Disaster management is a process of planning and implementation of measures involving multiple disciplines and sectors; hence Millennium Development Goals (MDGs) cannot go unnoticed. Approximately 189 member states agreed to endeavour to achieve MDGs which should be accomplished by 2015. The purpose of this research was to establish the primary involvement of the disaster management fraternity within the Southern African Development Community (SADC) region in this agreement. SADC countries are the countries with a high prevalence of HIV and AIDS and they feature on the disaster manager’s priority list of hazards, hence the focus on MDG 6 for this study. Various data gathering tools were employed and included making use of indicators developed by the United Nations to review disaster management statutes or civil protection statutes and scholarly documents on the progress of MDG 6. Structured interviews were carried out with heads of disaster management centres of SADC countries through the guidance of MDG 6 indicators. The main findings were that most statutes do acknowledge the fight against epidemics and most disaster managers are aware of MDG 6 and are involved in its achievement. It was recommended that disaster managers should be part of the Post 2015 MDG delegation.

Purpose – The purpose of this paper is to present corporate social responsibility (CSR) as an alternative roadmap to accelerating realization of Millennium Development Goals (MDGs) in Uganda, even after 2015. Design/methodology/approach – Using a mixed research methodology, this research documented CSR activities of 16 companies operating in Uganda. Data collection was guided by quantitative and qualitative methodologies (semi-structured interviews with CSR managers, plus non-participant observation of CSR activities and projects linked with MDGs). Triangulation was used to ensure credibility and validity of the results. For data analysis, the authors followed a three-stepwise process, which helped to develop a framework within which the collected data could be analyzed. For generalization of the findings, the authors were guided by the “adaptive theory approach”. Findings – Uganda will not realize any MDGs by 2015. However, CSR activities have the potential to contribute to a cross-section of various MDGs that are more important and relevant to Uganda when supported by the government. If this happens, realization of the MDGs is likely to be stepped up. CSR's potential contributions to the MDGs were found to be hindered by corruption and cost of doing business. Lastly, MDG 8 and MDG 3 were perceived to be too ambiguous to be integrated into company CSR interventions, and to a certain extent were perceived to be carrying political intentions which conflict with the primary business intentions of profit maximization. Practical implications – Governments in developing countries that are still grappling with the MDGs can use this research when devising collaborations with private-sector companies. These documented CSR activities that contribute directly to specific MDGs can be factored into the priority public-private partnership arrangements. Private companies can also use these findings to frame their stakeholder engagement, especially with the government and also when setting CSR priorities that significantly contribute to sustainable development. Originality value – This research advances the “Post-2015 MDG Development Agenda” suggested during the United Nations MDG Summit in 2010, which called for academic and innovative contributions on how MDGs can be realized even after 2015.

