Managing people and keeping adequate record of the attendance for most of the tertiary institutions are difficult task. Moreover, the manual taking of attendance adds to the difficulty of this task because it is strenuous, time intensive and can easily be falsified. Meanwhile, With the advent of new technology, a new world of authentication and security has been created via biometrics. This work aims at improving Covenant Universities paper-based attendance by using biometrics, specifically fingerprint technology. It is a web application that works with a fingerprint reader from which the features of the student’s fingerprint are extracted during enrolment. This is also needed during the authentication phase which occurs during the roll call attendance in the halls of residence. It is implemented using PHP and MySQL.

Governments and their agencies are often challenged by high cost and flexible telephonic, Web based data services. Emerging technologies, such as those of Voice over Internet Protocol (VoIP) that allow convergent systems where voice and Web technologies can utilize the same network to provide both services, can be used to improve such services. This paper describe VoIP system for the enterprise network (e.g. company, university) that have been developed based on Asterisk which is a kind of open source software to implement IP-PBX system. Through the development and evaluation, we have confirmed that VoIP system based on Asterisk is very powerful as a whole and most PBX functions to be required for the enterprise network can be realized. Interesting findings include that the University of Kufa has a potential to implement the project. By connecting multiple Asterisk servers located in different sites based on IAX2, large scale enterprise network can be developed. Since the software recommended for installation is open source, the project could be used as a source of valuable information by students who specialize in real-time multi-media systems.

Examined and compared in this chapter is the diffusion of WBE in Singapore and Australia. These two countries were chosen in this study because of the close educational collaborations and developments between them. A number of Australian universities have offshore bases in Singapore. It would be more cost-effective and profitable to use WBE instead of using the usual corresponding method, or flying professors into the country a few times a year for intensive residential studies. In this chapter, WBE at some selected institutions is reported in detail, because these institutions represent the more advanced developments of WBE in the respective country. Meta-analysis, using a modified Taylor’s model (Taylor, 2001), reveals that though Singapore and Australia are different in their approach and policies to education and technology, they share similar trends and achievements in the development of WBE. Tertiary institutions in both countries have generally achieved all the characteristics of Generations 4 and 5 of the development model of Distance Education, as described by Taylor. However, this is not to say that face-to-face teaching has been phased out. This study also indicates that WBE supports the development of distance education and e-universities in Australia. On the other hand, it is hard to say when Singapore will develop its first e-university.

Effective implementation of e-Government demands the likelihood of appropriately incorporating all the multi-dimensional socio-technical factors in its design strategy. These socio-technical factors may involve, apart from the technological penetration and adoption, the different attitudes and competencies that may influence e-Government uptake. In this chapter, an interview study of a Web-based course for issues related to the implementation of e-Government is described and analysed. The design of the course was inspired by a study circle pedagogical approach. The respondents were especially positive to the group discussions of the studied course. Group-discussions and follow-up activities contributed to integrate learning outcomes into work practice. This study opines that there is a need to combine both development-oriented approaches with adaptive-oriented approaches in order to link different theoretical and practical aspects of the changed work-situation in the community of practice. There is also a need for pedagogical learning of producers and organisers of Web-based education in public organisations, in order to make them to be conscious about the importance of different pedagogical approaches, and the importance of making a thorough problem analysis before the design of the course.

Context.—Web-based learning is a major component of distance education. Objective.—To explore Web-based applications for pathology teaching in resource-limited sub-Saharan Africa. Design.—The participants were consultant pathologists and trainees drawn from tertiary institutions in Nigeria. They viewed the digital slides via the Leeds virtual pathology Web site, after which, interactive lectures were given via Skype (Skype Communications, Luxembourg City, Luxembourg). Questionnaires were administered via SurveyMonkey (Palo Alto, California) to all participants of 12 sessions between 2014 and 2015. Results.—Nine consultant pathologists and 33 trainees participated in this survey. Of all respondents, 29 (69%) thought it was fairly easy to navigate the system, 11 (26.2%) thought it was easy, whereas 2 (4.8%) felt it was difficult. In addition, 26 respondents (61.9%) found it fairly easy to make a make a diagnosis, 13 (31%) thought it was easy, and 3 (7.1%) noted that it was difficult. Twenty-four respondents (57.1%) had a fairly smooth user experience, 12 (28.6%) experienced occasional crashes, whereas 6 (14.3%) reported a smooth experience. Almost all (41 of 42; 97.6%) respondents felt the pathology teaching was beneficial to their local pathology practice, and all (100%) indicated the need for additional, similar sessions. Conclusion.—The beneficial applications of Internet-based lectures make them a viable, cheaper, and cost-effective alternative to face-to-face lectures in our environment.

Background: The ‘Convention on the Rights of Persons with Disabilities’ (CRPD) requires governments to meet the assistive technology needs of citizens. However, the access to assistive technology in developing countries is severely limited, which is aggravated by a lack of related services. Objectives: To summarize current knowledge on assistive technology for low- and lower-middle-income countries published in 1995 or later, and to provide recommendations that facilitate implementation of the CRPD.Study design: Literature review. Methods: Literature was searched in web-based databases and reference lists. Studies carried out in low- and lower-middle-income countries, or addressing assistive technology for such countries, were included. Results: The 52 included articles are dominated by product oriented research on leg prostheses and manual wheelchairs. Less has been published on hearing aids and virtually nothing on the broad range of other types of assistive technology. Conclusions: To support effective implementation of the CRPD in these countries, there is a need for actions and research related particularly to policies, service delivery, outcomes and international cooperation, but also to product development and production.Clinical relevanceThe article has a potential to contribute to CRPD compliant developments in the provision of assistive technology in developing countries by providing practitioners with an overview of published knowledge and researchers with identified research needs.
