The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». In Slovenia, the public administration reform has been a systematic task since 1996 when the government adopted the strategy of transformation of public administration due to Slovenia becoming a full member of EU. Such a strategy could be developed and implemented regarding the fact that Slovenia has had a functioning system of public administration since 1991 when it became an independent state. In the last few years after year 2000 the reform has been built up as constant development of public administration based on several pillars such as civil service system, reorganisation of administrative structures, e-government etc. The public administration reform in Slovenia is therefore aimed at upgrading the existing system in terms of greater professionalism, transparency, efficiency and user-friendly delivery of public services, all together incorporated in the principles of new public management and good governance. The modernisation of Slovene public administration is a process which has been so far based on a rather legalistic approach (a set of basic laws were passed mainly in 2002) and is to be continued especially focusing on process orientation. In July 2003 within special midterm strategy on further development of public sector and later in 2005 within national Strategy on Development of Slovenia till 2013 the coordinated approach has been stressed as well aiming to present administration as an impetus and not an obstacle in developing competitive advantages of national economy. The recommendations that Slovenia can deliver in conducting public administration reform to ensure optimal results are today the following: orientation towards users, effectiveness and efficiency, openness, adequate rewarding of civil servants, optimisation and informatisation of working processes, involvement in international networks, awareness of public administration doings’ impacts in national economy, consistent political support, long-term strategic planning.

This article investigates public administration reform in Kosovo by: a) analysing the extent to which an atypical transition affects administrative and governance reforms, b) examining the Europeanisation process and efforts to harmonise legislation with the European Union’s acquis communautaire as the main driving force towards a successful transition, and c) reiterating the relevance and function of the educational system in the Europeanisation process. The article addresses the following question: can the Europeanisation process be accomplished successfully when the educational system, which is limited in scale, does not manage to generate a sufficient number of Europeanisation agents? In post1999 Kosovo, public administration has been undergoing continuous reforms to detach itself from the discriminatory legacy of communist and Serbian rule, to transfer authorities from internationally established bodies to local ones, to enhance capacity-building through international assistance, and to move forward with further reforms as part of Kosovo’s EU integration efforts. Public administration reforms remain affected by past legacies, namely the atypical transition characterised by a post-WWII communist dictatorship, the Serbian apartheid-like discrimination in the 1990s, an UN-led interim administration, and challenges of capacity-building. The article concludes that without a fully consolidated and crisis-resistant democracy neither the initiated public administration reform based on the values of good governance, nor the “fair and just” distribution of resources in society have a perspective. For instance, to comply successfully with the public administration reform obligations set out in the EU’s Stabilisation and Association Agreement, Kosovo needs greater capacities and professionals serving as Europeanisation agents. As a result, much larger investments in education, research, and development appear to be paramount. An increase in the quality of education and study capacities, as well as better opportunities for social inclusion would improve the performance of public administration and enhance good governance.