Purpose In light of the emphasis on “inclusion” in the sustainable development goals (SDGs), the notion of social inclusion encompasses the goal of granting opportunities for disabled people, integrate them and make them participate in the new environment. Referring to the capability theory, the purpose of this study is to examine the role of information and communication technology (ICT) in the social inclusion of disabled young people in Lebanon. Design/methodology/approach This paper uses a qualitative approach based on a series of focused semi-structured interviews with 11 participants occupying key positions in aid associations for disabled people. Findings The findings suggest that smart technologies can enhance social inclusion through three key factors: the nature of impairment and other personal characteristics of disabled people, the resources available to them and the environmental aspects provided by government policies and society’s cultural practices. In the contemporary society characterized by an increasing role of ICTs, the findings of this research could contribute to lead the developing countries to a sustainable and inclusive world through social inclusion of their youth. Research limitations/implications This study has some limitations that should be mentioned. First, it was conducted only on a small sample size (with 11 interviewees). Further empirical research must be conducted on larger sample to build and elaborate on the findings. Second, the results are mainly based on the points of view of people working in aid associations for disabled people. In future research, semi-structured interviews can be carried out with the disabled people themselves or with members of their family to ask them about their personal experience with smart technologies and the impact of this on their social inclusion. It was also suggested that the future research should explore the challenges of inclusion for different categories of disabled people separately because they are not all facing the same issues and the same challenges. Furthermore, as this paper focuses on the role of smart technologies in the development of social inclusion of disabled people, future research could take place with other groups, for example, Palestinian and Syrian refugees, to identify whether these groups are experiencing similar challenges and barriers when trying to use smart technologies as a way to enhance their social inclusion. Practical implications Related to a larger and broader approach, social inclusion of disabled or marginalized people or refugees in developing countries could be a way to commit to a sustainable and inclusive world, in alignment with the eight goals of the Millennium Development Goals. This study dealt with the validation of rights-based indicators for MillenniumDevelopment Goals localization in the municipalities of Narvacan, Sinait, Sta.Catalina, and Bantay in Ilocos Sur. It is in response to the call of institutionalizingrights-based approach for MDG development planning and governance. Itlooked into the indicators’ availability, relevance, measurability, and feasibility andthe extent of availability of data in the LGUs. The respondents were the MunicipalSocial Welfare and Development officers, rural health officers, Municipal Planningand Development coordinators and the Municipal Local Government officers. Indeveloping the data gathering instrument, educators, researchers, statisticians,human rights advocates, stakeholders and the Commission on Human Rightsof Region I were involved. Results show that only a few of the indicators werehighly available; almost all were relevant and had good level of measurability.Only MDG 3 was highly feasible. Most had no sufficient data available exceptfor MDG 2- Achieve Universal Primary Education, MDG 3- Promote GenderEquality, and MDG 4- Reduce Child Mortality. Hydroinformatics found its origin in the advancement of computational hydraulics in the early 1990s but has expanded considerably, both in scope and in application areas. It is now not only being applied in the fields of hydraulics and hydrology (often indicated by the colour blue), but also in environmental science and technology (green) as well as in knowledge systems and knowledge management (yellow). This paper focuses on urban (red) applications of hydroinformatics, taking urban flood and disaster management as an example. It is part of a sequence of papers, each focusing on a particular field (colour) of hydroinformatics, which together constitute a multi-coloured rainbow of application areas that hydroinformatics has expanded into over the past two decades or so. The combined papers on “Hydroinformatics in multi-colours” were presented as the opening keynote of the Workshop on Advances in Hydroinformatics held in Niagara Falls, in June 2007. In this paper—part red of the sequence—the role of urban hydroinformatics in assessing effects of climate change on urban flooding and health risk is addressed in relation to the UN Millennium Development Goals and illustrated on a case study of Dhaka, Bangladesh.

