Engineering and ethics

Engineering ethics is that form of applied or professional ethics concerned with the conduct of engineers. Though engineers do many different things, they share a common history, which includes codes of ethics. Most codes explicitly declare public health, safety and welfare to be ‘paramount’. Many questions of engineering ethics concern interpretation of ‘public’, ‘safety’ and ‘paramount’. Engineers also have important obligations to client and employer, including confidentiality, proper response to conflict of interest, stewardship of resources, and honesty (not only avoiding false statements but volunteering certain information). Each engineer also has obligations to other engineers and to the profession as a whole.

It is the government's basic responsibility to ensure public health safety. However, due to the influence of the environment and human beings, some public health incidents are still inevitable, endangering public health and undermining social stability. However, any public health incident is traceable, and there will be a process from latent period to outbreak. Therefore, the government needs to grasp the key points of health incidents, strengthen emergency management, and ensure social stability and public safety.

The issue of public health and policy communities engaging with food sector companies has long caused tension and debate. Ralston and colleagues’ article ‘Towards Preventing and Managing Conflict of Interest in Nutrition Policy? An Analysis of Submissions to a Consultation on a Draft WHO Tool’ further examines this issue. They found widespread food industry opposition, not just to the details of the World Health Organization (WHO) tool, but to the very idea of it. In this commentary we reflect on this finding and the arguments for and against interacting with the food industry during different stages of the policy process. While involving the food industry in certain aspects of the policy process without favouring their business goals may seem like an intractable problem, we believe there are opportunities for progress that do not compromise our values as public health professionals. We suggest three key steps to making progress.

Whether prisoner resettlement is framed in terms of public health, safety, economic prudence, recidivism, social justice, or humanitarianism, it is difficult to overstate its importance. This article investigates women’s experiences exiting prison in Canada to deepen understandings of post-carceral trajectories and their implications. It combines feminist work on transcarceration and Bourdieusian theory with qualitative research undertaken in Canada to propose the (trans)carceral habitus as a theoretical innovation. This research illuminates the continuity of criminalized women’s marginalization before and beyond their imprisonment, the embodied nature of these experiences, and the adaptive dispositions that they have demonstrated and depended on throughout their lives. In doing so, this article extends criminological work on carceral habitus which has rarely considered the experiences of women. Implications for resettlement are discussed by tracing the impact of criminalized women’s (trans)carceral habitus (i.e. distrust, skepticism, vigilance about their environments and relationships) on their willingness to access support and services offered by resettlement organizations.

Engineering ethics aims to enhance engineer’s ability to confront moral issues raised by engineering activities. It covers engineering as social experimentation, the engineer’s responsibility for safety, and the rights of engineers. What constitutes engineering ethics is the underlining question of this research. Hence, the objective of the research is to systematically provide answers to the aforementioned question. The research also studies the scope and the origin of the subject matter. At the same time, the research highlights the significance of the subject from diverse perspectives; including Western and Islamic perspectives. ABSTRAK: Etika kejuruteraan bertujuan meningkatkan keupayaan juruera menghadapi isu-isu moralyang timbul dari aktiviti-aktiviti kejuruteraan. Ia merangkumi kejuruteraan sebagai eksperimentasi sosial, tanggungjawab jurutera terhadap keselamatan dan hak-hak jurutera. Persoalan utama penyelidikan ini adalah apa yang merangkumi etika kejuruteraan. Penyelidikan ini juga mengkaji skop dan asal usul etika kejuruteraan. Based on Entman’s (1993) and Iyengar’s (1996) concepts , this article intends to identify the frames practiced by O Estado de São Paulo (OESP) and Folha de S. Paulo (FSP) for the crack issue during Gilberto Kassab’s (2009 to 2012) and Fernando Haddad’s administrations (2013 to 2016). For that, 120 texts were analyzed, with the hypothesis that the newspapers’ political positions are also translated in their information material - and, therefore, FSP and OESP would present different coverages. The results confirmed this hypothesis, since OESP addressed the issue from the health point of view in both periods, with emphasis on public safety during the second administration. In addition to the health issue, FSP has focused on public safety aspects in Kassab’s administration and economy in Haddad’s administration. Despite this, newspapers have brought similarities, such as the use of episodic frame in most of the texts.Partindo dos conceitos de Entman (1993) e Iyengar (1996), esse artigo pretende identificar quais os frames praticados por O Estado de S. Paulo (OESP) e Folha de S. Paulo (FSP) para a questão do crack durante as gestões de Gilberto Kassab (2009 a 2012) e de Fernando Haddad (2013 a 2016). Para tanto foram analisados 120 textos, com a hipótese de que as posições políticas dos jornais se traduzem, também, em seu material informativo – e, por isso, FSP e OESP apresentariam coberturas distintas. Os resultados confirmaram tal hipótese, pois OESP abordou o assunto sob a ótica da saúde nos dois períodos, com destaque para a segurança pública durante a segunda gestão. Já FSP enfocou, além da questão de saúde, aspectos de segurança pública na gestão Kassab e de economia na de Haddad. Apesar disso, os jornais trouxeram semelhanças, como o uso do frame episódico na maioria das matérias. Desde los conceptos de Entman (1993) y Iyengar (1996), este artículo tiene como objetivo identificar los enmarcamientos usados por O Estado de S. Paulo (OESP) y Folha de S. Paulo (FSP) para cestión de crack durante las administraciones de Gilberto Kassab (2009-2012) y Fernando Haddad (2013-2016). Por lo tanto, se analizaron 120 textos, con la hipótesis de que las posiciones políticas de los periódicos se traducen también en su material de información - y por lo tanto, FSP y OESP presentarían diferentes coberturas. Los resultados confirmaron esta hipótesis, ya que el OESP se acercó a la cuestión desde la perspectiva de la salud en ambos períodos, sobre todo para la seguridad pública durante el segundo término. Ya el FSP se centró, más allá del tema de la salud, los aspectos de seguridad pública en la gestión Kassab y economía en Haddad. Sin embargo, los periodicos trajeron similitudes, tales como el uso de enmarcamiento episódico en la mayoría de los textos.

The scientific article presents a navigation scheme for guiding the principles of professional ethics of HR-managers according to the code of ethics approved by the Society for Human Resource Management (SHRM). The content and professional and ethical guidelines for them are determined according to each of the principles, including: professional compliance, professional development, ethical leadership, impartiality and fairness, conflict of interest, use of information. In addition, a navigator of professional ethics standards has been formed, guided by specialists of recruitment agencies (recruitment managers or recruiters) in relation to clients of customers (individuals – job seekers and legal entities – employers), based on the analysis of large network and boutique recruitment sites of USA companies and codes of ethics for recruiters, developed by international recruitment associations, as well as independently supplemented by the author. In particular, the paper considers such professional standards as: absence of discriminatory manifestations in relation to the candidate at all stages of selection; ban on their enticement, including through the principle of practice “off-limits” (studied different approaches to the scale of its distribution, timing, obstacles to “closed access” for employment intermediaries, provided proposals to avoid conflicts of interest in its use); ensuring the confidentiality of information; constant communication with the customer company; providing the most reliable information to the candidate and the employer; consent from the candidate for the transfer of his personal data; inadmissibility of the offer of one candidate to several customers; refusal to cooperate with “unreliable” clients; prevention of informal relations between the specialist of the recruiting agency and the candidate. It was found that the development of a civilized recruitment market in Ukraine is hindered by the lack of consolidated, adapted to the domestic realities of the recruitment business and officially recognized by its representatives as professional standards of the code of ethics for recruiters.
