Russia is the largest country in the world and occupies one of the leading places on the planet in terms of natural resources, but the bulk of deposits were explored to some extent more than a quarter of a century ago, back in the Soviet era. Due to the changes in the sources of financing for the reproduction of mineral resources and geological exploration of the subsurface, qualitative and quantitative indicators are reduced by an order of magnitude, which leads to greater risks in the development of mineral deposits. Even despite the large number of scientific papers, the economic situation forces us to search for more modern and multi-parametric methods for evaluating the efficiency of mining. The article considers the main economic methods for evaluating the efficiency of mining, determines their essence and application features. On the basis of conducted analysis, disadvantages and advantages of using the studied methods were identified, and the author's interpretation of the economic assessment of efficiency of mining resources was given.


It is the object of the third United Nations Conference on the Law of the Sea to obtain broad international agreement on the limits to the territorial sea, on that area beyond these limits within which the coastal state may exercise rights over living and non-living resources and on the nature and manner of exercise of those rights. The Conference is also required to establish an international regime to deal with the exploration and exploitation of the deep seabed beyond the limits of coastal states’ rights. The work done by the Conference in five sessions since 1973 will have its effect on international law and practice but, partly owing to differences between the view-points of less industrialized and the more industrialized states (not confined to marine matters), the global solution essential for the orderly regulation of movement of shipping, scientific research and development of fisheries and sea-bed mineral resources may yet elude the Conference, to the detriment of the participating states and of the international community as a whole.

It is possible to speak of international administration only if an international entity is truly exercising functions equivalent to States. While such cases are rare, as Joseph Weiler emphasized in a different context, they do exist. One such case is the International Seabed Authority, which exercises legislative as well as executive functions concerning the international seabed (Area) and its resources. Furthermore, the legal regime on the international seabed comprises a fully elaborated system for the settlement of disputes available to public and private actors involved in the exploration and exploitation of mineral resources in the Area. The functions assigned to IMO and some fisheries organizations have not quite reached this level. Nevertheless one can observe that these organizations, too, prescribe binding rules, at least de facto. However, they lack the jurisdiction to enforce such rules directly; in that respect they are relying on the enforcement of States to enforce such rules acting under different capacities such as flag States or port States. One may consider these legal regimes as belonging to a multilevel system (Mehrebenensystem) where the prescriptive and executive functions are being vested in different entities.

Changed marketing and economy-ambiental conditions of planning, realization and evaluation of the geological exploration, order quantitative different approach in which are integral implied geology important elements of the deposit of mineral row materials, based the genetic characteristics and marketing necessary question of economy payfull. The conditions and the way of origin the deposit, respectively genetic characteristics, directly across the geological specific of the deposits reflect on the conception and methodology of their geological exploration. On the other side, the changed market conditions, after made community political changes in Serbia, together with the transition problems, in the first plan propound the profitability of the geological work and the results of the geological explorations. In such economy-economic defined conditions of the valorization of mineral resources of Serbia, especially important role has the connected genetic and geological–economic modelling of the deposits of the mineral row materials.

Опре- делены основные проблемы в воспроизводстве и использовании минерально-сырьевой базы, разработа- ны рекомендации по развитию геологоразведочных работ и освоению полезных ископаемых республики. Resource potential of solid non-metallic mineral resources (SNMR) of the Chechen republic is considered in the article. Modern condition of SNMR supplies and resources structure has been analyzed. The main problems in reproduction and usage of mineral raw material base has been determined, recommendations on geological exploration development and minerals exploitation of the Republic has been worked out

Evaluation of the objects in the mineral resources sector depend on type of the legislative framework for the different stages of exploration process. The article covers to problems of legal and evaluation to objects of subsoil usage according to different stages of geological exploration in International Financial Reporting Standard 6 «Exploration for and Evaluation of Mineral Resources», Russian Financial Standard 24/2011 « Cost accounting of the mineral resources deployment», US GAAP and other normative documents. The results present the possibility of capitalizing mineral reserves as assets in mining oil and gas companies.

The paper presents issues of evaluation objects of subsoil usage and reflecting information of mineral assets for oil and gas companies. Estimation of the objects in the mineral resources sector is regulated by IFRS 6 «Exploration for and Evaluation of Mineral Resources», Russian Financial Standard, US GAAP and other normative documents. The authors` idea is to capitalize costs connected with the stages of geological exploration process, what is considered as an innovative component. Concepts of natural and environmental capital are overviewed. Different classifications of reserves and mineral resources of various categories of oil and gas are analyzed. The results of the study show that capitalizing reserves as mineral assets in oil and gas companies is possible and economically profitable.

The Strategy for the management and utilization of mineral resources of the Republic Srpska includes inevitably the mineral resource base as an essential element of material and social development, and it is one of the significant reliance forms on its own suorces in achieving economic development. In this sense, geological exploration, like an important activity in providing mineral resources for the development of the economy of the Republic Srpska, has not been given adequate attention since the 1990 and has not been systematically conducted at all. The practice of the surrounding countries, and also in the earlier period, in these regions was such that geological exploration were treated adequately with the importance of mineral resources and, accordingly, funds were provided for their financing by the state and also by users of mineral resources. Today, there are no systematic geological surveys in the Republic Srpska and no systematic sources for their financing. The geological research activity in Bosnia and Herzegovina and the former Yugoslavia, throughout the earlier period, was characterized by relatively good organization and coherence of the research program. Due to this, many remarkable results have been achieved, which justify the realized investments in many ways. The paper presents the basic characteristics of the mineral raw material base of the Republic Srpska, as then an analysis of inefficiency and stagnation in the research was done, and finally suggestions are given the necessary activities to improve the present situation.