Background: Despite progress made by other countries worldwide in achieving Millennium Development Goals (MDGs) 4, 5 and 6, South Africa is experiencing a challenge in attaining positive outcomes for these goals.Objective and setting: To describe the challenges experienced by South Africa regarding the successful implementation of MDGs 4, 5 and 6.Methods: An integrative literature review was used to identify and synthesise various streams of literature on the challenges experienced by South Africa in attaining MDGs 4, 5 and 6.Results: The integrative review revealed the following themes: (1) interventions related to child mortality reduction, (2) implementation of maternal mortality reduction strategies, and (3) identified barriers to zero HIV and TB infections and management.Conclusion: It is recommended that poverty relief mechanisms be intensified to improve the socio-economic status of women. There is a need for sectoral planning towards maternal health, and training of healthcare workers should emphasise the reduction of maternal deaths. Gender equality and information and communication technology are important in the achievement of the Millennium Development Goals (MDGs) in policy, planning, and practice. The 2000 Millennium Declaration of the United Nations (UN) formed an international agreement among member states to work toward the reduction of poverty and its effects by 2015 through eight Millennium Development Goals: 1. Eradicate extreme poverty and hunger 2. Achieve universal primary education 3. Promote gender equality and the empowerment of women 4. Reduce child and maternal mortality 5. Improve maternal health care 6. Combat HIV and AIDS, malaria, and other major diseases 7. Ensure environmental sustainability 8. Develop global partnership for development Progress toward gender equality and the empowerment of women is one goal that is important to achieving the others. Poverty, hunger, illiteracy, environmental threats, HIV and AIDS, and other health threats disproportionately affect the lives of women and their dependent children. Gender-sensitive ICT applications to education, health care, and local economies have helped communities progress toward the MDGs. ICT applications facilitate rural health-care workers’ access to medical expertise through phones and the Internet. Teachers expand learning resources through the Internet and satellite services, providing a greater knowledge base for learners. Small entrepreneurs with ICT access and training move their local business into world markets. ICT diffusion into world communication systems has been pervasive. Even some of the poorest economies in Africa show the fastest cell-phone growth, though Internet access and landline numbers are still low (International Telecommunications Union [ITU], 2003b). ICT access or a lack of it impacts participation, voice, and decision making in local, regional, and international communities. ICTs impact the systems that move or inhibit MDG progress. UN secretary general Kofi Annan explained the role of the MDGs in global affairs: Millennium Development Goals are too important to fail. For the international political system, they are the fulcrum on which development policy is based. For the billion-plus people living in extreme poverty, they represent the means to a productive life. For everyone on Earth, they are a linchpin to the quest for a more secure and peaceful world. (UN, 2005, p. 28) Annan also stressed the critical need for partnerships to facilitate technology training to enable information exchange and analysis (UN, 2005). ICT facilitates sharing lessons of success and failure, and progress evaluation of work in all the MDG target areas. Targets and indicators measuring progress were selected for all the MDGs. Gender equality and women’s empowerment are critical to the achievement of each other goal. Inadequate access to the basic human needs of clean water, food, education, health services, and environmental sustainability and the support of global partnership impacts great numbers of women. Therefore, the targets and indicators for Goal 3 address females in education, employment, and political participation. Progress toward the Goal 3 target to eliminate gender disparity in primary and secondary education, preferably by 2005, and in all levels of education no later than 2015, will be measured by the following indicators. • Ratio of girls to boys in primary, secondary, and tertiary education • Ratio of literate females to males who are 15- to 24-year-olds • Share of women in wage employment in the nonagricultural sector • Proportion of seats held by women in national parliaments (World Bank, 2003) Education is positively related to improved maternal and infant health, economic empowerment, and political participation (United Nations Development Program [UNDP], 2004; World Bank, 2003). Education systems in developing countries are beginning to offer or seek ways to provide ICT training as a basic skill and knowledge base. Proactive policy for gender equality in ICT access has not always accompanied the unprecedented ICT growth trend. Many civil-society representatives to the World Summit on the Information Society (WSIS) argue for ICT access to be considered a basic human right (Girard & Ó Soichrú, 2004; UN, 1948). ICT capability is considered a basic skill for education curriculum at tertiary, secondary, and even primary levels in developed regions. In developing regions, ICT access and capability are more limited but are still tightly woven into economic communication systems. ICTs minimize time and geography barriers. Two thirds of the world’s poor and illiterate are women (World Bank, 2003). Infant and maternal health are in chronic crisis for poor women. Where poverty is highest, HIV and AIDS are the largest and fastest growing health threat. Ninety-five percent of people living with HIV and AIDS are in developing countries, partly because of poor dissemination of information and medical treatment. Women are more vulnerable to infection than men. Culturally reinforced sexual practices have led to higher rates of HIV infection for women. Gender equality and the empowerment of women, starting with education, can help fight the spread of HIV, AIDS, and other major diseases. ICT can enhance health education through schools (World Bank). Some ICT developers, practitioners, and distributors have identified ways to incorporate gender inclusiveness into their policies and practice for problem-solving ICT applications toward each MDG target area. Yet ICT research, development, education, training, applications, and businesses remain male-dominated fields, with only the lesser skilled and salaried ICT labor force approaching gender equality. Successful integration of gender equality and ICT development policy has contributed to MDG progress through several projects in the developing regions. Notable examples are the South-African-based SchoolNet Africa and Bangladesh-based Grameen Bank Village Pay Phone. Both projects benefit from international public-private partnerships. These and similar models suggest the value and importance of linking gender equality and empowerment with global partnership for development, particularly in ICT. This article reports on developing efforts to coordinate the achievement of the MDGs with policy, plans, and practice for gender equality beyond the universal educational target, and with the expansion of ICT access and participation for women and men. The article examines the background and trends of MDG 3, to promote gender equality and the empowerment of women, with particular consideration of MDG 8, to develop global partnership for development, in ICT access and participation.

The purpose of this paper is to share recommendations from youth sport coaches and administrators on using the United Nation’s Millennium Development Goals (UN MDGs) for teaching citizenship through youth sport. Fourteen semi-structured interviews were conducted with coaches and administrators from one region of the American Youth Soccer Organization. Although only one of the 14 participants was aware of the UN MDGs, every one of them was able to provide at least some specific recommendations for integrating citizenship into youth soccer. Opportunities and challenges for integrating citizenship into coach education programs are discussed based on the results of the present study and related literature on teaching life skills through sport.

