The economic growth of agricultural production is one of the main problems of modern economic development of Ukraine, in which investment processes play an important role. Therefore, the research is to reveal the importance of investment for the development of agriculture and rural areas of Ukraine and to develop recommendations to enhance investments in the Ukrainian rural areas. The data base of the State Statistics Service of Ukraine on economic development of Ukraine, investment activity of agriculture in Ukraine and attraction of foreign direct investments into the economy of Ukraine for 2014-2018 served as the information base for empirical and statistical research. It is found according to the results of the study that the level of provision of agriculture with investment resources is not sufficient. The reason is a number of negative factors: imperfect legislative framework, corruption, economic instability of the country, military conflict in the east of the country, insufficient financing of agriculture, low level of credit to the sector, etc. Using a systematic and integrated method, a model for the formation of investment support for sustainable rural development has been developed. We believe that in order to activate the sustainable development of rural territories, the use of the model will help to streamline and allocate financial and investment resources and improve rural investment activities. Conceptual approaches to the possible introduction of the agricultural land market in Ukraine are substantiated.

The transport infrastructure can be defined as a factor that guarantees the growth and economic development of the region, due to the functions of traversing space in terms of the movement of people and the exchange of goods. The effects of the impact of transport infrastructure on the economy of the region largely depend on how the society uses the services offered by infrastructure facilities and devices. The study examines the impact of transport infrastructure on the sustainable socio-economic development of the Wałcz Lake District. To conduct the analysis, a questionnaire addressed to entrepreneurs from this region was used. In the second part of the research, the indicators of sustainable development at the regional level were applied: the level of transport infrastructure and the level of socio-economic development of the studied area. The study is an attempt to fill the cognitive gap for areas outside the country’s main transport corridors. The existing differentiation in both the development of infrastructure and the economic attractiveness of urban and rural areas was shown. Factors influencing the effectiveness of implementing the concept of sustainable rural development were indicated.

The priority direction of solving complex socio-economic problems in the countryside (demographic crisis, high unemployment rate, migratory outflow of population, imperfect social infrastructure, low motivation of labor, etc.) is to increase investment appeal and draw significant investment resources on the basis of inclusion. According to this, the topic is timely accurate and relevant. The purpose of the article is to analyze the current state and trends of investment activity in rural areas, to develop and substantiate strategic directions of growth of investment appeal of rural economy on the basis of inclusion. The methodological basis of the study comprises dialectical and systematic research approaches of the fundamental provisions of economic science in relation to the socio-economic development of rural areas. With the help of the economic-statistical method (such methods as - statistical observation, comparison, tabular, graphical) the present state of investment activity in rural areas is investigated. Strategic guidelines for sustainable rural development in the context of inclusiveness are substantiated according to the analysis and synthesis methods. Abstract-logical method, in particular methods of induction and deduction, analogy and comparison, operationalization of concepts used to systematize research results, theoretical generalization and formulation of conclusions and proposals. The article reveals peculiarities, significance and functions of investment activity in rural areas. An estimation of the current state and trends of investment activity development under the conditions of the rural economic space is done. Overview of scientific and theoretical bases for the interpretation of the concept of "inclusive development" was conducted. The strategic directions of sustainable development of our state in the context of inclusion are outlined on the basis of the developed draft Strategy for Sustainable Development of Ukraine for the period up to 2030. The priority directions of socio-ecological and economic development of the village and ways of increasing the investment appeal of rural areas of Ukraine under the inclusion conditions are determined

