Meteorological data collection and monitoring is widely adopted in the traffic industry. Meteorological monitoring can ensure traffic safety and improve the traffic management level. According to the detection type the system is divided into several types: pavement visibility detector, road conditions detector, rainfall detector, wind speed and direction detector, etc. Subsequently the advantages and drawbacks or system working principle of various types are compared. Meanwhile the key issues and the future trend of development are presented.

In the field of civil engineering, the meteorological data available usually do not have the detailed information of the wind near a certain site. However, the detailed information of the wind field during typhoon is important for the wind-resistant design of civil structures. Furthermore, the resolution of the meteorological data available by the civil engineers is too coarse to be applicable. Therefore it is meaningful to obtain the detailed information of the wind fields based on the meteorological data provided by the meteorological department. Therefore, in the present study, a one-way coupling method between WRF and CFD is adopted and a method to keep the mass conservation during the simulation in CFD is proposed. It is found that using the proposed one-way coupling method, the predicted wind speed is closer to the measurement. And the curvature of the wind streamline during typhoon is successfully reproduced.

The increase in tropospheric ozone (O3) concentration has become one of the factors restricting urban development. This paper selected the important economic cooperation areas in Northeast China as the research object and collected the hourly monitoring data of pollutants and meteorological data in 11 cities from 1 January 2015 to 31 December 2019. The temporal and spatial variation trend of O3 concentration and the effects of meteorological factors and other pollutants, including CO (carbon monoxide), SO2 (sulfur dioxide), NO2 (nitrogen dioxide), and PM2.5 and PM10 (PM particles with aerodynamic diameters less than 2.5 μm and 10 μm) on ozone concentration were analyzed. At the same time, the variation period of O3 concentration was further analyzed by Morlet wavelet analysis. The results showed that the O3 pollution in the study area had a significant spatial correlation. The spatial distribution showed that the O3 concentration was relatively high in the south and low in the northeast. Seasonally, the O3 concentration was the highest in spring, followed by summer, and the lowest in winter. The diurnal variation of O3 concentration presented a “single peak” pattern. O3 concentration had a significant positive correlation with temperature, sunshine duration, and wind speed and a significant anticorrelation with CO, NO2, SO2, and PM2.5 concentration. Under the time scale of a = 9, 23, O3 had significant periodic fluctuation, which was similar to those of wind speed and temperature.

Effects of weather conditions including temperature, relative humidity, wind speed, wind and direction on PM2.5 were studied using statistical methods. PM2.5 samples were collected during the summer and the winter in a suburb of Shenzhen. Then, correlations, hypothesis test and statistical distribution of PM2.5 and meteorological data were analyzed with IBM SPSS predictive analytics software. Seasonal and daily variations of PM2.5 have been found and these mainly resulted from the weather effects.

ABSTRACT FAO Penman-Monteith (FO-PM) is considered the standard method for the estimation of reference evapotranspiration (ET0) but requires various meteorological data, which are often not available. The objective of this work was to evaluate the performance of the FAO-PM method with limited meteorological data and other methods as alternatives to estimate ET0 in Jaíba-MG. The study used daily meteorological data from 2007 to 2016 of the National Institute of Meteorology’s station. Daily ET0 values were randomized, and 70% of these were used to determine the calibration parameters of the ET0 for the equations of each method under study. The remaining data were used to test the calibration against the standard method. Performance evaluation was based on Willmott’s index of agreement, confidence coefficient and root-mean-square error. When one meteorological variable was missing, either solar radiation, relative air humidity or wind speed, or in the simultaneous absence of wind speed and relative air humidity, the FAO-PM method showed the best performances and, therefore, was recommended for Jaíba. The FAO-PM method with two missing variables, one of them being solar radiation, showed intermediate performance. Methods that used only air temperature data are not recommended for the region.

Whether weather plays a part in the transmissibility of the novel COronaVIrus Disease-19 (COVID-19) is still not established. We tested the hypothesis that meteorological factors (air temperature, relative humidity, air pressure, wind speed and rainfall) are independently associated with transmissibility of COVID-19 quantified using the basic reproduction rate (R0). We used publicly available datasets on daily COVID-19 case counts (total n = 108,308), three-hourly meteorological data and community mobility data over a three-month period. Estimated R0 varied between 1.15-1.28. Mean daily air temperature (inversely) and wind speed (positively) were significantly associated with time dependent R0, but the contribution of countrywide lockdown to variability in R0 was over three times stronger as compared to that of temperature and wind speed combined. Thus, abating temperatures and easing lockdown may concur with increased transmissibility of COVID-19.

