The article deals with the risks of renovation, i.e. the risks of the started process of reconstruction of large areas of the city, the risks of failure of the approved program. The main risks include: first, the lack of understanding of the renovation program as the largest social project that requires the active participation of all participants; secondly, the risks of possible underfunding, and hence the failure of the city to fulfill its obligations to the residents (which should not be allowed), and, thirdly, potential errors when planning the program realization. The considerations on the book “VirtuosaBenfeitoria” aim atevaluating the relevance of a social project to guide the actions of the ruler and theindividuals, with a view to practical actions that converge to the common good. The infant D. Pedro, also known as the Duke of Coimbra, wrote the work. The central focus of the book is to address the sense of improvement and how the prince should practice and bestow it and how the subjects would receive and practice it. The arguments of D. Pedro to deal with the good and the society are strongly influenced by classical authorities and authors of scholasticism, especially Thomas Aquinas. In this sense, on the one hand our study seeks to show that such knowledge was essential for him to understand the plots that build human relationships, whose premises, to him, should be the ones leading society towards the common good;on the other hand, the goal is to analyze the work we regard as essential theoretical and methodological principles of history that allow us to recover, through memory, historical events that potentially guide us through paths that show the relevance of the Master of the University, as a vector in the organization of a given society.

A computer project in the world and in Russia is now usually viewed as an economic, technological or military one. At the same time, it is a global social project. From the theory of the humanitarian and technological revolution, it follows that at the current point of bifurcation, its results can determine the path of humanity to the future. I show that the results of this project reflect the readiness of civilizations for socio-technological change. The COVID-19 pandemic turned out to be a test for social imperatives and had a huge impact on computer reality in the formation of a new sociality. Book by K. Schwab, T. Mallerert “COVID-19: The great reset” represents a variant of such sociality. The analysis presented in this work shows the unacceptability of the proposed changes for the world of Russia. A study of large-scale computer projects in Russia and Belarus shows the need to bring them to a new sociocultural level, much higher than the current one. The unsuccessful experience of mass e-education in the Union State confirmed the imperative of Norbert Wiener: “Render unto man the things which are man’s and unto the computer the things which are the computer’s”. This should, apparently, be a reasonable line of behavior in organizing joint actions of people and machines.

The paper discusses the issues of social projects development to meet the citizens’ needs or to resolve certain social problems by changing the social situation. The reason for designing social projects is responding to the challenges with conflicting, multi-vector development trends or those to be adequately addressed. Social projects demonstrate their specifics. In this context, the principal expert in their assessment is not the government or the project contractor but the society. In modern realia, it is critical to build a strong social state which can not be achieved through the government’s policies alone, however the combined efforts and close cooperation between the community and the state contributes to the desired effect. evidence revealed that such partnerships have gained great significance, although it is argued that there is a need to clearly demarcate the roles of each of the parties. An appropriate information platform was created in Ukraine that optimizes the process of selecting the best projects and accessing the results after their testing. Social projects have a large variety of forms, dimensions, sources of funding and terms of execution. The issue of project feasibility remains paramount. The key criteria to evaluate the social project implementation expediency are the following: harmonization of project proposals, business goals and the overall government strategic development plan; identifying the significance of the project results for the government; specification of the social project capability to adapt for most regions of the country; social project effectiveness. Social projects have become an essential element within the social protection framework, since modern society have no more expectations as to the government assistance, but ultimately seek to search for their own tools to resolve social issues through developing social projects and programs, attracting investment, etc.