The purpose of the article is to substantiate the innovation and investment principles of green tourism in rural areas in the context of decentralization with a combination of production systems in order to explore opportunities and provide proposals for further functioning of the national economy. Methodology research is to use a set of methods: economic-statistical, monographic, system, economic- mathematical, abstract-logical and others. The scientific novelty of the obtained results is the introduction of innovative, economically feasible and research meth- ods with regard to sustainable development of green tourism in rural areas in decentralization, which are associated with the adaptation of theories, principles and rules of great importance for sustainable rural development of green tourism in the context of global transformations. Conclusions. The modern principles of effective functioning of green tourism in rural areas in the conditions of decen- tralization at a combination of production systems are substantiated. The tools of the general research methodology with regard to sustainable development of green tourism in rural areas in the context of decentralization are proposed. Adaptation of a system of theories, principles and rules that are essential for the formation of sustainable rural development are related. The purpose of the article is to assess the impact of existing legislative initiatives in the field of agricultural land turnover on the possibility of achieving the Sustainable Development Goals in Ukraine and the implementation of land management based on an inclusive model of sustainable rural development. Research methods. The following methods were used: dialectical methods of cognition of processes and phenomena; empirical method (based on a comprehensive assessment of the current state of regulation of land relations in agriculture); comparative analysis method; abstract-logical (theoretical generalizations and formulation of conclusions). Research results. Established in the process of analysis of laws and bills on land reform and regulation of market circulation of agricultural land, adopted and registered in the Verkhovna Rada of Ukraine during 2020 - the first half of 2021, their impact on the level of viability and competitiveness of individuals, farmers, family farms, small and medium-sized agricultural enterprises in the new legal and economic conditions. Scientific novelty. The influence of individual legislative initiatives in the field of agricultural land turnover on the possibility of achieving the Sustainable Development Goals in Ukraine and the introduction of land management based on an inclusive model of sustainable rural development has been determined. Practical significance. The calculation of the amount of the minimum tax liability (MTL) for each region of Ukraine, taking into account the normative monetary value of the arable land, was carried out and its impact on the economic situation of small and medium-sized agricultural producers was assessed. In the current large-scale construction of village planning process, village construction provides better productive, living, ecological conditions for rural areas. However, whether we can balance economic development and sustainable development of environment means whether the benefit of village development can be permanent. This paper clarified how to protect the environment during the process of strengthening village economics and to balance village construction and environment protection so as to achieve the goal of sustainable development. Taking the Beiwu Village planning of Shihe Town Shanhaiguan District Qinhuangdao City as an example, this paper explored the possibility and underlying dynamism of village construction and the sustainable development of environment. Combined with the characters of the natural and economic development of villages and adjusting measures to local conditions, this project optimized the combination of construction and environment as well as rural industries and village landscape, making Beiwu Village into “a paradise for tourists, the homes of farmers, the garden of Shanhaiguan District, the ecological garden of Qinhuangdao city”, which provided a reference for the village construction and the sustainable development of environment.

The sustainability of rural areas is facing numerous challenges in China. The Chinese government has chosen the construction of smart villages as an important strategy to realize the sustainable development of rural areas. In this paper, we define a smart village as a rural development model that fully utilizes the solutions provided by the information and communication technology (ICT) to promote the sustainable development of the village on the basis of clarifying the characteristics and needs of rural development. Combined with general system theory, we propose a theoretical framework of the smart village system. Based on the theoretical framework of the smart village system, we analyzed the smart village strategic planning and smart village practice in China. The results of the study showed that the construction and development of smart villages in disadvantaged rural areas is the correct choice for sustainable rural development according to the current situation in China. The Chinese government’s role in promoting smart village construction has been to promote the smart village system’s strategic subsystem to enhance smart rural areas’ development through a unified overall plan and related supporting policies. The top-down smart village construction model currently adopted by China is determined by China’s political and economic system, which is mainly reflected in the centralization of power and the public economy’s dominance.

