The article is devoted to the problem of educational communications development as a sphere of implementation of modern information-communication technologies in the higher education system. The purpose of the article is to present the structure and functions of educational communications aimed at the development of personal potential and self-realization of students. Methodology. The study is based on the methodology of personal and communicative-informational approaches in education, psychological-pedagogical provisions on the structure of communication, the leading role of learning activity, didactic principles of building an educational-informational environment. In theoretical terms, the study is based on the idea of the indirect implementation of ICT in education through the development of educational communications. The developing structure of educational communications, including didactic, informational-gnostic, interactive, psychological, attractive-motivational, value-semantic components, is presented. The possibilities of developing personal potential in educational communications are considered. The author’s developmental model of ICT functions is presented, which includes clusters of actual and latent functions aimed at the formation of information-educational space for the development of students’ personal potential. In conclusion, a inference was made about the prospects of the indirect introduction of modern ICT as tools for the development and functioning of various educational communications. At the same time, it is essential that these communications perform psychological and pedagogical tasks and functions.

AbstractIn this paper, we aim to explore connections between a Carnapian semantics of theoretical terms and an eliminative structuralist approach in the philosophy of mathematics. Specifically, we will interpret the language of Peano arithmetic by applying the modal semantics of theoretical terms introduced in Andreas (Synthese 174(3):367–383, 2010). We will thereby show that the application to Peano arithmetic yields a formal semantics of universal structuralism, i.e., the view that ordinary mathematical statements in arithmetic express general claims about all admissible interpretations of the Peano axioms. Moreover, we compare this application with the modal structuralism by Hellman (Mathematics without numbers: towards a modal-structural interpretation. Oxford University Press: Oxford, 1989), arguing that it provides us with an easier epistemology of statements in arithmetic.

- This paper is aimed at examining the scholarship on system innovation and societal transformation for sustainable development, which today is known as "transition management". In theoretical terms, the approach of transition management relies on markets, guidance in the form of goals and visions of sustainable development, network management with an element of self-organisation. Transition management could be viewed as "evolutionary governance" as it is concerned with the functioning of the variation-selection-retention process: creating variety informed by visions of the sustainability, shaping new paths and reflexively adapting existing institutional frameworks and regimes. It is a model for escaping lock-in and moving towards solutions offering multiple benefits, not just for users but also for society as a whole. It is not a megalomaniac attempt to control the future but an attempt to insert normative goals into evolutionary processes in a reflexive manner. The multilevel perspective of change and the model of goal-oriented modulation and reflexive governance, on which transition management is based, are described. This article discusses some possibilities for a critical interpretation of Niklas Luhmann’s systems theory. On the one hand, this theory could provide a sophisticated new sociological account of well-known modern social pathologies, such as alienation and reification; on the other, it could be considered a crypto-normative model for the reciprocal mediation between system and environment in which neither blind tautologies nor colonizations would take place. I argue that as a normative model this theoretical matrix seems to resonate with aspects of Adorno’s negative dialectics between subject and object and that the involuntary promise it contains could be fully realized only under other social conditions. The article also presents a preliminary critique of neoliberalism reconceptualized in systems theoretical terms as a dedifferentiation machinery that aims at establishing the primacy of economic rationality and the formation of ‘industries’ in different social spheres.

Turkey's activism in Africa has been extensively noted. It has been argued that non-state actors like business and civil society organizations take part in Turkeys Africa initiative. Nevertheless, state/non-state interaction in Turkey's foreign policy implementation has not been accounted for in theoretical terms in Turkish foreign policy literature. This paper combines post-international theory and foreign policy implementation in looking at Turkey's foreign policy towards sub-Saharan Africa. We argue that adapting to the multi-centric world, the Turkish government has moved beyond conventional state-to-state dealings in implementing its foreign policy and increasingly relies on the cooperation of non-state actors.

Historically, interjections have been treated in two different ways: as part of language, or as non-words signifying feelings or states of mind. In this paper, I assess the relative strengths and weaknesses of two contemporary approaches that reflect the historical dichotomy, and suggest a new analysis which preserves the insights of both. Interjections have a natural and a coded element, and are better analysed as falling at various points along a continuum between ‘showing’ and ‘saying’. These two notions are characterised in theoretical terms, and some implications of the proposed approach are considered.

