Targeting at the "Data Structure" bilingual classes with regard to the lack of qualified teachers, a sharp learning curve and the poor teaching effect that are widespread in colleges and universities, this paper gives an analysis in an attempt to find a solution to the issue on quality of teachers, by means of the development of a network teaching platform and a supporting resource library for carrying out high-quality bilingual teaching.

A multimedia teaching platform based on network technology with the function of multimedia animation and sound effects was designed and built. For the need of modern teaching work under the condition of information, it was meaningful to construct a multimedia teaching platform with the network on line and multimedia, and the remote control for the remote teaching platform needed to be realized. Then the expense and resources of the education and teaching were saved with the network teaching platform, and also the quality of teaching was improved by the multimedia network teaching platform. The network transmission system was established based on the TCP/IP Protocol and C/S. the remote control and data transmission was realized successfully, and it also can save the training and experiments expenses with this platform. The design and test result shows that the multimedia performance if the platform is very nice. The network test effect shows the performance of remote control and data transmission is stable, the prospect of the platform application is showcased.

With the development of information technology, multimedia technology has been widely used in various disciplines, and has achieved very good results in actual teaching, effectively improving the quality of teaching. The application of multimedia teaching in college physical education is a typical example. Teachers can present the demonstration and imitation of physical education by means of multimedia display, which can effectively improve the efficiency and enthusiasm of students in learning. This article focuses on the application of multimedia network teaching platform and physical education, aiming to better improve the quality of physical education in colleges and universities and improve students’ sports ability.

The author describes the difficulties he encountered when, as a full professor in the Departments of Psychology and Psychiatry, he wished to enroll as a medical student and obtain an M.D. Forced to take classes in chemistry and zoology to make up his “undergraduate deficiencies,” he soon learned first-hand why students complain so bitterly about poor teaching and why they are often forced to cheat in order to “beat the curve.” The author concludes that the quality of undergraduate instruction might improve if all professors occasionally took courses as well as giving them.

Video quality evaluation needs a combined approach that includes subjective and objective metrics, testing, and monitoring of the network. This paper deals with the novel approach of mapping quality of service (QoS) to quality of experience (QoE) using QoE metrics to determine user satisfaction limits, and applying QoS tools to provide the minimum QoE expected by users. Our aim was to connect objective estimations of video quality with the subjective estimations. A comprehensive tool for the estimation of the subjective evaluation is proposed. This new idea is based on the evaluation and marking of video sequences using the sentinel flag derived from spatial information (SI) and temporal information (TI) in individual video frames. The authors of this paper created a video database for quality evaluation, and derived SI and TI from each video sequence for classifying the scenes. Video scenes from the database were evaluated by objective and subjective assessment. Based on the results, a new model for prediction of subjective quality is defined and presented in this paper. This quality is predicted using an artificial neural network based on the objective evaluation and the type of video sequences defined by qualitative parameters such as resolution, compression standard, and bitstream. Furthermore, the authors created an optimum mapping function to define the threshold for the variable bitrate setting based on the flag in the video, determining the type of scene in the proposed model. This function allows one to allocate a bitrate dynamically for a particular segment of the scene and maintains the desired quality. Our proposed model can help video service providers with the increasing the comfort of the end users. The variable bitstream ensures consistent video quality and customer satisfaction, while network resources are used effectively. The proposed model can also predict the appropriate bitrate based on the required quality of video sequences, defined using either objective or subjective assessment.

There are over 300 high schools in the Republic of Moldova, most of which do not have 10-12th parallel classes, many of which also lead to the lack of qualified teachers in some subjects, which has a negative impact on the quality of students education. The optimization of the high school network can be achieved by keeping only about 100 of their existing number, planning them in new type institutions: district high-schools, boarding schools and mixed high schools of both these categories.