The article is devoted to theoretical and methodological basics of implementation of foreign experience of public administration reform. The well-established identification of the terms «public administration» and «state administration» in modern management and science are used. The field study of the implementation performs the process of Euro-pean integration as a factor of influence on public management reforms In the process of analyzing. It is established, that a theoretical basis of introduction of foreign experience in the science of public administration is not systemically developed. Comprehensive com-parative analysis of the adaptation of the algorithm of introduction of foreign experience in public administration reform are proposed.The article examines various approaches regarding the principles of reforming public administration on the basis of introducing foreign experience of good governance. Stud-ies are based on the use of the complex of General scientific and special scientific methods of research. The article improved conceptual approaches regarding organizational prin-ciples of implementation of foreign experience in the practice of public administration in Ukraine. The feasibility of the methodology of the system approach to the process of re-forming the system of public administration on individual scientific direction are proved. Approaches are developments of the methodology of the structurally functional analysis of the transformation process in public administration are proposed. The methodology of the analysis the introduction of foreign codetermination by examining institutional forms, organizing principles and socio-historical origins and trends of public adminis-tration development. Sareas for further research of reforming the state in line with the concept of sustainable development «Ukraine – 2020» are uggested. In the article the attention is focused on the feasibility of developing the modern para-digm of public administration reform. This paradigm is based on the determination of regularities of development of the national state in the conditions of European integra-tion processes, and formed in a multicomponent form. The article reveals the main features of the competence approach in the practice of European public administration. The features of the competence approach in public administration are determined on the basis of analysis of the basic concepts of public administration. In the dynamics of the formation and development of popular theories of interaction between state and local authorities, such as the theory of a free community, community (public) and public and state (the theory of municipal dualism), we can trace a number of characteristic features of a competency approach, which manifests itself both through the general theoretical relations and manifestations, and through the practice of coexistence of public authorities. There is a problem of definition and distribution of public functions as a prerequisite for defining and shaping the competences of public institutions. An important issue in the context of a competent approach is the institutional consolidation of functions in the context of the existence of the basic models of territorial organization of power. In each of the varieties of the Governance concept (Responsive Governance concept, Democratic Governance concept, Good Governance concept), the specifics of the use of competencies are defined. The archetypal symbols in the European public administration are singled out using the analysis of competence in public administration in its main constituents. A brief description of the archetypal aspect of European public administration is given. The main components of competence are shown in connection with the existing archetypal symbols and the characteristic trends of their development. Their connection is shown according to the scheme “the entity component (who?) — the object component (what?) — the administrative component (how?) — the basis (in what environment?)”. Concerning the trends of development of a competence approach in the context of practice and theory of public administration, it is determined that modern concepts of public administration are characterized by shifting the balance between state and public institutions to the sphere of common goals and tasks, and thus responsibility. The joint activity of all subjects of society requires new forms of cooperation, definition of the spheres and subjects of each entity’s activity for effective cooperation, distribution of functions and competences of the entities, formation and consolidation of their status characteristics.

The article considers the factors influencing the efficiency of management decisions made by local government bodies in the modern conditions of public administration reform and the development of local self-government in Ukraine. The author outlines the features of this problem, the main features of state-management decisions, the essence of the concepts "effect", "efficiency of management decisions", the main approaches to the study of the problem of decision-making are highlighted. The main attention is paid to the direction of research, which takes into account the human factor. The main ideas of the representative of this direction - the Nobel laureate D. Kahneman, presented in the book "Noise", are considered. This work raises the issue of system errors among those who make decisions. The views of the domestic scientist O. Maltsev on the designated problem and the provisions of D. Kahneman's book are presented. The results of the analysis by scientists of the influence of the human factor and psychological characteristics of management decision-making on the efficiency of decisions are reflected. The conclusions of scientists regarding the need to take into account the qualities of a decision- making person and his professional training are summarized. The main characteristics of the personality that influence decision-making are given from the domestic scientific literature on public administration problems. In accordance with these ideas, the requirements for the positions of civil servants, local self-government bodies, as well as the modern practice of training specialists and managers in this field are considered. It is concluded that the primary importance for making effective decisions by local government bodies is the use by specialists and managers of modern technologies for developing and making management decisions, the development of their personal qualities for making management decisions in the process of training and obtaining specialized management education in universities.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. A well-functioning administration with embedded institutions enables the formulation of a competitive environment which propitiously effects the country’s economic growth. In case of an intervention, the results and impacts should be measured and continuously monitored in a strategic policy cycle. These activities can be done on project and national levels and at the same time there could be a legitimate claim for carrying out international comparative analysis of results. The majority of public administration developments belongs to the scope of e-government. The evidencebased policy making is a component of good governance next to transparency, sustainability, efficiency, integrity and people centricity. Government obligations and responsibilities in evaluations vary from country to country. Digitalization brings new challenges for public service and governments are taking various measures in response to them. Evaluation can fulfil its role in the strategic policy cycle only if it can meet the political conditions with attention to ethical and methodological standards; can adapt to the digitalized circumstances. The paper aims a deeper analysis of evaluation phase, and to summarize the possible new methods reaching better results in public services and public administration services. In this paper we are going to conduct an international comparative analysis with a special attention given to a public administration development program in Hungary.
