investment and construction entities at all stages of investment, management and financial decision-making.

The complexity of decision making in software process development and the need for highly competitive organizations require new supporting tools to coordinate and optimize the information flow among decision levels. Decision levels are related to strategic planning, tactical process management, and operational activities development and control. This chapter presents the theory for developing a framework that integrates the different decision levels in software development companies in order to reach their business objectives. Furthermore, the proposed framework coordinates the information exchange among the different modeling paradigms/conventions currently used.