Pregnancy in teenagers seems to be a challenge that might contribute to a struggle to fulfil the objectives of the Millennium Development Goals directly related to women’s reproductive health and neonatal care. The challenge becomes worse as midwives and nurses find it difficult to fully supervise all these pregnancies, because teenagers stay away or default from clinic attendance. The purpose of the study was to explore and describe the perceptions of pregnant teenagers of the antenatal care (ANC) clinic environment and to recommend guidelines to midwifery operational managers for strategies to create teenager-friendly ANC clinic environments. The study applied a qualitative research design with explorative, descriptive and contextual research approaches. The ethical principles that guided this study were respect for the person, beneficence and justice. Semi-structured interviews utilising a predetermined interview schedule with a central open-ended question to address the study objectives were used. Data were collected from pregnant teenagers attending ANC clinics in Nelson Mandela Metropolitan Municipality. Participants were unanimous in that they perceived the clinic environment as causing discomfort to them. Different reasons attributed to this experience were related to their young age. The age difference between themselves and other women attending the clinic made participants perceive themselves as inferior and as being treated as such at the clinic. They found this embarrassing and recommended having their own waiting area and additional midwives at the clinic so that they would not be subjected to humiliating scrutiny and disapproval from older pregnant women. Pregnant teenagers’ recall of their experiences of the ANC clinic environment suggests that they perceive themselves as not being adequately cared for, as judged, and as forced to be in an environment that is insensitive to their needs. As a result some of their peers stayed away from the clinic and at times they contemplated the same action. A well-managed ANC clinic environment which has midwives who are empowered with the necessary skills in terms of dealing with the needs of youth has been requested by the pregnant teenagers.

AbstractThe Bishops of the Anglican Communion met on the campus of the University of Kent at Canterbury, England, for the Lambeth Conference in July 2008. The Conference took place at a time when the Anglican Communion was going through turbulence over the issue of human sexuality. Accordingly, there was much expectation that the Conference would inter alia discuss and come up with the way forward on the issue of homosexuality. Prudently, the Conference’s focus rested on the real Mission of the Church, epitomized by the Walk of Witness on July 24, 2009 from Whitehall and Westminster to Lambeth Palace. There, Archbishop Rowan Williams spoke of the Communion’s commitment to the Millennium Development Goals (MDGs). It is within this context that this article seeks to discuss the issue of the MDGs in the context of the Lambeth Conference, from the perspective of Botswana. It is my intention to show that the Anglican Communion should be focused on the life and death issues of eradicating abject poverty, HIV and AIDS, malaria, bad governance, unjust trade policies and environment, rather than wasting valuable spiritual energy on the ‘luxury’ of human sexuality which is a non-issue for the poor.

PurposeThe need to alleviate poverty and achieve the United Nations (UN) 2030 Sustainable Development Goals (SDGs) through Universal Social Protection (USP) mechanisms is a high priority for governments and international organisations (IOs). This paper focuses on the recent introduction of a general minimum income (GMI) in Greece, in the context of the international diffusion of governing expertise. It examines whether the “universal” scheme being implemented constitutes a paradigm shift likely to offer solutions to the country's previous fragmented and unjust welfare system, and to problems the society has faced since the 2010s depression.Design/methodology/approachThe paper uses critical grounded theory, with data gathering through iterative field observations and semi-structured interviews.FindingsResults highlight the elusiveness of USP normative promises: rather than enhancing people's effective freedoms to act as self-determining agents, USP pushes the poor to adapt to current degraded socio-economic conditions. Participation in the shadow economy is a structural feature of USP; it is implicitly tolerated insofar as it is regarded, in the words of the World Bank (WB), an “engine for growth”. This constitutes an institutional and governance challenge for the implementation and expansion of social welfare programmes and could compromise the 2030 SDGs Agenda.Originality/valueWhile research to date has examined the “modernisation” of the Greek welfare system in a national or comparative perspective, it adds to the literature by framing the study in the field of global social policy, shedding light on the discrepancies between internationally designed mechanisms and the normative aims of USP.