The subject of this research is the concept of reduction in logics and methodology of science. On the one hand, reduction is understood as a relation between the term and its defining expression within the scientific theory; while on the other – it represents the relation between two theories. Since the extension of theory is possible through introduction to its vocabulary of new terms by means of nominal definitions, the reduction represents an inverse operation – removing the terms from the vocabulary of the theory. At the same time, the theory itself is defined in accordance with the theoretical-multiple approach as a class of sentences closed in relation to derivability. The scientific novelty consists in examination of semantic and epistemological aspects of the formal definition of reduction. Particularly, the explication of reduction relation between two theories leans in the concept of functional equivalence of the theories. It is established that the list of basic terms of the theory can be set only conventionally. All terms introduces by the means of nominal definitions turn out to be reducible. Therefore, a distinctive feature of theoretical terms is the possibility of its reduction.

The concept of citizenship is one of the old key concepts in political philosophy that has been reproduced in various forms since the formation of classical political philosophy up to modern times within the theory set forth in this type of theoretical philosophy. So, pre-modern theory, modern theory and postmodern theory can be noted. The concept of citizenship is an idea which governs the right of modern human and was emerged in the Western Europe and is a product of modern politics. Accepting Legal and political rights and duties is raised by citizenship status, its main foundation and the basic idea of the concept. In the contemporary world, citizenship has been interested more than other societies. The question that comes to mind here is that how is the situation of civil rights in the era of theoretical terms in globalization? In response to the question hypothesis is that with globalization, citizenship in its modern form that was enclosed in the geography of the national government has lost its sense and civil rights embodied in the discourses that are outside the reach of state law. This study aimed to investigate the impact of globalization on the civil right and conceptual evolution theoretically, as contemporary theorists have theorized it. Research findings indicate the "global citizenship" as a concept is emerging in the era of globalization as the result of rethinking of citizenship in the modern age. The methodology of study is analysis - descriptive, this means that the concept of civil right is described and then the theoretical changes in the era of globalization will be analyzed.

The topic of the research is relevant to modern sociological science and social practice. The research problem lies, on the one hand, in the importance of the development of the municipality through contracts for municipal-private cooperation, and on the other hand, in the absence of a comprehensive scientific understanding of the barriers to the implementation of this process. The aim of the research is to assess the effectiveness of the management practices of city managers, in particular, their potential to attract private capital to the municipality. The methodological basis of the research in general theoretical terms is based on the new theory of institutions, in particular, on the concept of institutional evolution by D. North, and in the specific applied - focused interviews conducted with representatives of the business community and local administration in the Southern Federal District. As a result of the research, the following obstacles to the effective work of city managers have been identified: imitation practices, low qualifications of municipal employees, reduced trust of entrepreneurs, high economic risks and institutional instability. To overcome the above problems, the following recommendations have been made: to solve the problems of joining the law on PPP and MPP with anti-corruption legislation, to create a body to support MPP projects and increase business confidence in the municipality by setting clear «rules of the game» in the economic space.

The article deals with the problem of personality-oriented training in the context of social and educational problems. The urgency of the organization of self- activity of the future teachers of mathematics is proved.The relevance of self education of future teachers of mathematics is enhanced due to the existence of contradictions between: social demand for higher teachers of mathematics, successful in professional and cultural development, keen in the theory and methodology of professional education “white spots” in terms of personal support of educational process in universities;awareness of the need to improve the quality of the educational process through the use of its ways and means of self education of future teachers of mathematics and lack of pedagogical theory relevant regulations;Interests of students for self-technology professional development and the lack of individually oriented methodological component.Personality-oriented training of future teachers for math self-education as a social and pedagogical problem is very relevant due to the present conditions of entry of Universities of Ukraine into the European educational space, taking into consideration both scientific and practical terms. The scientific aspect of relevance is directly linked with the development of the theory and methods of professional education, which is informal by its nature; it is directly related to updating the objectives and content of professional training of future teachers, based on its personal and humanizing orientation. The practical aspect relates to the problem tasks in the context of the transfer of educational policy into professional development track of an individual student.The results of our problem’s review in theoretical terms is fundamental and multifaceted. It explains the fundamental ties to comprehensive personal developmental paradigm reform of professional training of future teachers, it needs to update to the new legal foundation - the law of Ukraine on higher education. The major problem is to determine the mechanism of self-education of Mai RF mate; laws and principles of its implementation; development of classifications and methods; stimulating activity of students in learning math education, self education values means; justification of a model of self-education of future teachers, which reflects the leading cognitive links between it and their postgraduate training, update the conditions of efficiency of self-education activities.