The sustainable development of rural areas is an obvious and fundamental goal of the state policy of the Russian Federation. Improving the quality of life in each village, regardless of its distance from the regional center, is the main task of the regions. The article contains a termological analysis of the definition of “sustainable development of rural areas”. It was concluded that the dominant opinion of the authors on this concept is associated with a process that provides for the needs of residents of rural areas and increases their standard of living. The definition of a “mechanism for sustainable rural development” is given, which, through the methods and tools, implements the possibilities of natural, labor, material and financial resources for the effective development of rural economy. Sustainable and harmonious development of rural areas is possible only through the use of state support measures. The economic, environmental, social and demographic situation of rural areas, as well as their individuality, determine the need for continuous improvement of the mechanism of rural development through its methods and tools. The implementation of state support measures plays a significant role not only for rural residents, but also for leaders of agricultural organizations themselves. A decent and comfortable life in the village contributes to the consolidation of personnel. The importance of these aspects being recognized, the program “Integrated rural development” began to be implemented in 2020, which includes a sufficiently wide range of tools to support villages and rural residents. The program is aimed at reducing the gap in the quality of life between the rural and urban population, creating comfortable living conditions, reducing the outflow of residents from rural areas. As a result of the analysis, the potential and opportunities for the sustainable development of rural territories of Volgograd region were confirmed. These are the creation of conditions for providing villagers with comfortable housing, the development of various types of infrastructures, and the improvement of rural areas. The key directions of the mechanism for sustainable development of rural territories are identified: diversification of activities of the rural population, expansion of the possibilities of financial support for the development of rural territories through the public-private partnership involvement, improvement of preferential lending mechanisms, strengthening of grant support for rural communities for the improvement of rural territories.

Rural tourism in Europe is a very important segment of the European tourism market, which is confirmed by numerous indicators. Rural areas are not just a food production base or underdeveloped areas, but for years they represent destinations of intense interest of tourists. The paper analyzes the tourist events of the developed European destinations, pointing out that a numerous trips resulting from satisfaction are precisely related to a particular event. Tourism is attached to a great importance, but also the expectations of tourists are growing, as well as their desire for specific experiences. As a positive example is Austria in function of the sustainable development of rural areas. Some parts of this country promote healthy food, rest and relaxation in healthy and preserved nature. Also, rural tourism in Spain is an important sector in the economic development of the country, with the more known events of the Bulls Race (Spanish: encierro), the Holy Sunday (Spanish: Semana Santa), Tomatina (Spanish: la Tomatina). Given that rural tourism has the potential to diversify the offer, various products have been developed that provide an adequate supply of France throughout the year such as summer festivals, crops, winter sports, cultural heritage and the like.

The article substantiates diversification as a tool to ensure sustainable development of rural areas in decentralization, which contributes to increasing incomes of the rural population, increasing gross agricultural and non-agricultural products, ensuring the competitiveness of rural areas, achieving economic, food and environmental safety, rational use, protection and reproduction of natural resources. In the process of researching the level of sustainable development of rural areas, monographic and graphic methods and scientific generalization were used. The study identified internal factors that affect the sustainable development of rural areas. Social factors include living conditions, the situation on the labor market, the state of social infrastructure. Economic factors should include the provision of agricultural land, the state of diversification of agricultural and non-agricultural activities, the amount of investment in economic development, the level and structure of household income in rural areas. Environmental factors include the level of air pollution, the situation with waste, the use of freshwater, the application of fertilizers to soils, the production and restoration of forests, the level of investment in environmental protection. External factors influencing the sustainable development of rural areas include the political situation in the country and the world; decentralization process; state programs to support rural development and agriculture; the level of supply and demand for goods and services produced in a particular area, etc. It is substantiated that diversification is a tool to ensure sustainable development and strengthen the competitive advantages of rural areas. It is stipulated that attracting investments in rural development and diversification of economic activity will contribute to job creation; income growth of rural residents; the revival of local crafts, customs and crafts, improvement of villages and change of consciousness of villagers. Further research should be carried out in the direction of calculating the integrated index of sustainable development of rural areas in Ukraine to identify regional disparities in the social, economic and environmental spheres of the functioning of these areas in the context of decentralization.

With the China's rural social and economic development, great changes in the aspect of living level have taken place. But meanwhile, in the course of economic development, a great number of environmental costs have been invested in the vast rural areas, which have restricted the development of agricultural economy. We systematically study the existing major environmental problem of rural environmental protection in the process of new socialist countryside construction. Then policy and suggestions was proposed so as to materialize the sustainable development of rural regional economy and society. It is urgent to strengthen the propaganda and education of rural environmental protection, so as to solve the problem of environmental pollution and establish a harmonious relationship between new socialist countryside construction and environmental Protection.