The application of intelligent transport systems (hereinafter ITSs) on roads enables continuous monitoring of road users during a whole year with the aim to collect good-quality data based on which the more complex analyses could be done, such as monitoring of certain traffic safety indicators. Automatic traffic counters are one of the most commonly implemented ITSs for collecting traffic flow parameters that are relevant for traffic management on state roads in Republic of Serbia. This paper presents one of the possible ways to collect, analyze and present data on road users’ speeds using automatic traffic counters, where certain traffic safety indicators are analyzed in terms of road users’ compliance with the speed limit on the road section from Mali Pozarevac to Kragujevac. Based on the analyses of data downloaded from automatic traffic counters, it is observed that an extremely high percentage of vehicles drive at speed higher than the speed limit, indicating clearly to higher traffic accident risk, as well as to the need for a tendency to implement speed management on roads using ITS in the forthcoming period.

Introduction: One of the significant characteristics of schools in Vietnam is that almost all parents send their children to school and/or pick up their children from school using private vehicles (motorcycles). The parents usually stop and park their vehicle on streets outside the school gates, which can lead to serious congestion and increases the likelihood of traffic accidents. Methods: The objective of this study is to find out factors affecting the picking up of pupils at primary school by evaluating the typical primary schools in Hanoi city. A binary logistic regression model was used to determine factors that influence the decision of picking up pupils and the waiting duration of parents. The behavior of motorcyclists during the process of picking up pupils at the primary school gate has been identified and analyzed in detail by the Kinovea software. Results and Discussion: The study showed that, on the way back home, almost all parents use motorbikes (89.15%) to pick up their children. During their waiting time (8.48 minutes in average), they made a lot of illegal parking actions on the street there by, causing a lot of “cognitive” errors and “crash” points surrounding in front of the primary school entrance gate. Risky picking-up behaviors were significantly observed, i.e. picking-up on opposite side of the school, making a U-turn, backing-up dangerously, parking on the middle of street, and parking on the street next to sidewalk). Conclusion: Based on the analyzed results, several traffic management measures have been suggested to enhance traffic safety and reduce traffic congestion in front of school gates. In addition, the results of the study will provide a useful reference for policymakers and authorities.

ABSTRACT. Cuiab´a is located on the border of the Pantanal and Cerrado, in Mato Grosso State, which is recognized as one of the biggest agricultural producers of Brazil. The use of natural resources in a sustainable manner requires knowledge of the regional meteorological variables. Thus, the objective of this study was to characterize the seasonal and interannual pattern of meteorological variables in Cuiab´a. The meteorological data from 1961 to 2011 were provided by the Instituto Nacional de Meteorologia (INMET – National Institute of Meteorology). The results have shown interannual and seasonal variations of precipitation, solar radiation, air temperature and relative humidity, and wind speed and direction, establishing two main distinct seasons (rainy and dry). On average, 89% of the rainfall occurred in the wet season. The annual average values of daily global radiation, mean, minimum and maximum temperature and relative humidity were 15.6 MJ m–2 y–1, 27.9◦C, 23.0◦C, 30.0◦C and 71.6%, respectively. Themaximum temperature and the wind speed had no seasonal pattern. The wind speed average decreased in the NWdirectionand increased in the S direction.Keywords: meteorological variables, climatology, ENSO. RESUMO. Cuiabá está localizado na fronteira do Pantanal com o Cerrado, no Mato Grosso, que é reconhecido como um dos maiores produtores agrícolas do Brasil. A utilização dos recursos naturais de forma sustentável requer o conhecimento das variáveis meteorológicas em escala regional. Assim, o objetivo deste estudo foi caracterizar o padrão sazonal e interanual das variáveis meteorológicas em Cuiabá. Os dados meteorológicos de 1961 a 2011 foram fornecidos pelo Instituto Nacional de Meteorologia (INMET). Os resultados mostraram variações interanuais e sazonais de precipitação, radiação solar, temperatura e umidade relativa do ar e velocidade e direção do vento, estabelecendo duas principais estações distintas (chuvosa e seca). Em média, 89% da precipitação ocorreu na estação chuvosa. Os valores médios anuais de radiação diária global, temperatura do ar média, mínima e máxima e umidade relativa do ar foram 15,6 MJ m–2 y–1, 27,9◦C, 23,0◦C, 30,0◦C e 71,6%, respectivamente. A temperatura máxima e a velocidade do vento não tiveram padrão sazonal. This article deals with issues in the field of traffic engineering. According to its assumptions, traffic is a system consisting of three inseparable elements which are man, vehicle and road. In this article, the author focuses on the relationship between two of these elements: human as a road user and a path that should be a subordinate of the user’s capabilities and convenience. The first part of the article is an introduction to the topic of the article. There are presented the data on the amount of road traffic accidents caused by human factors and the categories of errors committed by drivers. In the further part there were analyzed the biological factors which have influence on driver’s actions such as sight, attention and reaction time with particular emphasis on the imperfections of those factors which should be taken into account when designing roads and organizing traffic because it lets to provide a higher level of road safety. The purpose of this article is to develop practical conclusions for road design and traffic management that will help to better adjust the road transport infrastructure to the capabilities and natural limitations of the human person. These conclusions are included in the summary.
